Flag march in Sohna

8 express trains cancelled

Flag march in Sohna

SOHNA (Gurgaon), July 3 — The Deputy Commissioner, Gurgaon, Mr Krishan Kumar, and the district police chief, Mr Navdeep Singh Virk, today led a flag march in the town to instil confidence among residents following yesterday's large-scale arson, looting and other incidents of violence.

Addressing a press conference, Mr Kumar and Mr Virk said while two persons, Bhim Singh of Abheypur village and Ravinder of Baluda village, had been rounded up, 60 others involved in the incidents had been identified so far. A criminal case under Sections 307, 435, 436, 147, 148, 149, 323, 341, 342, 353 of the IPC had been registered on a complaint of the Station House Officer (SHO) of Sohna.

Local shopkeepers and traders observed a bandh in protest against the violence. They also staged a dharna and blocked the Sohna-Palwal, Sohna-Alwar, Sohna-Gurgaon and Sohna-Taoru roads.

They lifted the dharna and the blockade after the Deputy Commissioner and the SP accepted their demands. The main demand was action against the miscreants who looted shops and beat them up.

The district administration accepted the demand for shifting the Sohna police post near Ambedkar Chowk and also issued a strict warning to crusher owners to employ trained drivers for their dumpers. Operators of private jeeps would be under close scrutiny.

The district police chief stated that 11 police personnel, including four head constables, were injured in the brickbatting and violence by the mob. Besides, some others escaped bid on their lives. The mob had thrice tried to set afire the local SHO. An Inspector, Mr Gulshan Rai, was present in a hut which was also set on fire by the mob.

The Deputy Commissioner and the SP also escaped unhurt in an attack by the mob. The two were attacked with lathis and countrymade weapons and the Deputy Commissioners car was also pelted with stones.

The administration has stepped up security in the area. An anti-riot vehicle and 60 personnel from Faridabad were also pressed into service today.Top


 

Round-the-clock power supply

CHANDIGARH, July 3 — Haryana is now the first state in the country to provide round-the-clock power supply. This has been done in pursuance of the electoral commitment made by Mr Bansi Lal at the time of Vidhan Sabha elections in 1996, says Mr Attar Singh Saini, Minister of State for Power.

Talking to newsmen, Mr Saini today said the 24-hour supply "means 24-hour two-phase supply for rural areas, eight-hour three-phase supply for agriculture tubewells, two-phase supply for drinking water in the morning and evening and supply for urban consumers and industry as usual".

As compared to last year he said more than 40 lakh additional units of power were being supplied to consumers daily — 455.32 lus supplied on June 29 as compared to 413.34 lus on this day last year and 459.83 lus supplied on June 30 as compared to 390.31 lus on the corresponding day last year.

The highest ever supply of 484 lus was made on June 22 last but the system, he claimed, could withstand even up to a load of 525 lus on a day.

Of a total of 6,759 villages in the state, only 320 villages could not be covered as the residents were not paying for electricity. Of these, residents of 89 villages falling in Jind district owed Rs 35 crore as electricity arrears to the state electricity authorities.

The outstanding arrears stood at Rs 443 crore, including Rs 271 crore from domestic consumers, Rs 172 crore from agricultural consumers and Rs 114 crore from government departments. In the rest of the 231 villages, round-the-clock supply could not be made due to technical problems. However, all these villagers, claimed the minister, were getting normal power supply.

The minister attributed the some slow-down in the power reforms to political instability, which had come in the state in the past few months.

Answering a question regarding the left-out villages, Mr Saini said the chief Minister had made it clear several times that there was no question of supplying free power to anyone. By not paying electricity bills, some villagers under the influence of certain unions wanted to get free power. The government's commitment was 24-hour power supply which it had honoured. However, he added, plans were being made to make round-the-clock power supply to all villages but against payment.

Out of a total of Rs 7,000 crore meant for strengthening the transmission system and Rs 900 crore for generation the authorities concerned had already spent Rs 500 crore.

The power reformation programme was progressing well and the entire system would be strengthened to take the increased load without any serious problems.

In the past three years, he said, 30 new substations had been commissioned and 154 augmented at a cost of Rs 167.60 crore. Also , 676 km-long high voltage lines had been laid at a cost of Rs 63.51 crore. These included 220 kv Badshahpur to Rewari line and the 220 kv Panipat to Rohtak line.

In addition, Mr Saini said, 10,000 new distribution transformers had been added to the system.

Mr S.Y. Quraishi, Commissioner, Power and Irrigation and Chairman of the Power Generation Corporation, said the Haryana power reforms project had been considered as one the 10 best projects in the world.

Answering a question he said 45 per cent of the available power was being given to the agriculture sector.

