CHANDIGARH, June 30 — The Indian National Lok Dal today claimed that the people of Haryana would not forgive the Congress in the next elections for betraying them by supporting the most unpopular government of Mr Bansi Lal.

The general secretary of the INLD, Mr Pardeep Chaudhry, in a statement here today said when the Opposition was trying to dislodge the Bansi Lal Government in the Assembly, the Haryana Congress president, Mr Bhupinder Singh Hooda, was playing with the popular sentiments by keeping the whip in support of the Bansi Lal Government ready in his pocket in the visitors' gallery.

Mr Chaudhary said acting like a ‘human bomb’ Mr Hooda only killed the Congress and committed political hara-kiri by exploding the ‘‘whip bomb’’ and did not achieve anything else. The Lok Dal leader said the position of the Congress MLAs when they accepted the whip was akin to that of Pandavas at the time when Draupadi was disrobed.

The Congress support to the Bansi Lal Government had proved the contention of the INLD chief, Mr Om Prakash Chautala, that the HVP was the ‘‘B’’ team of the Congress. The widespread feeling among the Congress MLAs was that by deciding to support the Bansi Lal Government the Congress high command had put the party at stake and it had lost the race to power by at least five years.Top


 

Bansi dream takes off partially

CHANDIGARH, June 30 (PTI) — The much-publicised promise of Chief Minister Bansi Lal of providing 24-hour uninterrupted power supply to consumers in Haryana from today partially came into effect today with official sources claiming to have ensured supply for lighting purposes but Opposition saying that ground situation was rather dismal.

Mr Bansi Lal had promised to provide round-the-clock power to all consumers in the state from June 30 despite a considerable gap between generation and demand.

While reports from various parts of the state about the availability of power were yet to trickle in, a senior leader of the Opposition Indian National Lok Dal (INLD) Mr Sampat Singh has claimed that the promise of uninterrupted supply was ‘‘mere propaganda’’.

He claimed that power requirement during the low demand period in the state was 3600 mw while it shoots up to 4500 mw during peak demand period. ‘‘However, as of now, the state was generating only 2437 mw of power’’, he added, claiming that the any claim of ensuring round-the-clock supply was likely to fall flat.

The government, on the other hand, has said it was committed to supply two-phase, 24-hour power for lighting purpose. Mr Sampat Singh termed it as ‘‘backtracking on the commitment’’.Top


 

Haryana BJP in a fix

GURGAON, June 30 — The casual approach of the Indian National Lok Dal (INLD) towards the BJP following the survival of the Bansi Lal Government after its motion of confidence in the Haryana Assembly last week has put the BJP in a fix.

The INLD, which had pressurised the BJP to pull out of the HVP-BJP coalition government, was now giving the impression that it was not interested in having an alliance with the BJP for the coming Lok Sabha elections.

Earlier, the INLD had shown an inclination for an understanding with the BJP on condition that it completely severed ties with the HVP.

According to insiders in the INLD, the party chief, Mr Om Prakash Chautala, was not happy with the way a section of the BJP had kept him on the tenterhooks for months on the issue of withdrawal of support to the Bansi Lal Government. Mr Chautala had earlier taken exception to the BJP’s proposal to have an alliance with his party as well as the HVP.

In what is seen as a calculated move, the INLD leadership has publicly taken the stand that if the BJP is interested in an alliance, it should take the initiative.

According to observers, the move was aimed at curbing the BJP’s ambition and probably having an alliance on terms dictated by the INLD in Haryana and other states. The move of the INLD has caused embarrassment to the BJP rank and file. The BJP has now lost share in power and is also not sure of the INLD’s attitude towards it.

Also, the faction-ridden BJP is said to be having trouble within the organisation.

According to sources, a day before withdrawing support to the government, a minister who is also one of the seniormost BJP leaders, met Prime Minister Atal Behari Vajpayee and party president Kushabhau Thakre and assured them of creating a split in the legislative wing of the HVP. He had provided a list of 14 HVP MLAs who were said to be ready to split the party. The minister had further said that the 14 MLAs were also inclined to join the BJP. The planning of a section of the BJP was that with the support of these MLAs and the INLD MLAs, the BJP would form an alternative government headed by one of its leaders.

