Case against Bhattal

NABHA (PATIALA), May 28 — The Nabha police today registered a case against former Chief Minister Rajinder Kaur Bhattal for inciting a mob, which had gathered to protest against alleged police inaction in a murder case, to attack the office of the Deputy Superintendent of police here.

The case has been registered at the instance of DSP Gurbachan Singh against Mrs Bhattal and 14 more under Sections 452, 427, 342, 186, 353, 332, 506, 148 and 149, IPC in the Kotwali police station.

In the FIR DSP Gurbachan Singh had said a mob came to his office last afternoon with the body of local arhatiya Bant Ram Goyal which had been found on May 26, six days after he disappeared.

He said the son of the deceased, Satpal, and 13 more, besides 12 women attacked him and his gunmen even though he tried to reasonout with them that a case had been registered.

The police officer said in the report that the mob started throwing stones at the office. A few gunmen were injured and windows broken. He said some time, Mrs Bhattal reached the court complex where the mob had gathered and incited it to pelt stones at his office. He also claimed that the mob gheroed his office for two hours.

Meanwhile, this afternoon panchayats of Faizgarh, Chintawala and Alipur gathered at the court complex, creating tension in the area. They claimed two brothers — Mashoor Singh and Gurnam Singh — had been picked up by the police on May 22 after the family of Bant Ram alleged that he had gone to the house of Mashoor Singh on May 20 to recover a loan.

The villagers held a dharna and submitted a memorandum to the Sub Divisional Magistrate. They alleged the brothers had been implicated in the case following a protest by traders yesterday. While claiming the brothers were being "trapped" in the case, they insinuated a family member of the deceased could be behind the murder and demanded a high level inquiry into it.

A delegation of traders also met the district police chief Harpreet Singh Sidhu at Patiala today and demanded that action be taken against SHO Gurbaj Singh as recommended by Superintendent of Police N.S. Sekhon yesterday. District police chief H.S. Sidhu said though the suspension of the SHO had been recommended, he may be transferred to Ghagga.

Traders held a dharna after closing down shutters yesterday in protest against the alleged police inaction in the murder of the arhatiya a former market committee vice-chairman.

The body of Bant Ram was found at Gehlan, near here, after he disappeared on May 20.Top


 

Wadala not to join Tohra group

JALANDHAR, May 28 — The SAD (Democratic) President, Mr Kuldeep Singh Wadala, has said that his party would not merge with the splint Akali Dal led by the former SGPC President, Mr Gurcharan Singh Tohra.

Briefing the media here today, Mr Wadala, said a third front was the need of hour to counter the Congress and the SAD-BJP alliance in the state.

Inviting all like-minded parties, like the BSP, the Samajwadi Party, The Samajwadi Janata Party, The Janata Dal, the Lok Bhallai Party and the Leftists to come under an "umbrella" of joint political ideology, he said the minority rights must be protected and secularism maintained in the nation.

He appealed to all Panthic forces, to formulate a collective political agenda and function under the patronage of Akal Takht.

Dubbing the BJP as a fundamentalist party, he alleged that the party had always victimised and harassed minorities. It gave first the "Hindu, Hindi Hindustan" slogan, victimised Muslims, the recent targeting of Christian converts, made it clear that the party fought elections on the wrong issues, he added.

The recent issue of Congress President Ms Sonia Gandhi's foreign origin was nothing but a poll gimmick for the BJP.

Holding the BJP responsible for ensuing parliamentary elections, he said that Ms Jayalalitha’s demand for a joint parliamentary committee into the sacking of the Navy chief Vishnu Bhagwat was a reasonable demand and the party should have constituted a JCP. Top

AMRITSAR, May 28 — The crisis in the Sikh clergy today took a new turn as Giani Bhagwan Singh, Head Priest, Akal Takht (he is one of the five Sikh high priest) sought resignation of Prof. Manjit Singh as Jathedar Kesgarh Sahib (Anandpur Sahib) on moral grounds in the wake of the 'serious' allegations levelled against him.

Giani Bhagwan Singh alleged that Prof Manjit Singh had amassed wealth and property worth crores of rupees after his appointment as Jathedar, Kesgarh Sahib. "He does not deserve to be a Jathedar of any Takht", he said. He also levelled serious charges of corruption and immoral behaviour.

