CBI probe into Narwal
kidnapping ordered CHANDIGARH, Aug 6 A CBI investigation was ordered today by Mr Justice THB Chalapathi of the Punjab and Haryana High Court into the alleged kidnapping of a minor girl, Komal Narwal, the grand-daughter of Mr L.D. Narwal, Haryana's Inspector-General of Police. She is the daughter of Sanjay Narwal, allegedly involved in the murder of his wife, Geeta. As per the allegations, Sanjay Narwal had deserted Geeta and married Gurinder Kaur, without having divorced his first wife. Komal was born to Geeta Narwal who, as per the complaint made by her in the High Court, was kidnapped by Sanjay, Gurvinder Kaur and Mr L.D. Narwal. After some time when the daughter was recovered, Geeta stated in court that she did not want to pursue the complaint, but before another Judge, who was also dealing with the complaint, she stated that she was forced to make the statement. She also sought protection of herself by the CRPF or the Punjab Police. She was provided CRPF security. Later on, she was allegedly murdered for which Sanjay Narwal is in a Kurukshetra jail while Gurvinder Kaur is facing trial. When the case came up before Mr Justice Chalapathi, counsel for Mr L.D. Narwal stated that the complaint of kidnapping of the minor has become infructuous as Geeta Narwal, the complainant, had died and a case of murder had been filed against Sanjay and his wife. Earlier the High Court had directed Haryana's Director-General of Police, to investigate the girl's kidnapping. The DGP got an FIR registered. It was alleged by counsel for Geeta Narwal that Mr L.D. Narwal being the IGP, was influencing the investigation into kidnapping case so a CBI inquiry should be ordered against the accused. Counsel for the state of Haryana told the court that the inquiry was still in progress. The Judge while ordering
a CBI inquiry also directed the DGP to provide security
to Komal Narwal and her nearest relatives. |
SAD, CPI begin campaign BATHINDA, Aug 6 With the announcement of names of candidates for the forthcoming Lok Sabha elections scheduled to be held on September 5 by two major political parties the SAD and the CPI the poll scene in this reserved constituency comprising Bathinda and Mansa district has started warming up. Though Congress has not decided yet whether to contest the elections in alliance with the CPI and the CPM, Mr Chitan Singh Samao, sitting SAD MP and Mr Bhan Singh Bhora, CPI candidate, who tasted defeat in the last elections, have launched their campaign. Workers of the Congress in the constituency are opposing the idea of leaving this seat to the CPI candidate under any poll alliance. They are pressing the high command for putting up a party candidate here as the chances of party are bright. On the other hand, Mr Samao, whose candidature was opposed by certain senior leaders of the party, has started getting support from the party rank and file and is touring villages to woo voters. Mr Samao defeated Bhora by 49856 votes last time. Mr Samao had polled 359527 votes while Mr Bhora, who was the joint candidate of the Congress and the CPI, could get only 309666 votes. Mr Balwinder Singh Bhunder, MP and senior SAD leader, denied that anybody had opposed the renomination of Mr Samao this time. He claimed that there was no division in the party over the allotment of the ticket to Mr Samao and all workers would put up their best to ensure his victory. Mr Hardev Arshi, leader of the CPI group in the Vidhan Sabha, who is managing the campaign of Mr Bhora, hoped that the Congress would contest the election in alliance with the CPI and the CPM and the local seat would be given to the CPI. Since 1980, the Congress
has won this seat twice. In 1980, Mr Hakam Singh Mian was
Victorious while in 1991 Kewal Singh made his entry into
the Lok Sabha. In 1985 Mr Teja Singh Dradi, in 1989 Mr
Sucha Singh Maloh and in 1996 Mr Harinder Singh Khalsa
were successful from here. |
Stage set for PM's rally today LUDHIANA, Aug 6 The stage is all set for the Prime Minister, Mr Atal Behari Vajpayee's rally here tomorrow, meant to kickstart the election campaign of the Shiromani Akali Dal and the BJP. The Punjab Chief Minister and President of the Shiromani Akali Dal, Mr Parkash Singh Badal, today himself supervised the preparations and expressed satisfaction with the arrangements. Besides the Chief Minister, many other BJP and SAD stalwarts and leaders have been camping here for the past three days to oversee the arrangements and mobilise the masses. Senior BJP leaders like Lala Lajpat Rai, the Food and Civil Supplies Minister, Mr Madan Mohan Mittal, the Local Bodies Minister, Mr Balramji Das Tandon, have been holding meetings of party workers and encouraging them to mobilise masses to make tomorrow's rally a success. Arrangements have also been made to provide food and water to those participating in the rally. Adequate arrangements for parking of