TALWANDI SABO, April 6 — The suspended Jathedar of Akal Takht, Bhai Ranjit Singh, said an appeal would be made to "Sikh sangat" on April 13 at Anandpur Sahib on the occasion of the tercentenary celebrations of the Khalsa to shun relations with those who had turned their faces away from Akal Takht and lowered its dignity.

The former President of the Shiromani Gurdwara Parbandhak Committee (SGPC), Mr Gurcharan Singh Tohra, on the other hand said the Akali government led by Mr Parkash Singh Badal had attacked Akal Takht and violated its "maryada".

Bhai Ranjit Singh and Mr Tohra, who were talking to mediapersons here late last night, said the "Sikh sangat" was disassociating itself from Mr Badal as he had lowered the prestige of the Takht.

Bhai Ranjit Singh claimed that only the "Sikh sangat" could determine who was the real Jathedar of Akal Takht and added that Mr Badal should take the issue to the public.

He said a pro-Akal Takht organisation would decide the next course of action after April 15 after watching the activities of Mr Badal and his associates.

Mr Tohra, fearing that he might be put behind bars, he said Mr Badal had created a "black chapter" in the history of the Sikhs by insulting and suspending the Jathedar of Akal Takht. He said Mr Badal had made a precedent that any Chief Minister could replace the Akal Takht Jathedar any time.

He said Mr Badal should feel the pulse of the "Sikh sangat" and should seek an apology from Akal Takht for his "blunders".

To a question, he said he was not against any person becoming the Chief Minister. "I am not an obstacle in the way of Mr Sukhbir Singh Badal for occupying the chair of the Chief Minister. I only want that the prestige of the Takht and its Jathedar should be restored".

He said the SAD had supported the use of Article 356 in Bihar by the BJP-led coalition government and it was not right. The SAD should not have done anything against its policy merely for opposing the Congress, he said.

Mr Tohra said even Mr Surjeet Singh Barnala presented himself before Akal Takht for seeking pardon for the "blunders" committed by him when he was the Chief Minister.

Later, they addressed a large gathering at Diwan Hall and appealed people to join the Khalsa march to be taken out from here on April 11.Top

 

Free TADA convicts on tercentenary: Tohra

NABHA (Patiala), April 6 — Former Shiromani Gurdwara Parbandhak Committee (SGPC) President Gurcharan Singh Tohra today took up the cause of TADA convicts, who are presently on strike in the maximum security prison here, saying they should be set free as a goodwill gesture on the tercentenary of the birth of the Khalsa.

Addressing a gathering at a local school here, Mr Tohra said the convicts had been forced to go on strike to highlight their cause as the Panthic government had ignored them.

He said besides these convicts all youth who had been languishing in various jails for years should be released on the occasion of the tercentenary.

The SGPC chief also led a frontal attack on Chief Minister Parkash Singh Badal, saying the latter was only interested in the welfare of his family members which had led to all development work coming to a standstill. He said instead of working to mitigate the sufferings of the people, the Chief Minister was needlessly meddling in religious affairs and the functioning of the SGPC which was occupying all his time.

Mr Tohra said the government had failed to get the much needed funds from the central government.

He said, while other state governments and even Haryana had been able to get funds from the Centre, the Punjab Government had failed even to get money for the damage sustained to the paddy crop during unseasonal rains. He said even for the tercentenary celebrations the Centre had only provided Rs 17 crore though the Punjab Government had claimed it would get Rs 100 crore.

He also criticised the Chief Minister for trying to undermine the authority of the Akal Takht. He said the government had ignored an appeal by the Akal Takht to desist from indulging in factionalism till April 15 but was now itself stating that it would maintain the present status quo till April 15. He said the people of the state would not be misled by such statements as they had full respect for the high institution and would not forgive anyone who defied it.