It was learnt that the central leadership of the RSS was also not happy with the turn of events in Haryana. Earlier, the Haryana unit of the RSS was in favour of withdrawing support to the Bansi Lal Government, but later changed its mind after the pro-Bansi Lal lobby in the BJP championed his case. The pro-Bansi Lal lobby, including Dr Kamla Verma, Prof Ganeshi Lal, Mr Sitaram Singla and Mr Jagdish Mittal, were able to win over the Haryana unit of the RSS. However, a senior BJP office bearer from Haryana who has been drafted in the organisation from the RSS was also involved in the withdrawal of the support.Top


 

Economic crime wing wound up

FARIDABAD, June 30 — The Haryana Government has abolished the economic crime wing in the Police Department all over the state, badly affecting investigations of white collar offences.

This decision has been taken recently despite the fact that economic offences are showing a steep climb in the state.

It is said that the decision was allegedly taken under the pressure of influential persons who had been booked in Gurgaon.

The trained staff of the economic crime wing has now been transferred to various police stations and assigned duties of normal policing.

The staff of the police stations which is overworked due to shortage of manpower would not be able to do justice to the investigation into economic offences.

The economic crime cell of the Police in Faridabad had solved a large number of cases involving crores of rupees during the past years. These include the arrest of a senior official of the Excise and Taxation Department for possessing assets disproportionate to his known sources of income. The police is awaiting the Governor’s permission to prosecute him as he is a gazetted officer.

Sunil Behl, a self-styled Senior Vice-President of the World Bank, and his wife had also been arrested on charges of cheating and committing fraud worth crores of rupees. At present, the couple is in judicial custody.

Reliable sources who expressed surprise at the government decision disclosed that efforts were being made to revive the economic crime wing in the state.Top


 

Measures to check crime on anvil

ROHTAK, June 30 — The district police is likely to take some new measures with a view to improving the law and order situation and to check the crime rate in the region. Directions in this regard were given by the Inspector-General of Police (Law and Order), Mr John V. George, at a meeting with the senior police officials here yesterday.

According to sources, Mr George reportedly directed the local police officials to take some new measures which included the starting of regular patrolling on the highways to prevent robberies and starting the "crime stopper calls" system on telephone. Mr George was on a day's visit to the district to review the law and order situation and to inspect the police stations here.

The system of "crime stopper calls" which is common in western countries is likely to be introduced here very soon. According to this system, the police gives a number or numbers for the public which may be used like a "hotline" and has to be attended by the police-round-the-clock to note down the calls made in regard to any incident of crime. Any call made on the number is recorded and a code number is given to the caller who may not disclose his or her identity. The caller could inquire about his complaint on this number after 24 hours and the police will have to give details about the action taken by it, if the complaint is genuine. Such calls could be made in anticipation of a crime or any other illegal activities.

All such calls will be entered into a diary which would be inspected by the Superintendent of Police or any other senior police official. This will help the police to plan and take prompt action in connection with any incident or to take preventive measures to check any unlawful activity.

The police has also been reportedly asked to chalk out a plan under which youths, who were dropouts in schools and colleges and were involved in doubtful activities, would be kept under surveillance.

The DIG, Rohtak Range, Mr P.V. Rathee and the IPS, SP, Mr P.K. Aggarwal, were among others who were present at the meeting.Top


 

Pension scheme for college staff

CHANDIGARH, June 30 — The Haryana Government has notified a pension scheme for the employees working in aided non-government colleges with effect from May 11,1998.

The pension rules will apply to all the employees who are appointed to the aided sanctioned posts on or after May 11, 1998, and were working against aided sanctioned posts immediately before May 11,1998, and continue to work as such thereafter. The employees appointed to the aided sanctioned posts before the date of commencement of these rules who have attained or will attain the age of superannuation on or after such date will before the publication of these rules in the official gazette have the right to opt for these rules within three months thereof.

