BJP seeks 35 seats from ally
GURGAON, Dec 8 The BJP has for the first time formally demanded 35 Assembly seats from its ally, the ruling Indian National Lok Dal (INLD), in Haryana for the possible mid term elections in the state. According to sources, the demand for the seats was made by senior BJP leaders from Haryana to Chief Minister Om Prakash Chautala at a meeting on Monday. The BJP leaders who met Mr Chautala are the state BJP president, Mr Om Prakash Grover, the General Secretary, Mr Manohar Lal Khattar and the Leader of the party in the Haryana assembly, Prof Ram Bilas Sharma. Mr Chautala is understood to have told the BJP leaders that he would consult his party leaders on the demand. The meeting took place at the behest of Mr Chautala, a day after he met Prime Minister, Atal Behari Vajpayee. The Chief Minister had met Mr Vajpayee to apprise him of his decision to go in for early poll. Mr Vajpayee, had summoned the state leaders to inform them of Mr Chautalas viewpoint. Mr Chautala is understood to have discussed in detail his move for a midterm poll. Mr Vajpayee did not discuss the issue of sharing of seats between the INLD and the BJP in a possible INLD-BJP tie-up for the election. At their meeting with Mr Vajpayee, the BJP leaders from Haryana said they were in favour of an alliance with the INLD for the proposed elections, provided the BJP was given a decent number of seats. Mr Vajpayee is understood to have advised them to thrash out all issues at the level of the state unit of the party. The sources say during their meeting with Mr Chautala in sequel to the meetings with the Prime Minister, the BJP leaders from the state begin negotiations 45 Assembly seats. Mr Chautala shot down the proposal and asked them to make a demand which was reasonable. Mr Chautala is also understood to have cautioned the BJP that in case the INLD-BJP tie up did not materialise for the Assembly elections, the Congress was sure to bounce back to power. The sources say, the major hurdle faced by Mr Chautala in giving in to the demand of the BJP is that he has already promised ticket to his party workers against some seats. Also, he wants to ensure that the BJP remained within its political limits, should the INLD-BJP come to power. This can be done only by ensuring that the BJP gets away with a unreasonable demand on the issue of sharing of seats. The BJP leaders also specified the seats they wanted from the INLD during the meeting. Apart from the 11 seats which the BJP represents in the Assembly, the leaders demanded almost all seats they had contested in the last Assembly elections in alliance with the Haryana Vikas Party (HVP). The HVP had conceded 25 seats to the BJP then. The BJP represents
Faridabad (NIT), Mewala Maharajpur, Mahendergarh, Taoru,
Yamunanagar, Karnal, Sirsa, Indri, Ballabgarh, Sahebabad
and Amabala (City). Some of the other seats demanded by
the BJP are Gurgaon, Rewari, Sahlawas, Rohtak, Narnaul,
Panipat, Kaithal, Jagadhri, Ambala Cantonment, Panchkula,
Jind and Rajound. |
Chautala ready for poll BHUNA (Fatehabad), Dec 8 Mr Chautala has said that snap polls to the Haryana assembly appear to be imminent. For, the Chief Minister is "ready, even if the elections are announced on a short notice of 14 days" only. Talking to reporters here yesterday after listening to the public grievances of the people from the Tohana Assembly constituency, he said, "although every Chief Minister will like to complete the full term, but I will respect the wishes of the people on elections". When his attention was drawn to the demand of BJP and INLD workers at the joint executive meeting held at Karnal, he said, people's wishes could not be ignored. Mr Chautala is on a whirlwind tour of the state, listening to the grievances of the people. He is visiting each Assembly segment. He listens to the grievances of each panchayat personally in presence of the government officials. Remedial measures are ordered instantly. He plans to complete the round of all 90 constituencies by January. However, the Chief Minister denied that he was doing this for the imminent midterm Assembly elections. He claimed, whether in power or out of power he loved to remain with the people and not in the secretariat. "I have clarified to the Deputy Commissioners and the Superintendents of Police that the number of people from a particular district coming to Chandigarh will be directly viewed as the reflection of their performance", he disclosed, adding that he wanted decentralisation of powers and also that justice should be available to the people at their doorsteps. Mr Chautala gave clean chit to his minister and local MLA Vinod Maria in the multi-crore excise scam. He said, Mr Maria was in no way involved in the scandal, which led to the state exchequer losing a sum of about Rs 4 crore. He pointed out that an FIR had already been registered and the investigations were on. Nobody would be spared and the government would ensure that the embezzle money was recovered, the Chief Minister asserted. Earlier, the Chief
Minister inaugurated the Pabra Link Canal in the Bhattu
Assembly segment. Constructed at cost of Rs 3.88 crore,
the sanction for the link canal had been granted during
the chief ministership of Mr Devi Lal. However, the work
had been suspended for the past eight years. Immediately
after Mr Chautala assumed power, work was started on the
canal and it was completed in record period of four
moths. This would benefit the farmers of 18 villages, as
24750 additional acres of land could now be irrigated.