Mr Tohra also regretted his decision to extend support to local legislator Raja Narinder Singh during the assembly elections on the occasion. He said it was unfortunate that the people were saddled with a legislator who had failed to rise up to their expectations.Top

ANANDPUR SAHIB, April 6 — Multiple agencies, both state and central, are still on the job giving final touches to the services and infrastructure, permanent and temporary, created for the tercentenary celebrations of the birth of the Khalsa here.

The magnitude of the facilities provided has added to the magnificence and grandeur of the occasion. But unforeseen bottlenecks are not ruled out. Racing against time and fighting red-tape these agencies have converted this "city of bliss" into one of "tents and sheds".

While the presence of some organisations like the Anandpur Sahib Foundation or the Anandpur Sahib Urban Planning and Development Authority is quite pronounced less visible but no less important in laying down infrastructure and has been the Army, the 4 Sikh battalion in particular.

Nearly 5,000 Jawans of the Sikh regiment and a large number of ex-servicemen have been quietly working under Major M.S. Chahal to meet light completion deadlines.

Code named "Operation Sahayata", the aim of the 4 Sikh Bn is to put in basic facilities for pilgrims, and devotees in terms of accommodation, drinking water, medical care etc. Major Chahal told TNS that 4,000 tents have been pitched at different locations in the town to provide accommodation to nearly 10-12,000 persons.

The army jawans have positioned fire-fighting machines at strategic locations and set up "recovery" points to tow away vehicles which breakdown to ensure smooth flow of traffic. It is also looking after sanitation and hygiene and army engineers have put in a kutcha road near Ghanauli to ease traffic flow in view of two railway crossings and a pontoon bridge at Sirsa nadi.

Major Chahal in candid in saying that besides lending a helping hand to the civil authorities, the Sikh Bn is also strengthening its bonds with the people. "For Jawans the occasion is one of a social cause. The Western Command is fully involved in the tercentenary show."

For the first time in its chequered history. Anandpur Sahib has become the focus of any government. Guru Tegh Bahadur founded this town in 1665 near the ruins of an ancient town-Makhowal. Since partition successive governments and even the Shiromani Gurdwara Parbandhak Committee have paid it scant attention.

But for the tercentenary the town's drinking water supply has been augmented, a new sewerage treatment plant put in along with a grain market, a shopping plaza an upgraded hospital (100-bed), a renovated railway station, a "kisan haveli", a newly designed police station and a 3-star hotel to name just a few.

Roads, bridges, parks and a reception-cum-tourist centre, have all been provided giving "status' to this town of some 15,000. Through 'kar sewa' a 300-room (with attached bathrooms) serai has been built and the gurdwara's parikarma widened.

The Punjab State Electricity Board has upgraded its sub-station to 132 kv from 33, and Punjab Energy Development Agency undertaken a scheme worth Rs 196 lakh for providing solar water heating in the langar halls of three gurdwaras and solar photovoltaic systems for street lighting in villages in and around Anandpur Sahib and solar signboards around important landmarks.

Apart from preparations for the events, a Master Plan for the town and in adjoining villages, covering an area of 2,383 hectares, is complete.

Both the Anandpur Sahib foundation Chief Executive, Ms Vini Mahajan, and ASUDA additional Chief Administrator, Ms Jaspreet Talwar, told TNS that besides the main pandal covering an area of 4.5 acres, another 100 acres have been taken on "one crop lease" from farmers for providing tented accommodation, parking facilities and langar. Facilities like temporary toilets (4,500 sets), bathrooms (500) and urinals (500) have been created in addition to the existing permanent toilet blocks.

E.P tents will be pitched over 1.25 lakh sq. ft area with "durries" as flooring . At least four major parking bays have been created in different directions keeping in view the volume of traffic and number of devotees. The market yard and its sheds will serve the purpose of a langar. Besides 165 acres already acquired by ASUDA, another 25 acres are in the process of being acquired.

There are 31 VIP tents available with Ashoka Hotel here, of which seven are air-conditioned. At least four of them are occupied and a majority of others booked from April 10 onwards. Daily charges are from Rs 1,000 to 2,500. Over 100 temporary water standpots have also been put up with nearly 200 glasses, all chained to posts.

