Bansi Lal offers BJP all 10 seats

GURGAON, May 3 — The Chief Minister of Haryana, Mr Bansi Lal, is understood to have offered all 10 parliamentary seats in Haryana to the BJP for the ensuing elections. The offer was made today.

According to well-placed sources, the offer is on the condition that Mr Surender Singh, sitting HVP MP from Bhiwani and son of Mr Bansi Lal, given the BJP ticket from Bhiwani.

The sources said Mr Bansi Lal made clear he had no objection to Mr Surender Singh contesting on the BJP symbol.

According to observers, the HVP offer is a shrewd move to scuttle the possibility of the BJP roping in its archrival in Haryana, the Indian National Lok Dal (INLD), as an electoral ally.

Senior leaders of the HVP had received reports that a section of the BJP's national leadership in favour of broadbasing the HVP-BJP alliance by roping in the INLD a senior BJP leader from Haryana said one formula to keep the INLD happy was to allot it four seats giving two to the HVP. The BJP would contest four seats.

The formula in favour of the INLD was based on the number of seats the party won in the last Lok Sabha election. The party had bagged four seats.

The sources said a few days ago Mr Bansi Lal had rejected a feeler from the BJP to broadbase the HVP-BJP alliance in Haryana by including the INLD. It was conveyed to him that the Bhiwani parliamentary seat from which its nominee was elected in the last Lok Sabha Election would remain unaffected by the new arrangement.

According to sources in the HVP, a section of the BJP was strongly in favour of maintaining the HVP-BJP tie-up in Haryana. The reason was that severing ties with the HVP would send a wrong signal to BJP's other allies as well as the electorate.

The continuance of HVP-BJP tie-up had come under a cloud after the INLD extended support to the Atal Behari Vajpayee-led government during the trial of strength in the Lok Sabha following withdrawal of support to it by the AIADMK. The BJP managers along with the Punjab Chief

Minister, Mr Parkash Singh Badal, had assured the INLD that the BJP would sever ties with the HVP.

The INLD aim was to topple the Bansi Lal government. On the BJP's withdrawal of support to the government in Haryana, it would be reduced to a minority in the Assembly.

It is learnt that after the fall of the Vajpayee government, the BJP started showing reluctance as far as withdrawal of support to the Bansi Lal government was concerned. A senior BJP leader in Haryana said his party would have no objection if the INLD effected a split in the HVP legislative wing and brought down the Bansi Lal government. The latest move of the INLD to topple the Bansi Lal government has come a cropper as the dissidents in the HVP are not ready to take any initiative. There is a feeling in political quarters that the HVP dissidents are lying low as they are not getting any support from the Congress, which has 12 MLAs in the Haryana Assembly, following the party's failure to form government at the Centre after the fall of the Vajpayee government.

‘Punjabis ignored in Haryana’

KAITHAL, May 3 — Speakers at the Punjabi conference held under the banner of Punjabi Sabha here yesterday alleged that the different political parties had ignored the interests of their community and failed to provide them their due share in political power and in making appointments in services.

The main speaker, Mr Laxman Dass Arora, former Haryana minister indirectly pointing towards a former Haryana Chief Minister, Mr Bhajan Lal, said some self-imposed leaders had taken advantage of the community, but failed to provide any constructive help to it. He regretted that inspite of Punjabis consisting 42 per cent of the total population in the state their share in political power and recruitment to various jobs was negligible. He called upon the community to sink its differences and to stand united to safe guard its interests. He said that this time they would demand more ticket for assembly and Lok Sabha seats in the coming elections.

Mr Dharamvir Gauba MLA and former Haryana minister from Gurgaon accepted that he could not contribute much for the welfare of the community during his tenure as minister but assured that whenever he got a chance he would leave no stone unturned to work for the benefit of the community.

Some other prominent leaders, including Mr Dillu Ram, MLA (Guhla), Mr Amir Chand Makkar, former MLA (Hansi), Mr Ram Raj Mehta (Fatehabad), Mr Kuldip Sharma, son of veteran Congress leader, Mr Chiranji Lal Sharma (Karnal), Mr Paramvir Singh son of senior Punjabi leader and a former Haryana minister, Mr Harpal Singh (Tohana) and Mr Sudhir Mehta convener, also addressed the Punjabi Sammelan.

Chautala rejects BJP plan

CHANDIGARH, May 3 — The BJP's hopes to carry both Mr Bansi Lal and Mr Om Prakash Chautala along with it in the arena for the ensuing Lok Sabha elections in Haryana have been summarily dashed by the Indian National Lok Dal (INLD).