He said he was ready to make any sacrifice for his utterances and added that he was shocked to learn that Mr Gurcharan Singh Tohra, a former SGPC chief, had appointed such a person as Jathedar of a Takht.

Giani Bhagwan Singh said the three member subcommittee headed by Mr B.S. Naushehra Pannua, Senior Vice-President of the SGPC, constituted by the Shiromani Committee to probe charges against Prof Manjit Singh and Giani Kewal Singh, Jathedar Damdama Sahib (Bathinda) should immediately submit its report. He said Prof Manjit Singh must submit a proof of the source of his wealth.

Prof Manjit Singh was Acting Jathedar of Akal Takht from 1992 to 1995 till the installation of Bhai Ranjit Singh.

Earlier, Bhai Ranjit Singh, former Akal Takht Jathedar, had banned the entry of Prof Manjit Singh to Akal Takht. He had announced that Prof Manjit Singh won't be allowed to attend the meetings of Akal Takht till he submitted the account of the World Sikh Council.

Gaini Bhagwan Singh lashed out at Bhai Ranjit Singh for his 'dictatorial' attitude during his stint as Akal Takht Jathedar.

He questioned the appointment of Bhai Ranjit Singh as Akal Takht Jathedar. He claimed that a bachelor could not become a Jathedar of Akal Takht.

He alleged that Bhai Ranjit Singh had committed a blunder by bailing out Mr Tohra from the Nirankari case. When asked why he had signed the 'hukamnama' in which Mr Tohra was bailed out, Giani Bhagwan Singh said he did not want to highlight the 'inner conflict' before the 'sangat' for obvious reasons.

To a question, Giani Bhagwan Singh, however, said the SGPC was supreme. It had the right to appoint or remove any Jathedar in a democratic way.

In yet another statement, he alleged that since Operation Bluestar, all Jathedars of Akal Takht (except late Jathedar Gurdev Singh Kaunke) had amassed wealth by 'misusing their authority'.

Making an appeal to the Sant Samaj, Giani Bhagwan Singh said the SGPC came into being after making a lot of sacrifices. Its authority should not be denigrated by asking for 'autonomy' for the jathedars.

He said Akal Takht was an autonomous institution and a 'hukamnama' issued by Akal Takht was an order from the Almighty. However, there must be some control over its Jathedar so that he should not act in a dictatorial way. Top


 

MCI asked to increase seats

FARIDKOT, May 28 — To generate funds, the authorities of Guru Gobind Singh Medical College are making efforts to increase the number of seats from 50 to 100 for the MBBS course.

The medical college authorities have actively been pursuing the matter of increasing the number of seats from 50 to 100 with the Medical Council of India (MCI) and the government of India with the help of the Punjab Government.

Official sources said the local medical college authorities would get Rs 3 crore in shape of foreign exchange if the MCI allowed it to admit 100 students instead of 50 from the next academic session. This money would come from 10 NRI payment seats.

Dr Ravinder Singh, Principal, Guru Gobind Singh Medical College, told TNS today said that a team of inspectors of the MCI had inspected the college on May 17 and 18 and their report would be received within two weeks.

He added that Rs 40 lakh had been spent on setting up additional laboratories, orders for new equipment had been placed and additional teaching and non-teaching staff had been posted in the college to cater to the academic needs of 100 students.

He pointed out that more facilities would be provided in phases and college would be equipped to teach 100 students within over four years.

The sources said the medical college authorities had applied to the MCI for increasing the number of seats from 50 to 100 in 1997 but it could not get sanction due to number of deficiencies in the institution. Now the authorities had divided the whole project into three phases and urged the MCI to grant sanction as per their project.

Dr Ravinder Singh said admissions to the MBBS course in the college expected to start from first week of August 1999 would be made according to the decision of the MCI.Top

MORINDA, May 28 — Mr Gurcharan Singh Tohra, former President of the SGPC warned Mr Parkash Singh Badal, Chief Minister and President of the SAD (B), that if he (Badal) and his supporters did not accept Bhai Ranjit Singh as Jathedar of Sri Akal Takht and apologised for mistakes by appearing before Akal Takht, the Khalsa Panth would deprive him of the post of party President.

Mr Tohra said if the candidates to be fielded by Mr Badal in the coming Lok Sabha elections failed to win, the Badal government too would not survive.

