3 kids die of diarrhoea in
Samalkha PANIPAT, Aug 19 At least three children Anu (7), Kusum (8) and a seven-year-old girl of Samalkha town have reportedly died of diarrhoea and a number of other children are also suffering from this disease. Some of the patients, in serious condition have reportedly been shifted to Delhi and other places. According to reports Samalkha town is in the grip of diarrhoea. The disease has spread due to the supply of contaminated drinking water. The areas affected by the disease are Koharpanna, Kaliramna and Beniwal colonies. According to the in charge of the Community Health Centre, Dr S.R. Singhal, the first case of diarrhoea had come to their notice on August 14 and the Health Department had taken precautionary measures to prevent the spread of this disease in the town. The District Health Officer, Dr Ashok Kumar, however, claimed that only one death had been reported from Samalkha. He ruled any more deaths and denied the reports of spread of the epidemic in the town. He also stated that 12 samples of drinking water drawn from the town had been sent for tests. He said the health
authorities had taken steps to educate people about
various water-borne diseases and the precautions to be
taken to check the spread of these diseases. |
Gurgaon Tehsildar suspended CHANDIGARH, Aug 19 The Haryana Government today suspended Mr Ajit Singh, Tehsildar-cum-Sub Registrar of Gurgaon, for allegedly committing serious irregularities in the regsitration of a large number of sale deeds of land belonging to Wazirabad village in Gurgaon district. Mr Ajit Singh, who is a nephew of former Haryana Chief Minister Bansi Lal, was suspended after an inquiry by the Commissioner of Rohtak division, Dr G. Prasanna Kumar, indicting him of the irregularities in the registration of sale deeds. The enquiry was ordered after the publication of a news item in The Tribune under the heading "Land grab in Gurgaon." After the four-page findings the Commissioner of Rohtak division stated that certain landowners of Wazirabad village had filed a declaratory suit under the Punjab Village Common Land (Regulation) Act before the DRO-cum-ACIG, Gurgaon, in 1996. The disputed land measuring 437 bighas and 18 biswas belonged to Haiderpur Viran which is part of Gram Panchayat, Wazirabad. The 1982-83 jamabandi showed the land under the ownership of Civil Panchayat, Deh. The then DRO decreed the suit in favour of the plaintiffs vide his order dated May 13, 1996. The Wazirabad Gram Panchayat filed an appeal against this order before the then Collector of Gurgaon, who upheld the findings of the DRO on March 2, 1998, and dismissed the appeal. A revision petition against the order of the Gurgaon Collector is still pending in the court of the Gurgaon Division Commissioner who had stayed the operation of the orders of both the DRO and the Collector on April 2, 1998. It was alleged that a large number of sale deeds were registered during the period from April 2, 1998, till the date a copy of the stay order was made available to Tehsildar Ajit Singh. The Commissioner of Rohtak division concluded in his findings that "there was undue haste on the part of Tehsildar, Gurgaon, in registering a large number of sale deeds in spite of the fact that the land was under litigation and the interest of the gram panchayat was involved." He added: "As many as 36 sale deeds were registered on March 23, 1998, 21 on April 2, 1998, 74 on April 3, 1998, 43 on April 6, 1998, and 92 on April 7, 1998." "The Law Officer of Panchayats admitted before me that he had verbally informed the Tehsildar on April 2, 1998, itself about the stay order but when I asked him to give it in writing, he refused to do so," observed the Rohtak Division Commissioner. He added: "Probably this explains the sudden increase in the number of sale deeds after April 2, 1998. Although the Tehsildar may deny knowledge of the stay order and fortify his claim with documentary proof, his personal interest in the matter is very much obvious from the fact that he had registered 36 sale deeds on March 23, 1998, when a copy of the Collector's orders were not available". "The Collector had stayed operation of the DRO's order on April 4, 1996, and alienation of the land could not have been allowed during the pendency of that stay order, the Commissioner observed. Although this stay ceased to operate on March 2, 1998, after final order was announced by the Collector, no service of this final order was made on the Tehsildar up to March 27, 1998. From the statement of the DRO it is clear that the copies of the Collector's orders were available only on March 27, 1998, and the earliest date of delivery was also March 27, 1998, and the earliest date of delivery was also March 27, 1998. "But the copy of the sale deed no 17465 dated March 23, 1998, mentions the order dated March 2, 1998. The Tehsildar should not have taken cognisance of this order unless a copy was delivery to him. Till such time he was bound by the Collector's stay order dated April 4, 1996," the Commissioner held. "The language of all the sale deeds is practically the same. I have taken one representative sample of the sale deeds from each date, which are enclosed," the Commissioner stated. He has also indicted the Law Officer of Panchayats also for "serious negligence". Even after the Commission had accepted his request for staying the operation of the lower courts' orders of March 2, 1998, he did not take any personal interest in getting the copy of stay order for serving it on the Sub-Registrar well in time. Had he apprised the Commissioner of the seriousness of the matter, it would have been possible for him to obtain the copy of the stay order on the same day. The government has
ordered a vigilance enquiry into all this
"racket". |
Chautala promoting family rule:
