Dahiya's resignation accepted

HISAR, June 7 — CCS Haryana Agricultural University has accepted the resignation of the Director, Students Welfare (DSW), Dr Umed Singh Dahiya. It was for the second time that Dr Dahiya tendered his resignation.

Dr Dahiya was made to resign following his alleged misbehaviour with girl students of the College of Home Sciences. The students had been protesting against the forcible entry by four male students into their hostel at night recently. The intruders were nabbed by the security staff after the girls raised an alarm. When the girls staged a dharna the next day and sought action against the four students, the DSW allegedly used harsh language with them.

A few months ago, Dr Dahiya had tendered his resignation in a similar case when some boys had stabbed one of their colleagues. A section of the students and the Haryana Agricultural University Teachers Association (HAUTA) have been seeking removal of Dr Dahiya since then. However, Vice-Chancellor J.B. Chowdhury had been reluctant to accept his resignation.

The teachers association has welcomed the resignation of Dr Dahiya and said the university took a long time in accepting his resignation.

The HAUTA general secretary, Prof K.K. Verma, said the Vice-Chancellor had assured them that the university will not grant extension to any employee of the university as a policy matter. Dr Dahiya was serving his extended term and was to complete it on June 30.

With this, the long-pending demand of HAUTA regarding ban on extensions in the university has been automatically conceded. The OSD, Mr Vinay Kumar, who is also holding the charge of the Registrar, has also been serving under extension and is likely to retire on June 30.

Meanwhile, some students of the university have demanded the revocation of the suspension orders of four students who had barged into the girls hostel. These students claimed that the four were suspended without any inquiry.Top

HISAR: It has been a long innings of law for Babu Mahabir Prasad Jain, who turned hundred on June 1. He is likely to make entry into the Guinness Book of World Records for practising law for as many as 78 years.

Both the Guinness Book of World Records and the Limca Book of Records have entertained the claims of Babu Mahabir Prasad for practising law for a record period of 78 years. Born on June 1, 1900, Mr Jain joined Hisar Bar in 1922. He practised law till 1998.

Babu Ji, as he is affectionately addressed in his circles, still has perfect command on his subject and language. He speaks chaste Urdu and English. Although hard of hearing and unable to see, Babu Ji refuse to give up. The years have not humbled him instead he has played them out to hit a century.

It is not just law, Babu Ji has been president of the All India Dhigamber Jain Parishad for eight years. The parishad honoured him on his hundredth birthday.

The president of the parishad, Mr Ramesh Chander Jain, the Chairman the Bennet Coleman, publishers of The Times of India group, visited Babu Ji at his home and honoured him. He lauded the outstanding contribution of Babu Ji.

Babu Ji has sweet memories. A witness to mutational changes in history, he regrets the loss of belongingness or commitment towards fellow beings. He asserts that this is the root cause of all our problems.

Babu Ji's son Jaininder Jain, who is also a lawyer says, "he a living encyclopaedia on law.Top


 

How farmers escape debt trap

FATEHABAD, June 7 — Because of consecutive failure of cash crops in the area, farmers of the district, already under heavy debts from commission agents as well as other money-lending agencies, have of late invented a novel method for securing loans on easy terms. Under this practice, they have started purchasing new tractors by getting these financed from some bank and then selling these off at a lower price. The practice, though started about two years earlier, has been on the rise.

The farmers here have been suffering heavy losses for the past five years due to sharp decline in the production of cash crops like cotton and paddy. Waterlogging, infestation of cotton crop and climatic conditions have been responsible for aggravating farmers' miseries. As a result, they have not been able to clear the loans taken from commission agents for the past five years. Poor crops have not only worsened the economic conditions of the farmers, but also affected commission agents who have been finding it difficult to advance more loans to the farmers in the face of non-payment of earlier loans.

Finding themselves in a debt trap, some farmers have resorted to selling new tractors at much below their actual price. The practice is particularly common in Rattia, Tohana and other areas of the district adjoining Punjab.

According to sources, the reason behind farmers adopting this practice is that they find it easier to secure loans this way than from money lenders, even after selling the tractor at slashed prices. The money lenders usually charge an interest of 24 per cent per annum while the rate of interest in the banks is 13.5 per cent per annum. Even if farmers sell their tractor valued at Rs 3 lakh by slashing the price by Rs 50,000 the price so slashed is compensated in two years by virtue of the difference in the rates of interests.