vehicles for people coming from different areas have been made separately. For security purposes, different gates have been set up at the venue for the general public, the VIPs and for the Prime Minister. The rally will be addressed among others by Mr Parkash Singh Badal, the Haryana Chief Minister, Mr Om Prakash Chautala, senior BJP leaders Ms Uma Bharti and Mr Narinder Modi. Besides, folk artistes of Punjab, Mr Surinder Chhinda and Mr Pali Detwalia, would sing patriotic songs. In a statement issued to the press here today, Mr Sewa Singh Sekhwan, Information and Public Relations Minister, said the rally would boost the election campaigning of the National Democratic Alliance in the state. Meanwhile, the entire city looks like a fortress with umpteen number of police companies deployed for the Prime Minister's security. The police has virtually cordoned off the area surrounding S.D. Government College for Boys and the entire route to be taken by the PM's convoy to reach the venue of the rally, which has caused undue harassment to the city residents. Residents of the College
Road and Udham Singh Nagar, complained that the Municipal
Corporation had cut off their water supply, on the plea
that water had to be stored for the rally. They also
complained of undue harassment on account of security
personnel deployed on their roof tops. |
Punish rebels: Barnala SANGRUR, Aug 6 The rebel Shiromani Akali Dal workers and leaders led by Mr Malkiat Singh Kitu, MLA from the Barnala Assembly segment, held rally in Gurdwara Singh Sabha here today to oppose the candidature of Mr Surjit Singh Barnala, Union Minister for Fertilisers and Chemicals, who has been renominated party candidate for the Sangrur parliamentary seat. Mr Balbir Singh Ghunas, MLA Bhadaur, Mr Gurbachan Singh Fatehgarh, District President, Mr Parkash Chand Garg, Chairman, Land Development and Reclamation Corporation, Mr Gurbachan Singh Bachi, a close confidant of Mr Sukhdev Singh Dhindsa, SGPC members Mohinder Singh Diwana, Kaur Singh Mauran, Sadhu Singh and Joga Singh participated. Various speakers at the rally, including Mr Malkiat Singh Kitu, opposed the candidature of Mr Barnala and urged the Chief Minister to review the nomination of Mr Barnala. He said the latter as Union Minister has failed to safeguard the interests of the people of the constituency and the farming community in general. Mr Malkiat Singh was projected at the rally as the right candidate for the Sangrur seat. Mr Kitu said rallies would be organised at Nihalsinghwala on August 8, Malerkotla on August 9, Dirba on August 10 and Raikot on August 11 to oppose the candidature of Mr Barnala. Mr Barnala at a press conference here, urged Chief Minister to immediately take disciplinary action against those who had revolted against the party decision to renominate him as party candidate for the Sangrur parliamentary constituency. He stressed that disciplinary action should be taken against rebels, irrespective of the fact whether anybody was an MLA, SGPC member or a party office-bearer to protect the "image" of the party. He said he was trying to contact party Secretary-General Sukhdev Singh Dhindsa in this regard. Earlier, in the day, Mr Barnala launched his campaign by inaugurating his election office at Bahawalpuri Dharmshala in Malerkotla. He was accompanied by Mr Gobind Singh Kanjhla and Mr Baldev Singh Mann. Addressing a gathering Mr Kanjhla appealed to the Chief Minister to sack members of the party trying to oppose the official candidate. He said Mr Malkiat Singh Kitu did not have a clean image. people to vote for the SAD and ensure that a stable
government was formed at the Centre. |
Farmers a worried lot CHANDIGARH, Aug 6 Farmers in most parts of Punjab are a worried lot because of poor monsoon so far in the region. In fact the monsoon has remained confined in the Chandigarh belt and adjacent areas like Patiala and Ropar in the past weeks. Reports reaching here from the Malwa, Doaba and Majha belt have indicated below average rain in these areas. Confirming the reports, senior officials of the Punjab Agriculture department said some parts of the Malwa region had no rain in the past one week or so. Earlier also in the Malwa belt rainfall was scattered and scanty. The immediate effect of the below average rainfall is on the paddy crop. In many parts of the state, paddy crop is under stress as it has not got adequate water. Mr Deep Singh Sahota, Joint Director, Plant Protection, Punjab Agriculture department, said it was true that paddy crop had been under stress at certain places where rain was not adequate. But at the same time due to poor rain the cotton crop was coming up. It was by and large free from the attack of pests which in past years was causing damage to it. Rain and cloudy weather is not considered conducive for the cotton crop. As the Malwa belt has below-average rain so far, it has proved a boon for the cotton crop, he added. Apart from being under stress, the paddy crop in certain areas is facing the attack of leaf folder. The attack of this pest
