4 new engineering colleges CHANDIGARH, Feb 25 The Haryana Government has given its approval for setting up of four new engineering colleges and one diploma-level institution in the state. This was disclosed by Mr Bansi Lal, Chief Minister, after inaugurating the newly constructed building of polytechnic in the premises of Bhagat Phool Singh Women Polytechnic Institute at Gurukul Khanpur Kalan in Sonepat district today. He said 12 engineering colleges had been set up under the self-finance scheme in the past 32 months in the state. He called upon the people to pay adequate attention towards girl education which not only benefited the future of a girl, but also reformed the two families. He said education on the Gurukul pattern was our old heritage and we should try to maintain its entity. He said religious and educational institutions should not be the battlefield of politics. He advised that presidents or office-bearers of such institutions should be elected unanimously. Highlighting the contribution of the Arya Samaj in the social field, Mr Bansi Lal said it worked a lot for women education, abolition of 'Sati pratha' and child marriage. He exhorted the people not to indulge in casteism and untouchability and contribute their mite in building the nation. Referring to the demand of the institution, the Chief Minister announced that the capacity of waterworks of Khanpur Kalan village would be increased by 25,000 gallons more for providing uninterrupted water supply to the institution. He also announced that a 33 kv sub-station would be installed at the institution. He also sanctioned the repair and widening of the 10 km road from Gohana to Khanpur Kalan at a cost of Rs 1 crore. The Chief Minister said 10 rooms in girls' hostel of the institution would be added at a cost of Rs 67 lakh. The building of the polytechnic has been constructed at a cost of Rs 2.20 crore. Encroachers beat up lawyer YAMUNANAGAR, Feb 25 An unruly mob attacked an advocate who is also sarpanch of Chholi village about 20 km from here, in the presence of a police party and the panchayat officer. Mr Gopal Vijay Kaushish, an advocate at Jagadhri court, who sustained serious injuries, was rushed to the PGI yesterday, where he is stated to be serious. A large numbers of agitated lawyers of the District Bar Association, Jagadhri, led by its president Mr Niranjan Singh Saini, today protested and raised slogans in the Superintendent Office and Deputy Commissioner's Office. The deputation demanded suspension of the police men deputed at the site and of the panchayat officer. According to the FIR lodged at Bilaspur police station, Mr Kaushish, an advocate had gone to Chholi village yesterday afternoon alongwith police men and the Panchayat Officer, Bilaspur, Mr Bhan Singh, on the District Magistrate's order to remove encroachment. But the encroachers equipped with lethal weapons attacked the sarpanch resulting injuring him. Mr Sheel Madhur, Superintendent of Police ordered suspension of five policemen including an Assistant Sub Inspector, Mr Raghbir Singh. Mr Madhur also deputed DSP Headquarter, Mr Paramjeet Singh Ahlawat to investigate the matter. Five advocates of the Jagadhri Bar Association will also assist the police team in the investigation. Later, Mr Saini along with the lawyers met the DC. Mr Madhur stated that a case under Sections 307, 324, 148, 149 has been registered and all the five accused have been arrested. A special police team has been deployed at Chholi village. Mr Rajiv Sharma, Deputy Commissioner deputed Sub-Divisional Magistrate Jagadhri, Mr Narinder Singh along with the President of the Jagadhri Bar Association, Mr Niranjan Singh Saini to investigate the matter and submit his report by Monday. The DC said that on receiving the report on the involvement of the Panchayat Officer he will send his case to the Director, Panchayat and Development. Mr Saini alleged that the police team and the Panchayat Officer had fled the scene leaving Mr Kaushish alone, even though he was injured. Two persons, Raj Kumar and Suraj Kumar, who came to the rescue of the lawyer were also injured. They were shifted to the local hospital at Jagadhri. According to reports the
court has given a four-day police remand to the four
accused and their mother has been given judicial remand.