However, the rules will not be applicable to those employees who are appointed on a part-time basis, appointed against the posts not sanctioned by the government, the employees who retired from the sanctioned posts before May 11, 1998, and attained the age of superannuation before the said date, those employed on leave gap arrangement or on an ad hoc basis or on a contractual basis.

The employees will contribute towards the contributory provident fund (CPF) at the rate of 10 per cent of the basic pay or any rate prescribed by the government from time to time. An employee, may however, subscribe voluntarily at higher rate than that prescribed by the government. The fund will be regulated in accordance with the procedure as may be specified by the government from time to time.Top


 

Succour to Kargil martyrs’ kin pour in

CHANDIGARH, June 30 — Contributions for the welfare of the families of the martyrs of Kargil and wounded soldiers continue to pour in.

The President of Haryana Congress, Mr Bhupinder Singh Hooda, and a former MP, Mr Avtar Singh Bhadana, presented Rs 1 lakh to the family of Sepoy Harprasad when they went to attend his cremation at his native village of Faridpur in Faridabad district today.

The staff of the Panchkula district Public Relations office has donated their one-day salary towards the Chief Minister's War Heroes Relief Fund. According to Mrs Raj Pannu, District Public Relations Officer, Panchkula, the staff also observed a two-minute silence to pay tributes to the Kargil martyrs.

According to the Chairman of the Haryana Land Reclamation and Development Corporation, Mr Ram Chander Jangra, the staff of the corporation has contributed their a day's salary amounting to nearly Rs 1 lakh towards the Chief Minister's Relief Fund.

Employees of the Haryana Directorate of Consolidation have also donated a day's salary for the welfare of the Kargil heroes.

The Haryana Civil Secretariat Employees' Association has decided to donate one-day salary to the relief fund. The president of the association said a blood donation camp would also be organised.

The Class IV staff of the Hospitality department have also donated a dsy's salary.

Nearly 45,000 officers and other employees of the Haryana Vidyut Prasaran Nigam, The Haryana Power Generation Corporation, the Uttar Haryana Bijli Vitsan Nigam and the Dakshni Haryana Bijli Vitran Nigam have also donated a day's salary amounting to over Rs 1 crore to the relief fund.

In a letter written to the Prime Minister, the Senior Vice-President of the Haryana Chamber of Commerce and Industry, Mr N.C. Jain, has informed him that the chamber has instructed its district units to extend their full support and help to the families of the Kargil martyrs and provide jobs to their kin besides arranging financial help.Top


 

BSF officer cremated

YAMUNANAGAR, June 30 — A senior officer of the BSF was cremated with full state honours at his native village, Panjupur, 10 km from here today. Mr Satpal Singh Chaudhary, second-in-command of 129 Battalion of the BSF, who was killed along with two more persons, including Inspector Inderjit Singh of Bagpat (Uttar Pradesh) and a jawan, Ashok, when they came under heavy firing by the militants.

He is the second soldier of the district who has sacrificed his life for the country in the Kupwara sector, 6 km from Halmatpora forest. When this newsman contacted the Joint Assistant Director Operation, V.S. Shekawat on telephone at Delhi today, he informed that at the border the two officers, one subordinate and 42 personnel of the BSF were on duty and the militants were approximately 40 in number. The BSF was able to kill four militants, probably Afghanis. It appears that two dead bodies they able to dragged to Pakistani side, but the two dead bodies were recovered by Indians. Mr V.S. Shekawat, Joint Assistant Director, Operations, said on June 28 the encounter started in which Satpal Chaudhary was seriously injured. He succumbed to his injuries later. He added that he had a direct entry as an officer in the 1984 batch and he had performed duty of Inspection Officer of Arms in Tripura and Mizoram area.

The cremation of Satpal Chaudhary was largely attended, in spite of heavy rain. The Environment Minister of Haryana, Mr Subhash Chaudhary, laid wreaths on behalf of the Chief Minsiter. Mr Rajiv Sharma, Deputy Commissioner, here laid wreath on behalf of the Governor.

