Jawalamukhi BJP a house divided JAWALAMUKHI, May 14 The absence of Mr Kashmir Singh Rana, former MLA and other party workers from the workers' meeting of Jawalamukhi Assembly segment which was presided over by Himachal BJP chief Suresh Chandel indicates that factionalism still exists in the Jawalamukhi unit of the BJP. A meeting of workers of the Jawalamukhi Assembly segment was held at Geeta Bhavan. It was attended by Mr Suresh Chandel, party's state president and local MLA, Public Health Minister Ramesh Dhawala, who was elected from Jawalamukhi in the last Assembly election by defeating BJP's official candidate Rana Kashmir Singh. Since the last Assembly elections Mr Ramesh Dhawala and Mr Kashmir Singh Rana, former MLA are not on good terms. In April BJP workers of the Jawalamukhi constituency held a meeting and the Ramesh Dhawala group did not attend it. Subsequently, workers of the Rana group formed a parallel body by dissolving the existing body under the leadership of Mr Jagdamba Prasad. Workers at the meeting, expressed dissatisfaction about the block executive committee under the leadership of Mr Jagdamba Prasad and Mr Ram Swroop Handa was nominated president of the Jawalamukhi block of the BJP. Today's meeting was called by Mr Suresh Chandel, to redress grievances of party workers and also to sort out infighting of party workers. Mr Suresh Chandel did not succeed in bringing party workers on one platform. Workers of the Rana group did not participate in the meeting. They held a separate meeting at the local PWD Rest House. Despite Mr Chandel's persuasion the party workers refused to recognise formation of new executive committee under the leadership of Ram Swroop Handa and made it clear that Mr Jagdamba Prasad could not be removed from the post of Block President. As the executive committee under the leadership of Mr Jagdamba Prasad was constitutionally set up no one would be imposed over and above the party president. But Mr Ram Swroop Handa also refused to accept the decision of state President of the party and claimed that he was the real president of the party as Mr Jagdamba Prasad had failed to win the confidence of the workers, he added. Both factions have locked horns. Rana Kashmir Singh is also not happy with the decision of party state president and observed that such events would have adverse effect on party's poll prospects in the forthcoming Lok Sabha election. He felt that loyal and dedicated party workers had been ignored the cost of those, who played equivocal role. It was the reason for the defeat of party candidate from Jawalamukhi, he added. On the other hand, Mr
Jagdamba Prasad said that he was branded as Ramesh
Dhawala man by certain persons. This was not true as the
party block President, he had full faith in the party and
not in particular person. He added that Mr Ramesh Dhawala
was part and parcel of the state government and it was
our duty to be with him. Workers of the Rana group feels
that Mr Ramesh Dhawala is exploiting political
compulsions of the BJP by creating a rift within the
party cadres for his political ambitions. |
Govt 'dividing employees' SHIMLA, May 14 The Gopal Das Verma faction of the state Non-Gazetted Services Federation has lambasted the government for holding meeting of the joint consultative committee with splinter group of the federation headed by Mr Ganga Singh and termed it as a conspiracy to divide the employees. Reacting to the governments action Mr Verma said the federation would get in touch with the various trade unions like the Himachal Employees Confederation, the Teachers Federation, the State Power Board Employees Union to finalise the future course of action to defeat the nefarious designs of the government. He said Mr P K Dhumal, Himachal Chief Minister, was trying to prop up a "puppet body" to sabotage genuine demands of the employees. The fact that no announcement had been made on the grant of allowances on revised pay scales at the meeting clearly indicated that Mr Ganga Singh was party to the conspiracy. He said though release of additional dearness allowance was appreciable but the item was not on the agenda. He said the enhancement in the hill compensatory allowance was too meagre in view of the steep price rise. By making such an announcement the issue of hike in the HCA had been sabotaged with the help of Mr Ganga Singh. He said such acts of the
government were unprincipled and uncalled for. |
HP releases DA instalment SHIMLA, May 14 The Himachal Pradesh Government today released the pending instalment of dearness allowance to its employees at the rate of 10 per cent of the basic pay with effect from January, 1999. This will put a burden of Rs 110 crore on the exchequer. The DA will be paid in cash from next month. This was announced by the Chief Minister, Mr Prem Kumar Dhumal, while addressing a meeting of the Joint Consultative Committee of the Non-Gazetted Officers Federation here. Mr Dhumal further announced that the services of all work-charged employees up to 1990 would be regularised with immediate effect and those of the rest in a phased manner to ensure security of service to them. He announced enhancement of the hill compensatory allowance to all employees in the state by giving a maximum increase of Rs 50. He announced that the recruitment and promotion rules for all categories in all departments in Himachal would be finalised in the light of the revised pay scales by September 30. He also said that administrative departments would be delegated powers to do this work expeditiously. Reiterating his government's resolve to ensure the welfare of