The INLD President, Mr Chautala, who had extended the support of his four-party MPs to the Vajpayee government during the vote on confidence motion which the BJP-led coalition government lost by one vote, is believed to have summarily rejected the formula floated by a section off the BJP to keep the party's ties intact with the HVP as well as the INLD.

According to the formula, believed to be devised by friends of the HVP in the BJP, the INLD was to contest five seats out of the 10 Lok Sabha seats in the state. The HVP would have contested two seats and on the remaining three seats the BJP would have fielded its candidates.

The formula was based on the promise that each party would contest the seats it had won during the 1998 Lok Sabha elections. Among themselves the INLD, the HVP and the BJP had won six seats. The BSP, which had an electoral understanding with the Lok Dal in 1998, had won the Ambala Lok Sabha seat.

The BJP had suggested that out of the four seats not held by the INLD, the HVP and itself, one each should go to the INLD and the HVP, while two seats should remain with the BJP, the latter being a national party.

Sources in the INLD say the acceptance of the BJP formula would mean political harakiri by Mr Chautala whose main plank in the elections would be to attack the performance of the Bansi Lal government and the Congress. Any direct or indirect truck with the HVP, the sources say, would not carry conviction with the Lok Dal voters. The formula would also enable the Congress to attack Mr Chautala who had always described the HVP as "B" team of the Congress.

The Lok Dal sources say the HVP friends in the BJP are either too naive to understand the ground reality in Haryana or they have some vested interests in continuing their party's alliance with the HVP even at the cost of the Lok Sabha seats.

They point out that these pro-HVP elements in the BJP have virtually conceded that their party is in no position to contest more than three seats in the state, though the BJP contested six seats in 1996 and 1998.

Mr Chautala is believed to have hardened his attitude towards the BJP by deciding not to approach any BJP leader for an electoral understanding in the coming elections. "Let the BJP, or for that matter any other party, approach us first if it is interested in having a poll pact with us," Mr Chautala reportedly said at a meeting of the party functionaries held in Rohtak yesterday.

The Lok Dal sources say it is surprising that when the BJP national executive was meeting in Delhi to decide, among other things, the issue of electoral alliances and adjustment, the HVP friends floated the formula for Haryana even before the highest decision-making body of the party took any stand. This move, they suspect, was aimed at pre-empting any decisive action by the national executive of the party in respect of Haryana.

The Lok Dal leadership is also angry over the statement made by Mr Narendra Modi, BJP General Secretary, over the possible alliances in Haryana. Mr Modi said on a TV channel last night that in Haryana both the HVP and the INLD wanted to have an alliance with the BJP. "This is something creditable for our party," he said.

No salaries for 4 months

ROHTAK, May 3 — More than 5,700 teaching and non-teaching employees of the state government-aided private colleges in Haryana have not received their salaries for the past about four months.

According to reports, this situation developed following the non-release of the grant-in-aid by the state government since January. The state government provides 95 per cent of the total budget of these private colleges which number about 102 in the state. Ten such colleges have been running without any grant. It is learnt that there are about 4,600 teachers employed in these colleges and 1,200 are employed as non-teaching staff.

To deal with the situation, some of these colleges decided to take overdraft from banks to pay the salaries. But a majority of the teachers and the non-teaching staff have not received their salaries.

The Haryana College Teachers Union (HCTU) and the Haryana Private Colleges Non-Teaching Staff Employees have threatened the launch a stir if the grants were not released.

The president of the HCTU, Mr D.S Dhaliwal, said several representations had been made to the government but no action had been taken so far. He said a delegation of teachers had met the Principal Secretary to the Chief Minister on April 16 and the Education Minister on April 25. While the authorities had been assuring them action, the dilly-dallying approach adopted by the government had been leading to more resentment among them. He said as the government had announced a hike of 10 per cent in the DA instalment, the delay in the release of grants was not understandable, adding that the government had also been delaying the implementation of the pension scheme for the teaching and non-teaching staff of the private colleges.

The state federation of college and university teachers also criticised the unusual delay in the release of funds.

Meanwhile, the issue has drawn criticism from political quarters too. Senior Indian National Lok Dal leader Virender Pal has charged the state government with hindering higher education and demanded the release of funds and implementation of the revised UGC grades.

Death of two schoolgirls
Police version has few takers

HISAR, May 3 — Mystery shrouds the death of two teenaged schoolgirls whose charred bodies were found in Bawani Khera village in Bhiwani district yesterday.

The two studying in plus two were reported missing on April 28. However, the police did not register a case although parents of both girls filed a complaint on the same day.