Saman village bids adieu to brave son

MEHAM, July 3 — Mortal remains of rifleman Jasbir Singh of Rajputana Rifles were consigned to the flames with full military honours at his native village Saman, 5 km from here, today.

Rifleman Jasbir Singh, alias Tej Singh (19), laid down his life while recapturing Tiger Hills from the Pakistan-backed intruders in the Kargil sector on June 28. His elder brother Phool Kumar, also an Armyman, lit the pyre amidst slogans of 'Jasbir Singh Amar Rahe' and 'jab tak sooraj chand rehega, Jasbir tera naam rehega'.

As many as 10,000 persons participated in the funeral of the brave soldier who had joined the Army only last year. The six-feet tall rifleman was called Tej Singh in his village because he was a very intelligent student during school days.

His cousin, Naik Taqdir Singh of Rajputana Rifles was with Jasbir Singh when he fell victim to the enemy bullets. Naik Taqdir Singh accompanied the body from Kargil up to his village.

The body of Jasbir Singh, which arrived at Delhi yesterday, was kept in the mortuary of Pt B.D. Sharma Postgraduate Institute of Medical Sciences, Rohtak for the night.

Men, women and children lined both sides of the road from Meham to Saman to bid adieu to the brave son of the Meham Chaubisi.

The Minister of State for Housing, Mr Sat Narain Lather, Deputy Commissioner, Mr Arun Kumar, Superintendent of Police P.K. Aggarwal placed wreaths on the body on behalf of the government, and the district administration. A contingent of Rajputana Rifles sounded the last post when the pyre was lit.

Among others who participated in the funeral included PCC chief Bhupinder Singh Hooda, state Secretary of the CPM, Indrajit Singh, Hoshiar Singh Sharma, General Secretary, Haryana Vikas Party, Anand Singh Dangi, a former minister and Mrs Jagmati Sangwan, Secretary, Janwadi Mahila Samiti, Haryana.Top


 

Birender, others want Assembly poll

CHANDIGARH, July 3 — While all eyes in Haryana are set on Chief Minister Bansi Lal's meeting with Mrs Sonia Gandhi, scheduled for Monday, most Haryana Congress leaders — Mr Bhupinder Singh Hooda, President of the Haryana Congress, and Mr Birender Singh, a senior leader in the Haryana Vidhan Sabha Legislature Party and outside — are keenly waiting for a change in government leadership, and then the assembly elections along that of the Lok Sabha in the state.

Contrary to popular belief, Mr Hooda, who is considered as Mr Bansi Lal's "best friend" in the Congress, has contacted him only once after the Congress backed him and respectably bailed him out at the time of vote on the confidence motion in the Vidhan Sabha and that too only to enquire about his health after the Chief Minister suffered a mild heart attack. Since the day of voting in the Vidhan Sabha, Mr Hooda has stationed himself in his official residence in Willingon Crescent, New Delhi, waiting for the outcome of the Chief Minister's proposed visit to Delhi to meet the Congress President.

Unlike many other Congress leaders, Mr Hooda describes all reports about Mr Bansi Lal trying to swell his party's strength to do away with Congress support as baseless. He has full faith in Mr Bansi Lal's commitment to the Congress leadership that he will genuinely respond to whatever Mrs Gandhi would expect of him.

Mr Birender Singh, a former Haryana Congress President, who too was in Delhi yesterday, told TNS that time had come for a change in the state government's leadership. He has asserted in no uncertain terms that his party, as well as the people of Haryana, were looking forward for the Assembly elections in the state as and when the Lok Sabha poll is held.

Haryana Congress leaders are conscious of the fact that some leaders, both of the Congress and other parties, were trying to give different interpretations of the illness of the Chief Minister to draw political mileage out of the situation. While there is no denying that the Chief Minister has been not well and he had announced this in the Vidhan Sabha, certain Congress leaders who had throughout been criticising the Chief Minister for what they described as "his failures" had been attributing political motives to his health problem.

Perhaps, it is too early to rush to such conclusions.

No doubt, Mr Bansi Lal has taught a lesson to the BJP leadership for hoodwinking the Haryana Vikas Party by seeking Congress support at a time when the BJP least expected it. He is not expected to give now the same treatment to the Congress after defeating the BJP on the floor of the House. If Mr Bansi Lal does so, his credibility will be at stake. Moreover, securing of repeated "helpings" of sorts cannot help any Chief Minister to survive for long.

Even after repeated attempts to dislodge him, Mr Bansi Lal has survived every time not because he was strong in his fort but the others were weak and divided and even greedy. All three major parties — the Congress, the BJP and the HVP — had a good number of dissatisified members and some in the ruling party with no apparent reason.