The "Kisan haveli" built by Punjab Mandi Board at a cost of Rs 2 crore in a record time of eight months, is an architectural marvel atop a hillock on the banks of the Charan Ganga. A 28 ft high "arched darwaza" leads to the haveli porch, nine ft below the building. There are 14 rooms and a dining hall with a capacity for 50 persons.Top

AMRITSAR, April 6 — Pro-Tohra SGPC member Mr Sarup Singh Dhesi and an NRI Sikh Mr Mohinder Singh today moved the Sikh Judicial Commission seeking direction for disallowing Mr Atal Behari Vajpayee, Prime Minister from inaugurating the proposed tercentenary celebrations of the foundation of Khalsa Panth at Anandpur Sahib on April 8.

The petitioners who made Bibi Jagir Kaur, SGPC Chief, Prof Manjit Singh, Jathedar Sri Kesgarh Sahib (Anandpur Sahib), Mr Parkash Singh Badal and Mr Vajpayee party, pleaded that the Prime Minister should be allowed to inaugurate the celebrations he concedes that Sikhs are a separate nation. He should not be allowed to inaugurate the celebrations unless he (the Prime Minister) announced that it was mandatory for all Sikhs to partake of 'amrit' to mark the tercentenary of the Khalsa Panth, apart from the announcement that Sikhs should be given all rights to enjoy the glow of freedom at par with the majority community.

It is pertinent to mention here that the pro-Tohra SGPC member Mr Sarup Singh Dhesi had also moved the Sikh Judicial Commission for declaring pro-Badal executive members 'patit' (not practising Sikhism) and urged their dismissal.

The three-member Sikh Judicial Commission, including Mr Manmohan Singh Brar (Chairman) has directed the opposite party to file its reply by April 7. However, the commission clarified that SGPC chief Bibi Jagir Kaur and Prof Manjit Singh, Jathedar Takht Kesgarh Sahib could be made party to the petition but not Mr Badal and Mr Vajpayee. Hence the commission has served notices on Bibi Jagir Kaur and Prof Manjit Singh.

The petition has been filed under Section 142 of Sikh Gurdwara Act 1925. The petitioners claimed they had to move the commission to safeguard the faith.

The petitioners also pleaded that Mr Badal and Mr Vajpayee be directed not to derive political mileage from the tercentenary celebrations. They also pleaded that launching of a campaign for baptising Sikhs should have been part of the tercentenary celebrations. However, the advertisements published in various newspapers regarding the celebrations did not mention 'amrit' or make any arrangement for 'amrit' sanchar.

The petitioners alleged that Mr Badal, who headed an Akali party, did not appear to be an 'Amritdhari Sikh' (baptised Sikh). They also described the Badal family as non-baptised.Top

 

Beaten to death for stealing birds

AMRITSAR, April 6 — The Textile Mazdoor Ekta Union received a call by Kalu Parshad, a worker at a processing unit in Meeran Kot village, on March 26, saying that a migrant worker of a poultry farm, near his factory, was beaten upto death by blows, iron rods and lathis.

A fact-finding report conducted by Mr Amarjit Singh Asal, Secretary, Punjab State Committee (AITUC), has indicted owners of the poultry farm for resorting to torture which resulted in the death of the labourer.

According to Mr G.S. Sahota, district police chief, the victim, Raghu Rishi, was interrogated and assaulted by the owner of the poultry farm and his accomplices when he received a telephone call claiming that the victim had stolen and eaten some birds from the farm. Raghu Rishi succumbed to his injuries.

The police has arrested Anil Rishi, owner of the farm and Shami Kapoor and Abhinandan, the "munshi" who had complained to the owner that the victim had stolen the birds, all three have been arrested under Sections 302, 342, 506 and 34 of the IPC.