Eight more water supply schemes would also get water from
link canal. |
CM
working against NDA agenda SONEPAT, Dec 8 Former Haryana minister and a senior Congress leader, Mr Krishan Murti Hooda, today accused the Chief Minister and the INLD chief, Mr Om Parkash Chautala, of working against the agenda of the National Democratic Alliance (NDA) and misleading people on one pretext or the other. In a signed statement issued here, he said while the Prime Minister, Mr Atal Behari Vajpayee, had been advocated a five-year term for the Lok Sabha and assemblies and the NDA was planning to bring a Bill in the Lok Sabha in this regard, Mr Chautala intended to cut the five-year term of the Haryana Assembly and was in a hurry to announce the mid-term elections. He also said Mr Chautala was ruling the state only because the state Congress was disunited and he was taking advantage of infighting among the party leaders in Haryana. He hoped that there would be complete unity in the party soon as the AICC President Mrs Sonia Gandhi, had taken steps to end infighting among the senior leaders. Mr Hooda said Mr Chautala had not fulfilled even a single promise he made to people during the Lok Sabha elections and people were disillusioned and dissatisfied with the functioning of the present government. He also said Mr Chautala had already gone back on his promise about the grant of old-age pension from November 1. Similarly, Mr Chautala had betrayed the farmers by not giving them free power and water. He also said the state government had failed to oppose the hike in the diesel price as it had hit the farmers. The paddy growers, he said, had not been getting remunerative price of their produce this season. Mr Hooda further stated that there was a complete breakdown in the law and order situation. The Congress leader also said the ruling party legislators were also feeling suffocated because of the style of functioning of Mr Chautala. He called upon people, particularly farmers, not to be misled by the false propaganda and slogans of Mr Chautala and continue their struggle against what he called anti-people and anti-farmer government. |
Selja may head HPCC HISAR, Dec 8 Amidst reports of imminent change of guard in the Haryana Pradesh Congress Committee (HPCC) there are reports that the All India Congress Committee (AICC) secretary and former Union Minister, Ms Selja is likely to be handed over the reins of the faction-ridden party in the state. Well placed party sources told The Tribune that Ms Ambika Soni, who is in charge of the state had already recommended her name for the PCC presidentship. Ms Sonia Gandhi is understood to have favoured the idea. However, Ms Selja refused to divulge anything. She told this reporter on telephone, it was premature as yet. Everything will be clear within next few days, she said. She denied that she was in the race for the PCC presidentship. Nor was she prepared to comment whether she would accept the offer in case the party high command asked her for the same. "It is too premature and hypothetical as yet," she observed. While leadership change in the HPCC is a foregone conclusion, there are three strong contenders for the post. They include former Chief Minister Bhajan Lal and former PCC presidents, Mr Birender Singh and Mr Shamsher Singh Surjewala. All three had already laid their claims for the top party job in the state, thus making the job for the party high command more difficult. Ms Soni is understood to have brought to the notice of the party high command the strong ambitions of the rival factions in the state for gaining the control of the leadership. Handing over the reins to one faction may antagonise the rest which may prove disastrous for the party, as was obvious from the Lok Sabha results when the party drew an absolute blank. Ms Selja is said to be the least controversial of all the leaders. Besides being a woman, she is young and also comes from the weaker sections of the society. She is an M.Phil in English literature. She has represented Sirsa (reserved) parliamentary constituency twice. She served as a Deputy Minister in the Narasimha Rao government. However, she opted out of the elections in the last elections, owing to the dissidence within the party. She has, so far preferred to maintain a distance from all four factions in the PCC led by Mr Bjajan Lal, Mr Birender Singh, Mr Shamsher Singh Surjewala and Mr Bhupinder Singh Hooda. However, she, of late, had been identified with the Hooda faction. Her proximity to the AICC president, Ms Sonia Gandhi and the strong recommendations by Ms Ambika Soni may favour her elevation to the coveted position. Besides Ms Gandhi has already clarified that would like more and more women occupying top party posts. The reorganisation of
the HPCC is believed to be an urgent priority with the