The major hitch that can check development on expected lines will be related to the possible merger of the HVP with the Congress completely or partially and the reaction that the Congress leadership offers to a proposal to let Mr Bansi Lal continue as Chief Minister simply because his is the largest party in the Vidhan Sabha.Top


 

8 express trains cancelled

AMBALA, July 3 (UNI) — The railways have cancelled eight express trains, including the Sri Ganganagar-Hardwar-Kalka Express and the Amritsar-Delhi Flying Mail.

According to railway sources, the trains will remain cancelled until further orders. However, the sources did not assign any reason for the cancellation.

The cancelled trains were 4711 Kalka-Hardwar-Sri Ganganagar, 4712 Sri Ganganagar-Hardwar-Kalka, 4647 Amritsar-Delhi, 4648 Delhi-Amritsar, 4231 Saharanpur-Lucknow, Lucknow-Saharanpur, 4013 Delhi-Sultanpur and 4014 Sultanpur-Delhi.Top


 

Appointments approved

HISAR, July 3 — The Board of Management of CCS Haryana Agricultural University at its meeting held at Chandigarh yesterday approved the appointment of Dr R.R. Singh, N.Rishi and Dr Ranvir Singh as heads of the department of agro-forestry, plant pathology and soil water and engineering, respectively.

This was disclosed here today by the Vice-Chancellor, Prof J.B. Chowdhury.

He said that under personal promotion scheme, the appointment of Dr (Mrs) Sarojjit Sing as professor has been approved. Others who have been promoted as professors under the scheme include Dr A.N. Gupta and Dr Mahavir Gupta.

Dr Mann Singh, Dr K.K. Dahiya, Dr V.S. Chauhan and Surinder Kumar have been promoted as Associate Professors. Mr H.L. Khurana, SPS to the Vice-Chancellor has been appointed as Secretary.

The Board of Management placed on record the contributions of the outgoing non-official member, Mr R.S. Balhara, Mr Vinay Kumar, Officer on Special Duty cum Registrar.Top


 

Haryana appoints two Addl A-Gs

CHANDIGARH, July 3 — The Haryana Government today appointed Mr Raj Kumar Sharma and Mr Mahesh Grover as Additional Advocates-General.

The government has appointed Mrs Kiran Bala Jain and Mr Shish Pal Laler as Deputy Advocates-General.

By the same order the government also appointed Mr Krishan Kumar Yadav and Mr Jasbir Singh Ahlawat as Assistant Advocates-General.Top


 

EVMs to be used in Rohtak, Karnal poll

ROHTAK, July 3 — The Election Commission has decided to use electronic voting machines (EVMs) in Rohtak and Karnal parliamentary constituencies during the ensuing Lok Sabha elections.

The Election Commission, it may be recalled, had decided to use EVMs in 46 parliamentary constituencies in the country, including Chandigarh, in the Lok Sabha poll scheduled to be held in September and October.

In Haryana, the machines will be used in the Karnal and Rohtak constituencies . While the former Chief Minister, Mr Bhajan Lal, represented the Karnal constituency in the dissolved Lok Sabha, Rohtak was represented by the HPCC chief, Mr Bhupinder Singh Hooda.

A few EVMs are likely to reach here in a few days to train the election staff in handling them before the election process is set in motion.Top


 

Five arrested on rape charge

ROHTAK, July 3 — The police has arrested five youths in connection with rape of a married woman of Samargopalpur village recently.

According to police sources, the arrested persons have been identified as Ashok of Samargopalpur Sunil, Devinder, Parmod and Narender (all of Bhagwatipur village). They allegedly intruded into the house at night about four days ago. The police had registered a case under Sections 376, 34 and 506 of the IPC.Top


 

Cases against defence men to be withdrawn

CHANDIGARH, July 3 — The Haryana Government has decided to withdraw all cases registered during the prohibition period (from July 1, 1996 to March 31, 1998) against the persons of defence forces and Central paramilitary forces (both serving and retired) for consumption of liquor and/or possession of liquor up to 12 bottles of 750 ml capacity each or equivalent.

A spokesman of Prohibition, Excise and Taxation department said here today that necessary steps were being taken to withdraw all such cases from the court.Top


 

Brick price cut

ROHTAK, July 3 — The Deputy Commissioner, Mr Arun Kumar, has slashed the base rate of bricks on the advice of the state government.

The base rate of bricks in the district was Rs 1,200 per 1,000 in 1998-99. The then Deputy Commissioner, Mr Anil Kumar, revised the rate to Rs 1400 on May 10, 1999. The hike of Rs 200 has irked government departments and consumers alike.

The Deputy Commissioner on the advice of the government has today fixed the rate of bricks at Rs 1,300 per 1,000 besides the transportation charges. Top
