CBSE scheme
on students' growth CHANDIGARH, Jan 28 Apart from evaluation of academic performance, schools affiliated to the Central Board of Secondary Education will also have to tabulate a child's growth in terms of all-round performance. Schools will be expected to issue independent certificates, covering health status, personal and social qualities and attitudes, interests, proficiency in co-curricular activities and other common details. The scheme will cover all students of Class VI to Class X. Talking to TNS today, Mr Y.P. Katyal, a joint secretary in the CBSE, said the current system of examinations was able to touch only a fringe of human growth. Even the objective of testing intellectual growth was partially met. Mr Katyal said the CBSE in recent years had taken a major step in allowing sufficient freedom to schools not only to formulate programmes in areas of work education, art and health but also to assess the progress internally based on their own designs. The new scheme would make it possible to have graphs of a child's growth in various fields. The proposed scheme called the "comprehensive school based evaluation" makes an attempt to bring all those values of personality within the purview of evaluation, which though important, are not covered by the board examination and its certificates. The certificate issued would also provide the institutions of higher education as also the perspective employers a more comprehensive idea about the diverse qualities, inclinations and potentials of a student. The scheme provides for an in-built flexibility for being introduced in all schools and operated by all teachers. Except for numerical presentation of evaluation of aspects related to academic achievement and health status, the rest will be presented in terms of grades on a five point scale (ABCDE). The personal and social qualities are to be evaluated in terms of regularity, punctuality, discipline and habits of cleanliness. Other options under this area are initiative, cooperation, sense of responsibility, emotional stability and leadership quality. Other broad areas include attitude towards teachers, schoolmates and towards school programmes. Extra reading, debate, drama, music and other extra curricular activities also find a mention. Mr Katyal said that even
though grade E had been provided, the schools should
avoid giving this grade to any student. In case, a
student did not perform well in one activity he should be
advised to switch over to some other. The certificate of
school based evaluation will indicate only positive
points of a student and not any negative ones, Mr Katyal
added. |
MC paralysed
by continual feuding CHANDIGARH, Jan 28 With elected councillors of the Municipal Corporation of Chandigarh (MCC) forcing adjournment of its meetings for the past over three months, the working of the civic body has come to a virtual standstill. Several important issues concerning the development of the city are yet to be discussed in the House because the 'so-called' representatives of the people the elected councillors are interested in everything other than the smooth conduct of meetings. If it was the Congress councillors and the expelled BJP councillors who earlier, held the House to ransom it was the turn of councillors owing allegiance to BJP-SAD alliance yesterday. Charges and counter-charges between the alliance and the present ruling group, since expelled from the BJP, were traded here like never before. The authority of the Mayor, Mr Kewal Krishan Adiwal, who was in the Chair, was repeatedly challenged. The pleas of nominated councillors, who tried to convince the two factions that the development of the city was more important than their petty politics, fell on deaf ears and they were repeatedly shouted down. The issues on which the proceedings were disrupted themselves frivolous. While the Congress members' alibi for disruption used to be the alleged neglect of their wards, the expelled BJP members had made expulsion of its councillor, O.P. Goyal, from the party, an issue which was raised at every possible fora, including meetings of the civic body. For its part, the alliance has now said that the Mayor should seek a vote of confidence as he was in a "minority". The alliance councillors pleaded that 'minority' Mayor as ex-officio chairman of the finance and contract committee, which clears the agenda concerning development works, would not be able to convince the majority to pass it. What went unsaid was that the agenda of several meetings of the committee is yet to be taken up by the House. Estimates of road recarpeting works and storm water drainage system amounting to several crores have been delayed for over three months. The issue of levying of parking fee in Sectors 17 and 8 had been hanging fire for the past several months. Similar is the fate of the setting up of the complaint centres and the publication of the "citizens' charter" and other important items whose estimates are yet to get the nod of the House. Not to talk of taking new projects in hands and discussing a new agenda, the disposing of the current agenda, which comprises over 80 pages, will itself take several meetings. This will mean several wasted months. With the alliance repeating its resolve that it would not allow the "minority Mayor" to function, the smooth running of the coming meeting seems a distant dream. This is in spite of the fact the Mayor promised yesterday that "strict action" would be taken against those councillors, who disrupted the proceedings in future. With the elected