INLD not to issue whip FATEHABAD, Feb 25 The Indian National Lok Dal (INLD) will not issue a whip to its MPs on voting in the Lok Sabha on the Bill for the ratification of President's rule in Bihar. Talking to mediapersons here today, the INLD chief, Mr Om Parkash Chautala, said the party MPs had been authorised to take their own decision in this regard. Mr Chautala said his party was not opposed to the use of Article 356 of the Constitution in principle. But he added that his party was against the misuse of the provision. The INLD leader said he strongly believed that the Centre had imposed President's rule in Bhiar out of political illwill rather than out of administrative necessity. He said had the government made clear its intentions, it would have taken the action first in Haryana, where according to Mr Chautala, 8756 cases of murder had been reported in the last one year against 400 cases in Bihar in the corresponding period. Mr Chautala was highly critical of the Union Home Minister, Mr Lal Krishan Advani, and said Mr Advani's desire to become the Prime Minister would end in the fall of the BJP-led government. Equating Mr Advani with the former Congress President, Mr Sita Ram Kesri, Mr Chautala said as Mr Kesri's eagerness to become the Prime Minister had led to the fall of the United Front government, the Union Home Minister's endeavours would hasten the fall of the BJP led government. Mr Chautala said his party would organise a rally at the Ramlila Grounds in Delhi on March 6. The former Deputy Prime Minister, Mr Devi Lal, would preside over it, while former Prime Minister H.D. Deve Gowda would be the main speaker. The party would convey the resentment of the common man against the recent hikes in the prices of urea and PDS. Earlier, addressing workers at the local Ram Seva Samiti, Mr Chautala explained the reasons for the withdrawal of the party's support to the government. Tribune News Service adds from Hisar: The INLD president, Mr Om Parkash Chautala, on Thursday ridiculed the claim of the Congress that it was going to stage a comeback and said "they are befooling people about the outcome of assembly results in three states of Delhi, Rajasthan and Madhya Pradesh". Speaking at a workers' meeting here, he said it was not a vote for the Congress. Since people were fed up with the sharp price rise and they were "not satisfied" with the performance of the BJP-led coalition government at the Centre, they voted against the BJP. He also disputed the claim of the Congress that its February 13 rally was bigger than that of Mr Devi Lal in 1987 at the same venue. He accused the Congress of ignoring the interests of the poor and farmers and said "for the past 50 years the Congress had exploited the poor, the Dalits and the farmers'. He criticised the party for not raising the issue of, recent price rise at its Jind rally. Mr Chautala exhorted the
party workers to mobilise support and "beware of the
false propaganda of the Congress". He said they
should ensure that the March 6 rally of the INLD was a
big success. |
Banking services affected SONEPAT, Feb 25 Bank services all over the district were paralysed today as the employees went on a two-day strike in support of their demands. The striking employees assembled in front of their banks and held demonstrations. They also shouted slogans against the government. However, the customers were critical of the decision of the bank employees to resort to the strike frequently and the failure of the government to resolve the dispute and avert the strike. The Customers Association is contemplating to move the court on this issue as frequent strikes by the bank employees had not only hit the country's economy but caused inconvenience to the customers. ROHTAK: Banking services in the district were totally paralysed as employees of various banks, including officers, went on a two-day strike today. The United Forum of Bank Unions (UFBU) had called upon the bank unions to strike work to demand revision in pay-grades. The agitating employees held a massive demonstration in front of the local branch of State Bank of India and later took out a protest march raising slogans against the IBA, the Union Finance Minister and the Centre. Mr M.L. Arora, spokesman of the UFBU, told reporters that because of the adamant attitude adopted by the IBA and Union Finance Minister, the negotiations on revision of pay grades had failed. BHIWANI: Bank employees and officers remained on strike here today and gathered in front of the State Bank of India branch. A dharna was also staged. The leaders describe the new economic policies as