The fact-finding report said on hearing the call about the death of Raghu Rishi, trade union activists present in the office decided to act promptly. Desraj Haripura informed the police about the incident.

The SSP, the SP and certain other officers arrived at the farm, while the body of Raghu Rishi was still there.

Workers at the poultry farm said Raghu Rishi was tied with a rope at around 9 a.m. and was beaten up. They begged the owner not to kill him and accept compensation if any loss had been caused to him. However, he did not agree. They were prevented from going out and were told that they would be shot dead if they informed any one about the incident, they alleged.

He was not even given water though he asked for it. At about 2.30 p.m. Ram Dayal, a cousin of the victim, untied him as he was dead.

Later Ram Dayal and some others went to the processing unit whose workers called up the mazdoor union office.

A post-mortem examination took place on March 27. On the request of the union as well as the SSP, a board consisting of three doctors was constituted by the Principal of Government Medical College to ensure that the report was truthful.

A massive demonstration was organised by the workers who condemned the incident.Top

 

Largest langar hall in region

ANANDPUR SAHIB, April 6 — Most of the thousands of pilgrims to Anandpur Sahib partake of langar at the SGPC run langar hall before returning.

For the past 10 days, SGPC officials, have been working round the clock to distribute langar to the unending stream of pilgrims.

Presently, five big tavian (large gridle) are used for preparing chapatis. Each gridle, 90 chapatis can be prepared. Huge cauldrons are used for cooking sweet rice, dal (pulses) and vegetables.

Talking to the TNS here today Mr Ram Singh, jathedar of the langar, claimed that 70 quintal of wheat flour, 20 quintal of rice, 15 quintal of pulses and 15 quintal of vegetables are cooked daily. Mixed 'Achar" (pickle) is also served. Tea is served from 4.00 am to 9.00 am.

The SGPC has employed some temporary workers to run the langar alongside volunteers. Around 125 persons are employed in preparing langar which is then served by some 150 persons.

Though the jathedar at the langar claimed that 2 lakh persons were served langar daily, the actual figure is closer to one lakh, with seating capacity in the building for around 2500 persons.

Almost 200 quintal fire wood and 70 LPG cylinders are used in cooking each days langar. For the work of making rotis daily wagers were brought in from different parts of the state.

The SGPC has stocked 800 bags of wheat and flour and 500 quintals of pulses for the tercentenary celebrations. Around 50 to 60 bags of wheat and flour are donated each day.

According to jathedar Ram Singh, the SGPC spends around Rs one lakh per day on the langar. He claimed that langar hall was the biggest in the region. Against its capacity of 2500 persons, the capacity of the langar hall at Amritsar is about 1500 persons.

Jathedar Ram Singh said that serving of langar begins in the morning after the performance of 'Ardas".

Since April 2, 300 school children, under the banner of Punjab State Recognised and Affiliated Schools Association and led by its state president Principal Jagdish Rai Sharma, have been assisting in langar duties. 150 students at a time serve langar to the pilgrims in two shifts.

Mr Sharma said, students drawn from five districts - Ferozepore, Faridkot, Bathinda, Ludhiana and Amritsar - had been performing the service from April 2 and will remain here until April 14.Top

 

Library: a tribute to teacher

FEROZEPORE: In keeping with the spirit of Operation Sahyog the Army unit here has opened a library not only for Army men but also for local educational institutions.

The library, named after Dronacharya, a legendary intellectual-warrior, was inaugurated by Maj Gen. K.C.Padha, VSM, GOC, Golden Arrow Division, on March 20.

The Army developed the library with Rs 10 lakh by renovating a dilapidated building which had been marked for demolition by the MES. The library has over 20,000 books on every conceivable subject. Around 50,000 books would be acquired within three years. Video games, computer games, computer-based studies, and Internet facilities have already been installed.

The Dronacharya library has a spacious and decorated reading and reference rooms. A delicately crafted bust of Dronacharya greets the visitor at the entrance.

