Haryana Cong wings clash CHANDIGARH, Jan 24 The organisational and Legislature wings of the Haryana Congress seem to be on a collision course, with the two working on cross-purposes. The relationship between the two important wings of the party, which claims to be on a fast track to recapture power in Haryana following its exceptional performance in the recent Assembly elections in Delhi, Rajasthan and Madhya Pradesh, is a reflection of the relationship among the three senior leaders of the party the state Congress chief, Mr Bhupinder Singh Hooda, the former Chief Minister, Mr Bhajan Lal, and the former party chief, Mr Birender Singh. Another senior leader, Mr Shamsher Singh Surjewala, who had been the President of the party when it was out of power in the late 1980s, the maintaining an equi-distance from the three senior leaders, in the hope that he may be the ultimate beneficiary of the infighting among them. Unfortunately for Mr Hooda, he does not have much of a support among the 12 party MLAs, three of whom, including Mr Birender Singh, have come from the Congress (Tewari). The reason is simple. He was not on the state scene when the party tickets were distributed in 1996. Mr Bhajan Lal had almost a free hand in the ticket distribution at that time. Mr Hooda did not make the situation comfortable for himself when he was nominated the party President by the then AICC President, Mr Sita Ram Kesri. Mr Hooda gave important positions in the organisational set-up of the party to those persons who were not liked by certain sitting MLAs. This further alienated the MLAs from Mr Hooda. Two of the MLAs, Mr Chander Moha and Mr Kuldip Bishnoi, are the sons of Mr Bhajan Lal. If Mr Bhajan Lal and Mr Birender Singh felt neglected in the party set-up, they have together strengthened their hold over the Legislature Party. Recently, when Mr Hooda
declared that his party would move a no-confidence motion
against the Bansi Lal Government in the forthcoming
Assembly session and would not seek support of the other
parties for it, his opponents in the Legislature wing
were quick to react. |
2,000 kikar trees axed HISAR, Jan 24 Hundreds of kikar trees have been illegally felled in and around Dhansu village about 10 km from here. While official sources confirmed the illegal felling of about 1000 trees, the unofficial figures have been put at 2000. Villagers told TNS that the illegal felling had been going on for the past few years. It came to the notice after two groups of people levelled allegations against each other. Mohinder Singh, son of a former sarpanch, lodged a complaint against officiating sarpanch Om Prakash accusing him of felling and selling the trees. Mohinder Singh's mother Nihali Devi was the sarpanch of the village. However, she was suspended for some alleged irregularities. A deputation of the local residents led by Mohinder Singh met the Deputy Commissioner and sought action against the acting sarpanch. The Deputy Commissioner has assigned the task of inquiry to the SDM, Mr Balraj Singh. The deputation accused the local Block Development Officer of shielding Om Prakash. They alleged that the BDO was not acting in an impartial way as no police action had been initiated in this regard so far. However, the BDO, Mr J.D. Wadhwa, denied the allegations. He told TNS that after receiving the complaints, he visited the village along with some complainants. He pointed out that he could find just 400 trees which had been felled recently. However, he preferred to dissociate himself from the inquiry as the residents were levelling allegations against him also. The BDO at the same time admitted that the trees were being felled illegally quite for some time. Om Prakash said since he took over as sarpanch he had tried to prevent the illegal felling. But he expressed his limitations in preventing felling. He pointed out that he had imposed a fine of Rs 1600 on a person recently who had been caught redhanded. He also described the charges as fabricated and motivated. While most of the trees
have been cut in the panchayat land, some of these have
been felled in the forest land. No forest official could
be contacted for comment. |
BJYM for youth development
board JIND, Jan 24 The Bharatiya Janata Yuva Morcha (BJYM) today made a fervent appeal both to the union as well as to the Haryana Government to constitute a youth development board in order to create more employment avenues for the youth. The appeal was made in a resolution which was passed at its yuva rally held at the Arjun Stadium here. Although the turnout was less than the expectations of the organisers, most of those present talked about growing unemployment. The tenor of speeches of youth leaders was assertion of rights. The youth used all modern means of transport to reach the rally venue. The entire Jind town was festooned with buntings and flags of the Yuva Morcha. In another resolution the rally demanded more recruitment in the police, armed forces and semi-armed forces. The rally demanded curbs on corruption especially in the police department and dispensation of justice. The rally demanded that the technology in the private sector which was cutting down employment opportunities should be changed. Both the union and state governments should promote agro-based units, another resolution demanded. The co-operative sector should be given incentives and promoted at the national level. It urged the Haryana Government to create at least 50,000 co-operative societies to provide jobs to the youth. The dairy industry in Haryana should be developed on the pattern of the Amul Dairy project. The Yuva Morcha through another resolution said that elections to students unions should be held regularly. It wanted the formulation of a code of conduct for elections to student unions. The rally among others was

