Promises fulfilled, claims Bansi
Lal CHANDIGARH, May 10 The Haryana Chief Minister, Mr Bansi Lal, today complimented the people of the state on the successful completion of three years of the HVP-BJP Government in the state. He said the government had tried its best to fulfil the aspirations of the people who had reposed their faith in it three years ago. Developmental works had been undertaken in every village, town and city and the state was now humming with activity. No area of the state would remain underdeveloped, he declared. Referring to the significant achievements made by the government, he said almost all major promises made to the people had been fulfilled. The promise to provide power round-the-clock would also be fulfilled within 50 days. The institution of Lokayukta had been instituted, water ensured at the tail-ends of canals, old age pension was being given by the 7th of each month, financial assistance to ex-servicemen had been raised and Punjabi had been declared as a second language. Apart from this, disposal of mutations had been speeded up thus clearing the backlog. Sales tax laws and procedures had been simplified for the benefit of traders and honorarium of village chowkidars had also been raised. The employees had been given revised pay scales as per the recommendations of the Fifth Pay Commission and their allowances had been enhanced which would put an additional burden of Rs 1000 crore on the state exchequer. Three years ago, all drains in the state were blocked. Soon after assuming office, his government got these desilted and cleaned on a priority basis. Special attention was paid to improve the irrigation system and strengthening flood protection measures and drainage. A sum of over Rs 1069 crore was spent on irrigation, drainage and flood protection works during the past three years. As many as 240 new minors had been constructed and 26 expanded. These measures resulted in an increase of 6 lakh acres in the irrigated area. Special attention was being paid to improve the power distribution system. As many as 27 substations had been set up and 133 substations augmented after May 1996. As many as 662-km long transmission lines had been laid, while 17,000 km long more lines were proposed to be laid. Referring to the
incentives given to the farming community, he said a slab
system for power tariff had been introduced in view of
the depth of tubewells. The farmers were being given
subsidised power. The rate of interest on cooperative
crop loans had been reduced by 2 per cent. The maximum
limit of crop loan had been raised from Rs 50,000 to Rs
60,000. |
Plan tailor-made for rebel CHANDIGARH, May 10 The Haryana Government is rushing through the preparation of the Gurgaon Development Plan, 2021, which, either by design or accident, will result in substantial financial gains to a prominent dissident minister, according to informed sources. The plan, which was initiated at district-level committee headed by the Gurgaon Deputy Commissioner, Mr Krishan Kumar, on April 2, is scheduled to come up for final approval before the state-level committee here tomorrow. The sources say that the dissident minister owns about 80 acres of land situated between the National Highway No 8 (Delhi-Jaipur road) and the Gurgaon-Sohna road. Since at present the land falls in the controlled area, it can be used only for agriculture purposes. The new development plan aims at creating zones in the controlled area of Gurgaon which would enable the landowners to change the use of their land for purposes other than agriculture. The land, which can be commercially exploited near Gurgaon, is precious as the going rate is about Rs 1 crore per acre. It is learnt that the district authorities received instructions to prepare the development plan soon after the bid to topple the Bansi Lal Government on the eve of 1999. Hence, a meeting of the district-level committee was held nearly after 17 years to approve the draft development plan. The sources say the
development plan for Gurgaon was notified by the
government only in 1996. The plan was aimed at catering
to the needs of a population of 10 lakh upto 2001. But
the population of the town has reached just four lakh.