The BSF was represented by the Assistant Commandant, Mr A. Vishnni from 129 Battalion and Mr Ram Krishan, Deputy Commandant of Delhi. Arms were reversed in respect of the hero.Top


 

FIR in sexual harassment case cancelled

FARIDABAD, June 30 — The Police has cancelled an FIR lodged by three former teachers and a receptionist of Delhi Public School, Faridabad, alleging sexual harassment by the Principal.

Official sources told this reporter that the two witnesses, cited by complainants did not support their allegations.

It was claimed that the allegations were an after thought as these were made several months after their dismissal from service or resignation.

Moreover all correspondence made to various authorities before the lodging of the FIR did not contain any allegation of sexual harassment.

The sources said the report of police investigations would soon be submitted to the court. If the complainants were not satisfied they could approach the court to seek reinvestigation.

The National Commission for Women which also investigated the complaint found the Principal guilty of sexual harassment and recommended his immediate dismissal. Neither the Principal nor any member of Delhi Public School Society appeared before the commission to reply to the allegations.Top


 

Dalit beaten up by landlords

FATEHABAD, June 30 — A Dalit was allegedly beaten up by some landlords at Thuian village in the district when the former tried to stop them from molesting women members of his family.

The left arm of the Dalit, Bhup Singh, was fractured in the beating. The police was allegedly trying to save the culprits. The village Dalits have met the Deputy Commissioner, Mr V. Rajashekhar, and urged him to take action.

According to the complaint, Bhup Singh and his two brothers used to work on the fields of the landlord, Shamsher Singh, on contract basis. There was some ceremony in the family of Bhup Singh last week. He had taken a loan of Rs 15,000 from the landlord. It is alleged that the landlord in an inebriated state tried to molest the women.

He was asked to leave the place. The next day, Shamsher Singh come to the house of Bhup Singh with certain persons and beat him up with lathis. The Dalits alleged that when they reported the matter to the police, it did not take any action.

The Deputy Commissioner when contacted said he had received the complaint and has asked the police to take appropriate action.Top



 

End bias in ex-gratia payment, CM urged

CHANDIGARH, June 30 — The Haryana Congress has urged Chief Minister Bansi Lal to end discrimination in the payment of ex-gratia compensation to the kin of those martyrs who have laid down their lives in Operation Vijay in the Kargil sector.

In a joint statement here today, the party President, Mr Bhupinder Singh Hooda, and a senior party legislator, Capt Ajay Singh, said the contribution of an officer and that of a jawan in fighting the enemy on the front was equal and did not reflect any difference in the supreme sacrifice. Therefore, the government should not bring in an element of discrimination in the amount of compensation to the kin of the martyrs.

Asserting that except Haryana no other state had discriminated against the families of the martyrs based on their ranks, the Congress leaders urged the Chief Minister to immediately revise the government policy in this regard so that equal amount of ex-gratia could be paid to the families of the martyrs irrespective of rank.Top


 

LPG agency sealed

ROHTAK, June 30 — A team of the District Food and Supply authorities and Mr R.K. Chauhan, SDM raided a gas agency at Sampla town and sealed it after finding various irregularities today.

Disclosing this Mr Arun Kumar, Deputy Commissioner, said a team led by Mr Virender Dahiya, DFSC, and the SDM raided it and found that gas cylinders were usually sold on the black market as the owner of the agency's branch failed to produce the stock register and the sale register.

A case under Sections, 7, 10 and 55 of the Essential Commodities Maintenance Act has been registered in this connection.Top


 

FM's surprise visit to Directorate

Recruitment of cops postponed

CHANDIGARH, June 30 — The Haryana Government has postponed the recruitment of 1,800 constables and 100 commandos in the Police department.

The process of recruitment was scheduled to start from tomorrow.

Announcing this here today, the Home Minister, Mr Mani Ram Godara, said the recruitment had been postponed due to "administrative reasons".
