protect urchins ROHTAK, March 22 The government has launched a unique project to protect street urchins against all forms of abuse and exploitation. A survey of these children conducted by the Union Social Welfare Ministry had indicated a large number of such children suffer from neglect, abuse and exploitation due to circumstances beyond their control. Similar surveys were also conducted by the district authorities in Haryana. The survey have also shown that due to variety of reasons basis urban services do not reach the street urchins in an effective and integrated manner. A review of the child welfare schemes by the Union Ministry of Social Welfare has brought out that while there are schemes which provide residential care for neglected and socially mal-adjusted children all over the country no plan or scheme has so far been formulated to cater to the special problems and specific needs of street urchins in an integrated manner. The Haryana Government has assigned this project to the District Child Welfare Councils (DCWCs). The DCWC, Jhajjar, and the one at Rohtak have identified 150 and 183 street urchins, respectively. The Deputy Commissioner, Mr Anil Kumar, said priority had been given to those street urchins who were destitute with no family ties whatsoever. Special attention and priority would be given to girls. For the younger children, the priority would to restored them to their families and facilitate their participation in formal primary education. Regarding older children, efforts would be directed at enhancing their education and providing vocational training for equipping them with productive skills for adult life, said Mr Arun Kumar, Deputy Commissioner, Jhajjar. Mr Arun Kumar said these
children would be provided nutrition support to maintain
the level of physical and mental efficiency and
facilities for shelter and hygienic living. These
children would also be offered counselling, guidance and
referral services for upgrading their quality of live. |
Bansi to convene all party
meeting NARNAUL, March 22 To resolve the inter-state dispute between Punjab and Haryana, the Haryana Chief Minister, Mr Bansi Lal, has decided to convene an all-party meeting on the SYL canal and the river waters issue. This was stated by Mr Ram Bilas Sharma, Education Minister, while addressing a press conference here late last evening. He said time had come to resolve the SYL canal and the river waters disputes and MPs from various parties would be called to held talks soon. He said the Punjab Chief Minister, Mr Parkash Singh Badal should ask Mr Simranjit Singh Mann to behave. He said the blocking of the canal route, amounted to damaging nation's property. Earlier, the minister gave away prizes to students of Saraswati Bal Mandir Senior Secondary School, Nasibpur Narnaul. Mr Kailash Chand Sharma,

Recovered Idols in Jain temple ROHTAK, March 22 Two of main idols found from the excavation site at Majra village near here have reportedly been kept in Digambar Jain Temple complex at Sarai Mohalla here. These idols stated to be about 1000 years old, belong to Bhagwan Parsavnath of the Jain sect. These idols have been kept in the library of the Jain complex for the 'darshan', as according to a notice displayed on the gate of the temple. These 'idols' are likely to be established in this temple in near future after some formalities. This temple is reported to be about 500 years old and a museum here has got several 'idols' which belong to medieval and ancient ages. Mr Anil Lohia, secretary of the local Jain Sabha, said that 'idols' were taken by their society from the district authorities, a couple of days ago. The district authorities had earlier 'seized' these from a resident of the village, a few days ago. It may be recalled that several idols belonging to Hindu and Jain sects, coins, household articles and other items had been found from a site near the village where digging by some individuals had been going on for the past one year. While some of the items, including the idols were recovered by the district authorities, several of them were still lying with residents of the society. Meanwhile, it is learnt that officials of the Archeological Society of India (ASI) have visited the spot and have taken samples of earth, and other items recovered from the site after digging. It is reported all idols
and other items are more than 1000 years old and site
might be a place which may have destroyed or dumped
underground by some natural calamities on the pattern of
other civilisations. |

Pranab HISAR, March 22 The Congress General Secretary, Mr Pranab Mukherjee, has asked the government to settle the Satluj Yamuna link canal issue, as it was its constitutional responsibility. Addressing a meeting of party workers organised here to felicitate the organisers of the February 13 Jind rally, Mr Mukherjee said the SYL issue was part of the Rajiv-Longowal accord and was crucial for Haryana. He criticised the central government for not taking positive measures in this direction. He pointed out that in both Punjab and Haryana BJP shared power with one of the other regional party and it was itself in power at the Centre. He termed the one-year duration of the Vajpayee government as "absolute failure". He pointed out the prices had risen too much. The economy was in a shambles and the foreign policy was at its worst. Mr Bhupinder Singh Hooda, PCC president, termed the filling up of the SYL canal an anti-national act and asked the Punjab Government to punish such activists. Later, talking to TNS, he suggested convening of an all-party meeting on the issue. He disclosed that he had earliest also suggested this move but had not received any response from the government. Today's function was organised to honour the party workers who had contributed to the success of the Jind rally. However, due to Mr Mukherjee's busy schedule, the certificates could not be distributed and the programme was postponed. Earlier, a traditional Haryanavi turban was presented to Mr Mukherjee by Mr Harpal Singh Bhoora. Senior Congress leaders

