INLD out to obstruct Speaker CHANDIGARH, June 24 While the Haryana Congress MLAs at a meeting to be held here tomorrow morning may be asked to see Mr Bansi Lal out of the crisis at the special session of the Assembly to be held to allow the Chief Minister to prove his majority in the House, the Indian National Lok Dal leader, Mr Om Prakash Chautala, is adamant that he and his party would not allow the Speaker to proceed in his Chair to conduct the proceedings as his role has throughout been "partisan and not above suspicion". Mr Chautala told TNS today that he was not keen on forming the alternative, but he would definitely ensure that Mr Bansi Lal's government was pulled down by various groups, including his own, that of the BJP, the Independents and the breakaway group of the HVP so that a clean and effective government could be installed. Asked whether he would join the new government, Mr Chautala affirmed that he would like to support the new non-Congress government from outside. Spelling out the situation cautiously, Mr Chautala said any group, may be the BJP or even the breakaway group of the HVP could form the new government. The INLD leader said his party's biggest victory was the freeing of the BJP from the clutches of a "corrupt and dictatorial" ruler. He said that the state Congress president, Mr Bhupinder Singh Hooda, had now found answer to his own criticism that Mr Chautala had joined hands with Mr Bansi Lal. It was now clear who had joined hands with whom when the Congress was under direction to save Mr Bansi Lal in the hour of crisis. Mr Chautala and the other two visible dissidents Rao Narbir Singh, and Mr Brij Mohan Singla, both dismissed ministers from the HVP today maintained that they had adequate strength of HVP members to bring about fall of the Bansi Lal Government. Mr Chautala also said he did not favour Vidhan Sabha elections along with those of the Lok Sabha but at the same time he would not run away from elections. The dissidents made this claim among reports that the former Agriculture minister, Mr Jagan Nath, and Mrs Krishana Gehlawat, had once again gone into the fold of the HVP. However, there are possibilities that the breakaway group of the HVP may be lured by the offer of a significant role in an alternative government if formed and one of them may even be offered chief ministership, and others important posts in the ministry. Reports from various sources suggest that Congress leaders are trying to convince the party MLAs that would save the Bansi Lal Government either to bring about a Congress government in Haryana soon or force Assembly elections along with the Lok Sabha poll in September. These sources also claim that if saved the HVP leader would be asked to either merge his party within a month or so, or asked to step down and lend his partys support to a Congress government in the state. They also mentioned that the names of Mr Bhupinder Singh Hooda and Mr Birender Singh were being considered for chief ministership. In such a situation-both being Jat leaders. Mr Birender Singh is credited with more support among party MLAs than the PCC chief. They also admitted that they had not yet been able to bring round a former Chief Minister, Mr Bhajan Lal, to reconcile with a situation, demanding Mr Bansi Lal to reconcile as Chief Minister even for a short period. Mr Bhajan Lal is believed to have expressed his inability to work with Mr Bansi Lal in any given situation. Meanwhile, Mr Om Prakash Grover, president of the Haryana unit of the BJP, blamed the HVP chief, Mr Bansi Lal, and his son for having started efforts for seeking the support of the Congress as long ago as the time when Mr A. B Vajpayee had to seek a vote of confidence in Parliament. The two leaders, he said, had been meeting Mr Pranab Mukherjee and the Congress President, Mrs Sonia Gandhi, for this purpose even when the HVP had a coalition government with the BJP. He said his party
remained committed to the abolition of octroi and
restoration of government aid to the medical college at

Quota system in power CHANDIGARH, June 24 With just six days remaining for the deadline to supply round-the-clock promised by Chief Minister Bansi Lal, the authorities have introduced quota systems for each feeder, resulting in long and unscheduled power cuts. According to information reading here, the quota system has been introduced since yesterday. Each officer concerned with the power distribution has been made personally responsible if the consumption exceeds the quota limits. In a message sent from the headquarters to each circle (which are headed by Superintending Engineers), which has been circulated to all Executive Engineers, Subdivisional Engineers and the lower staff, strict instructions have been issued that "any excess consumption will make the concerned officer officials personally liable for disciplinary action and final recovery of excess consumption. It is, therefore, very important that daily consumption