He was addressing a meeting in the Gurdwara Shaheedganj here to mobilise the people to participate in large numbers in the Alamgir Panthic Convention to be held on May 30. Col. Jasmer Singh Bala, a senior Akali leader; Prof Prem Singh Chandumajra, a member of the dissolved Lok Sabha; Mr Karnail Singh Panjoli, a former secretary general of Youth Akali Dal; Mr Manjit Singh Calcutta, a former Minister and Mr Bhag Singh, a former MLA also attended the meeting.

The speakers appealed to the gathering to reach Alamgir on May 30 and said discussions regarding the future of the panth would be held at the convention. Top

ABOHAR: A three-member team headed by a Chief Engineer was surprised to see that a 200-foot pressure type sewer line had collapsed only within four years of its construction outside Lajpat Rai vegetable market have whereas the creators of the system had claimed that such a system would work for 100 years.

The pressure type sewer was laid after dewatering in the waterlogged area at a heavy cost and much labour. It had paralysed business on both sides of the road for a year. Some quarters suggested that the municipal council had withdrawn water supply and sewerage control from the Punjab Water Supply and Sewerage Board (PWSSB) early last year due to political reasons but could not take up desilting of the pipes regularly. This had blocked sewer at many points, leading to choking in some localities and posing danger to buildings.

The council had warned the residents and shopkeepers around the vegetable market that it would not be responsible for loss to property or life if buildings collapse, but people were still not vacating the buildings. A dharmshala had developed cracks in its walls by now. Fruit and vegetable sellers blame the council headed by a BJP man for such a situation. The council had resolved to again hand over control of the sewerage and water supply system to the PWSSB. The chairman of the board, Mr Sat Pal Mahajan, a senior leader of the state BJP, too had announced that the board would take up the responsibility from April 1, 1999, but it proved to be an April fool. The council is still reluctant to give up the control reportedly due to "vested interests". Citizens are not having wholesome water for drinking.

Mr Shashi Kant Galhotra, a former president of the Abohar Bar Association, tried to draw the attention of senior officers to a similar problem which lasted one year.A stretch of land near the court complex on Seeto road was lying in such a condition that sewerage and dirty water stagnated, making it a breeding ground of so many diseases and had a detrimental effect on the health of people. The area had become accident-prone. People using heavy and light vehicles on this road had to bear the brunt of the vulnerable point, causing damage to their vehicles. No authority had in the past 12 months had cared to prevent any mishap.

Mr Galhotra says the primary responsibility is of the municipal council but it argued that the stretch of land is a part of the state highway. Officials of the PWD say they could take up the repair of the road only when the council controls the sewerage overflowing at this point. None of them is ready to relent.Top


 

3 held in dowry death case: SSP

JALANDHAR, May 28 — The police has arrested three persons in connection with the dowry death of Balwinder Kaur of Suchipind on May 20, Mr Gaurav Yadav, SSP, said here today.

A case under Section 304-B/34, IPC, had been registered in the Sadar Police station on a statement by Mr Chaman Lal.

The husband and brother-in-law of the victim were arrested following a raid on their village, Suchipind, on May 27. The mother-in-law of the victim, also named in the FIR as a co-accused, is admitted in hospital with burn injuries.

She would be arrested on being discharged from the hospital, the SSP said.

However, the family members of the victim refute the police claim. They say, the entire approach has been lackadaisical.Top

HOSHIARPUR, May 28 — The district administration and the Forest Department, in a joint operation removed encroachments on 100 acres of prime forest land worth Rs 3 crore in Dada Hadbast No. 496, 8 km from here today. The encroachments were removed with the help of machinery and more than 100 workers.

Mr D. V. Ratna Kumar , Divisional Forest Officer, Hoshiarpur, said the land was notified by the state government in 1984 as "protected" but had been under illegal occupation of 34 villagers since the past several years. Among the main encroachers were Jyoti Ram, Phuman, Swaran Chand, Devi Chand, Kartara Ram, Gian Chand, Gurdial Chand and Khushi Ram.

The land had been demarcated by Mr Lakha Singh Kanungo and Mr Hans Raj, Patwari, on the orders of the district administration, and the possession given to the Forest Department. The department had constructed a barbed wire fence around the land so that further encroachments could be prevented.

