"Operation whitewash" in rape
case alleged LUDHIANA, Aug 24 After a lull of few days, the alleged abduction and rape of a Ludhiana girl allegedly by the kin of a senior Akali minister, Mr Gurdev Singh Badal, burst upon the Punjab political scene today with fully fury, with a leading womens organisation of the country warning the Chief Minister that the women of Punjab would give a "befitting reply" to the Badal government. After Ms Nalini Singh, the wellknown TV programme producer who met the victim, Gurpreet, and her parents here last night, Ms Brinda Karat, a renowned social activist and general secretary of the All India Democratic Womens Association, today led a noisy womens demonstration at the mini-secretariat, the seat of the district administration, in protest against the alleged soft-pedalling by the police and to demand immediate arrest of the suspects mentioned in the " sex slave" case. The women activists, numbering about 100, who gathered outside the mini-secretariat around 1 p.m., carried placard and raised slogans demanding immediate arrest of the culprits. Later, they forcibly entered the mini-secretariat, poured into the corridor leading to the Deputy Commissioners office and staged a dharna in front of his office. While the demonstrators kept up a constant chant outside, Ms Karat led a deputation of women activists, including Ms Surjeet Kumari and Ms Bimla Devi, president and vice-president of the Punjab State Committee of the association, to the Deputy Commissioner, and submitted a memorandum. Mr Harish Khanna, vice-president of the Punjab Janata Dal, who exposed the case, also accompanied them. The TV crew of a popular satellite-based private channel recorded the entire proceedings. Ms Karat rejected out of hand the enquiry by a DIG ordered by the Chief Minister, Mr Parkash Singh Badal, into the case. "In how many rape cases have you held a similar enquiry by the DIG", she asked Ms Gurpreet Deo, Senior Superintendent of Police, Ludhiana, who was summoned by the DC to his office when the deputationists were with him. "It is clear that this is being done to whitewash the whole affair and give a clean chit to the culprits..." Ms Karat had a brief wordy duel with both the DC and SSP. "What has shocked the conscience of the nation," the memorandum said, "is the political patronage being extended to these criminals which has prevented their arrest. The law of the country has to apply equally to all citizens. If a woman has made a charge of rape, particularly if she is a minor, then the suspects have to be immediately arrested. In the case of a minor, the burden of proof shifts to the suspects. Instead of immediately arresting them a so-called enquiry has been ordered and that too under a police officer who will dare not confirm the charge of rape. "In the meantime, the suspects and their agents have been pressurising the victim to withdraw her charge. This is clearly a travesty of justice. It is a blatant and clean example of the criminalisation of politics, the greatest sufferers of which are women", she said. She also released to the press an open letter addressed to the Chief Minister which said that by ordering a police enquiry, "your government has directly protected the suspects. Your government has connived with the suspects to put pressure on the victim and her family to withdraw their statements and also to pressurise others to do so....The message your government has sent out to women in Punjab is that rape is a crime which can be condoned if the suspects happens to be politically well connected. We strongly protest against this approach of your government. We demand that the suspects Sube Singh and Baljinder Singh be arrested without delay". Meanwhile, the crew of another private satellite-based TV channel report that their efforts to interview the Agriculture Minister, Mr Gurdev Singh Badal have proved futile so far. "We spotted him talking to the victim and her father at the residence of a local liquor contractor a couple of days ago but he hid himself in a toilet when he saw us. Our efforts to reach him subsequently did not succeed". Meanwhile, Capt Amarinder Singh, President of the Punjab PCC, said here today that Mr Gurdev Singh Badal must accept moral responsibility for the acts of his son and resign from the ministry. He said he had no faith in the inquiry being conducted by the DIG and demanded that the case be handed to the CBI for full investigation. He wanted the culprits named by the victim to be arrested immediately. He pointed out that a similar case had been reported from Amritsar too where no action was being taken by the police. "It seems that the Akalis have nothing better to do these days", he added. Bhai Ranjit Singh, former Jathedar of Akal Takht, has also demanded the sack of the minister and arrest of the suspects. an SP had been constituted and report would be sent to
the government when ready. He declined to set any