anti-people. Considering the bank strike genuine, CITU leaders, UTUC (LS) and the Sarv Karamchari Sangh assured bank employees of their full cooperation. JIND: Employees of the local branches of nationalised banks today observed a strike to press for the acceptance of their demands. The striking bank employees held a demonstration and raised slogans. Mr Ajay Singla, Vice-President, State Bank of Patiala Employees Union, Haryana, said bank employees would start an indefinite strike from March 17 if their demands were not accepted. SIRSA: The strike by bank employees here hampered bank work. The employees took out a rally through the main bazars before assembling in front of Canara Bank. The central government was criticised for their rigid attitude towards their demands. They warned that if 7th

Community forest project launched CHANDIGARH, Feb 25 The Haryana Forest department has launched a community forest project worth Rs 126 crore from November last with the assistance of the European Union in the state for a period of nine years. Mr Jagdish Yadav, Minister of State for Forests, said in the first phase 27,380 hectares of land of 300 villages would be brought under afforestation. Seven divisions had been made under this project for the successful implementation of afforestation. The villages have already been identified in Ambala, Yamunanagar, Hisar, Bhiwani and Rewari division of the department to ensure greater participation of the farmers in this project over panchayats and private land. The division headquarters at Bhiwani would serve the purpose of monitoring and evaluation while the Hisar division would work for publicity and extension needs of the project, he added. Only those villages had been identified which have more than 50 acres of panchayats land available for afforestation. The income from the trees would be spent on the development of such villages in which sapling were being planted. Beside this, the farmers would get free fodder and grass. The minister said that the European Union would provide 78 per cent grant of the total cost while the rest of the money would be borne by the state government. Major categories of afforestation included village wood-lots, sand dune fixation and farm forestry utilisation poplar. Mr Yadav said the department would plant two crore more saplings of various varieties under the project to increase people's participation in the afforestation programme. He claimed that the government had launched a number of schemes for creating awareness among the people regarding afforestation and increasing the area under forest in the state. He added that fruit plants were provided to Scheduled Castes families free of cost. These schemes would also
help create income-generating activities for the rural
masses, he averred. |

power supply
by June-end CHANDIGARH, Feb 25 The Haryana Minister of State for Agriculture, Mrs Krishna Gahlawat, said no previous governments could do as many development works in the Rohat constituency as by this government in the past 32 months. She said work on all the projects had already been taken up which were announced during the Chief Minister's visit to Kharkhoda on October 3, 1998. She claimed that 95 per cent grant to Kharkhoda college had been sanctioned besides construction of a new bus stand at Kharkhoda, bypass work of Kharkhoda, approval for a 10-bed hospital in the memory of Paramvir Award winner Col Hoshiar Singh at his native village Sisana. The work on these projects was being taken up on a war footing. She said she herself inspected the construction site of new bus stand in Kharkhoda along with administrative officers and other local prominent persons and found the site suitable in all respects. Mrs Gahlawat said round-the-clock power supply would be available to the people of Haryana by June 30. A sum of Rs 50 crore would be spent in improving the power supply system in Sonepat district. Several new sub-stations would be set up in some villages of the district which included 132 kv new sub-station at Harsana Kala, Kundli and Murthal and a 32 kv sub-station at Budana and Akbarpur Barota. In addition to these, a 220 kv capacity sub-station would be set up in Sonepat city. These new sub-stations would cost nearly Rs 27.16 crore. The minister said that
power sub-station situated at Gohana, Kundli, Kharkhoda,
Bega and Kalana would be augmented. New power lines would
be laid at a cost of Rs 8 crore from the Panipat thermal
power plant to Sonepat to ensure better power supply. A
transformer each at Kharkhoda and Pharmana would be
installed in near future. Besides these the capacity of