Congress high command, since it does not want to be
caught unawares in respect of elections, which do not
appear too far. |
Power connections of 4,600
defaulters cut CHANDIGARH, Dec 8 Electricity Department personnel of Haryana have started cutting the power connections of consumers against whom arrears are overdue. Ms Meenaxi Anand Chaudhary, chairperson of Haryana Power Generation Corporation Ltd, said so far the connections of 4,600 consumers from nine circles had been cut in the operation which started from Tuesday morning. Information from three other electricity circles was still awaited. The official said maximum number of cases snapping of connections was in the Yamunanager area and the lowest number in Bhiwani. The operation, which started after expiry of the deadline for payment of arrears was launched simultaneously in the entire state. The Electricity Department had issued advertisements in all the leading newspapers of Haryana asking consumers to clear their pending dues and warned of stern measures if they failed to do so. Ms Anand said industrial associations, market societies and resident committees were also contacted by department personnel to persuade them to make payments. However, of more than Rs 700 crore in pending payments, only Rs 2 crore could be recovered till Tuesday. She said the team sent to cut power lines were accompanied by staff for accepting on-the-spot collection, in which case the line was not be out. She said that the operation was being carried out feeder wise and nobody was given preferential treatment. Meanwhile, official
circles claimed that there was no adverse reaction to the
measures and the operations were carried out with the
full cooperation of public, including political workers. |
Telecom Department's scheme on
blink ROHTAK, Dec 8 The District Telecom Department's scheme to provide cheaper local call service through the STD PCOs here seems to have failed to achieve the purpose as nearly all coin collection boxes (CCBs) have reportedly gone out of order within just six months of their installation. As a result the consumer is forced to pay double of what is fixed by the Telecom Department for a three minute local call. According to Telecom Department sources, there are about 35 coin collection boxes (CCBs) where one can make a local call for Re 1 by inserting a coin in it, in the town here. Of them about 14 CCBs are now installed mainly at PCOs in March-April this year. These CCBs have state of art digital technology. Each of CCB connection holder had to pay Rs 10000. While the consumer is required to pay Re 1 for one call the ratio of the share of the income of the Department and the PCO owner is 60:40, respectively. But according to reports majority of the CCBs have stopped functioning either due to a technical fault or due to the 'greed' of the PCO owner to earn more through the service. It is reported that many of the PCO owners have connected an instrument to the line of CCB and ask the customer to use the instrument as they tell them the CCB had been lying out of order. They charge Rs 2 per three minute local call. Thus their saving per call which had been only 40 paise in the CCB comes to Rs 1.40 per call through this system. But a member of the local PCO Owners Association claimed that the instruments of the new CCBs had failed to provide the service and had gone out of order at many points. He said there was none who could repair the instrument and their complaint in this regard had not been attended so far. But on other hand the General Manager, Telecom, here, Mr A.K. Jain, claimed that service facilities to such instruments had been available here and till date no complaint had been received by the department regarding the problems of the CCBs. He said although he had got some reports about malfunctioning by some PCO owners in this regard but no complaint had been lodged by anyone in this connection so far. He said the department had issued notices to the PCO owners about the rate of the local call and action would be taken against the guilty if anyone was found to be charging more than the prescribed rate. He added that while the call charge from the CCBs had been Re 1 the charge of local call from any other instrument is Re 1.25. Mr Jain, however, admitted that some of the CCB owners might have connected the CCB line to other instruments and might be charging improper rates for more profit. He said the department would soon conduct surprise raids to detect the defaulters and would take appropriate action against them. A PCO owner claimed that
he had put about 15 display advertisement boards in the
town about the facility of Re 1 call service from his STD
PCO, but the CCB hardly worked for about three months
since its installation. Moreover, he claimed that CCB had
been helpful in getting Re 1 coin to him but now he had