should be within the allotted quota." The instructions also tell the field officers that "if required power cuts may be imposed on different feeders in your area to limit consumption within the allotted quota." Officials sources here said the quota system had been introduced to save unnecessary power consumption because it had come to notice that tubewells were being run even when two-phase power supply was being made. This led to consumption of power by rural feeders beyond eight hours for which the electricity authorities were committed to supply power to tubewells. As the distribution companies have to purchase power at a cost higher than what can be recovered from the consumers, the consumption has to be restricted. The sources said the quota system would remain in force till June 30. The general secretary of the Ambala district unit of the Haryana Chamber of Commerce and Industry, Mr Praveen Goel, said it was strange that while the Chief Minister was promising round-the-clock supply from June 30, his officers had put people to a lot of inconvenience by introducing quota systems for various feeders. The system, he said, had crippled the industry, particularly, which was getting power from the feeders catering to both urban as well as rural areas. The sources say the
distribution company has fixed the daily consumption
quota for Panchkula at eight lakh units, while the quota
for Ambala cantonment and Ambala city is 11.90 lakh units
and 7.1 lakh units, respectively. |
Convicted MLA to cast vote CHANDIGARH, June 24 A Division Bench of the Punjab and Haryana High Court today directed both the Senior Superintendent and Superintendent of Police of Hisar and Jail Superintendent of Hisar to bring convicted MLA Nafe Singh of the INLD to Chandigarh tomorrow to enable him to attend the special session of the Haryana Vidhan Sabha at which Chief Minister Bansi Lal will seek a vote of confidence. The direction was issued by Mr Justice H.S. Bedi and Mr Justice J.S. Khehar on a petition filed by Opposition leader Om Prakash Chautala and an appeal filed by Nafe Singh. Hearing on the petition was held at the residence of Mr Justice H.S. Bedi in the afternoon. "These matter have been entertained on the express directions of the Chief Justice received on the telephone from Delhi. We have perused the petition and appeal. Notice has been given to the Haryana Government for July 6. "Meanwhile, Nafe Singh, MLA, is directed to be produced in the Haryana Vidhan Sabha in police custody so that he may cast his vote on June 25 at 2 p.m. or at any other date or time to which the proceedings may be adjourned. "It will be the responsibility of the Senior Superintendent of Police/Superintendent of Police and Superintendent of District Jail, Hisar, to ensure that this order is fully complied with. These orders are made in view of the express provision of Sub Section 4 of Section 8 of the Representation of People Act. Nafe Singh will return to the jail with the escort party after he has cast his vote," the order said. Mr H.S. Mattewal and Mr Ashutosh Mohunta, who appeared on behalf of Mr Om Parkash Chautala and Nafe Singh, said that Nafe Singh of the Haryana Lok Dal (Rashtriya) was presently lodged in Hisar Jail. Nafe Singh was elected to the Haryana Vidhan Sabha from Bahadurgarh constituency on May, 1996. On May 17, the Additional Sessions Judge, Jhajjar, convicted Nafe Singh and others in a case registered under Sections 302, 307, 326, 325, 323, 452, 148, 149 and 201 of the Indian Penal Code and Sections 25,27, 54 and 59 of the Arms Act registered at police station, City, Bahadurgarh, on September 18,1993. Nafe Singh and his co-convict have filed an appeal against the said judgement which is pending before the High Court. Mr Mattewal and Mr Mohunta maintained that Nafe Singh was still a member of the Vidhan Sabha as he was not disqualified in view of the sub section 4 of Section 8 of the Representation of Peoples Act. They also maintained that after withdrawal of support by the Bharatiya Janata Party, the Governor had asked the Haryana Chief Minister to seek a vote of confidence by June 25 and since Nafe Singh continues to be a member of the Vidhan Sabha, he had the constitutional right to vote in this special session. After hearing arguments
of Mr Mattewal and Mr Mohunta, the Court directed
production of Nafe Singh in the Vidhan Sabha tomorrow. |
Bitta for suspending