is considered highly harmful for the paddy crop as its
effects its yield. |
Transfers of 20 Home Guard
officials cancelled AMRITSAR, Aug 6 The Director-General Police (Home Guards) has reportedly cancelled transfers of 20 Home Guard officials who had been transferred in back dates after the election code of conduct came into force. The Chief Electoral Officer (CEO), Dr Brajendra Singh had directed the state government to cancel all transfers of Home Guard officials made in violation of the code of conduct. Following directive of the Chief Electoral Officer, the Home Secretary, Government of Punjab, wrote to the Director-General (Home Guard) vide memo number 25-85-99/3 sr/832 dated August 2 for immediate cancellation of the transfers. A copy of this communication was sent by the Home Secretary to the Chief Electoral Officer, Dr Brajendra Singh (vide number 833). The directive of the CEC reads "transfers of Home Guard officials be cancelled immediately as these were made in gross violation of the election code of conduct. As per orders of the commission, no official could be transferred after July 11 after the code took effect." It is interesting, the date shown in the transfer orders (ordered in back dates) read June 21 and June 22 respectively. However, these orders reached the office of District Commandant Home Guard Amritsar on July 26. It means that the transfer orders took more than a month to reach Amritsar, which shows that the orders were issued in back dates". The Department of
Personnel in a circular to all heads of the departments,
had admitted that the back-dated transfers" were
being ordered to escape the action of the Election
Commission. The circular reads "despite issue of
strict orders, it has been brought to the notice of the
commission that efforts are being made to circumvent the
orders by issuance of back-dated orders and back-dated
relinquishing and assumption of charges. You are
requested to curb such tendencies immediately and
effectively any transgression of these orders shall be
viewed very seriously". |
Contribution for martyrs
families BATHINDA, Aug 6 The FCI quality Control Staff Welfare Association has donated Rs 21,000 for the welfare of families of those Army personnel who had laid down their lives in Kargil. Mr Resham Singh, district unit President, in a press note issued here today, said that a draft of Rs 21,000 had been given to Deputy Commissioner S.R. Ladhar. JALANDHAR: Bishop Symphorian Keeprath, President, Catholic diocese of Jalandhar, handed over a bank draft of Rs 14,51000 for the Army Welfare Fund to support the families of Kargil heroes, to Lieut-Gen Kamal Davar, General Officer Commanding Vajra Corps, somewhere in the Western Sector on Thursday. The amount has been collected by staff and students of all schools under the management of the Catholic diocese of Jalandhar. NAWANSHAHR: Mr Resham Singh Thiara Senior vice-President of the district unit of Shiromani Akali Dal has contributed Rs 21,000 towards Kargil martyrs family welfare fund. He also gave a sum of Rs 5100 to sepoy Lakhbir Singh of nearby Daulatpur village who was injured in the Dras sector. Rasaldar Darshan Singh of nearby Hakguru village has contributed his one months pension amounting to Rs 5100. Staff and students of the local JSFH Khalsa High School have contributed a sum of Rs 16051 towards Kargil martyrs family welfare fund. TARN TARAN: An

Pension reduced flouting rules JALANDHAR. Aug 6 The apex court and various high courts have repeatedly held that to receive pension is the fundamental and constitutional right of retired government servant. But some senior officers in the government think otherwise. Floutng provisions of the Central Civil Services Pension Rules, 1972, and orders of the Government of India, Department of Pension and Pensioners Welfare, issued in August, 1998, the Financial Adviser and Chief Accounts Officer (Pension) Northern Railway, New Delhi, and his subordinate staff have reduced the monthly pension of hundreds of railway pensioners. This act has caused mental agony and financial loss to the hapless and aged pensioners. Two of the victims, Mr Chaman Lal Sunder, retired Head Clerk, Railway Accounts, Jalandhar, and Mr Mohinder Singh, Chief Supervisor, Railway (retired), narrated their tale of woes to this correspondent here today. Mrs Shiv Kali Devi, widow of Mr Vijay Bahadur Singh (who served as waterman at Hamira railway station in Punjab) has been driven to starvation because she has been denied her monthly family pension by the CAO (Pension), Northern Railway, Baroda House, New Delhi. The Divisional Railway Manager, Ferozepore, had sent a pension payment order (PPO 019605072) and other relevant papers of the widow on November 17, 1997, to the FA and CAO (Pension) for transfer of payment to the State Bank of India, Lalgang, Partapgarh, UP. Though two years have passed, the papers remain dumped at the Northern Railway headquarters. The unfortunate widow is without her family pension since August, 1997. The All-India Central Government Pensioners Association (North India Region) has taken up the cause of the railway pensioners and the hapless widow with the higher authorities and sought the intervention of the Union Pension Ministry. The shabby treatment to