to pay for getting coins for running his business. |
IAS officers plea on
transfer rejected CHANDIGARH, Dec 8 The local Bench of the Central Administrative Tribunal today turned down the prayer of Mrs Saroj Siwach, an IAS officer of the Haryana cadre, for staying the operation of her transfer from the post of Joint Secretary to the post of Principal-Director, Haryana Irrigation, Rural Management Institute, Kurukshetra. Mr Jasbir S. Dhaliwal and Mr V.K. Majotra, judicial member and administrative member respectively, of the tribunal, who handed down this order, held: "We do not find any legal ground for interfering with the order of transfer. Prayer for interim relief is accordingly rejected." Mrs Siwach had questioned his transfer order, inter alia, on the ground that her father, Mr Bansi Lal, and the present Chief Minister, Mr Om Parkash Chautala, were political opponents. She had also filed an application for production of some relevant files to indicate that she had been shifted from the post of Deputy Commissioner of Panchkula on August 11. Thereafter her room had been changed four times. Her PA had been transferred, though there was a practice of permitting the personal staff to remain attached with the officer even on his or her transfer. She pleaded that the post to which she had been transferred was of a much lower level even though it had been declared equivalent to the post which she held. The stand of the respondent-state, on the other hand, was that Mrs Siwach remained posted either in Chandigarh or Panchkula since 1980. As for the change of room, the government stated that it was done under administrative compulsion which ultimately resulted in the allotment of a room to the applicant which was earlier given to very senior officers. It was denied that the transfer was due to any mala fide reasons, as alleged by the applicant. "The law is settled that a tribunal/court can interfere in an order of transfer in a very limited number of cases in which it is proved that the order is violative of some statutory rules governing the service of the government employee or the same has been actuated by some mala fide intentions", the Bench ruled and added: "We are making reference to some judgements on this aspect". The Bench held: "We cannot fail to notice that the applicant has remained posted in Chandigarh or in Panchkula since 1980 which would cover a period of at least 19 years. No one has vested right to remain posted at one particular station. Once a person chooses a career, one has to face all the responsibilities and difficulties which occur during such tenure. One cannot even claim some privileges on account of inheritance". The Bench further held
that respondent No 3 (Mr Om Parkash Chautala) has sought
time for filing a detailed reply on (sic) allegations of
mala fides. "For this reason, we are avoiding
expression of opinion on this aspect. However, the
aspects on which arguments have been addressed do not
show that the transfer order is due to some mala fide
intentions", the Bench concluded. |
2 killed on killer
bridge KARNAL, Dec 8 Two motor cyclists were killed this evening on the railway overbridge at Kurukshetra when a truck hit their motor bike. The body of one of the accident victims was cut to pieces and badly mutilated. The site presented a ghastly scene when this reporter visited the overbridge. The bodies of the victims had not been identified and the police had not removed them. Traffic on the railway overbridge was blocked as a result of this. The Kurukshetra Railway overbridge has earned the reputation of being a "killer bridge" by people. On an average an accident takes place every alternate day. It is estimated that so far over 100 precious lives have been lost in accidents over the "killer bridge". The bridge is too narrow and was designed to meet the traffic needs of the sixties. But when it was completed traffic had increased hundredfold in Kurukshetra. The traffic conditions are so chaotic today that two vehicles can hardly pass on either side without hitting each other. To add to it, the designers had provided two passages down to the railway line from over the bridge. These were the major cause of accidents. Consequently, these passages were closed by the then Superintendent of Police, Kurukshetra, Mr Dhool, about four years back. But of late these passages had been re-opened. Now the three-wheeler drivers frequently stop their vehicles over the bridge, thus blocking traffic. As the three-wheelers carry eight to 10 passengers against their capacity of three only accidents are natural when the passengers disembark in the middle of the bridge. Interestingly, there are no policemen on duty to control the speed of the vehicles on either side of the "killer bridge". As a result, vehicles dash into each other while overtaking. In todays accident also, the front wheel of the truck got punctured as it was in the process of overtaking. As there was little space, it struck the motor cycle coming from the opposite direction, killing its two riders. Residents of Kurukshetra had been demanding a sub way along side the railway bridge. It is learnt that it has been sanctioned, but nobody knows when construction would start. One aspect to which the