representatives letting down the residents, the ball now
seems to be in the court of nominated members. They will
have to take up challenge because the elected councillors
have shown time and again that they will not rise above
petty politics. |
Balongi link
road work from next week SAS NAGAR, Jan 28 Work on the vital road link from Balongi on the Ludhiana-Chandigarh highway to SAS Nagar, which will form part of the new route between Ludhiana and Delhi, will begin next week. The work by PUDA was to start this week but had to be postponed due to bad weather. The new route will bypass Chandigarh, linking the Ludhiana highway, SAS Nagar (via the cremation ground area and Phase XI) and the Patiala highway near Zirakpur. This will also ease the traffic pressure in Chandigarh. A plan has also been drawn up by PUDA's Senior Town Planner to link Phase XI here to the Zirakpur area, but two or three more options are under study to find the best road alignment. Work on this part of the stretch of the new route is likely to start in the next financial year. Funds for the Rs 1.80 crore Balongi-SAS Nagar link, measuring more than 1 km, have been requisitioned, Mrs Seema Jain, Additional Chief Administrator, PUDA, said today. She said the project had been pending for a long and work would begin at last. A part of the cremation ground at SAS Nagar falls on the route and the authorities may have to make a few changes in the plan. The Superintending Engineer, PUDA, Mr G.R, Jakhu, said the Balongi link road work had been allotted to a contractor, Mr Gurdev Singh Dhaliwal. He said the water discharge data would be collected to decide whether to construct a causeway or a bridge on the Patiala ki Rao choe which falls on this link stretch. A bridge on the road dividing sectors 68 and 69 had already been built by PUDA at a cost of about Rs 3 crore. This constitutes a small missing link on the new route. Meanwhile, Mr Jakhu said
the outer ring design of the Phase VIII commercial centre
of the town had been completed. This area would include
hotels, district courts and the Municipal Council office,
a mini secretariat, a police station, a parking area, a
health care centre and the Punjab School Education Board
building. Work on the design of the inner ring was in
progress. |

Regiment move on recruitment SOMEWHERE IN THE WESTERN SECTOR, Jan 28 The second conference of the Dogra Regiment to deliberate on steps to improve its functioning and discuss measures to redress the problems faced by the ex- servicemen will be held at Faizabad, next month. This was announced by Lieut-Gen Surjit Singh Sangra, GOC-in-C, Central Command, and Colonel of the Dogra Regiment and Dogra Scouts, while addressing a special sammelan at the concluding ceremony of the two-day golden jubilee celebrations of 9 Dogras Tuesday. He said the presence of Major-Gen Ram Singh, who raised the battalion along with Sub-Maj Rikhi Ram, was being missed on this historic occasion. While General Singh (88) was convalescing after suffering a stroke at Jalandhar and could not make it, the latter died two years ago. Elaborating on the motive behind the conference, he said the top brass would get together and suggest measures to be taken to streamline the functioning of the regiment. These were aimed at meeting the challenges in the changing technological scenario. General Sangra said the measures to be initiated for the welfare of war widows, retired personnel and their dependents included shifting of the boys hostel from the Dogra Regimental Centre (DRC), Faizabad, to Jalandhar cantonment, repair of the regiments mandir at Meerut, and more facilities, including housing for the troops. He said the problem of rendering help in the recruitment of the wards of ex-servicemen had been solved and any person desirous of availing of this facility could contact the regimental centre along with their testimonials. Amid applause, he announced that the DRC would run coaching classes for desirous candidates, free of charge, for eight weeks prior to a recruitment rally. The candidates shortlisted during this period would be asked to appear at a recruiting centre nearest to their area. The only expenditure entailed by the candidates would be travel charges. He announced that the regiment had won eight gold medals and three silver medals at the National Shooting Championships. The General proudly pointed out that Capt Gulshan Khajuria of the regiment has been awarded the Sena Medal for gallantry. Earlier, Lieut Col S.P.Abbey, the fifth commanding officer of the battalion, traced the history of the regiment and exhorted the men to uphold its glorious traditions. On the occasion he presented two handwritten congratulatory letters from Gen Thimmayya and General Cariappa for excelling in various fields. Today's ceremonies
included wreath laying which was held at the unit Quarter
Guard where officers, both retired and serving, paid
floral tributes to their comrades who had made the
supreme sacrifice. |