SGPC to take legal action AMRITSAR, Aug 24 In a categorical statement, Bibi Jagir Kaur, President, Shiromani Gurdwara Parbandhak Committee, has threatened Bhai Ranjit Singh to face legal action as per rules of the Shiromani Committee if he failed to vacate the official residence at Guru Ram Dass Hospital, which was allotted to him as Jathedar of Akal Takht. Addressing a press conference here today, Bibi Jagir Kaur said as he was no more Jathedar of Akal Takht he should have to vacate the accommodation immediately after receiving a notice given by the SGPC. She said the house occupied by him immediately required by the Medical Superintendent of the hospital. Earlier Bhai Ranjit Singh had refused to vacate the house. He said the SGPC had no locus standi to get the house vacated from him as the same belonged to Guru Ram Dass Hospital. He, however, said he would vacate the house if the executive body of Sri Guru Ram Dass Trust pass a unanimous resolution in this regard. On Bhai Ranjit Singhs claim that he is still real Jathedar of Akal Takht, she refused to comment. Bibi Jagir Kaur said the SGPC would publish a White Paper with a view to highlight the alleged corruption during the tenure of Mr Tohra. The SGPC chief alleged that Mr Tohra had committed a number of irregularities, apart from alleged financial embezzlements in the Shiromani Committee and the SGPC-run trusts. She said the SGPC was not personal property of anybody. Replying to the
prospects of the SAD-BJP alliance in the forthcoming
elections, she said the alliance would win most of the
seats. |
Manifesto released CHANDIGARH, Aug 24 Declaring the political objective of the Sarab Hind Shiromani Akali Dal (SHSAD) at a press conference called to release the party's manifesto, Mr Gurcharan Singh Tohra said the party was for setting up a true federal structure with more powers to the states and strengthening of the secular structure in the country. Devolution of powers to the local bodies, and panchayats, administrative and political transparency, abrogation of Article 356, raising the social status of Dalits, backward classes and Scheduled Tribes, full security for enjoying freedom of religion and religious traditions and to prohibit government interference in religious affairs are other important aims stated in the manifesto. Alleging that Mr Parkash Singh Badal, Punjab Chief Minister, showed disregard for Akal Takht and used state power to damage Sikh institutions, Mr Tohra vowed to restore the dignity of the Sikh institutions in accordance with Sikh code of conduct, conventions and to restore the honour of Bhai Ranjit Singh as Jathedar of Akal Takht. He also said the party was for the enactment of an All-India gurdwara Act and settlement of river water disputes and inclusion of Chandigarh and Punjabi-speaking areas in Punjab. The former SGPC chief and head of the SHSAD said Mr Badal had paved the way for the return of the Congress to power by "hatching a conspiracy" to politicise religion, officialisation of Akal Takht, commercialisation of politics and Congressisation of the Akali Dal. Stating that the SHSAD viewed the Congress as a party which oppressed Sikhs, exploited and discriminated against all Punjabis in general and Sikhs in particular, he alleged that present SAD-BJP Government led by Mr Badal was a carbon copy of the Congress. Earlier replying questions of media persons, Mr Tohra said he was opposed to fixation of five-year term of a government at the Centre. He said Parliament and Vidhan Sabha elections should be held simultaneously. He was for retaining Article 370 in case of Jammu and Kashmir. "I want that Ram Mandir should be constructed but not at a disputed place. It should be constructed by finding a solution between two communities involved in the dispute." Revealing his party's economic agenda, Mr Tohra said the SHSAD was for the formulation of agriculture policy, single-food zone, two farmer members on the Agriculture Costs and Prices Commission and installation of agro-based industries. There is a detailed
mention of the Kargil conflict in the manifesto. Saying
that it was a colossal intelligence failure which should
be investigated, and the guilty should be punished for
the Kargil lapse, one-rank, one-pension should be
implemented and families which suffered due to the Kargil
crisis should be given suitable compensation. |