Further, the bank loan is repayable in nine years. These farmers choose certain brands of tractors which can be sold against cash. As these are bigger tractors these fetch bigger loans. In some cases, the dealers themselves take back the tractors and then sell these against cash at a lower price.

Nationalised banks have also been involved in giving such loans. Though the bankers give a loan after securing eight acres of land worth Rs 18 to 24 lakh is security and also hypothecating the tractors, yet they do not advance loans once they come to know the intention of the farmer as they have to go through a lot of legal complications to recover the loan once the party fails to make the payment.Top


 

Was MCA entrance test conducted fairly?

ROHTAK, June 7 — Was the entrance test for the three-year course in Master of Computer Science and Application (MCA) of Maharshi Dayanand University held here yesterday conducted in a free and fair manner? This doubt has been raised after reports that the question-cum-answer booklet of the paper had been allegedly sent outside by some candidates to get them solved.

According to information, the entrance exam had been conducted for admission to 50 seats. While 30 seats are for candidates seeking admission against free seats, about 20 seats are for NRIs and industrialist sponsored candidates.

At about 2.30 p.m. an known number of booklets were reportedly sent outside to get them solved by some persons outside the centre. Photostat copies of the solved question booklets comprising objective type of questions were reportedly made available to certain candidates.

The booklet had about 300 questions of which 150 were of reasoning 50 of English and 100 of mathematics. About 850 candidates appeared for the exam. Two photostat pages of the test booklet having mathematics questions from serial number 81 to 100 were made available to this correspondent which is normally taken back after the test.

The exam was held at the Institute of Management Science and Research (IMSAR) and the Law Department building. The booklet had been reportedly sent outside the examination hall from Law faculty building.

The Controller of Exams, Maharshi University, Mr K.C Bhardwaj, when contacted said the exam had been conducted in a fair manner and claimed that there had been no report about the test booklet being sent outside for cheating or photostat purposes during the exam. He said it could be false propoganda by certain persons who may not have done well in the exam.Top


 

Repair of link roads in 6 months: minister

PANIPAT, June 7 — The Development and Panchayat Minister, Mr Kanwal Singh, has stated that the repair of all link roads in the state would be completed within the next six months. For this purpose, the department would spend Rs 20 crore and the remaining expenditure would be met by the Public Works Department.

Mr Kanwal Singh, during his tour of colonies and villages of the Panipat Assembly constituency yesterday reiterated that the state government was committed to speedy development. He was accompanied by local MLA and Chairman of HARCO Bank, Om Parkash Jain.

During the tour, the minister said to provide potable water to the residents of Ashok Vihar Colony, a tubewell has already been installed there. He sanctioned road in the colony.

At Neerwala village the minister said that 534 "sulabh shauchalaya" were being constructed in the village at a cost of Rs 10.78 lakh. The department had also sanctioned Rs 36 lakh and Rs 26 lakh for various development works in village and Wadhawa Ram Colony, respectively.

Addressing a meeting at Sondhapur village, the minister sanctioned Rs 2.14 lakh for construction of two rooms in the village middle school and repair of Balmiki chaupal and Rs 8.76 lakh for pavement of streets and drains. He announced that a tubewell would be installed in the village at a cost of Rs 8.50 lakh.

The minister sanctioned Rs 4.49 lakh for constructing two rooms and a hall in schools of Jatal village.

Addressing public meeting during this tour, Mr Kanwal Singh assured the people that the government would provide round the clock power supply after June 30.

Mr Jain said the construction work on seven different roads in the town was being completed at a cost of Rs 40 lakh. Top


 

Ashram's plan to build colleges

ROHTAK, June 7 — Shri Jai Ram Ashram, Hardwar plans to set up a degree college, an engineering college and an ayurvedic college for girls at Jyotisar in Kurukshetra district.

Brahmachari Shri Brahm Swaroopji, head of the ashram, told Tribune News Service that besides free education, students of the institutions would be provided free board and lodging. A hospital would be attached with ayurvedic college.

Shri Jai Ram Ashram had also set up an eye-cum-maternity hospital at Narwana at a cost of over Rs 1 crore. It would be formally inaugurated on July 1, he said.

The ashram was founded by Shri Jai Ram, belonging to Chhochhi village in Rohtak district, at Rishikesh in 1889. After his death in 1960 the ashram is being looked after by his disciples.