38 held to ward off trouble
on R-Day YAMUNANAGAR, Jan 24 The district administration is leaving nothing to chance regarding Governor's security who is to unfurl the national flag here on Republic Day. In view of the Shahabad incident where the Governor Mr Mahabir Parsad, was gheraoed and forced to return to Chandigarh, the Yamunanagar police has arrested 38 persons including Chaudhry Uggarsain, President Haryana Distillery Kamghar Sangthan, late last night under Section 107 and 151 of the Cr PC. Uggarsain was on fast since January 15 in front of the Haryana Distillery demanding acceptance of workers' demands. It is learnt that the administration got information that these leaders were likely to demonstrate on the Governor's visit. Those arrested include Uggarsain, Ramkesar, Karam Singh, Mast Singh, Rajpal, Jai Ram, Pawan, Mam Chand, Suresh Singh, Lal Singh, Subhash, Man Singh, Brijpal, Hakamchand, Ram Oberoi, Shadi Lal, Hukam Singh, Rajender, Om Parkash, Banke Lal, Ram Dhayan, Shehdev, Lalan Singh, Surender Sharma, Ajaib Singh, Jai Pal, Mukesh, Rajinder, Jai Bhagwan, Raj Kumar, Vishwanath, Shardha Ram, Ram Parshad, Karnail Singh. It is for the fist time since the inception of Haryana in 1966 the state-level Republic Day function is being held at Tejli Sports Complex here. On the same day in the evening there will be at home by the Governor. The guest would include the Chief Minister his cabinet colleagues and senior bureaucrats. The town has been given a festive look. The Deputy Commissioner and the Superintendent of Police are monitoring the activities themselves. The entire area from where the Governor and the Chief Minister will pass has been spruced up. Bands of safai karamcharis have been engaged in the cleaning job. The street lights have been tested and the Canal Rest House has been renovated. The Governor will inspect a marchpast by a contingent each of the Haryana Police, Home Guards, NCC cadets and school children. Mr Rajeev Sharma, Deputy Commissioner, said a special cultural programme by students and tableaux of different departments will be among other attractions of the function here. Mr Sharma said security
has been tightened. He appealed public to participate in
the Republic Day celebrations and also hoist the national
flag at their respective residences. |
Bansi Govt will complete
tenure CHANDIGARH, Jan 24 The Haryana Cooperation Minister, Mr Narbir Singh, who was considered to be one of the brains behind the aborted coup in the ruling Haryana Vikas Party early this year, today asserted that the Bansi Lal Government was "strong like a rock and will complete its tenure". In a statement issued here, Mr Narbir Singh alleged that the former Chief Minister, Mr Bhajan Lal, and the Leader of the Opposition in the Haryana Vidhan Sabha, Mr Om Prakash Chautala, were "hand in glove" and their sole aim was to grab power. He said their dream would never be realised. He said ever since the present Government has assumed office, the two Opposition leaders had been predicting the fall of the Government and had been misleading people by issuing irresponsible statements. Mr Narbir Singh said the people of the state had given their mandate in favour of Mr Bansi Lal as they were fed up with the political gimmicks of Mr Chautala and Mr Bhajan Lal, who had taken no step for the development of the state during their tenures. The Bansi Lal Government
had appointed a Lok Pal to check corruption in high
places, and jobs, which used to be sold during the
tenures of Mr Bhajan Lal and Chautala, were now being
given on merit only. Highlighting various development
programmes launched by the Bansi Lal Government, Mr
Narbir Singh said the Chief Minister was keen to develop
Haryana as a model state. |
New ration cards under
preparation ROHTAK, Jan 24 The process of preparation of the new ration cards in the district has reached the final stage and officials of the Food and Supply Department have asked the consumers to submit their application forms by February 7. According to the District Food and Supply Controller (DFSC), Mr Virender Singh Dahiya, while the work of group photographs of the ration card holders is over an the photo and fresh application forms are being made available to the consumers all over the district, instructions have been issued to all concerned to submit their duly filled forms to their nearest ration depot by February 7. The filled forms are being accepted at various places, including the ration depots and the AFSO office, near the railway station here. Meanwhile, the authorities
have launched a campaign to seize the LPG cylinders meant
for domestic use but are being used shops and commercial
establishments. According to department sources, at least
73 cylinders were recovered in the town on Friday. A case
under the Essential Services Act was being registered
against the defaulters. |
Reservation policy
violated ROHTAK, Jan 24 Dr Ajmer Singh Kajal, a leader of the Ambedkar Teachers Front of Maharshi Dayanand University, has charged the university authorities with violating the reservation policy in the recruitment of teachers. In a memorandum recently submitted to the Chancellor, Mr Mahavir Prasad, he alleged that seats reserved in the departments of management, law, psychology, etc had been filled by the general category candidates. He said this "malpractice" had been in force since long. As a result, he said, 25 posts of teacher for the Scheduled Castes and two posts of teacher for the backward classes, had been accumulated as backlog. The charges against the university administration are regarding filling of this backlog by general category candidates. Mr Kajal said the backlog of non-teaching employees consists of 39 posts of assistant, 24 of clerk, six of steno-typist, eight of peon, four of lab attendant, six of security guard and some of watchman. He has demanded a high-level inquiry into the alleged violation of the reservation policy. On the other hand,
describing the allegations as baseless Lt-Gen O.B.

