High Court
Traffic rules enforcement
Chief Secys summoned on July 26
Tribune News Service

CHANDIGARH, July 19 — Mr Justice Swatantar Kumar, a Judge of the Punjab and Haryana High Court, today directed the Chief Secretaries of Punjab and Haryana, apart from the Adviser to the Chandigarh Administrator, to be present in his court on July 26 at 3.30 p.m. in connection with the ongoing petitions about the enforcement of traffic regulations.

"Realising the high offices these authorities possess", the Judge ruled, "I would consider it appropriate that on July 26 the matter would be taken up in chamber".

Expressing his concern over the way the public is fleeced, Mr Justice Swatantar Kumar directed the administration to take steps to ensure that helmets were made available to the common man at reasonable price. "The object of the court direction is not to create black-marketing or unlawful gain to any individual at the cost of the rule of law".

Dictating the order in the open court, the Judge observed that it could hardly be disputed that a major part of the directions, stay against which has been vacated by the Supreme Court, was not being implemented in their entirety. The public interest and public good must prevail over the administrative routines and definite steps must be taken by the governments concerned and the administration (to implement the directions of the court).

The Judge noted that the administration had hardly raised any objection to compliance with the directions.

"It is a matter of regret", he held "that nearly one year has passed but no steps have been taken. Violation of the direction is visible on the roads and needs no evidence".

Earlier, counsel for the administration placed on the record of the court certain notifications and letters by the competent authorities that steps were being taken to comply with the directions.

Mr Justice Swatantar Kumar concluded: "It will be in the larger public interest to dispose of all pending applications and that stand of each government as well as implementation programme is brought on record so that the matter may finally come to an end". He considered it in the interest of justice and desirable that the Chief Secretaries of Punjab and Haryana and the Adviser to the Chandigarh Administrator, apart from the Directors-General of Police of the two states and the Inspector-General of Police of Chandigarh be present in the court on the next date of hearing.

Earlier, the Judge had also expressed his displeasure over the display of boards on the main road at Kalka. He had directed an advocate to visit Kalka and get the boards removed.

When the Deputy Commissioner of Chandigarh, Mr Ram Shekhar appeared, the Judge asked him whether he saw traffic hazard on the road in Sector 24. "Shops have been raised on the road", the Judge remarked. The Deputy Commissioner told the court that removal of the water tank was the function of the Municipal Corporation and not the Estate Office.

He directed the Deputy Commissioner to ask the Commissioner of the Municipal Corporation to file an affidavit that he had removed the tank.Back

Memorable experience for city girls
By Arvind Katyal
Our Sports Reporter

CHANDIGARH, July 19 — When Mamta Kharab , a trainee at the Sports Authority of india Sports Training Centre, Sector 18, struck the vital goal in the final for the Indian women's hockey team( under 21) playing against the UK, she might not have realised at that moment the boost the goal would give to women's hockey. Actually, with this goal her country became the proud winner of the four-nation hockey tournament which concluded in New Jersey( USA) on June 28.

Inside-left Mamta was joined by her local centre mate, Nishi Chauhan, who pays at the centre-forward position and has also contributed her mite for this coveted victory.

Both of them were reminded at that moment of last year's silver medal bagged by the senior women's hockey players.

"Really it was a good beginning", said Mr Jasvinder Singh, the SAI coach posted at the Sector 18 centre. Till date the centre has produced nearly 15 international players.

The other teams which took part in this four-nation tournament were the UK, Chile and the USA.

Sixteen years old Mamta hails from Rohtak and has just passed her Class X examination from Government Girls Senior Secondary School, Sector 20. She joined the Sports Training Centre (STC) two years back and last year helped Chandigarh to secure a silver medal in the National Schools Games. In every match she scored the maximum number of goals for her team. Her other major achievements include bagging the second position in the last Junior National girls Hockey championship held in 1997.

Nishi Chauhan, aged 17, belongs to SAS Nagar and her father is an engineer while her mother is a teacher. She secured 60 per cent marks in her plus two examination from Government Girls Senior Secondary School, Sector 18 .She too was one of the member of the Chandigarh team which got a silver medal in the last National School Games.

It was a maiden appearance for both of them in the international circuit . When the selection was made for this tournament there were six girls from the Sector 18 STC. In the final selection, Nishi and Mamta were selected. Babita, Neha and Ashrita Toppo were the standbys.

When asked about the feeling of playing in this big tournament , both of them said that it was indeed a magnificent , memorable experience. Nishi who had scored two goals against Chile said : " In Chandigarh we play only at the grassy ground whereas in the New Jersey tournament we played on Astroturf . But that did not deter us from going all out against the European and Americans.

Mamta said that the skills of the Indian girls helped them outplay the rest of the teams.

Unfortunately, the girls, including these promising ones, hardly gets any chance to play on Astroturf. Both are likely to play in the Junior World Cup Hockey to be held next year in Argentina. Surprisingly the ground at the Sector 18 STC where they and a host of others practice is less than half of the normal ground.

Their coach, Mr Jaswinder Singh, said that these girls were technically sound and spirited and it was hoped that one day they might get a berth in the senior Indian team.

The other Indian girls who have trained at this centre include Kamla Dalal, Sunita Dalal, Sandeep Kaur and Sita Gosain. The only drawback forthcoming for these young Indian hopes is the lack of proper infrastructure, exposure in major tournaments, even at the domestic level which are quite less, and the motivation to surge ahead