Delhi-Lahore bus ROHTAK, June 24 A former President of the Indian Youth Congress and a former Punjab Minister Mr Maninderjit Singh Bitta has demanded the suspension of the bus service between Delhi and Lahore in view of the ongoing battle at Kargil in Jammu and Kashmir. He has also asked the government to immediately seal the international borders with Pakistan and step up vigil along with borders to check infiltration of arms and terrorists by the enemy. Talking to reporters here today, after visiting the families of the soldiers of the district who laid down their lives while fighting the Pakistan supported intruders in Kargil and of other areas. Mr Bitta who is President of the Anti-Terrorist Front said that till the Indian government adopted a tough stand, a long term solution to the problem was difficult to find. He said the government should stop the bus and train service to Lahore as the situation was not conducive and Pakistan which had been following double standards in all matters concerning the bi-lateral relations should be clearly told that no talks or cooperation on any front was possible until it gave up its policy of promoting terrorism and aggression against India. Condemning the barbaric torture of six Indian soldiers, Mr Bitta said that Pakistan had been responsible for all deaths on front so far in the war against the intruders in Kashmir and the government should take measures so that any attempt in the future could be thwarted. Charging the Inter-Services Intelligence (ISI) with masterminding the recent blast at railway station of Jalpaiguri in West Bengal, he said it was a proof of the policy of the Pakistan government that it did not want to improve relations with India. especially with Nepal from where he said there had been
maximum chances of smuggling of explosives and
anti-national elements in the country. He said if
Pakistan did not desist from its present activities and
keep forcing war on our country then our Army should be
ready to capture even the Pakistan territory. Mr Bitta
expressed concern over the alleged indifferent attitude
and ignorance of the families of the martyrs of Haryana
so far. He said his visit to the families of several
martyrs in the state had revealed that the next of the
kin of the martyrs had not received the help announced by
the government. He said his organisation would wait for
one and half months and if the authorities failed to give
the required help then he would have to launch an
agitation on the issue. He said his organisation would
fight for justice for such families all over the country.
Appreciating the gesture shown by the Rabri government in
Bihar to such families he said all other state
governments should follow the same. He asked the Haryana
government to immediately send financial aid to the
affected families and provide government job and other
facilities to the families of the martyrs. He said
Haryana had lost maximum number of its brave sons at the
front in the ongoing war. He announced that his front
will collect funds to provide help to the affected
families and would also honour the martyrs and their
families very soon. |
More contributions for
martyrs fund KURUKSHETRA, June 24 Members of the Kurukshetra University Teachers Association and the Kurukshetra University Non-Teaching Employees Association have decided to donate a day's salary to the Chief Minister's Relief Fund. The decision was taken at a meeting of the KUTA. The Vice-Chancellor, Dr M L Ranga, has also offered to contribute a week's salary towards the fund. Besides, the varsity has already taken various academic steps for the welfare of the children and families of the jawans and officers killed in the Kargil and Dras sectors. The Directorate of Distance Education of the University has decided not to charge any tuition fee from these children of the soldiers killed in the action. The University has also decided to hold a blood donation camp to collect blood for the injured soldiers. To render blood to the soldiers injured in Kargil and Dras, the district administration, in collaboration with the district Red Cross Society and Gram Panchayat, Umri, organised a blood donation camp at Community Centre, Umri, 5 km from here last evening. The Additional Deputy Commissioner, Mr D.Suresh, said at least 100 persons had donated blood at the camp. SHIMLA: Mr Kishan Kapoor, Transport Minister, has contributed Rs 11,000 towards Chief Minister's Sainik Welfare Fund.Mr T.D. Negi, Deputy Commissioner, Lahaul and Spiti, today presented a draft of Rs 1.51 lakh to the Chief Minister, Mr Prem Kumar Dhumal, as contribution towards the fund at Keylong on behalf of officers and officials of Lahaul. The members of the Himachal Pradesh Forest Corporation Employees Federation have decided to contribute a day's salary towards the fund. JWALAMUKHI: The Irrigation and Public Health Minister, Mr Ramesh Dhawala lauded the efforts of the people of Dehra Subdivision for contributing Rs 1,01,500 to the state Sainik Welfare Fund. Addressing a gathering at Ram Leela Ground, Dehra, 12 km from here, the Minister said the need of the hour was to unite for the solidarity of our country. He called upon the people of the area to unite. He also donated blood at a camp organised by the Dehra Nagar Panchayat to pay tributes to the brave soldiers. A cheque for Rs 1,75,000 was presented to mother of late Grenadier Bajinder Singh of Nandloo village who had died on May 27. Rs 21,000 in cash was also paid to Santosh Kumari, mother of Bajinder Singh, by Advocate Rejinder