pensioners is all the more deplorable when the country is
celebrating the year 1999 as the International Year for
the elderly. |
Kanshi to launch poll campaign PHAGWARA, Aug 6 Mr Avinash Chander and Mr Kuldip Singh Wadala, joint BSP-AISAD candidates from Phillaur and Jalandhar Lok Sabha seats respectively, will file their nomination papers on August 11. Teachers meet Chief Secy JALANDHAR, Aug 6 Office-bearers of the Punjab and Chandigarh College Teachers Union (PCCTU) Mr S.S. Hundal, Dr V.K. Tewari, Mr Sukhpal Singh and Mr N.P. Manocha held a meeting with the Punjab Government represented by the Chief Secretary, the Principal Secretary, the Special Secretary, the Department of Higher Education and the DPI (Colleges) regarding the demands of the union, at Chandigarh yesterday. The union leaders said here today that the government had agreed to maintain the status quo on the retirement age of the teachers at 60 years. They said the union opposed the dilution of the pension-gratuity scheme and stressed that the scheme released on December 18, 1996, must be implemented without further delay. The Chief Secretary assured them to expedite the clearance and early implementation. The union regretted that the Punjab Government had been delaying the full implementation of the package on pay revision notified by the HRD Ministry and the UGC and forcefully demanded the acceptance of all provisions. Dr V.K. Tewari, General Secretary of PCCTU, said that the union succeeded in convincing the Chief Secretary that all college teachers get the new pay-scales. The Chief Secretary
asked officials to submit the papers on the held up
salary grant of two years (1997-99) and assured the union
leadership that substantial amount would be released
since the colleges were facing acute crisis. |
Case against Councillor MALERKOTLA, Aug 6 The local police has registered a case against Mr Abdul Wahid, Municipal Councillor, under Sections 323, 353, 506, IPC, for manhandling and abusing a constable. According to Mr Surinder Singh Saini, DSP, the case has been registered on the instructions of Mr Arpit Shukla, SSP, Sangrur. According to an FIR lodged by Mr Mohammad Idrish, a resident of Chandigarh, and his gunman Satnam Singh, the Municipal Councillor manhandled them near Kamal Cinema here on April 29. After the incident, constable Satnam Singh got himself medically examined at the local Civil Hospital and lodged a complaint with the police. He also approached the Director-General of Police, Punjab, at Chandigarh. On the directions of the
DGP, Mr Arpit Shukla, SSP, Sangrur, ordered that a case
be registered against the Municipal Councillor. |
Dulonangal heads AISSF faction JALANDHAR, Aug 6 A new faction of the AISSF was formed here today with Mr Chet Singh Dulonangal as its head. Talking to mediapersons Mr Dulonangal said his federation would work for the release of Sikh youths languishing in jails under the TADA Act. It would also look after the problems of students in the state. A 31-member working
committee of the set-up had been constituted, he added. |
Barnala for action against
rebels SANGRUR, Aug 6 Mr Surjit Singh Barnala, Union Minister for Fertilisers and Chemicals, has urged the Punjab Chief Minister and SAD President, Mr Parkash Singh Badal, to take disciplinary action against those who have revolted against the party decision to renominate him (Barnala) as the party candidate for the Sangrur parliamentary constituency. Addressing a press conference at the local PWD rest house last evening, Mr Barnala stressed that disciplinary action was called for against rebels immediately lest indiscipline should spread and harm the party candidates elsewhere also. Mr Barnala said even if Barnala MLA Malkiat Singh Kitu contested as an independent, he (Kitu) was sure to be rejected by the party voters. Mr Barnala stated that

perennial MOGA, Aug 6 The BKU today urged the Punjab Chief Minister, Mr Parkash Singh Badal, to make the Kingwan canal passing through various villages in this district to make it perennial as the canal mostly remains dry even during the summer when water is needed for paddy. Mr Kuldip Singh, a
former president of the Punjab BKU, said farmers in this
district had been facing an acute shortage of canal