Hence, the sources say, there was no urgent need for the
new development plan. |
Three more ministers swear
allegiance to Bansi Lal CHANDIGARH, May 10 Three more Haryana ministers and one MLA of the Haryana Vikas Party today termed as totally baseless, unfounded and concocted the news reports that appeared in a section of the Press that they were party to any move by some disgruntled legislators to destabilise the Haryana Government. In a joint statement issued here today, Mr Karan Singh Dalal, Mr Ramesh Kaushik and Mr Raj Kumar Saini and Mr K.S. Badhana, (MLA) said the present Haryana Government would complete its full term as it was enjoying the support of all sections of society. They said the government had ushered in a new era of development in the state. The disgruntled elements, they said, were particularly disturbed at the prospect of 24-hour power supply from June 30. Therefore, they were engineering irresponsible and speculative press reports to create confusion. They said they would stand by Mr Bansi Lal come what may and would never side disgruntled elements out to destabilise the government. They appealed to the
people not to be misled by the irresponsible statements
of the disgruntled elements. |
Administrator to oversee HPCB CHANDIGARH, May 10 The Punjab and Haryana High Court today directed the Haryana Government that the affairs of the Haryana Pollution Control Board (HPCB) would continue be carried out by the Administrator, Mr J.P. Yadav, and the reconstituted board, which came into being on May 1, 1999, would not take effect until the decision of the High Court on the petition filed by Mr R. A. Goel, former chairman of the board. Mr Justice V.K. Bali and Mr Justice A.S. Garg, who delivered this order, held: "Till such time, however, either the case (filed by Mr Goel) is decided or the application for stay (moved by Mr Goel) is decided, we are of the prima facie view that the present arrangement should continue." "Prime facie we are of the view that the petitioner (Mr Goel) has made out a case for continuing with the present arrangement and it may be mentioned that such arrangement is continuing ever since the board was superseded," the Judges held. They added: "Nothing at all could be stated during the course of arguments that may convince this court that the affair of the board cannot be run by the Administrator appointed immediately after the board was superseded. In fact, no arguments at all were addressed in that direction by counsel for the respondents." "We may also observe that this petition was admitted to a Division Bench on April 6, 1999, for regular hearing on April 27 at No 1 and while admitting the petition, the court observed that the present arrangement would continue, even though the same was not specifically stated in the interim order dated April 6. We may also observe that when the matter came up for hearing on April 28, it was adjourned as a request was made on behalf of the respondents for the same." In their six-page order,
the Judges held: "Order dated April 28 no doubt
reads that on consent of the parties, the matter is
adjourned to May 10. The matter is already before the
board and if the respondents do not delay finalisation of
the case, every endeavour can be made to dispose of the
same at an early date." |
HPCC urges Sonia to contest
from Haryana FARIDABAD, May 10 A meeting of senior Congress leaders of Haryana today passed a resolution urging the all-India party president, Mrs Sonia Gandhi, to contest from Haryana in the ensuing parliamentary election. The resolution was moved by former Minister from Haryana, Mrs Kartar Devi, and ratified by the participants at the meeting by show of hands. The General Secretary of the All-India Congress Committee and in charge of party affairs in Haryana, Mr Pranab Mukherjee, who attended the meeting, on the occasion impressed upon his party leaders of the state to face the coming Lok Sabha election unitedly. The election-related meeting was attended by members of the Executive Committee and office-bearers of the Haryana Pradesh Congress Committee, the district presidents, heads of front organisations of the party and members of the AICC from the state and legislators. All former presidents of the HPCC also attended the meeting, presided over by the state president, Mr Bhupinder Singh Hooda. Mr Pranab Mukherjee, agreed with the suggestion from some speakers, that the party should go on the offensive against the BJP and its failure to give good governance. Launching a frontal attack on the BJP, Mr Mukherjee also a member of the Congress Working Committee (apex decision making body of the party) alleged that it had grouse against his party as it did not help it to prolong its government at the Centre. "The oppositions role was to oppose, expose, isolate and depose a government which went haywire", he said. Recounting sequence of events before the fall of the Atal Behari Vajpayee-led