Singh Rana on behalf of Nagar Panchayat at Dehra. Mr K.C. Sadiyal, SSP, Kangra, also spoke on the occasion. Mujedi NTPC unit to come on FARIDABAD, June 24 The first 143 MW unit of the National Thermal Power Corporation's 432 MW gas-based power plant at Mujedi near here will start generating electricity from Saturday evening. A spokesman of the NTPC told The Tribune here today that electricity would be supplied through Samaipur Substation to the Haryana grid for distribution to various districts of the state. He said that the turbine of the first unit had already been successfully tested to run at 3,000 revolutions per minute (RPM) by igniting gas in the combustion chamber. All 126 burners had also been properly adjusted. It is learnt that the commissioning of the unit which was scheduled in the last week of May was delayed due to non-arrival of the software of the sophisticated computer from Germany. But the commissioning of the first unit at Mujedi is not expected to make much difference in the power supply position. Due to obsolete cables and transformers which frequently burn out leading to prolonged shutdowns, the deficient and inefficient distribution system may not be able to transmit power generated from the gas-based project. There seems to be no mechanism to improve voltage which has affected seriously the functioning of the tube wells resulting in low pressure of water. The two other units of
the Mujedi project are expected to start generating power
by the end of the year and early in 2000 respectively.
The entire power generated would be made available to
Haryana. |

Villagers put on patrol duty ROHTAK, June 24 Mr Arun Kumar, District Magistrate, has ordered that all able-bodied male adults in all villages of the district will be liable to perform patrol duty during the day and night with a view preventing sabotage and to ensure the security and safety of railway bridges and railway lines. He has issued these orders in exercise of his powers under Section 3(i) of the Punjab Village and Small Town Patrol Act (VIII), 1918. The panchayats of the
villages will be responsible for patrolling. Block
development and panchayat officers of the villages would
ensure the implementation of the orders. |
Deweeding of canal undertaken SONEPAT, June 24 The Irrigation Department has undertaken deweeding of the canal near Sisana and Gorar villages in this district for ensuring better supply of canal water to the tailend fields of the farmers. According to official sources, the department has also started removing "sarkandas" from the Machhri drain and has begun internal clearance of the Badhana minor. It is alleged that some "beldars" of Silana and Juan are being forced by officials to work on the site and this has caused strong resentment among the "beldars". As a result they have urged the authorities to order a high-level inquiry into the complaints. Meanwhile,
representatives of various farmers' organisations have
urged the state government to appoint a high-ranking
officer of the Irrigation Department for holding a
thorough probe into the alleged scandalous work being
undertaken by the officials. |
Brothel raided, 3 arrested FARIDABAD, June 24 Three persons, including two women, have been arrested from Parvatia colony on a charge of indulging in prostitution. They have been identified as Sunehra, wife of Hariom, Raj Singh of Mandoli village, Rohtak and Ashima Khatoon alias Suman, wife of Tilak Singh of Dabua colony. A police spokesman said here today the arrests were made after a decoy customer was sent to the house of Sunehra which was being used as a brothel. The police also arrested

Woman beaten to death by
husband BHIWANI, June 24 A married woman having two children was reportedly beaten to death at Kakroli Hatti village, 35 km from here, on June 22. According to sources the husband and his uncle assaulted the woman with lathis in the morning hours when the latter came down from roof. They kept on beating the woman till she died and no one from the village came forward to save the victim. The husband of the victim, a teacher in Rajasthan was reportedly an alcoholic. The police took the body into custody after getting information about the incident. The body was cremated after post-mortem examination. Janwadi Mahila Samiti

the brutal murder and have demanded immediate arrest of

Woman killed for dowry SIRSA, June 24 A newly wed woman, Sunita (19), of Badagudha village in the district was allegedly killed by her in-laws yesterday. In a complaint lodged by father of the deceased Banwari Lal alleged that the in-laws of his daughter, married a couple of months back, were not satisfied with the dowy given at the time of marriage and were demanding more dowry. They were harassing his daughter and demanding Rs 20,000. He alleged that his
daughter was murdered as he failed to give Rs 20,000 to
her in-laws. The police has registered a criminal case
under Section 304-B of the IPC against the accused. |