Shri Jai Ram Ashram is already running Sanskrit Mahavidyalayas at Rishikesh, Delhi and Kurukshetra besides a Geeta Ved Research Centre at Kurukshetra and an ayurvedic hospital at Rishikesh. It is also maintaining "gaushalas" at Rishikesh, Beri (Jhajjar) and Jakholi (Sonepat).

Brahmachari Brahm Swaroopji said that board and lodging were provided free of cost to the pilgrims who stayed in the ashrams.

Each of the student enrolled in the sanskrit mahavidyalayas was provided free education (including books), board and lodging and monthly scholarship, he said.Top


 

Fellowship for HAU Vice-Chancellor

HISAR, June 7 — The Vice-Chancellor, CCS, Haryana Agricultural University, has been awarded the fellowship of the National Academy of Agriculture Science.

The honour was conferred on Prof Chowdhury by he Director-General, ICAR, Dr R.S. Paroda, at the general body meeting of the academy yesterday.

Former Finance Minister, Dr Manmohan Singh, and the World Bank Vice-President, Dr Ismail Serageldin, have been made honorary fellows of the academy.

The honour has been bestowed on Prof Chowdhury in recognition of his outstanding contribution to the field of biotechnology.

Acknowledging his contribution, Dr Paroda said Prof Chowdhury was among the few scientists of the country who had been able to set up a research group for tissue culture, biotechnology and genetic engineering for improving forest trees, commercial as well as field crops.Top

According to police sources, the victim identified as Savitri, wife of Dharampal, got injured after one Devinder of Mokhra village allegedly fired.

Some dispute over the ownership of a plot at the colony was stated to be the cause of the incident. She was stated to be out of danger.Top


 

Mahamoorakh sammelan held

KARNAL, June 7 — Humorists from all over the country regaled the audience at a Mahamoorakh Sammelan held at the Kalidas Rangshala last night. The sammelan the third of its kind in the city, was organised by the Haryana Institute of Fine Arts.

It started two hours late due to late arrival of Mr Shashi Pal Mehta, Industries Minister of Haryana who was to inaugurate it.

The nine poets who regaled the audience with their choicest poems included Hullar Muradabadi, Hari Om Pawar, Arun Jaimini, Madhuk Pandey, Manjit Singh, Surider Debey, Suflate Tripathi and Raj Gopal Singh.

Arun Jaimini's poem in Haryanvi detailed the bus journey undertaken by Prime Minister Atal Behari Vajpayee to Pakistan. His satirical couplets were repeatedly applauded by the audience. Surinder Dubey made light of Mr Laloo Prasad Yadav's pranks. His poem was a satire on the political situation in the country.

Most of the poets treated politicians and their doings as the main theme of their poems. The situation in Kargil and Kashmir also figured in some of the poets' poems. Sandeep Joshi, cartoonist from the Tribune group of newspapers, made an interesting cartoon portraying Mr Laloo Prasad Yadav while Surinder Dubey was reading his poem on Mr Yadav. Joshi also made cartoons of all the poets present showing them wearing the 'mukhotas' of donkeys.

The sammelan started with the entry of all poets in a procession which was led by two donkeys. Pawar recited a poem on Kargil — "Kargil Ke Shahidon Ke Naam".Top

CHANDIGARH, June 7 — Haryana's Agriculture Minister, Mr Jagan Nath, who has been embarrassing the Chief Minister by statements for the past few weeks today said that all those ministers who were either sacked or were made to resign should be reinducted in the Ministry.

Mr Jagan Nath said here that if Dr Dharamvir Yadav, in whose case there was a flood of allegations and counter-allegations between him (Dr Yadav) and the Chief Minister, could be reinducted in the Cabinet, there should not be any obstacle in reinducting Mr Narbir Singh, Mr Brij Mohan Singla, Mrs Krishna Gehlawat and Mr Jaswant Singh Bawal.

The Agriculture Minister, who is considered to be a heavy weight in Bhiwani politics, said if all the former ministers were taken back in the ministry, the HVP would be strengthened. Otherwise dissidence in the party would continue.

The Bansi Lal Ministry, which was sworn in on May 11, 1996, was expanded first on May 15, 1996. It was again expanded on August 12, 1996, January 14, 1997, September 3, 1998, and March 10, 1999.

Dr Yadav is the second minister to be reinducted in the Cabinet by Mr Bansi Lal. Earlier the then Power Minister, Mr Jaswant Singh Narnaund, had quit the Cabinet following differences with the Chief Minister on the privatisation of the power sector. Later he rejoined the Cabinet as the Minister for Animal Husbandry.Top