The police claims that the two committed suicide. According to the incharge officer at the Civil Lines police station, Mr Rajesh Duggal, from preliminary investigations it appeared that the girls had committed suicide as a salesman of a petrol station at the village had told the police the two had litres of petrol from him.

But there remain few takers of the police version. According to the police, the girls committed suicide about 50 km from their home. And what made them commit suicide is still not clear.

While the parents of the girls are too shocked to say anything, some relatives have refused to accept the police version. The bodies have been sent to the Medical College, Rohtak, for post-mortem.

While one of the girls was studying in Vishwas Public School, the other was a students of St Stephans School here. The two went to a common tutor for tuition.

The police attributes the "suicide" to a "particular relationship" between the two. It claims to have based its version on a "suicide note" drafted on a "half-burnt diary" found along with the bodies.

The girls went missing on April 28. Their bodies were found on May 2. Where were they during these four days. Why did the two chose such a painful method to kill themselves if they indeed committed suicide. And why did they burn the two-wheeler they were travelling on. These questions need to be answered.

13 drug factory licences suspended

ROHTAK, May 3 — The district drug control department today began criminal prosecution of 36 persons for their alleged involvement in the manufacture and sale of spurious and adulterated drugs, prescribing allopathic drugs without the required qualifications or registration and sale of intoxicants and physicians' samples today.

The Chief Judicial Magistrate, Mr R.K. Sharma issued summons in the cases.

The department also lodged 37 cases against 'fake doctors' under Section 420 of IPC and Section 15/2/3 of Indian Medical Council Act, 1956. The department has suspended the licences of the 33 chemists and cancelled 10.

A special team led by Senior Drug Inspector Mr Girdhari Lalsingla, and District Drug Inspector, Mr Manmohan, unearthed several factories manufacturing spurious drugs initiating established brands. The licenses of 13 such factories were suspended or cancelled.

According to sources, of 220 drug samples taken 14 were found spurious and 20 of substandard.

The team seized 27 cartons containing physician samples "not meant for sale". One doctor was found selling intoxicating veterinary drugs without a drugs sale licence.

A huge stock of spurious drugs printing and packaging material, labels and empty bottles were seized at Bahadurgarh recently and prosecution has been launched against the offenders at the court after completing the formalities at high level investigations.

This firm was allegedly producing spurious drugs of famous brand names including Depin Retard of Cadila. Perinorm of IPCA and Cosavil of Hoechst.

Irate consumers seek TRA branch

BHIWANI, May 3 — In the absence of a TRA branch here telephone consumers are facing difficulty in payment of bills and other problems. The consumers are forced to go to the office of the General Manager, Telephones, at Rohtak, for their problems.

A spokesperson of the Telephone Consumers Society said here today that for getting telephone connections transferred, STD PCO connections and correction in telephones bills, the consumers had to go to Rohtak. Many a time the bills were not corrected in time, as a result consumers had to pay penalty for a late payment of bills.

A Social Welfare Organisation of the town, in a letter to the Central Communication Minister, requested for the opening of a TRA branch here to avoid these problems. Kanwar Vir Singh, president of the organisation, alleged that employees in the Rohtak office were responsible for not allowing this branch to be opened here for their own selfish ends.

Bring unity among Haryana leaders, Sonia urged

In a letter written to Mrs Sonia Gandhi, Mr Malik said the atmosphere in Haryana was pro-Congress and the voter was in a mood to punish the HVP, the BJP and the Indian National Lok Dal. He said the people of the state were fed up with the HVP-BJP coalition government because of its all-round failure. They were also dischanted with Mr Om Prakash Chautala because of his wavering stand on the Vajpayee government.

Mr Malik, who released copies of the letter to the Press here today, said the Congress would be able to put up an impressive show in Haryana only if the AICC President was able to bring unity among Mr Bhajan Lal, Mr Bhupinder Singh Hooda, Mr Birender Singh and Mr Shamsher Singh Surjewala. He urged Mrs Gandhi to call the four leaders and direct them to sink their differences in the party interest.

Youth shot dead

ROHTAK, May 3 — A youth was reportedly murdered by unidentified persons at Outer Quila road here last night. The deceased was shot at close range.

The deceased, identified as Mahesh Dabbas (26), was a resident of Saini-Anandpura. The crime is reported to be committed by the liquor mafia.

The body of the victim was recovered from a building near a petrol station this morning. The assailants are reported to have had an altercation with the victim before one of them fired at him.

The police has registered a case under Section 302 of the IPC.