L Nk Avtar Singh cremated MOGA, Aug 6 (PTI) Lance Naik Avtar Singh, a commando of the 20 Sikh Regiment who laid down his life fighting against Pakistani infiltrators in the Rajouri sector on August 2, was cremated at his native village Barewala in Nihalsinghwala subdivision of the district yesterday with full military and state honours. More than 3,000 men, women and children from adjoining villages gathered to pay their last respects to the martyr. His uncle lit the pyre as soon as the Army contingent paid respects to the martyr by reversing their guns. Punjab Education Minister Tota Singh and Agriculture Minister Gurdev Singh Badal placed wreaths on the body of Avtar Singh of behalf of Chief Minister Parkash Singh Badal and Governor B.K.N. Chhibber, respectively. Wreaths were also laid on behalf of the Army chief and the Director-General of Police Sarbjit Singh. Col Gobind Singh Sasodia, Commanding Officer, sent a sum of Rs 25,000 to next of kin of the martyr with a recommendatory letter in appreciation of his bravery. Avtar Singh and three
other commandos died after killing six Pakistani
infiltrators during a combing operation on August 2. |

sought ROPAR, Aug 6 The District Election Officer, Mr K.S. Sidhu, has directed the Assistant Returning Officers (AROs) of the Ropar (reserved) parliamentary constituency to tour their respective Assembly segments to identify vulnerable polling stations and submit a report for holding a free and fair poll. The Ropar seat is a cluster of nine Assembly segments, spread over five districts Chamkaur Sahib, Kharar and Morinda (Ropar district), Sirhind and Amloh (Fatehgarh Sahib), Khanna and Samrala (Ludhiana) and Nabha (Patiala) and Dhuri (Sangrur). Nomination papers can be
filed from August 11 to 18 between 11.00 a.m. and 3.00
p.m. (except August 15) in the office of District
Election Officer. The nomination papers will be
scrutinised on August 19 at 11.00 a.m. while the same may
be withdrawn by the candidates, unwilling to contest the
elections by August 21. |

Export of milch cattle banned BATHINDA, Aug 6 Mr S.R. Ladhar, Deputy Commissioner, has banned the export of milch cattle from this district. In a press note issued here today, Mr Ladhar said that the ban had been imposed when a few religious organisations met him and complained of hurt religious sentiments by the export of cows from Bathinda district. He said that keeping in view the religious feelings of the people, loading of cattle at any Railway station in Bathinda district had been banned. He said that now onwards
the District Magistrate would issue the No-objection
Certificate (NOC) for the export of animals for
slaughter. The NOC would be issued on case to case basis
after verifying and satisfying that cattle being exported
were not for slaughter. |
Good resources for
fisheries in Punjab CHANDIGARH, Aug 6 Talking to fish farmers at a two-day seminar organised by the Regional Institute of Cooperative Management, Chandigarh, Dr S.C. Agarwal, Director and Warden of Fisheries-cum-Chairman of Fish Farmers Development Agencies, said that Punjab had very good resources for the development of social fisheries. In addition to village ponds, numerous irrigation dams had been constructed in the kandi areas which could be mobilised for the development of fisheries. These resources could be leased out to the fisheries cooperative societies for better management and production of fish. For the first time, a small reservoir having 87 hectare water area in Ropar district had been on lease to demonstrate the benefits of cooperative society to the people. Mr M.M. Tiwari, Managing Director, National Federation of Fishermen Cooperative Ltd., said the federation would provide all types of assistance to the fisheries cooperative sector in Punjab. Dr B.K. Mishra,

According to sources sitting MLAs Avtar Singh Brar (Faridkot), Mr Tej Parkash Singh, Jalandhar Cantonment elder son of late Beant Singh, Harmohinder Singh (Raikot), Gurkirat Singh vice-president state Youth Congress and grandson of late Beant Singh, Malkiat Singh Dakha ex-Minister, Gurmeet Singh ex political adviser took part in the meeting. According to sources the meeting deplored the ignoring of Beant Singh's family in allotting tickets for the forthcoming Lok Sabha elections. The meeting decided to urge Ms Sonia Gandhi, president all-India Congress Committee to take into consideration the sacrifices of Mr Beant Singh, former Chief Minister and his family for the Congress party. Journalist bereaved KAPURTHALA, Aug 6 Mrs Gian Kaur (59), mother of Rajvinder Singh, a Kapurthala-born poet laureate of Germany and journalist based in Berlin, has died of cardiac arrest. Her funeral was largely attended. Mrs Gian Kaur was
socially active helping many needy persons in educating
their children. Her bhog ceremony and antim ardas will be
performed at the local State Gurdwara on August 8
(Sunday) at 12 noon. |

Telephones Department to immediately disconnect their STD
facility because of inflated bills. They complained that