government and the developments thereafter, he said that the Congress stood by its commitment not to destabilise the government but fulfil its constitutional obligation if it fell. The government simply fell because of the inherent contradictions in coalition governments. "Congress holds the Prime Minister, Mr Atal Behari Vajpayee, to be responsible for not keeping together the allies of the BJP. Mr Vajpayee has proved to be the weakest Prime Minister of the country", he said. He listed failures of the BJP-led government on all fronts. He also ridiculed the BJP for questioning the Indianness of Mrs Sonia Gandhi. She had foreign origin, but was not a foreigner. The people of the country had accepted her as their leader as demonstrated it in Assembly elections in Delhi, Rajasthan and Madhya Pradesh. He advised the faction leaders not to question the leadership of a state president of the party. "If you do it, how can you expect obedience if you become the state president of the party?" he questioned. Mr Hooda assured Mr Mukherjee of the Congress winning all 10 Lok Sabha seats if party ticket was given to deserving persons. He also urged the aspirants for ticket to extend unqualified support to the party nominees. Former Chief Minister of Haryana, Mr Bhajan Lal, and former HPCC president, Mr Birender Singh both bitter critics of Mr Hooda were the participants. Mr Hooda offered to resign from the post of president of the HPCC if it would strengthen the party. Earlier, Mr Bhajan Lal and Mr Birender Singh said that there was factionalism in the party. They also suggested to Mr Mukherjee to constitute an "election committee" which should be involved in preparing the panel of prospective nominees and which should also be responsible for campaigning in the elections. Mr Hooda directed the district committees to prepare the panel of aspirants of party ticket by May 21 and send the same to the HPCC by May 25. Workers owing allegiance to aspirants for party ticket from Faridabad indulged in skirmishes outside the venue, the Magpie Tourist Complex. Also, Mr Bhajan Lal and his supporters held a separate meeting after the official one in one part of the tourist complex. Later, talking to The Tribune, Mr Mukherjee said that he was sure that his party would win all 10 Lok Sabha seats. All factions would put up a united front, he added. After the meeting, he
individually met district presidents and senior party
leaders. |
SDM, police inspector hurt
in stone-throwing REWARI, May 10 Mr Roop Singh, S.D.M. and Mr Shri Bhagwan, police inspector, were injured following throwing of stones by an irate mob in Muftiwara Mohalla here last evening. The crowd which mainly comprised members of the Saini community and had women also, was protesting against the demolition of a newly constructed Chabutra (Terrace) to thwart reconstruction of public latrines demanded by members of the Balmiki and Koli castes. The 30-year-old public latrines, now dilapidated had become an eyesore to the Sainis and other residents who wrote to the Deputy Commissioner here demanding removal thereof from there. But when nothing concrete followed, the dilapidated latrines were removed and a terrace, with a statue of Lord Bahiron was erected there. Now members of the Balmiki and Koli castes mounted pressure on the administration seeking demolition of the terrace and reconstruction of the above public latrines there. The demolition squad of the local Municipal Council, under the supervision of the S.D.M., the city Police Inspector and other Municipal officials, yesterday launched operation which was resented by the residents. NTPC to spend Rs 1,163 cr on
Faridabad plant SONEPAT, May 10 The National Thermal Power Corporation (NTPC) will spend Rs 1,163 crore on the gass-based thermal power plant under construction at Faridabad and Haryana will get an additional 30 lakh units of power this month with the commissioning of the first unit of the 432 MW thermal power project of the NTPC. This was stated by Mr Attar Singh Saini, Minister of State for Power and Public Relations, while inaugurating the second phase of the 33 KV substation at Kundli and the mini secretariat here today. He said the second thermal unit of the project was likely to come "on bars" during July and Haryana would be able to get 30 lakh more units from it. The third unit, he said, would start generating power in December and the state would be the first to get total power generated from a thermal plant of the central government. He also said that Haryana had planned the installation of new generating plants in a way that it would become a power surplus state. The minister announced
that the state government was committed to supplying
power round the clock to consumers of all categories. The
HVPN, he said, planned to spend Rs 37 crore on the
strengthening of the power transmission and distribution
systems in Sonepat district alone. A working plan had
