Delhi, Rohtak police plan joint operation

ROHTAK, Aug 4 — Police officials of Delhi and Rohtak have planned to launch joint operations against criminals involved in murders and dacoities in the two states.

Senior officials of Delhi Police, led by DCP (West) yesterday met the Senior Superintendent of Police, Rohtak, Mr P.K. Aggarwal to identify the gangs operating in Delhi and Rohtak and prepare strategies to arrest them.

According to the information gathered by the police, the criminals, who commit murders in parts of West Delhi have their links with criminals of Rohtak district. After committing crime in Delhi, these gangsters take shelter in the hide-out of the Rohtak criminals and vice-versa.

Mr Aggarwal said that the joint operations have become very necessary owing to mobility of the criminals. He said the police was gathering information on criminal operating in these areas.

The meeting decided that information about criminals should be shared on regular basis between the Delhi and Rohtak police. The Delhi Police is also holding discussions with the Gurgaon police as some criminals take shelter in that district after committing crime in the union capital.

Mr Aggarwal said that Naresh is wanted by the Delhi police and the Rohtak police as he has committed murders at both places. Naresh earlier was a member of the Anup gang involved in the murder of Samata Party candidate. Ved Singh during the Assembly elections in Delhi.

Naresh was, he said, is also wanted by the Rohtak police in connection with the murders of two student leaders, Devender Coach and Subhash Rohila. While Anup was arrested recently by the Delhi police, Naresh is absconding. He hails from Bohar village near here.

He disclosed that the murder of the driver of a van of the Delhi Jal Board was believed to be the handiwork of the Naresh gang. He had also made an attempt to loot Rs 23 lakh being carried in that van.

Description of the weapons used in the last incident in Delhi matches with the arms and ammunition while committing crimes in Rohtak by the Naresh gang, Mr Aggarwal added.

The Delhi Police is talking with the Gurgaon police, the SSPs of Rohtak and Gurgaon to keep in touch with each other on regular basis, Mr Aggarwal told.Top

 

CM: INLD to contest under NDA banner

CHANDIGARH, Aug 4 — The Haryana Chief Minister, Mr Om Prakash Chautala, said here today that an enquiry at his own level would be conducted to find out the truth about the incident in which the INLD MLA from Meham, Mr Balbir Singh alias Bali Pehlwan, allegedly misbehaved with the Deputy Commissioner of Rohtak.

A criminal case has already been registered against the MLA.

Mr Chautala told newsmen it was the responsibility of officers to give due honour to elected representatives of the people and listen to them carefully. He said action would be taken against the guilty.

The Chief Minister said the INLD-BJP-HVP(D) combine in Haryana would contest the coming Lok Sabha elections under the banner of the National Democratic Alliance. Asserting that there was no dispute among the three parties over the sharing of seats, he said candidates having winning prospects would be given the ticket.

He claimed he had tried to give representation to all sections of society in his ministry, which could be expanded any time. However, he refused to give any specific date for the expansion. He said the ministry would be expanded as per the work load.

The Chief Minister said the state government had sought the permission of the Election Commission (EC) for transferring certain officers. The transfers would be effected once the permission of the commission was received. He, however, ruled out large-scale transfers. He said so far the EC had not interfered in any matter of Haryana because the state government had acted very carefully.

The state government would undo the injustice done to the employees by the Bansi Lal Government. The priorities of his government included improvement of the law and order situation and provision of 24-hour power supply.

Mr Chautala said the main issue in the Lok Sabha elections would that only an Indian by birth should be the Prime Minister. The Kargil conflict had amply proved that only a person born in the country inherited nationalism.Top

HISAR, Aug 4 — The newly-appointed Vice-Chancellor of CCS Haryana Agricultural University, Mr Vinay Kumar, today assured that there would be absolute academic freedom in the university and hoped that the university would live up to the expectations of everyone.

Spelling out his priorities after assuming the office he told TNS in an exclusive interview that he would ensure that the work culture in the varsity was improved. He lauded the efforts of his predecessor Prof J.B. Chowdhury for "evolving an academic work culture, which had started getting desired results".