The Divisional Forest Officer said the drive would be continued in other villages such as Nara, Manjhi, Bassi Purani and Naru Nangal.Top


 

Water supply system may "collapse"

JALANDHAR, May 28 (UNI) — The Punjab PWD and Public Health Sub-Divisional Engineers Association yesterday said the supply of drinking water to rural areas and government installations in urban centres would collapse if the Punjab Government did not make budgetary provision for its operation and maintenance under the "Plan head" as against "non-Plan head" as is the practice now.

Addressing a press conference here, association president Swatam Chaudhary and general secretary Mangal Dev Singh Bhagat said the department owed more than Rs 5 crore to the Punjab State Electricity Board which had now started levying penalty, compounding the problem of non-release of funds by the government.

They said they were running the water supply system on credit and apprehended they would not be able to continue if the government did not release funds.

In some cases creditors had refused to undertake repair work of the department equipment.

The association, meanwhile, demanded time scale promotion after four, nine and 14 years of service as recommended by the Fourth Punjab Pay Commission to end stagnation in the department where engineers were working in the same post even after 18 years in the job.

The association leaders demanded regularisation of services of more than 70 Sub-Divisional Engineers who had been working on a ad hoc basis for up to 15 years.

They also demanded conveyance allowance and higher education allowance as was being given to doctors. The association sought design and non-practising allowances as well.

Mr Chaudhary and Mr Bhagat said if their demands were not accepted, they would be forced to resort to an agitation after a month. Top

He said pro-Tohra leaders were in contact with the BSP and CPM to provide an alternative to the Congress and the BJP alliance in the state.

Mr Gill added that new Akali Dal would contest the coming elections on two main issues. The first issue would be the misuse of official machinery by Mr Badal to remove Bhai Ranjit Singh as Jathedar of Akal Takth and the second issue would be of corruption by the Badal government. He alleged that all new appointments and transfers were being done by the family members of the Chief Minister after receiving huge sums of money.

Mr Gill condemned refusal of permission to observe the death anniversary of former AISSF President Bhai Amrik Singh on June 6 near Gurdwara Shahidan, Amritsar. He said the imposition of section 144 CrPC in this regard was undemocratic. Top

NANGAL, May 28 — A subcommittee comprising president of the local municipal council, Mr Rakesh Sharma, vice-president of the council, Mrs Narinder Kohli, municipal councillor Sobha Rana and Executive Officer has been formed and authorised to decide the fate of teachers. Earlier, a meeting of the council was held yesterday to issue show-cause notices to teachers of Shivalik Model School and NAC Medium High School run by the council.

In the meeting of the council, Mr Rakesh Sharma alleged that since the appointment of teachers was illegal and ex-president of the council Mr R.S. Saini was ousted on the charges of irregularities in these selections, the teachers had no locus standi to continue with their jobs.

Meanwhile the municipal councillors of the Opposition parties said since the matter of ouster of Mr R.S. Saini was sub-judice in the Supreme Court, the council had no right to decide anything about the teachers.Top

She said it was the sole prerogative of the SGPC to send jathas to Pakistan to pay obeisance at Sikh shrines in that country.

The Tohra camp had invited applications from the Sikhs who wished to visit Sikh shrines in Pakistan even as the SGPC had decided not to send jathas in protest against the formation of the Pakistan Gurdwara Prabandhak Committee, headed by a former ISI chief.

In a press release here today, SGPC chief said the committee had earmarked Rs one crore for maintenance of Sikh gurdwaras in Pakistan.Top

CHANDIGARH, May 28 — Rohini Prinja of RSD College, Ferozepur, has topped in the 12th class (sciences and commerce groups) examination conducted by the Punjab School Education Board in March by securing 414 marks out of 450. The results were declared here today.

While Rohit Verma of Bharti Vidya Mandir Senior Secondary School, Ludhiana, has stood second by securing 395 marks, the third position is shared by Amit Kumar of Government College, Gurdaspur and Kamaljit Kaur Dogra of Government College, Hoshiarpur with a score of 392 marks each.

The Controller of Examinations, Mr Jarnail Singh, has in a press note said that of the total 34,097 regular candidates who appeared for the examination, 15,466 are of science group while 14,505 are of the commerce group.

The rest 4,126 candidates appeared privately. The pass percentage of these groups is 50.34 as compared to 53.31 last year.

He added that the results had been declared earlier this year and the number of result cases were 172, which is just about 0.5 per cent. The results have been sent to all textbook depots of the board in various districts.