Hooda ROHTAK, Aug 19 The Haryana Pradesh Congress chief and party candidate for the Rohtak Lok Sabha seat, Mr Bhupinder Singh Hooda, has accused the Indian National Lok Dal (INLD) chief and Chief Minister Mr Om Parkash Chautala of forcing "family rule" on the people of Haryana. Addressing a press conference here last night, Mr Hooda said the dynastic rule had become a bane for the Haryanvis and they wanted a change. He said while Mr Chautala's father and former Deputy Prime Minister, Mr Devi Lal, had been the national President of the INLD, Mr Chautala and his son Ajay Chautala had been occupying key posts of the INLD in Haryana. Alleging that the Chautala did not have faith in persons outside his family and relations. He said the nomination of Mr Devi Lal as MP when he was not keeping good health vindicated this point. Mr Hooda claimed that the fielding of Capt Inder Singh (retd) as INLD candidate for the Rohtak seat was not aimed at honouring ex-servicemen or the Kargil martyrs. Inder Singh was in fact a relation of Mr Chautala. Mr Hooda said if his party came to power, he would put an end to "discrimination" in the matter of development, meted out to certain parts of the state by different state governments and provide water and power free of cost to the farmers on the Punjab pattern. About the inter-state disputes with Punjab Mr Hooda demanded the delinking of the SYL issue from other disputes. He however, alleged that
Mr Chautala had not been taking any interest in solving
the problem, because of his friendship with
the Punjab Chief Minister, Mr Parkash Singh Badal. Mr
Hooda alleged that industrial land worth Rs 1300 crore
had been given illegally to Sukhbir Badal son of Mr
Parkash Singh Badal at Gurgaon, after Mr Chautala took
over as Chief Minister. |

Talking to mediapersons here today, Mr Sampat Singh said senior leaders of the Congress were getting panicky and running away from the contest. The Finance Minister said the former Union Minister, Ms Selja, had always considered the Sirsa parliamentary seat as her pocketborough and earlier her father, a former Union Minister the late Dalbir Singh had also been contesting from the same constituency. He said Selja, who had won the Sirsa parliamentary constituency twice had got panicky and run away from the contest even after her name was announced by the party high command. He said the same was the case with other constituencies and the Congress had to change its candidates at Hisar, Kurukshetra, Bhiwani and Sonepat due to the unwillingness of the earlier candidates. Mr Sampat Singh said the country had witnessed two anti-Congress wave till now, in 1977 and in 1987. But he claimed that the current waved blowing in favour of Mr Atal Behari Vajpayee was much stronger. He claimed that odds were in favour of the BJP-INLD candidates in Haryana and the position of the INLD-BJP candidate in the Sirsa parliamentary constituency further would improve after the visit of the Prime Minister tomorrow. Meanwhile, the stage has been set for the proposed visit of the Prime Minister tomorrow. The whole government machinery has been galvanised to prepare for the visit. Mr Sampat Singh has been camping here for the paster's three days. The venue of the Prime Minister visitor's, MM College, has been virtually converted into a police camp. The Prime Minister will
arrive in the college by a helicopter. The Haryana Chief
Minister Mr Om Parkash Chautala will arrive by another
helicopter a few minutes earlier. The Prime Minister will
have his lunch at Fatehabad. He will be accompanied by Mr
Narinder Modi, general secretary, BJP and in charge
Haryana affairs. |
Make NCC training compulsory:
Prasad CHANDIGARH, Aug 19 The Auxiliary Cadet Corps (ACC) and the National Cadet Corps (NCC) training should be made compulsory in all educational institutions of Haryana to provide a strong base to our defence forces. This was stated by the Haryana Governor, Mr Mahabir Prasad, while speaking at a function organised here today by the Higher Education department and the NCC Directorate to honour the best NCC cadets of Haryana who participated in the Republic Day parade and Prime Minister's Rally-1999 in New Delhi. He complimented the NCC cadets on serving the nation on different social and educational fronts in the country. He said that the NCC training should be made compulsory in all the educational institutions which would help make strong the personnel of the defence forces. Mr O.P. Jain, Minister of State for Education, Haryana, welcoming the Governor, said Haryana had been making sincere efforts to give all necessary facilities to the NCC cadets so that they could emerge as the best cadets. Mr Prem Prashant, Commissioner and Secretary, Education, Haryana, said the number of NCC cadets in the country had gone up to 11.70 lakh. Mrs Shakuntala Jakhu, Director, Higher Education, read the annual report, highlighting different achievements of the NCC organisation in the state. Brig. R.K. Residents block traffic KURUKSHETRA, Aug 19 Local residents under the banner of the Joint Action Committee comprising 'Kurukshetra Action Committee' and the 'Kurukshetra Garima Bachao Samiti', blocked the vehicular traffic for about an hour in front of the second gate of Kurukshetra University in protest against the renaming of Kurukshetra University as Guru Gobind Singh Kurukshetra University by the Haryana Chief Minister, Mr Om Parkash Chautala. They marched in a procession to the Vice-Chancellor's office and held a rally. Speakers, condemned the renaming of the university and urged the Chief Minister to restore the ancient glory of the university by withdrawing his announcement of renaming it. The Convener of the Joint Action Committee, Mr K.L. Wadhwa, said a bandh would be observed in the town on August 28 in protest against the renaming of Kurukshetra University by the state government. A case under Sections 468, 420, 471 and 120 B of the IPC was registered against the Vice-Chancellor and others on a complaint of Mehant Chand Nath Yogi, president of Shri Baba Mastnath Educational Institute. In his complaint the
mehant alleged that the Vice chancellor violated the
rules in migration of Kuber Saraswat, BE (computer

issued today by Mr O P Singh, Superintendent of Police.