SGPC replaces Punjabi channel AMRITSAR, Aug 24 After revamping the SGPC-run trusts, Shiromani Gurdwara Parbandhak Committee (SGPC) chief, Bibi Jagir Kaur, today terminated the agreement signed between the (SGPC) and the World Punjabi Channel, which was launched by her predecessor Mr Gurcharan Singh Tohra last year. Instead she has launched "Channel Punjabi". In a strong-worded letter to Mr Kishore Motiani, Chairman, World Punjabi Channel, which had stopped airing programmes, including kirtan from the Golden Temple, Bibi Jagir Kaur had threatened to initiate legal proceedings against him for violating the agreement. "These actions on the pat of the channel, without prejudice, emphasise the rights of the SGPC to have recourse to other remedy, including initiating legal proceedings or claiming damages or expenses for your various lacks and omissions". She alleged the channel had hurt the sentiments of the Sikhs all over the world by not fulfilling the commitments or promises made at the launch of the channel last year. In wake of such omissions, the agreement signed between the SGPC and the World Punjabi Channel on October 15, 1998, stood terminated with immediate effect, the communication read. Before launching the Channel Punjabi in the Golden Temple here, a fresh agreement was signed between Bibi Jagir Kaur and Dr Darshan Singh Harwinder, Director of the channel on behalf of North India TV limited. Mr Sewa Singh Sekhwan, State Minister for Public Relations and Mr Raj Kumar Sahni, Managing Director, channel Punjabi, were also present. Dr Darshan Singh Harwinder said programmes, including telecasting of kirtan would start from September 1. The agreement would
remain in effect for six years. The earlier agreement was
for five years. However, the channel stopped airing
programmes within few months of the launching. The
agreement had been signed by Justice Kuldip Singh for
SGPC. |
Villain seeks votes for hero GURDASPUR, Aug 24 Popular villain of Bollywood Amrish Puri addressing a public meeting here last night in support of Vinod Khanna, the actor-turned-politician and Member of the dissolved Lok Sabha said the 13-month rule by the BJP-led alliance at the Centre was too short to prove its credentials in all fronts. He told the audience to give a chance to elect its nominee in the coming Lok Sabha polls to test their ability to make the country progress. Mr Puri said the government must be strong if the constituents of our polity really expect results. Hung Parliament was no solution of people's problems. He said it was for the first time that he addressed a political forum. He had done to seek votes for Vinod Khanna. He said he had known Mr Khanna and could say it with confidence that he was a man of words and performed the tasks assigned to him with utmost interest and honesty. The constituents of this constituency would come to know of his character only if they vote for Mr Khanna and give him a mandate for five years. Mr Puri was invariably interrupted by the audience to stop his speech and display various scenes on the stage from his films. To satisfy the crowd, he sang a song from the film "Pardes" which started from "I Love my India, yeh duniya ek dulhan, dulhan ke mathe ki bindiya" and also displayed a scene from "Mr India" by saying "Mogambo khush hua". As soon as he reached the stage the crowd did not allow any political speaker to continue his speech. The organisers were forced to present Mr Puri immediately for his speech. The crowd loudly cheered when Mr Puri said if the constituents vote for Mr Khanna and elect him as MP, they would find repeated occasions when cine stars would keep on coming to this constituency to display their live performance. Mr Khanna, however, was not present in this meeting and busy canvassing somewhere else in his constituency. When Mrs Sukhbans Kaur
Bhinder, the former Central minister and Congress
candidate, was asked to comment whether the frequent
visit to Bollywood stars would turn the audience in Mr
Khanna's favour, she said it happened last time and would
not be repeated now because all the promises made by the
stars during the election campaign of Mr Khanna still
remain to be fulfilled. Moreover the youth which was
enamoured with the presence of stars during last
elections was not enthusiastic. |
Judicial complex sans facilities FATEHGARH SAHIB: The district has to its credit a beautiful judicial complex, perhaps the best in the state, constructed at a cost of Rs 5.6 crore. In 1992, Fatehgarh Sahib was declared a district by the then Chief Minister late Beant Singh and he took a keen interest in its development. The foundation stones for the District Administrative and Judicial Complexes were laid and the buildings completed in a record time. The four-storeyed judicial complex consists of space for 12 courts, including rooms for the staff and a consumers court, besides the offices of district attorneys and two lock-ups for men and women. But the complex does not have any facility for litigants. There is no sitting arrangement for them. They have to stand before the courtrooms for hours to wait for the call of their cases. To add to their miseries, there is no facility for drinking water. The toilets are meant only for the lawyers and are in a bad condition. Sanitary conditions are pitiable. Heaps of rubbish and mud can be seen in every nook and corner of the complex. The lift-system has not yet started. There is no proper furniture for the staff. There are not even enough almirahs to keep the records of the court safely. The sewerage