announcement welcomed CHANDIGARH, Jan 28 The announcement by the Punjab Government to implement revised UGC pay scales for college and university teachers has been welcomed by various teacher organisations. The Panjab University Teachers Association, in a press release expressed relief at the "belated half- steps taken by Punjab Government". The government's refusal to enhance the age of super annuation from 60 to 62 has come as a great disappointment though. Dr Satya P Gautam, President, said it would be in financial interests of the government to release the payments of the arrears on account of pay revision from January 1996 till date in the current financial year instead of carrying it over to the next financial year as proposed. Similarly 80 per cent of the grants to be released by the Centre as a part of the pay revision involves a deduction of 30 per cent at the source. The amount for the past three years will be available to the Punjab Government in the current financial year, which can be utilised for developmental purposes. PUTA urged the sub committee appointed by the state government to expedite its recommendations. "We may also caution that any dilution in the guidelines issued by the HRD and UGC regarding fixation of pay scales in the revised scales will be actively resisted by the university teachers". The All-India Federation of University Teachers' Associations (AIFUTA) president, Dr P.P.Arya, in a separate release said the announcement had brought "some relief". The association urged the governments of Haryana, Himachal Pradesh and Jammu and Kashmir to follow Punjab Government's decision. AIFUTA said it would observe a "maun vrata" on January 30. The call for suspension of teaching on four days in February has been called off. However, teachers will wear black badges. AIFUTA also showed its disappointment over not allowing increase in age superannuation and said any dilution in pay packages announced by the UGC would be actively resisted. Prof N.P. Manocha, finance secretary of the Punjab and Chandigarh College Teachers Union, also said that government should not dilute the UGC recommendations through its sub committees. Prof Charanjit Chawla, a former general secretary of the PCCTU, said by referring certain important decisions of the UGC to a sub-committee the Punjab Government was in a way questioning the apex body. Prof Rabinder Nath Sharma,
president of the local unit of the PCCTU, said the UT
Administration should take immediate steps to release the
payments without any dilution of the UGC recommendations.

Orders
reserved on Jerath's bail plea CHANDIGARH, Jan 28 The District and Sessions Judge, Chandigarh, Mr B.S. Bedi, today reserved his orders on the bail application filed by the suspended Chief Engineer of the UT Administration, Mr K.K. Jerath, in the FIR no.3 of October 26, 1998, registered at the Vigilance Police Station. However, Mr Bedi granted bail to seven co-accused persons, who were earlier given interim bail, after the prosecution did not oppose their bail applications. The persons who were given bail are: Mr Jagdish Mitter, Superintending Engineer: Mr Sadhu Singh and Mr B.R. Madaan, both Executive Engineers; and Mr O.P. Arora, Mr S.C. Aggarwal Mr A.K. Gupta and Mr P. Carbal, all Subdivisional Engineers. The ninth accused, Mr Yash Pal Saggi, a contractor, is already in the judicial custody. Mr Deepak Sibal, who appeared on behalf of Mr Jerath, contended that the case against his client was one of discrimination and mala fide. Though the charge was of a criminal conspiracy, except Mr Jerath, no other officer had been arrested. Even Mr Mitter, who, he said, was the main accused in the case had been allowed to join his post and now the officer had attested the documents attached with the challan. The counsel said that as the Chief Engineer Mr Jerath was concerned with the works of the cost of Rs 10 lakh and above. Below this amount the works fell in the jurisdiction of the Superintending Engineer and Executive Engineers. Similarly the SEs and the EEs were responsible for the enlistment and delistment of contractors and not the Chief Engineer. Mr Sibal said the Chief Vigilance Commissioner had not agreed with the report of the then Legal Remembrancer of the UT, Mr S.R. Bansal, in which it was alleged that there was a nexus between Mr Jerath and Mr Saggi. Soon after the receipt of a letter from the CVC to this effect, Mr Jerath was promoted as Chief Engineer. The District Attorney, Mr R.L. Sharma, who opposed the bail application, said the department manual was thrown to winds by Mr Jerath to give benefit to Mr Saggi with whom the former had a close nexus. The modus operandi was to initially estimate a particular work to be of less than Rs 50,000 cost to avoid the legal necessity of inviting tenders through newspapers and to reduce competition. The work used to be allotted to Mr Saggi. Later on the cost of the work used to be enhanced manifold. Thus a loss of over Rs 35 lakh was caused to the government. Asserting that the Bansal report had established a nexus between Mr Jerath and Mr Saggi, Mr Sharma also quoted from the statements of 10 contractors to allege how Mr Saggi used to browbeat them by flaunting his links with Mr Jerath. He also quoted from the statements of three section officers to allege that Mr Jerath used to order his subordinates to favour Mr Saggi. The D.A. said since the seven co-accused officers had joined the investigation and cooperated in the inquiry, it was decided not to arrest them. On the other hand Mr Jerath was declared a proclaimed offender and if he was given the benefit of bail, he was likely to not only jump it but also influence the witnesses. Mr Sharma said Mr Mitter
was pardoned by a court of law in another case and,