Sarpanch remanded in police custody HISAR, March 22 Ishwar Singh Nain, the sarpanch of Matrasham village, and the main suspect in the murder of six of his family members was remanded in three days police custody till March 25. Ishwar Singh was produced today in the court of Additional Chief Judicial Magistrate, S.K. Goel after he was arrested yesterday. The Superintendent of Police, Mr O.P. Singh, said, special investigation team had been constituted to investigate the case. The team will be headed by DSP (City), Hazari Singh. Mr O.P. Singh said, they had come across some more clues, which will definitely help in establishing the truth. The police has recovered a motorcycle, a car and a rifle. A double barrel rifle had also been seized from the spot. The rifle belonged to Shamsher Singh, the youngest brother of Ishwar Singh. Meanwhile, the Indian National Lok Dal leader, Mr Om Prakash Chautala, today demanded a CBI enquiry into the case. He alleged that the HVP general secretary and MP from Bhiwani, Mr Surinder Singh, was interfering in the investigations and was trying to shield the culprits. Mr Chautala pointed out
that Ishwar Singh had been provided police protection at
the instance of Mr Surinder Singh. He said, both Mr
Surinder Singh and Mr Ishwar Singh had confirmed their
meeting. |

on delayed allowance CHANDIGARH, March 22 The local Bench of the Central Administrative Tribunal comprising Mr J.S. Dhaliwal allowed a petition filed by Mr R.K. Ranga, formerly senior regional manager, Food Corporation of India (Haryana), claiming payment of subsistence allowance. Mr Ranga was placed under suspension with effect from March 18, 1997. The state Govt had not paid any subsistence allowance, though provided under Rule 4 of the All-India Services Rules. Mr Ranga had made several representations but the state of Haryana did not make the payment. However, after Mr Ranga filed a petition before the tribunal, payment was made by the Government. Counsel for Mr Ranga submitted before the Bench that since the payment was made belatedly and only after issuance of notice by the tribunal, the applicant was entitled to interest at 24 p.c. and also responsibility should be fixed on the officers responsible for the delay. Counsel further submitted that a case was registered against Mr Ranga and he was placed under suspension for mala fide reason as his wife's younger sister, Ms Selja, a former Union Minister, had contested the Lok Sabha election against the candidate set up by ruling party. The Bench allowed the petition with interest at 12 p.c. and also declared that the government's action in delaying payment to Mr Ranga was illegal. During his posting in FCI, a case was registered against Mr Ranga and other persons on January 10, 1997 by Rohtak police. Mr Ranga and several other mill owners were alleged to have been involved in the wheat scam. The matter is under
investigation by CBI and 13 cases have been registered
against various persons involved in this scam. |
Birender predicts BJP govts
fall KAITHAL, March 22 Mr Birender Singh, former President of the Haryana Pradesh Congress Committee, said here today the BJP-led government would fall soon due to its internal contradictions and bickerings among the coalition partners. He was addressing a public meeting at the old anaj mandi here. Mr Birender Singh said the weak central government had failed to look after the countrys interests at international fora and at home as well. It had not been able to give a new dimension to the country at this critical time. Lashing out at the Haryana
Government, he said it had not effectively pursued the
central government to expedite the construction of the
remaining portion of the SYL canal. He urged the state
government to request the Supreme Court for an early
hearing in the pending case before it relating to the
water dispute with Punjab. He criticised the stand taken
by the Punjab Chief Minister, Mr Parkash Singh Badal, and
said Mr Simranjit Singh Mann wanted to get political
benefit due to the going tussle between Mr Badal and Mr
Tohra. |
HC judge inspects district jail BHIWANI, March 22 Mr Justice H.S. Bedi of the Punjab and Haryana High Court, today inspected the district jail here and heard the grievances of inmates of the jail. Most of the prisoners wanted transfer to their home district jails. Prisoners, belonging to Narnaul district complained that the office of the District Magistrate at Narnaul was not attending to their parole and other applications. He was accompanied by district judicial officers. Justice Bedi inspected the
food provided to the prisoners. He ordered the
installation of extra exhaust fan to remove smoke from
the kitchen. |

Woman kills

sons, commits suicide FARIDABAD, March 22 Shanti, a middle-aged woman, allegedly killed her two sons, Kuldip (8) and Bhura (6) and later committed suicide by hanging herself in Sahupura village in Ballabhgarh yesterday. The third son, Sandeep, escaped death as he was not at home. According to reports, the
woman who was married 15 years ago, was having strained
relations with the other members of the family. Her
brother said Shanti's mental condition was not stable. |
Foundation stone laid CHANDIGARH, March 22 The Haryana Governor, Mr Mahabir Prasad, today laid the foundation stone of the Saraswati Teerth, Pehowa, about 30 km from here, to be renovated at a cost of Rs 1.12 crore under the auspices of the Kurukshetra Development Board. The Governor expressed his desire to visit all holy and religious places scattered over an area of 48 kosas in the holy land of Kurukshetra. Out of these, he visited 14 religious places in the first phase today. The Governor, who is also
chairman of the Kurukshetra Development Board, said that
more facilities would be provided to the pilgrims,
especially for those coming here on the occasion of
Chaitra-Chaudas mela here. |
Certified seeds use: Haryana on top CHANDIGARH, March 22 Mr Jagan Nath, Agriculture Minister, Haryana, today said the state had acquired the first position in the country in using certified seeds of developed varieties. About 7 lakh quintals of certified seeds were given to farmers during 1996-97 and 1997-98 and 3.94 lakh quintals for 1998-99. The minister said that the
farmers of the state were being given remunerative prices
for their produce and the rate of sugarcane was fixed at
Rs 95 per quintal which was the highest rate being given
to the farmers. |