system in the complex has developed some problem due to which the marble floor of the complex is dug up by the department time and again. No main entry gate has been marked. Litigants enter the complex through a small side gate. At present only six courts are working while the other six court rooms are lying vacant. Due to the lack of a full-fledged. District and Session Judge, the litigants have to rush to Patiala for the disposal of their cases. Mr A.N. Jindal, Additional District and Session Judge, admitted that the litigants faced the sitting problem. There was no provision for drinking water. They had to fetch drinking water from the adjoining administrative complex, in spite of the fact that they did not have the post of a water carrier. They had only one sanctioned post of a sweeper. Therefore, it was very difficult to maintain cleanliness in the complex. He said there was shortage of furniture and almirahs to keep the records. The lock-ups for men and women were open and without any iron gates. These should be installed. There was also no proper session house in the district, he pointed out. Partap Singh and Sanjeev Kapoor, senior advocates, said there was no adequate arrangement of tables and chairs in the courtrooms of the judges and most of the lawyers had to remain standing in court for attending to their cases. Moreover, no room in the entire judicial complex had been earmarked for the sitting of the advocates much less to provide chairs and tables in such a room. Proper sitting arrangement for lawyers in the court rooms as well as for the litigants in the complex, besides the facility of drinking water was the dire need of the time, they said. Employees of the judicial courts also agreed to these demands. Mr V.K. Janjua, Deputy

provide funds from the District Planning Board to make
the sitting arrangements for the litigants and install
water coolers in the complex. |
Hoardings in Ropar removed ROPAR, Aug 24 The District administration has completely removed all hoardings put up on roadsides while sign-boards displaying speed limit and no over-taking are being put up along the roads passing through urban areas. This was said at a meeting here today which was held to review the arrangements made for implementing the traffic rules as per the orders of the Punjab and Haryana High Court. The meeting was attended by among others Mr Amarjit Singh Shahi, Sub Divisional Magistrate, Ropar; Mr J.C. Sabharwal, Assistant Commissioner (Grievances) and Mr Jarnail Singh Assistant Commissioner (General). It was also stated that zebra marking was being done on the roads passing near the schools to provide safe passage to the students. Mr Shahi, who presided
over the meeting, directed the authorities of Public
Works Department and Municipal Councils to initiate
action for permanent removal of encroachments from the
berms of the roads in the district. Besides, temporary
encroachments made by rehriwalas on the berms should be
removed and regular supervision to prevent further
encroachments should be checked. |
Descendants seek quota BATHINDA, Aug 24 The descendants of the freedom fighters of Punjab have urged the Vice-Chancellor of Panjab University, Chandigarh, to extend the facility of reservation to them in the B.Ed. course. In a letter written to the Vice-Chancellor, Mr Kulwinder Singh, Lecturer, Government Rajindra College, pointed out that in the prospectus of the B.Ed. entrance test, the university authorities had mentioned that reservation of 2 per cent seats in the course was only for the dependants of the freedom fighters. He added that by doing so the authorities concerned had denied the benefit of reservation to wards of freedom fighters which included grand-sons and grand-daughters. He said as per the
policy of the government the Deputy Commissioners of
different districts always issued the descendance
certificates to the wards of freedom fighters and not
dependent certificate. He added that in the B.Ed. course
the reservation should be for descendants and not for
dependants otherwise it would cause harm to the wards of
freedom fighters. |
Action sought against rebel
office-bearers FAZILKA, Aug 24 Mr Virendra Kataria, former MP and President of the Punjab Pradesh Congress Committee, Dr Mohinder Rinwa, former MLA and Secretary, PPCC, Mr Sajwar Singh, former MLA, Guruharsahai and Mr Ravinder Singh Sandhu, former MLA (Ferozepore Cantt), have in a joint written statement issued here today criticised the decision of at least 24 office-bearers of the Ferozepore District Congress Committee and block President to quit their posts in protest against the allocation of party ticket to Mr Hans Raj Josan from the Ferozepore Parliamentary constituency. The leaders described it as an act of gross indiscipline and an attempt to sabotage the election prospects of the party nominee. They said Mr Josan had been given the party ticket by the Congress President, Mrs Sonia Gandhi after due consideration. The leaders alleged that a meeting of these office-bearers was held at Mauzgarh, native village of Mr Balram Jakhar, in the presence of his son Sajjan Kumar Jakhar, who is also General Secretary of the PPCC. They added that the disgruntled office-bearers were loyalists of Jakhar family. The leaders appealed