police has closed its eyes is to allow fully loaded
vehicles over the narrow bridge. Such vehicles,
tractor-trailers full of fodder can be easily diverted to
the by pass from Aggarsein Chowk. But no one cares. The
people of Kurukshetra are a mute witness to the loss of
precious lives on the "killer bridge". |
Drive against defacement GURGAON, Dec 8 After a crackdown against encroachments in the city, the district administration has wielded the stick against defacement of public properties. The administration has also decided to come down heavily on the unauthorised vendors and rickshaw pullers who do not have licences from the designated authorities. The stand of the administration has set the cat among the pigeons in several quarters, especially as the measures come amid the severity with which it is continuing its anti-encroachment drive. The authorities intensified their drive when they met with resistance from some poachers, allegedly at the behest of land sharks and the real estate dealers. The administration has served an ultimatum on those who have displayed advertisements at public places in an unauthorised way to rectify the anomalies by Sunday, failing which it would get them dismantled at the expense of the defaulters, besides getting them booked under the laws concerned. According to the Deputy Commissioner, Gurgaon, Mr T.C. Gupta, the drive against the defacement of public places is within the framework of the Prevention of Defacement of Property Act. Under the statute one would have to seek permission from the municipal council concerned or the Block Development Officer (BDO) for using public property to put up any kind of advertisement. The Act enjoins imprisonment of six months and fine up to Rs 10,000 to those contravening it. Although the deadline set by the administration for voluntarily removing the advertisements is Sunday, the owner of a prominent garment showroom, Mr Subash Singla, also Vice-Chairman of the local municipal council, today started the exercise of whitewashing the walls where advertisements of his firm had been put up. The wide-ranging view is that his firm had put up advertisements on public properties at about 100 places in the city. The blatant violations of the Act have been taking place in the city for the past few years. So far, the authorities had not initiated action against the irregularities with the sincerity called for. An elderly person observed "Either the authorities, especially the municipal authorities, were busy in some loftier assignments or the poachers were more powerful than them. All said and done, the blatant defacement of public properties, which were, more often than not, at public places, project a ghostly image of the city, especially the old township. The image did not jell with the city which was angling to be abreast with the concept of globalisation in the industrial sector". On the issue of unauthorised vendors and rickshaw pullers operating without licences, the administration is seeing the twin problems in the perspective of law and order, besides linking the issue with the smooth functioning of vehicular traffic in the arterial roads and busy joints in the city. At present, there are more than 3,000 rickshaws operating in the city. Surprisingly, only a few had licences. The municipal council issued licences to about 1,000 rickshaw pullers in the past one month. The authorities have received complaints of cartels in the business with influential persons owning several rickshaws and getting them operated on rent. The administration is verifying reports of one unidentified person owning about 500 rickshaws. The rickshaw pullers charge exorbitant rates, often in a whimsical manner, from the public. There are complaints that they also misbehave with the public. There is no mechanism to regulate the rates charged by them. A large chunk of them are from different states. Reports have it that a number of them are also foreign nationals, especially from Bangladesh, who pass off as residents of West Bengal. The administration has also decided to issue identity cards to the rickshaw pullers to be displayed on their bodies while they are on their jobs. However, observers say the authorities will have to show more gumption and ingenuity on a sustained basis against the deviants. The same is the case
with the vendors, who operate without licenses. The
authorities have decided to take punitive action against