the existing 4 MVA transformers would be increased to 6.3
MVA, she added. |
A pond full of woes AMBALA, Feb 25 The cantonment Municipal Council authorities have done a volte face over the issue of building plans on a piece of land known as Ram Nagar ki Diggi The piece of land is situated amid the Muslim colony on the Ram Bagh road, Housing Board Colony and Ram Nagar Colony. The "diggi" (water pond), was acquired and filled up with earth recently by a coloniser. When the officials of the Municipal Council, Ambala Sadar, came to know about it, they put up two notice boards on the site, warning the general public that the piece of land in question fell under the Urban Area Act, 1975, and it was illegal to raise any construction or sell, develop plots out of the land, or advertise it under the Town and Country Planning Act. The violators were threatened with arrest and demolition of the structures. However, it is alleged that the coloniser managed to fill up the pond with earth and carved out several plots and sold away most of those. The coloniser submitted an application with the Municipal Council seeking sanction of the housing development scheme. The municipal engineer of the council fixed February 23 for a meeting of the works and building sub-committee for considering the application. The scheme was on the agenda of the meeting held on Tuesday along with the comments of the engineer. Mr Piara Lal Bhardwaj (BJP) and Mr Mehar Singh (HVP) in their protest letters to the district officials pointed out yesterday that the piece of land in question was meant only for a brick kiln and it was highly unsafe to construct houses on it. They feared that any building constructed on it could collapse later. The municipal councillors have also pointed out that the case fell under the Haryana Urban Development Act, 1975, and the Punjab Scheduled Roads and Controlled Area Restriction of Unregulated Development Act, 1963. Surprisingly, the council officials had told the police and the District Town Planner to initiate legal action against the coloniser, but in a volte face, the building plans were put on the agenda of the works committee meeting. The municipal councillors want to know reasons behind the change in the stand. One of the notice boards put up by the civic body on the site is missing. Mr Bhardwaj has sent copies of his complaint in this regard to the Director, Local Bodies, Haryana and Director, Country and Town Planning, Haryana, for necessary action. He alleged that some members of the building and works sub-committee were interested in seeing the building plans through. Mrs Kusum Lata Jain, a BJP
councillor, who participated in the meeting of the
committee on Tuesday alleged that though she had opposed
the move to sanction the building plans of the piece of
land in question, yet her comments were ignored by the
officials. She said even the suitability report of the
engineer was missing. In her observations to the
Director, Local Bodies, she has opposed any construction
on the land. |
Villagers serve ultimatum ROHTAK, Feb 25 Villagers of Jasia, near here, have served an ultimatum on the district administration to either arrest the alleged murderers of two school boys till tomorrow or face a direct action. Yesterday, they blocked the Rohtak-Panipat road for nearly two hours. The blockade was lifted after the police assured them that the guilty would be booked soon. Mr Suraj Bhan, sarpanch, said panchayats of 29 villages of Hooda Khap had been convened in the village tomorrow to decide the future course of action. The boys were kidnapped from the village on February 22. Subsequently, a police patrol found the body of one of the boys near Rookhi village while the other who was seriously injured was taken to hospital. He later succumbed to his injuries. Meanwhile, the HPCC chief,
Mr Bhupinder Singh Hooda, visited the bereaved families
and expressed his sympathies. He said he would raise the
issue in the Lok Sabha if the matter was not investigated
properly. |
Anticipatory bail for Prasanni Devi HISAR, Feb 25 The District and Sessions Judge, Hisar, Mr R.N. Singal, today granted anticipatory bail to Mrs Prasanni Devi, a former chairperson of the Haryana Social Welfare Board and president of the Haryana Pradesh Women's Congress Committee, in a case registered against her under sections 420, 409, 467, 468, 471 and 120B of the IPC. The court had stayed her arrest on February 10 and February 23 in this regard. The case was registered by
the Vigilance Department, Haryana, on a complaint of Ms
Santosh Kumari, president of the Agroha Mahila Mandal, in
which she alleged that about Rs 98000 was taken as a loan