The building is surrounded by an artistically, landscaped garden. At the gate two 5.5 inch guns stand like majestic sentinels.

Green lawns have over 60 varieties of rare flowers, plants and trees. Pebble, stone and wood block pathways, lead to the gazebo with arched entrances, where from one can have a view of the rose garden, a bean-shaped pond with a carved marble fountain from Jaipur.

The idea of setting up a hi-tech satellite station library was conceived by Maj Gen K.C.Padha with a view to creating something unique in the Year of the Jawan.

The library will remain open daily except Wednesday and all gazetted holidays. In the summer it will remain open between 1000 hrs and 1300 hrs in the morning and 1730 hrs and 2030 hrs in the evening. During the winter, it will remain open from 1030 hrs to 1330 hrs in the morning and 1500 hrs to 1800 hrs in the evening. The timing for Sunday is 1030 hrs to 1300 hrs.

The membership fee for Army and civilian officers is Rs 100 and for JCOs and family members of Army men is Rs 50 and Rs 10, respectively. The membership fee for civilians and educational institutions has been fixed at Rs 500 and Rs 5,000, respectively. Beside, a nominal monthly subscription is also charged.Top

 

23, 000 workers join AIR, DD staff stir

JALANDHAR, April 6 — At least 23000 employees of different cadres today joined the ongoing nationwide indefinite strike of the administrative staff of AIR/DD which entered its 16th day today, according to Mr Satish Sharma.

The administrative staff of AIR/DD were seeking pay parity and implementation of their accepted demands, whereas the other employees were demanding pay hike as given to programme and engineering personnel.

In a joint statement, Mr Satish Sharma, Zonal Chairman, Mr Vinod Luthra, unit secretary, Class IV, Mr Gurdev Singh of the Stenos Association, Mrs Prabhjot Kaur of the Librarians Association, Mr Rajinder Pal Rana of the Instrumentalist Association, Mrs Narinder Kaur of the Hindi Translators Association and, Mr Jaswant Singh of the Arus Association criticised the Prasar Bharati Board and Ministry for allegedly adopting double standards. They alleged that Prasar Bharati had shown its inability to fulfil these demands. Only the ministry was competent to take up this matter, but Mr Pramod Mahajan has adopted a rigid attitude towards their demands, they further alleged.

In a separate statement, Mr K.K. Bali, unit coordinator of the Doordarshan kendra, here alleged that in violation of the Prasar Bharti Act, the Ministry of the Information and Broadcasting had favoured a few categories of employees with considerable enhancement in pay scales. This had created widespread disparity in pay scales of various categories though these issues were taken up with the ministry and officers of Prasar Bharti, no response had come so far.

He said that the Karamachari Sanyukt Sangh, comprising the Professionals Association, Cameramens' Welfare Association, Group 'D' Staff Association, Stenographers Association, and the Motor Drivers Association, had joined the indefinite strike today. Assistant news editors had also joined the strike. Work in the Doordarshan kendra here had been completely paralysed, he claimed.Top

 

Rs 40 lakh excise duty evaded

CHANDIGARH, April 6 — Central Excise (Preventive) officers of Sangrur division have detected an evasion of central excise duty to the extent of Rs 40 lakh by a Bathinda-based industrial unit.

In a statement here today, Mr Inder Raj Soni, Commissioner of the Chandigarh-II Commissionerate, said on a tip-off a raid was conducted on the unit engaged in manufacturing electrical equipment. The business as well as residential premises of the firm at Bathinda and Delhi were searched and incriminating documents like a parallel set of invoices and invoice books, indicating the removal of goods under job work without intimating the department, were recovered.

The duty evaded in transactions with the PSEB was about Rs 1 lakh and with the Ranjit Sagar Dam project it was over Rs 50000.

The scrutiny of the seized documents also indicated that the firm was maintaining a parallel set of invoices even in its transactions with its bankers.