the employees, the Chief Minister said their genuine demands would be met and problems solved on priority. The Chief Minister said monetary benefits amounting to Rs 392 crore had already been given to the employees of the state during the past one year by the present government. The benefits given during the period included an increase in the ex-gratia grant from Rs 20,000 to Rs 50,000 and enhancement in the washing allowance, TA and DA and winter allowance. He said the government had regularised the services of all daily wage workers who had completed nine years of service. It had also decided in principle to regularise the services of all daily wage workers completing five years of service by March, 2002. He said the government had decided to set up a separate tribal and backward area sub-cadre for employees working in these areas so that development works did not suffer for want of staff. The Chief Minister said to solve the housing problem, the government had decided to construct, 1,000 houses for employees in the state and 3,600 houses at the subdivisional level by March, 2002. In difficult and tribal areas of the state, the government had decided to construct nine-roomed, semi-furnished combined accommodation in high and senior secondary schools so that they did not face any inconvenience. Mr Dhumal urged the employees to work with the utmost devotion and sense of responsibility to deliver quick justice to the people. The Chief Minister said a meeting of the JCC would be held more frequently so that the employees' problems were solved expeditiously. Mr A.K. Goswami, Chief Secretary, said the genuine demands of the employees would get the utmost attention. Mr Ganga Singh, chairman
of the NGOs' federation, put forward various demands of
the employees and sought their early consideration. |
Supplier fined for deficient
service DHARAMSALA, May 14 The Kangra District Consumer Disputes Redressal Forum has directed a government supplier to pay a compensation of Rs 1,000 to an unemployed youth for providing deficient service. Narotam Kumar of Deol village in Baijnath tehsil had filed a complaint in the consumer forum against Mr Shanti Swaroop, of R. B. Traders, at Maranda in Palampur. The complainant, who was trained as a carpenter got a loan from the Punjab National Bank, Baijnath, in January 1998 for installing a planer and an electric motor which he bought from the supplier for a sum of Rs 23,935. The supplier at that time promised that he would get the planer installed at the site chosen by the buyer. But despite the assurance the supplier did not fit the planer and moulding machine and electric motor and its temporary mooring loosened and started giving trouble. When this was brought to the notice of the supplier no attention was paid. A legal notice was then issued to the supplier through an advocate. However, the supplier
refused to accept the notice sent by the forum and
ex-parte proceedings were undertaken. The forum observed
that the conduct of the supplier in not appearing in
court and contesting the complaint clearly reflects
deficiency in service. They directed the supplier to
install the moulding machine permanently within 30 days
and pay damages of Rs 1,000 and Rs 200 as the cost to the
complaint. |
CM to inaugurate bridge
today UNA, May 14 The PWD, Bharwain division, has constructed a bridge on the Mubarikpur-Gondpur Bhanera road on Sunkali Khud at a cost of Rs 65 lakh in a record time. The Chief Minister, Himachal, will inaugurate the bridge on May 15. The Superintending
Engineer, PWD, Mr P.C. Shandlya, said the bridge would
benefit the residents of Kadh, Bhanjal Amlehar, Narroh
and Gondpur Bhanera villages. |
Adopt Punjab pattern, say HP
medical men CHANDIGARH, May 14 The Himachal Medical Officers Association in a statement here today urged the state government to implement the long-pending demands of the association. Dr Harmohinder Singh, general secretary of the association, said here today that the Punjab Government yesterday accepted the demands of doctors and assured to implement the recommendations of the fourth Pay Commission in toto. The Himachal Pradesh Government should give promotional scale on the completion of four, nine and 14 years of service and also conveyance, academic and higher education allowance on the Punjab pattern. The association has sought a change in the designation of Senior Medical Officers as Deputy Civil Surgeon. Dr Harmohinder Singh
said that a meeting of the central executive of the
association would be held in Shimla on June 2 to review
the situation on the demands. |
Hearing on backward classes on May 27 SHIMLA, May 14 (PTI) A two-member bench of the National Commission for Backward Classes consisting of Justice P.K. Shayam Sunder, chairman and Justice U.P. Singh member of the national commission, will hold public hearing here regarding requests received on behalf of certain castes and communities for inclusion in the central list of backward classes for Himachal Pradesh on May 27. He said that its meeting will be held at HP State Guest House, Peterhoff at 11.00 a.m. and the castes/communities in respect of which public hearing will take place is Julaha/Ansari, Tarkhan and Khatri. An official spokesman said that associations, organisations and or individuals who had made requests on behalf of the above castes, sub-castes communities could appear before the two-member bench regarding the above castes sub-castes. He said that any other
association or individual who has any view to present in
the matter of these castes and communities could also be
present during the public hearing. |