Capt Amarinder Singh, President PPCC, to accept the
resignation of these office-bearers and have demanded the
constitution of a new ad hoc committee in Ferozepore
district till elections. They have also sought
disciplinary action against them to check any kind of
dissidence among party workers. |
Remarks not indecent: Hero FEROZEPORE, Aug 24 The Chairman of the Disciplinary Action Committee of the PPCC, Mr Harcharan Singh Hero, has denied that he used "indecent" remarks against a former Speaker of the Lok Sabha, Mr Balram Jakhar, and his son, Sajjan Kumar Jakhar. At a press conference held at the DCC office here today, Mr Hero said he respected both Mr Jakhar and his son. It is mentioned that a meeting of the Ferozepore DCC under the presidentship of Mr Gurbir Singh Sandhu was held at Maujgarh village in Abohar sub-division yesterday in which the Congressmen condemned Mr Hero for issuing indecent remarks against them. The meeting also demanded a disciplinary action against Mr Hero by the party high command. However, it was also reported to media that as many as 44 Congress office-bearers, including 12 BCC presidents, submitted their resignations to the DCC President at the meeting in protest against the allocation of the party ticket of the Ferozepore parliamentary seat to Mr Hans Raj Josan. In this connection, Mr
Hero claimed that no Congressman had resigned from any
post. |
3 arrested for murder,
theft BATHINDA, Aug 24 The city police has arrested three persons namely Sandeep Singh alias Mattu alias Nikka, Bhim Kumar and Ranjit Singh alias Kala who were allegedly involved in the theft of cars and murder of the driver Suresh Kumar. Mr Harnek Singh, SSP, while talking to TNS said the three accused took a car bearing registration number DL-3C 5494 on rent on August 5 for Mansa from Guru Nanak taxi stand. The accused instead of
going towards Mansa asked the driver to take the vehicle
on Talwandi Sabo road. On reaching there the accused
asked the driver to stop the vehicle. When he stopped the
car, Bhim Kumar strangulated him with the belt and
Sandeep Singh attacked him with knife. |
Vajpayee is the right choice,
says Badal SANGRUR, Aug 24 The Punjab Chief Minister and SAD President, Mr Parkash Singh Badal addressed an election rally in support of the SAD-BJP nominee, Mr Surjit Singh Barnala, who is seeking re-election from the Sangrur parliamentary constituency here today. Mr Badal said, Mr Vajpayee was the right choice for the Prime Minister. He blamed the Congress for toppling the Vajpayee Government in connivance with AIADMK chief Jayalalitha whose unreasonable demands were turned down by Mr Vajpayee. BARNALA: After a

Recruitment drive JALANDHAR, Aug 24 The Army is organising a recruitment rally from September 12 to September 26 at the Sikh Regimental Centre, Ramgarh Cantt (Bihar). AWWA raising day celebrated JALANDHAR, Aug 24 The Army Wives Welfare Association (AWWA) celebrated its 33rd raising day somewhere in the western sector yesterday. Mrs Madhu Davar, president, AWWA, inaugurated the function by lighting the traditional lamp. About 800 families of officers and JCOs attended the function. On this occasion a healthy baby show and a rangoli competition were organised. A lecture-cum-demonstration of safety measures in the use of LPG was conducted by the Deputy Manager, IOC, Mr Rakesharya. A quiz was also organised on the proper use of LPG and winners were given prizes. Mrs Madhu Davar gave
away the prizes to the winners. The roving trophy for the

Hath Rehri union to support
Samao BATHINDA, Aug 24 Mr Madan Lal Bagri, Senior Vice-President, District Hath Rehri Union, today said the union would support the SAD-BJP candidate, Mr Chitan Singh Samao, in the Lok Sabha elections. In a press note issued here, he said the union had taken this decision on the appeal of the Punjab Food Minister, Mr Chiranji Lal Garg. He added that Mr Garg had always stood by the union and extended the facilities of subsidised ration to the poor sections of society. Meanwhile, Mr Bhupinder Singh Bhullar, President, Municipal Council, said most municipal councillors have announced their support for the SAD-BJP candidate. Mr Garg in a press note

Sants remand extended LUDHIANA, Aug 24 The judicial remand of Sant Baba Darshan Singh of Dhakki Sahib, Maksoodaran, has been extended up to September 12 when he was produced in the new sessions court today. Baba Darshan Singh was
arrested on May 8 on the charge of land grabbing and
under the Wildlife Act. Hundreds of his supporters had
converged on the court premises but the police cordoned
off the area and they were denied entry into the courts. |