The unit also defrauded the bankers by keeping logs of wood wrapped in polythene sheets in the guise of copper strips to mislead the bank. The quantity of goods reported to the bankers in certain cases was different from the one reported to the Central Excise Department.Top

 

Physical Education Director suspended

BATHINDA, April 6 — Mr N.S. Rattan, Principal Secretary, Technical Education and Industrial Training, Punjab, has suspended Mr Jasbir Singh Randhawa, Director, Physical Education of the local Giani Zail Singh College of Engineering and Technology.

Official sources said Mr Randhawa was placed under suspension for allegedly drinking liquor during duty hours and "misbehaving" in the administrative hall of the college on April 2.

Dr Narinder Singh, Principal of the college, told TNS that a medical examination of Mr Randhawa was conducted at the local Civil Hospital and it was mentioned by the doctor concerned that smell of alcohol was detected.

He said the report was sent to the Principal Secretary for necessary action.Top

LUDHIANA, April 6 — Mr Rajinder Pal Singh, a former sarpanch of Aasi Kalan and an Akali worker, has threatened to go on an indefinite fast from April 17, if the Punjab Chief Minister, Mr Parkash Singh Badal, does not seek forgiveness before Akal Takht by then.

Speaking to newsmen at Gurdwara Gurgyan Parkash, Jawaddikalan, here today, he alleged that Mr Badal had tried to supersede the authority of Akal Takht and should bow before this highest seat of the Sikhs for the benefit of the entire Sikh community. Sant Baba Sucha Singh was also present.Top

 

CPM criticises 'anti-people' Budget

CHANDIGARH, April 6 — The Punjab State Committee of the CPM at a meeting here yesterday said the Badal-Tohra feud had paralysed the state administration and brought development activity to a standstill.

It had provided a grist to the mill of fundamentalists, extremists and separatists who were waiting in the wings to disturb the peace in the state.

In a statement here, the secretary of the committee, Mr Balwant Singh said the committee condemned the "anti-people" and "anti-development" state Budget which imposed a blanket ban on the creation of new jobs.

There was also no provision for waiving the Rs 5,700 crore loan of Punjab's peasantry.

The state committee regretted that the minimum wages were also not being revised.

The committee prepaired campaign and programmes for highlighting various demands of farmers, employees, women and the youth.

Hi-tech phone exchange set up

HOSHIARPUR, April 6 — A telephone exchange, OCB-283 of 10,000-line capacity was commissioned here on April 1, 1999.

These 10,000 lines have been distributed in three areas. The main exchange has 4,000 lines at Telephone exchange building at Bazar Vakilan, Hoshiarpur. A Remote Subscriber Unit (RSU) of 4000 lines has been set up at Parbhat Chowk and another RSU of 2000 lines has been installed at Bullowal, 16 km from here. The Parbhat Chowk RSU is connected to the main exchange by 140 MB optical-fibre line whereas 2,000-line RSU at Bullowal is connected to 34 MB optical-fibre link. The capacity of this OCB-283 can be easily increased up to one lakh lines. Telephones can now be available on demand at Hoshiarpur and Bullowal.

Talking to this correspondent here yesterday Mr Mohan Lal, General Manager, Telecom, Hoshiarpur, said that the OCB-283 exchange has got ISDN and CCS-7 capabilities. The Integrated Services Digital Network (ISDN) has a provision of several services like, voice, data and image transmission on a single telephone line through the telecom network. In ISDN, subscribers' voice data, image or a combination thereof are sent and received in the digital form, right from the subscriber's premises.Top

 

Shoe store gutted

PATIALA, April 6 — A three-storeyed shoe store was gutted in a fire at Rajpura while one person was murdered at Sabajpur village here last night.

District police chief Parampal Singh Sidhu disclosed that the fire broke out following a short circuit. The fire was put out after fire tenders were pressed into service from Rajpura, Patiala and Dara Bassi.

In another incident, Lal Singh was murdered at Sabajpur village on the Patiala-Samana road last night. A case had been registered against five persons, who had reportedly absconded.Top