At the same time he felt pained that the outgoing Vice-Chancellor could not complete his term and left midway. He said Prof Chowdhury was one of the best Vice-Chancellors the university could get. He observed "there is a need for thorough introspection, to see within ourselves, as how should the university steer through the next millennium".

Mr Vinay Kumar has a long experience having served in HAU for over 20 years as Registrar. He also served as Officer on Special Duty for several years. He has compiled statutes of several universities and was currently working on the statute of the Central Agricultural University, Imphal, he has worked with at least seven Vice-Chancellors in various capacities.

The Vice-Chancellor said, he would continue to improve working on the three fronts of teaching, research and the extension. "In fact, my priorities have already been determined, I will work under these parameters only", he said and added that he would ensure that the university continued to be among the best agricultural universities of Asia.

He expressed full confidence in the scientific community of the university and said the scientists would be provided all freedom. He pointed out that the scientists were the centrifugal force of the university.

Mr Vinay Kumar admitted decline to some extent in the work culture. At the same time, he pointed out that it could be improved with persuasion and motivation only. It could not be imposed from the top. He said all genuine grievances of people would be properly addressed to leave minimum scope for misunderstandings.

It appears that the initial resentment of the Haryana Agricultural University Teachers Association has started fizzling out, with most of the faculty members welcoming his appointment. Hundreds of teachers, employees and students greeted Mr Vinay Kumar on his elevation to the post of the Vice-Chancellor. They also included the secretary HAUTA, Prof H.K. Verma. However, Prof Verma clarified that he had greeted Mr Kumar in his individual capacity and not as HAUTA secretary. HAUTA had demanded appointment of an academician as Vice-Chancellor.Top

ROHTAK, Aug 4 — A large number of employees of the mini secretariat and offices of the Commissioner, Deputy Commissioner and tehsil today held a demonstration in protest against the alleged intimidation of Deputy Commissioner Arun Kumar by the Meham MLA of the ruling party, Mr Balbir Singh, alias Bali Pehalwan.

The MLA, accompanied by six supporters had used abusive language and threatened the Deputy Commissioner of dire consequences at his office yesterday.

The agitated employees condemned the incident and appealed to the Election Commission of India to take stern action against the offender. They also demanded that the Chief Minister should check the activities of such "anti-social" elements for smooth functioning of the district administration.

The employees threatened that they would resort to strict measures if no action was taken against the erring MLA.

The demonstrators were pacified by the Deputy Commissioner who assured them that the government had already taken action in this connection.

The Haryana Pradesh Congress Committee and the CPM also criticised the alleged misbehave of the INLD MLA and demanded immediate arrest of the offender.

Mr Anand Singh Dangi, former minister, described the incident as shameful.

Meanwhile, a Municipal Councillor Suresh Munjal allegedly misbehaved the Executive Officer of the council, Mr A.K. Jain, today.

It is learnt the councillor was demanding exemption from house tax for voters of his ward while the officer expressed his inability in this connection. This resulted into heated arguments between the two and the councillor allegedly manhandled Mr Jain.

The police has registered a case under Sections 186, 353 and 506, IPC, against the accused.Top

 

Museum for war heroes in Kurukshetra

CHANDIGARH, Aug 4 — A social organisation of Kurukshetra, Prerna, has collected over Rs 1 lakh for the families of the martyrs of the Kargil conflict.

Stating this here today the president of the organisation, Mr Jai Bhagwan Singla, said Prerna contributed Rs 50,000 to the Army Central Welfare Fund, Rs 40,000 to the Haryana Chief Minister's War Heroes' Relief Fund and Rs 10,000 to the family of martyr Sanjeev Kumar of Kohlapur village in Kurukshetra district.

Mr Singla said the organisation was now collecting money for the Prime Minister's Relief Fund (Shakti). Prerna had also decided to set up a state-level war heroes memorial museum in Kurukshetra. It had written to the families of the martyrs for their photographs and any item of personal belongings for keeping in the museum. To keep the tales of their bravery, for future generations, interviews with the families and friends of the martyrs would be recorded on audio and video tapes.