Driver gets 2 years' RI

JIND, May 3 — Dr Neelima Shangla, Chief Judicial Magistrate Jind today convicted Chander Bhan, a driver of Haryana Roadways, and sentenced him to two years' rigorous imprisonment and fined him Rs 5000 for causing the death of Mrs Padma Devi by rash and negligent driving. The fine, if realised, will be paid to next of kin of the victim.

Steps to check crime

SONEPAT, May 3 — The police has geared up to curb the activities of criminal gangs and anti-social elements in Sonepat, Panipat and Karnal districts, falling in the jurisdiction of the National Capital Region.

The SSP Mr K. Selvraj told mediapersons here today that the police would soon launch a drive to check the movement of vehicles passing through the National Highway No. 1 and other state Highways. The main aim of this drive, would be to prevent cases of vehicle theft and highway robberies.

Special teams would be constituted to investigate the heinous crime cases. Emphasis would also be made to solve the untraced crime cases registered last year.

He said the senior police officers would be available on telephone to listen to complaints regarding crimes and provide assistance.

Residents allege ration card racket

SONEPAT, May 3 — The Residents Welfare Association yesterday protested against the "non-preparation" of ration cards in the city.

In a memorandum to Mr Bansi Lal, Chief Minister, a copy of which was released to the press here, it alleged that the authorities concerned had failed to implement the orders of the state government in this regard.

It also alleged that a large number of bogus ration cards were in circulation and certain unscrupulous depot-holders had been drawing levy sugar, kerosene and other rationed articles on these cards.

The association further alleged that certain officials of the concerned department were involved in this racket. It demanded sacking of the Food and Supplies Minister, Mr Ganeshi Lal, who, it alleged, had failed to check "rampant corruption" in the department.

Exam cancelled due to mass copying

ROHTAK, May 3 — The Vice-Chancellor of Maharshi Dayanand University today ordered cancelling of the examination in English-B of B.A. Part-I held at JVMGRR college, Charkhi Dadri on April 3 last because of mass-copying at the centre and outside disturbances during the examination.

In a notification issued here today the Vice-Chancellor said following the complaints of mass-copying and outside interference at the centre, the matter was investigated by a committee constituted by him. He said its report suggested that the sanctity of the examination had been violated and, therefore, under clause 18 of the ordinance, punishment for use of unfair means; a cancellation order had been passed.

A re-examination will be held on May 9 (Sunday) next from 9 am to 12 noon at University College and AIJHM College here.

'Run for energy' organised

ROHTAK, May 3 — The administration organised a "run for energy" as part of the international "Sun" day celebrations here today.

Students from various high and higher secondary schools participated in the event. An on-the-spot essay competition was also organised on the topic "Sun — the ultimate source of energy". Those securing the first, second and third positions will be awarded a cash prize of Rs 1,000, Rs 700, Rs 500 respectively.

Addressing the participating youth, the Additional Deputy Commissioner, Mr Anand Mohan Sharan, said the aim behind these celebrations was to create awareness about energy conservation.

The Deputy Commissioner, Mr Anil Kumar, inaugurated the celebrations.

Compensation for phone subscriber

ROHTAK, May 3 — The District Consumer Court directed the Telecommunication Department today to pay a compensation of Rs 500 to a subscriber for inconvenience caused to him by the department.

Mr O.P Rana, a retired BSF Commander, had said in his petition that his phone (number 44324) remained out of order from June 12, 1996 to July 31,1996. He alleged the fault was not rectified despite repeated written complaints to the authorities.

Protest by HR employees

ROHTAK, May 3 — Rohtak depot employees of Haryana Roadways observed a "chakka jam" at the local bus stand for nearly one and a half hours today in protest against the alleged failure of the police to check crime.

The protest followed an incident in which a miscreant allegedly threw acid on the daughter of Mr Krishna Lal Behal, a sub-inspector of Haryana Roadways, resulting in her death a few days ago.

Mr Prem Singh Saini and Mr Ved Ram Sharma, president and secretary of the Haryana Roadways Workers Union, said the suspect had not been arrested so far even after his identification. The suspect, they said, had also been threatening the parents of the victim.

AMBALA, May 3 — In a surprise move, the secretary of the district unit of the Bharatiya Janata Party, Dr Sanjay Sharma, said here today that the party should contest all 10 Lok Sabha seats in the state on its own as there was a "wave in favour" of the Prime Minister, Mr Atal Behari Vajpayee.

Dr Sharma said BJP workers in the state had been "feeling insulted and slighted" and there was great resentment among them against the government. He said the government had paid scant attention to promises made by the BJP in its election manifesto.

The BJP leader said the party should fight the coming elections without entering into an alliance with any party so that it did not depend on other parties for running the government.