Sangathan seeks Rs 50 cr grant ROHTAK, Jan 24 The Meham Chaubisi Jan Sangathan has sought a special grant of Rs 50 crore for carrying out development work in the area. The demand was raised at a meeting of the sangathan presided over by Ms Meena Chaudhary at Meham today. Ms Chaudhary also demanded that Meham should be declared industrially backward so as to help unemployed youth get jobs. She criticised the government for not providing jobs to youth. She charged the state government with not carrying out development work in all 33 villages of the area. She alleged that roads, which were damaged by floods in 1995, had not been repaired so far. Kharif crops spread over thousands of acres in nearly 20 villages were damaged by unseasonal rain a few months ago but the government had not paid any compensation to the affected farmers. She demanded compensation of Rs 5,000 per acre to the affected persons. She warned that residents
would resort to an agitation if the demands were not
accepted. |
Dowry case: three booked SIRSA, Jan 24 Raj Kumar of Gidderbaha, his mother and sister were arrested yesterday in a criminal case registered against them under Sections 498A, 420, 323, 506, 452, 504 and 34 of IPC, at Sadar police station, Mandi Dabwali, on a complaint of Mrs Anju Rani. She said she was married to Raj Kumar on February 6, 1994. After her marriage, she said she was allegedly threatened by her in-laws due to inadequate dowry. On the basis of her
complaint, the police is investigating the case. |

HKM holds convention KURUKSHETRA, Jan 24 The office bearers and activists of district unions and associations affiliated to the Haryana Karamchari Mahasangh held a district-level convention on the bank of Sannihit Sarovar here yesterday. Addressing the convention, the State Finance Secretary, Haryana Karamchari Mahasangh, Mr Dhara Singh, said the so-called campaign launched by the Chief Minister for detecting theft of electricity has flopped miserably in Bhiwani. Mr M.L. Sahgal, General Secretary, Haryana Karamchari Mahasangh (HKM) said, a joint action committee of all the employees unions and associations in the state was being formed. A decisive statewide agitation would be launched under the banner of the committee to settle all the pending economic demands, and ending victimisation of employees. Four senior leaders of the HKM had been dismissed, 456 were placed under suspension and thousands were involved in ESMA cases in different departments in the state, he added. The convention which was

Medical team visits Dhotar SIRSA, Jan 24 A team of civil hospital doctors headed by Dr Gurtej Singh has visited Dhotar village in the district where outbreak of jaundice has been reported. Dr R.C. Bhutani, Civil Surgeon, Sirsa, said that two patients of jaundice had been confirmed and the necessary medical aid was being provided to patients. Dhotar was affected by hepatitis-B last year when at least 12 villagers lost their lives. Residents had decided to migrate from this village. Later a team of doctors from the All-India Institute of Medical Sciences visited this village last year. Dr P.L. Jindal, Director,

take effective steps but due to indifferent attitude of