The scope of the museum would be expanded later to include all gallantry award winners of India.

Prerna, which recently organised a cultural programme in connection with the Kargil conflict, will organise painting, declamation and quiz competitions to inculcate patriotism in school children at Kurukshetra tomorrow.

Prerna runs an old-age home, a daycare centre for the old, a vocational training centre, an accupressure centre and a yoga centre. It also conducts mass marriages of poor girls and has adopted about 200 children under its foster-patents scheme.Top

 

4 held for forcibly extracting teeth

FARIDABAD, Aug 4 — The local police today arrested four staff members of a missionary school in Ram Nagar on a charge of getting extracted teeth of nine students without the permission of the parents.

A police spokesman identified the arrested as Naomi, Sunita, both teachers, and Sunil and Kripal, two other staff members of the school.

Earlier, students of the school were taken to a dental check-up camp, where teeth of some were cleaned by dentists. But teeth of others were found having deep cavities and were extracted.

When children reached home with swollen faces, the parents got agitated and marched to the police post in Sector 11. Soon workers of various political parties collected outside the police post and raised slogans.

Police officials saved the situation and managed to pacify the agitated mob by arresting four members of the school staff.

Nasir Ahmed, Head Constable, was also suspended on a charge of misbehaving with the agitators.Top

 

KUTA delegation meets CM

CHANDIGARH, Aug 4 — A delegation of the Kurukshetra University Teachers' Association (KUTA) today met Mr Om Prakash Chautala to press the demands of the teachers.

The delegation was led by Mr K.L. Tuteja, president, KUTA, in presence of Mr Ashok Kumar Arora, MLA from Kurukshetra, and the Speaker of the Haryana Assembly.

The KUTA demands include acceptance and implementation of the UGC notification on the revision of pay scales of university and college teachers in toto by the state government.

The notification issued by the Bansi Lal Government had altered completely the UGC notification to the disadvantage of teachers while all neighbouring states had accepted the UGC norms, the delegation said.

It may be recalled that the UGC met 80 per cent of the expenditure on the revision of pay scales of the teachers for five years if the states implemented its notification as a composite scheme without alterations.

The teachers also demanded that professors under personal promotion scheme of Kurukshetra University should be immediately given the grades recommended by the UGC.

The Haryana Government had withheld the revised pay scales to about 45 such professors who were duly appointed under the personal promotion scheme in accordance with the rules and regulations of the university.Top

 

Hooda to stick to Rohtak

CHANDIGARH, Aug 4 — The Haryana Congress president, Mr Bhupinder Singh Hooda, today set at rest speculation that he was shifting from Rohtak to Sonepat in the coming Lok Sabha poll.

Mr Hooda, member of the dissolved Lok Sabha from Rohtak, in a statement here emphatically denied having ever thought of changing his constituency even in the wake of overwhelming demand of the voters and Congressmen of the Sonepat parliamentary constituency in particular. He could not think of deserting the people of Rohtak who elected him to Parliament thrice against heavy odds and defeated a person of the stature of Mr Devi Lal, he added.

Having regard to the sentiments of the Rohtak electorate, he had already started his campaign in the constituency. During electioneering, he was seeking cooperation of all sections to strengthen the hands of Mrs Sonia Gandhi, not only in Rohtak but in all the 10 Lok Sabha constituencies of Haryana.

It was only the Congress under her dynamic leadership which could provide a stable government to the nation, he added.Top

 

Withdraw cases: say students

ROHTAK, Aug 4 — Several student leaders of Maharshi Dayanand University have demanded withdrawal of cases registered against certain students by the university authorities in the past two years.

In a statement issued here today, student leaders, including Mr Ranbir Gulia, Mr Ashok Arya, Sukhram Sehrawat, Suresh Phougat, Ajit Kumar and Anil Hooda, alleged that certain false cases were booked against some students who opposed the "autocratic" style of functioning of the Vice-Chancellor.

They also appealed to the state government to withdraw the hike in fee of various courses of the university. They, however, welcomed the reported decision of the Chautala government to lift the ban on holding elections to student bodies.Top