He said that SHO had been suspended for his failure to
control the crime in general and to arrest the culprits

2 bodies found HISAR, Aug 19 Two bodies were found in the siphon of the Balsamand Canal here today. The bodies, including that of a woman, could not be identified. The bodies were sent to
Rohtak Medical College Hospital for a post-mortem. It is
believed that these were thrown in to the canal after
murder. |
HLD to back Hooda ROHTAK, Aug 19 The Haryana Lok Dal (HLD) has extended support to Congress candidate Bhupinder Singh Hooda from the Rohtak parliamentary constituency in the coming Lok Sabha elections. The decision was taken at a meeting of the HLD executive committee held here today and presided over by HLD president Ajit Singh Hooda. In a statement, Mr Ajit Singh said though his party was opposed to the Congress and the BJP-INLD alliance, but will work for the success of Mr Bhupinder Singh Hooda, who was an honest politician. Six dead in mishap BHIWANI, Aug 19 In an accident involving a Jeep, bus and Tata 407 canter on the Loharu-Bhiwani road near Auto market yesterday six persons were killed and seven were injured, two of them reported to be serious. The deceased includes Mukesh, son of Ganpat, of Jui village, Ravi, son of Surat Singh of Umarwas village, Manuman, son of Amrit of Jitapur village, Ganga Dhar, son of Jot Ram of Jui village of this district. Two dead persons are yet to be identified. The injured include Nimbo of Golagarh village, Ram Niwas of Jitapura village, Chajju, Suman, Sama Kaur and Jaibir of Dudiwala village, of this district. The seriously injured Suman and Jaibir have been sent to the medical college, Rohtak. |
2 hurt in shooting ROHTAK, Aug 19 Two persons, including a local municipal councillor, were injured in a shooting incident here today. According to police sources and eyewitnesses, three unidentified youths came to the Dairy Mohalla on a two-wheeler at around 2 p.m. and opened fire at two persons. A Municipal Councillor, Mr Munshi Ram Gaba, who was the main target, was injured in the incident. Another person identified as Subhash was also injured. The two injured have been admitted to the PGIMS Hospital here. A case has been
registered. Old enmity was stated to be the cause of the
shooting. |
Parishad to elect new president ROHTAK, Aug 19 A meeting of the zila parishad will be held on August 31 to elect new President in place of Mr Anand Parkash Kadiyan who was removed through a no-confidence motion on August 12. The Deputy Commissioner, Mr Arun Kumar, said that the SDM, would preside over the meeting and notices have been sent to the members. Mr Kadiyan was removed when 22 out of the 28 elected members of the parishad expressed their no confidence in him. Mr Kadiyan and his supporters had not attended the last meeting. The term of the parishad
expires after four months in December and the Panchayati
Raj Act says that elections shall be conducted if the
term of the body was more than six months. The Deputy
Commissioner said there was no bar on holding the
election and that he has obtained the opinion of the
Legal Rememberance in this regard. |
NHRC urged to probe incident PANIPAT, Aug 19 The Berojgari Hatao Kshetra Bachao Samiti has urged the National Human Right Commission to take notice of the 'going missing' of a 14-year old child Sanjiv from the local Civil Hospitals mortuary before the conduct of a post-mortem and completion of other formalities. In a letter addressed to the Chairman of the Commission, the chief coordinator of the Samiti, Surinder Singh Hooda alleged that even seven days after the incident, neither the sub-divisional magistrate had submitted his enquiry report nor was the dead body returned to Sanjivs guardians, nor action taken against the erring officials who had reportedly cremated Sanjiv by saying the dead body was unclaimed. Terming the incident as
violation of human rights, Mr Hooda pleaded the
commission take up this incident. Sanjiv had succumbed to
injuries when he was hit by a van on the Panipat Refinery
road on August 13. |