therefore, he was reinstated in his post. Now as part of
his job, Mr Mitter had to attest the official documents. |

chief convicted CHANDIGARH, Jan 28 The Judicial Magistrate, Mr B.C. Gupta, today convicted Pawan Sachdeva, managing director of M.S. Shoes Ltd under the Negotiable Instruments Act. The magistrate sentenced him to undergo imprisonment for one year, apart from slapping a fine of Rs 12,000. According to the prosecution the convict had issued a cheque for nearly Rs 50 lakh to Modella Knitwear Ltd. When this cheque was presented to the bankers for encashment, it was dishonoured. The Chandigarh Police had
registered a case under Section 138 of the Act. |
Rain brings
down day temperature CHANDIGARH, Jan 28 Intermittent rain lashing the city and its surrounding areas since last night forced residents to stay indoors while the day temperature dropped to 13.6°C a whopping 8°C less than yesterday. Yesterday the day temperature was 21.6°C. The sudden drop in temperature again forced people to switch on blowers and heaters in their houses and offices. Thick jackets that had made way for pullovers, were pulled out of cupboards. Interestingly, the minimum temperature was 2°C more than yesterday's 7.4°C. After almost six days of bright sunshine, it rained for the first time in this week. The last rainfall in the city on January 21 had helped break the spell of fog and low temperature. The rain that started around 9 last night has continued throughout since then. Strong winds lashed the region the whole day. The local met office recorded 1 cm of rain during the night. This morning, city residents woke up to see overcast skies. School-going children faced difficulty in reaching their institutions. It was a forced day off
for roadside mechanics, rehriwallahs and construction
workers. Markets wore a deserted look. On the other hand,
numerous unfinished repair and construction works were
held up, and potholes on roads grew up in size. |
Longer
winter predicted CHANDIGARH, Jan 28 There has been less snowfall this year, so far, compared to last year. Although the plains in the region witnessed a prolonged cold spell there has been less snowfall in the upper areas of Himachal Pradesh, the Kashmir valley and Uttar Pradesh. According to official sources, there has been 150 cm of snowfall in Himachal Pradesh so far. The Kashmir valley has had 250 cm of snowfall. Though no exact data of Uttar Pradesh's western hill region is available but snow in that area has also been less compared to last year. There has been continuous snowfall in Himachal and Kashmir from January 21 to 26 followed by a one day break. Again snowfall started last evening and it is still continuing. In the past one week snowfall had been recorded up to 50 cm in the Himachal region, sources added. Low danger warning has been sounded by officials concerned in western UP, Chamba, Kinnaur and Lahaul and Spiti areas. Snowfall is expected to continue till tomorrow evening. Sources said tomorrow a medium danger warning might be issued keeping in view the snowfall trend. Until the cold wave continued in the plains in this region, the level of moisture in the hilly region, especially in the upper reaches, was low. So owing to this reason there was less snowfall. But as soon as the cold spell started lessening in the plains, the moisture level started going up in the hilly region and there were two good spells of snowfall one which lasted from January 21 to 26 and the other which is still continuing. Sources said it was
expected that the winter would last a bit longer this
year.

Powermen protest against
Administration's apathy CHANDIGARH, Jan 28 Members of the UT Powermen Union staged a dharna in front of the Electricity construction division, Sector 34, to protest against the apathy of the Administration towards their demands. Despite rain, a large number of employees assembled and raised slogans against the authorities and alleged that the Administration was denying their right to protest by initiating disciplinary proceedings, including invoking provisions of the no-work- no-pay principle and break in service against the members who had participated in the December 11 strike. Clarifying that the strike was the last resort, leaders of the union said despite numerous representations and assurances from the authorities on solving their problems, nothing had materialised. The gathering also demanded the revocation of the action against the victimised workers. Other demands of the protesters are grant of bonus for 1997-98, grant of the PSEB scales to left-out categories of electricity department employees and adoption of the boards circulars on pay and other economic benefits, regularisation of daily wagers besides giving them DA, HRA and CCA, appointments on compassionate grounds, provision of uniforms and scrapping of the contract system in the department. In addition to the

the schools CHANDIGARH, Jan 28 Students of Government Model Middle School, Sector 42, lent colour to an otherwise gloomy day when dressed in bright colours, they presented folk dances and songs at their annual function, here today. Beginning with a welcome song which followed by a `shabad', the students of class I and II presented a lively dance to the song "Jhikam Jhijor Mera Bajra''. "Mein apni talaash mein hoon'', a `qawali', was very well presented by students of class VII and a `bhangra' item, the last in the programme, enthralled the audience. The DPI Schools, Mr D.S.