already been prepared which included the construction of
a 220 KV substation at Sonepat, four 132 KV substations
at Murthal, Harsana Kalan, Kharkhauda and Kundli and four
33 KV substations at Khewra, Barota, Butana and Khanpur
Kalan. The capacity of seven more substations would be

CM misinforming
people on 24-hour power supply YAMUNANAGAR, May 10 The Haryana State Electricity Board Workers Union has served an ultimatum on Bansi Lal, Chief Minister of Haryana to ensure 24-hour power supply from June 30. The president of the union here today said that the Chief Minister was misinforming the people of Haryana and wanted to divert their attention. The union president added that there was "anarchy" in the Haryana Vidyut Prasaran Nigam (HVPN). Recently a cashier of the HVPN was gunned down at Ganaur in Sonepat district. He added that on May 7 night, there was an attack on the house of President, Hydel Unit Bhudkalan, (Yamunanagar) Mr Ashok Chibber and he was injured. The culprits have not been arrested as yet. He alleged that the culprits enjoyed political patronage of local politicians. The president threatened that, if the culprits were not arrested immediately, the union would be forced to launch an agitation against the administration. He disclosed that
state-level election of the HSEB Workers Union would be
held on May 15 and 16 at Ambala in which more than 4000
delegates would participate. He described the present
HVP-BJP government as "anti-employees". |
City hit by power, water
crisis SONEPAT, May 10 With temperature rising due to summer tempers also run high in the city due to worsening drinking water and power supply situation. The city is reeling under severe power and drinking water crisis for the past three weeks. Frequent tripping and scheduled power cuts have made life difficult in the city. Power crisis has affected daily life as well as industrial output. Besides frequent tripping consumers also face hardship due to recurring low voltage. Scheduled load shedding being carried out by the Haryana Vidyut Prasaran Nigam (HVPN) was for three hours a day, but since last week, this has been reduced from three hours to one hour only. Earlier, the HVPN had announced that in view of the cut in power quota load shedding would be carried out in the city from 9 a.m. to 11 a.m. and again from 5 p.m. to 6 p.m. But it withdrew the morning power cut following demonstrations and blocking traffic by consumers. The local authorities of the HVPN were, however, maintaining the power supply for essential services and at night in view of the university examinations as per the demand of various political parties and social organisations, despite the one-third reduction of power quota to the Sonepat circle. With temperature soaring, most of the people are forced to spend nights under the open sky. Water supply in the city has become the worst due to power cuts at the Murthal waterworks. Residents are being forced to go without drinking water in several areas of the city for the past few days. Many people complain that the authorities of the Public Health Department were unable to manage" staff posted at the Murthal waterworks and the boosting stations in this city. Hence the residents are on the mercy of such employees for water supply. Officials of the Public Health Department said that the load shedding had hampered supply of water. They added that the irregular power supply had also affected the functioning of all tubewells and overhead tanks. Taps located at the tail-end of the water supply pipes go dry. But authorities of the HVPN disputed the claim of the officials of the Public Health Department by claiming that the HVPN had been ensuring power supply to the tubewells at the Murthal waterworks as well as the boosting stations in this city every day. Members of the District Public Relations and Grievances Committee said on several occasions they had raised the issue that irregular power supply had been affecting the water supply in the city and the villages. Representatives of various industries associations said that irregular power supply was having an adverse effect on the normal functioning of the units. With the mercury soaring
for over a fortnight, the city experienced a record
temperature sending many people to hospital. Several
political and social organisations have threatened an
agitation if normal power and water supply was not
restored. |

The Directorate has also hired the services of competent and expert subject teachers to prepare lessons, evaluate the answers and provide other necessary guidance to the students. Dr Ranga was of the view that these students now were in no way inferior to those getting education through regular stream. Most of the students in
Distance Education are employees and they work hard to

they were incurring. They are also keen to perform better
to improve their academic qualifications which would help

the Director. |