vendors who do not do business in the areas marked for
them after the process of issuing licences to them was
completed. |

Haryana reduces price of urea CHANDIGARH, Dec 8 In yet another sop to the farming community, the Haryana Government has decided to reduce the price of urea. A state government press statement issued here today stated that the Haryana State Cooperative Supply and Marketing Federation (HAFED) had slashed by Rs 10 the price of urea per bag being sold to the farmers through the cooperative societies and mini-banks. The farmers would be getting urea at the rate of Rs 190 per bag instead of Rs 200 as a special case during the current rabi season, the release stated. It may be recalled that
earlier the Chauthala government fixed the purchase price
of sugarcane by the cooperative sugar mills almost twice
the all-India level of prices in an attempt to woo the
farming community. |
Decks cleared for
mini-secretariat PANIPAT, Dec 8 Decks have been cleared for a mini secretariat to be constructed on 66 acres of defence land following a court ruling. Work on this secretariat had come to a halt after a defence organisation obtained a stay against the construction. The court ordered that the Haryana Government allotted land to the defence organisation as per its choice in Ambala district in lieu of the 66 acres acquired. The Chief Secretary along with the Deputy Commissioners of Ambala and Panipat valued the 66 acres at Rs 7.28 crore and decided to allot to the defence body 300 acres in Janaitpur village in Ambala. The land will be purchased by Haryana and will not be acquired under the Land Acquisition Act, 1894, to avoid any future litigation with the owners. According to the Deputy
Commissioner, Mr Sandeep Garg, the exchange of land will
take place this month. He said construction of the mini
secretariat would start in January 2000. |
HVPN steps up drive SONEPAT, Dec 8 The Haryana Vidyut Prasaran Nigam (HVPN) has intensified its campaign against defaulters of electricity bills as well as those indulging in power theft in the Sonepat circle and elsewhere in the district. Mr S.K. Handa, Superintending Engineer (Operation), HVPN told mediapersons here today that special staff had been deputed for door-to-door checking. The special staff, he said, would also detect cases of power theft and launch criminal proceedings against the offenders. He also disclosed that the nigam authorities would seek the help of the police and officials of the vigilance wing of the HVPN in this regard. Meanwhile, officials of
the vigilance wing of the HVPN, headed by Mr O.P.
Allawadi, Executive Engineer, have carried out raids on
the premises of consumers at Jhajjar town and detected
four cases of power theft. The officials also imposed a
penalty of Rs 2,58,432. Haryana CITU backs strikers SONEPAT, Dec 8 Mr S.N. Solanki, president of the Haryana unit of the Centre of Indian Trade Unions (CITU), today extended support to agitating employees of civic bodies in Sonepat district and elsewhere in the state and urged the state government to allocate special funds for the disbursement of the salary to the employees. In a signed press
statement here, he said civic bodies in the state had
been facing a financial crisis after the abolition of
octroi and these had been unable to give salaries to the
employees. Some of the civic bodies, he said, had not
given the salaries to the staff for the past few months
and this had resulted in demonstrations and rallies by
the affected staff as well as safari workers. He warned
that the union would launch an agitation if the employees
were not paid salaries immediately. |
Concern over improper use of
antibiotics FARIDABAD, Dec 7Typhoid causing bacteria are slowly becoming immune due to indiscriminate use of antibiotics by doctors microbiologist, who runs a laboratory here, says some patients do not respond even to strong antibiotics. This is due to the presence of R- factor in blood which is composed of resistant transfer units. It promotes drug-sensitive bacteria against which antibiotics lose their potency. The R-factor produces certain proteins which restrict the entry of antibiotics into the bacterial cell, making them ineffective. Dr Kaul suggests that
the doctors should not prescribe antibiotics without
determining the cause of the infection. People should
also avoid self medication and the sale of antibiotics
without prescription be banned. Survey to identify poor in
Sirsa SIRSA, Dec 8 The District administration has decided to conduct a fresh survey to identify those living below the poverty line. Deputy Commissioner Amit Jha said that officers of the Social Welfare Department had been directed to conduct the survey and invite fresh applications for old age pension. Mr Jha also heard the
grievances of people during the first "open
darbar" held here yesterday. |