in the name of the Agroha Mahila Mandal fraudulently by

workers hurt in clashes YAMUNANAGAR Feb 25 Eighteen persons were injured in a clash between two groups of employees of Haryana Distillery, sparking tension in this Industrial town. According to reports after the B shift of Haryana Distillery got over yesterday evening two groups of workers resulting in injuries to 6 persons. They were admitted to the civil hospital Yamunanagar. Today afternoon the two groups again clashed. Lathis and stones were used and about one dozen persons injured. After hearing the news, D.S.P. Jagadhri, Mr O.P. Kadiyan and Mr Satish Bhardwaj, Tehsildar reached the spot to defuse the situation. Earlier on December 7, 18 persons had been injured in a clash involving the police. Mr Rajiv Sharma, Deputy

Medical students stage dharna ROHTAK, Feb 25 The medical students and junior doctors of Pt B.D. Sharma Postgraduate Institute of Medical Sciences today greeted Ms Komal Anand, Commissioner and Secretary (Health), by waving black flags and shouting anti-government slogans. They were protesting against the withdrawal of the grace marks of 10 per cent to the medicos who have passed their MBBS examination from the local institute for getting admission to the MD and MS courses. They also protested against the increase in reservation from 29 per cent to 33 per cent in the Haryana Civil Medical Services seats. The medicos boycotted their classes and staged a dharna on the campus today. The dharna will continue for 48 hours, according to a spokesman of Resident Doctors' Association. A deputation of medicos
met the Commissioner and Secretary (Health) and the
Haryana Chief Minister, but nothing concrete emerged from
the meeting. The association submitted a memorandum to
the Deputy Commissioner. |
MLA spends 2 cr on kin's wedding FARIDABAD, Feb 25 Thousands of people, including VVIPs and senior bureaucrats, attended the wedding of the two daughters of a mine baron and HVP MLA from Samalkha, Mr Kartar Singh Bhadana, held on the Faridabad-Surajkund road here last night. It is reportedly the first wedding to be held on such a large scale in Haryana. An estimated Rs 2 crore were spent on the event. Mr Bansi Lal, Chief Minister, was also present to bless the two couples along with a number of his Cabinet colleagues. At least 20,000 persons had a sumptuous feast on the occasion. The pandal erected for the reception of the two marriage parties looked to be an amalgam of the White House of Washington DC and the Victoria memorial of Calcutta. One of the grooms and his close relatives and friends were flown to Anangpur village from Delhi by helicopter. Earlier, the helicopter was also used to drop invitation cards in nearby villages. Yesterday, an
advertisement was also put in a Hindi daily of Delhi,
requesting friends and well-wishers of the Bhadana family
who could not be sent invitation cards to attend the
wedding ceremony. |

Goel, Additional District and Sessions Judge I, Kaithal, has been promoted and posted as District and Sessions Judge, Kurukshetra, as per orders of the Punjab and Haryana High Court. Mr Goel joined the judicial service in April 1969, at the age of 23 years. He is presently President of the Haryana Judges Association. He took over as ADJ (I) here in June 1998. As Chairman of the

UPSC Chairman to visit MDU ROHTAK, Feb 25 The Vice-Chancellor of Maharshi Dayanand University, Lt-Gen O.P. Kaushik (retd), said the Chairman of the UPSC, Mr JM Quraishi, would visit the campus on March 10 to address students preparing for the central services. Delivering the convocational Address at the university said the university would provide adequate facilities to the students for taking competitive examinations. He advised the students to inculcate the habit of learning discipline. Lt-Gen Kaushik said Maharshi Dayanand University was meant primarily for rural Haryana and it was providing all possible facilities ruralites in the field of education. Later, the vice-Chancellor conferred degrees on 333 graduates. |

attack KAITHAL, Feb 25 One person was killed and another seriously injured at Sakra village under Pundri police station, yesterday, when the victims were allegedly attacked by residents of the same village with lathies and other sharp-edged weapons. Daler Singh and his nephew Nafe Singh were seriously injured and admitted to the Civil Hospital here where Daler Singh succumbed to the injuries. The Police has registered a case under Sections 148, 149, 307, 302, 452, 506 and 323 against the assailants, according the Superintendent of Police, Mr Sudhir Chaudhary. |
