Corporation Beat
Colony sanitation to be privatised
Tribune News Service

CHANDIGARH, May 28 — In the wake of shortage of sanitation staff, the Municipal Corporation of Chandigarh (MCC) today decided to privatise sanitation services in several labour colonies of the city.

At a meeting of the civic body here, it was decided that the sanitation of the Bapu Dham Colony and the Transport Area, Labour Colony No 5, Housing Board Colony, Khuda Lahora, Nehru Colony and Pandit Colony would be privatised. The work in respect of sweeping and collection and removal of garbage up to the garbage bin would be given on contract.

Earlier, certain councillors resented the way several roads leading to S.A.S. Nagar had been recarpeted without obtaining the prior permission of the House. They wanted that the officials should not have bypassed the House and a special meeting could have been called for the purpose.

It may be recalled that the V-3 road between the Sectors 45 and 46 leading to S.A.S. Nagar was recarpeted in the wake of the cricket match between India and Pakistan on April 1. Similarly, the estimates for other V-3 roads — between Sectors 41and 42, between Sectors 54 and 55 and between Sectors 49 and 50 — leading to the township, were also approved without the approval of the House.

Mrs Saudamani Bambah (nominated) wondered when these roads could be recarpeted on emergency basis keeping in view the match, why the roads whose estimates had been passed several months ago had not been recarpeted.

Mrs Harjinder Kaur (SAD) walked out saying that priorities of the road recarpeting had been changed. She also wanted to know the fate of the left out V-6 roads. Mr Harish Bhanot (nominated) said the recarpeting of the roads without the prior approval of the House was neither democratic nor proper.

Mr R. K. Aggarwal (nominated) wondered why the amount of annual maintenance of the water supply scheme (Phase I and Phase II) — Rs 10.80 crore — and electricity charges(Phases I, II and III) had been brought before the House since they were charged on non-planned expenditure and were the responsibility of the officials. To this the Commissioner, Mr S.K. Gathwal, replied that officials were competent authority in this matter.

Mr Aggarwal also wanted to know the total expenditure and receipt on water supply in the city and the loss suffered by the civic body on account of this. The Superintending Engineer, Mr Manmohanjit Singh, informed that the proposal to raise the water tariff had been sent to the Finance and Contract Committee (F&CC) twice but had not been passed.

Another issue which generated discussion was the purchase of 1000 MT of cement costing Rs 22 lakh by the F&CC. Members were of the view that since the financial powers of the committee were only up to an amount of Rs 20 lakh, prior sanction of the House could have been approved.

Ms Kamlesh (Congress) walk out in protest saying that bypassing the House was becoming a routine affair. The Mayor, Mr Kewal Krishan Addiwal, assured the House that the F&CC would not transgress it powers in future.

The meeting also approved cleanliness of backlanes, feasibility of eradication of congress grass through a chemical, glycol, and technical feasibility of laying concrete on the V-3 roundabouts.Back