The following is the list of 20 students who have secured top 10 positions in the examination.

Fertilizer plant at Sangrur

MOGA, May 28 (PTI) — The Centre has given clearance to a fertiliser plant costing Rs 1000 crore at Sangrur Punjab Chief Minister Parkash Singh Badal said today.

Apart from this, a sugar factory in the cooperative sector was being set up at Malout, Mr Badal said addressing a rural gathering at Raniwala village near Malout.

He called upon farmers to adopt dairy farming, piggery and poultry so that they could earn more.

He assured the villagers that potable drinking water facilities would be provided to them for which a new programme had been formulated.

Mr Badal said the state government had allocated a sum of Rs 567 crore for constructing roads and repair of broken ones.

A sum of Rs 214 crore had been allocated for the 2134-km long rural link roads, he added.Top


 

Awards to panchayats

PATIALA, May 28 — The Punjab Government will give special awards to those panchayats which carry out sapling plantation drives.

Stating this at a function organised by the Forest Department at Gurdayalpura village, 12 km from here, Master Mohan Lal, Forest Minister, said villagers could contribute in a big way to check the dwindling forest cover in the state.

The minister announced a grant of Rs 50,000 each for Gurdayalpura, Mardanheri, Sudharpur and Nanhera villages. He also distributed solar cookers among 94 persons. Top


 

Tohra men ‘not to topple’ Badal Govt

AMRITSAR, May 28 — Mr Manjit Singh Calcutta, an Akali MLA from Amritsar and staunch supporter of Mr Gurcharan Singh Tohra has said that the ‘Tohra camp’ will ensure that the Akali government complete its full term.

We don’t want that the government which was formed with much efforts by the ‘Panth’ should be toppled. It was not the sole effort of Mr Parkash Singh Badal that the SAD government was formed in February 1997.

Talking to TNS here today, Mr Calcutta, however, said the Tohra camp was not going to float a new party on May 30 at Alamgir Ludhiana. "Of course, we will change the leadership" he said.

Mr Manjit Singh Calcutta said Mr Badal tried to throttle inner party democracy. This was evident from the fact that action had been taken against Mr Tohra who had served the Panth for about 60 years.

To a question, he said though there was no threat to the SAD government yet it was the duty of Mr Badal to give a good governance as per the aspirations of the voters.Top


 

GND University to start new course

AMRITSAR, May 28 — The Punjab School of Economics of Guru Nanak Dev University has decided to introduce computer application as a vocational subject at the B.Sc. (Hons. School) Economics level.

Stating this, Dr Satish Verma, Professor and Head of the Department said the UG) would release a grant of Rs 3 lakh in 1999-2000 and another Rs 1 lakh for the next four years for upgrading the departmental computer laboratory and for creating other requisite infrastructure.

Dr Verma said the existing course was already much sought after and with the introduction of computer applications as a vocational subject its demand would increase further.Top


 

Installation of Bishop on May 30

AMRITSAR, May 28 — Mr P.K. Samant Roy will be installed Seventh Bishop of the Diocese of Amritsar on May 30 here.

Earlier, a congregation of the Diocese, Church of North India, bid farewell to the Rt Rev Dr Anand Chandu Lal, at Alexandra School. Emotional speeches were delivered by Rev Detlev Knoche and Mr Helmut Wagner.

Diocesan Secretary Parvez Samuel Kaul highlighted the achievements of Bishop Chandu Lal in various fields. Speaking on behalf of pastors of the Dioceses, Rev Bashir Masih said the Diocese attained "immerse stability" under the leadership of Bishop Chandu Lal.

Bishop Chandu Lal, who successfully completed 18 years of ministry within the Church of North India, in his farewell speech said the Christian community needed to follow in footsteps of Christ and interact with people of other faiths with love, compassion and acceptance. Top


 

Association to hold dharna on June 1

CHANDIGARH, May 28 — As many as five members of the Punjab Pensioners Association went on a day-long fast in Sector 17 here today.

Mr Ajit Singh Bagri, general secretary of the association, said the protest was held to condemn the Punjab District Treasury Officer for issuing verbal instructions for not disbursing the pension to those who were not in possession of pension payment orders (PPOs).

He said it was not necessary to present the PPOs at the bank counters at the time of presenting pension bills. As a result of this hundreds of pensioners had to rush back home to get the document.

In protest against this the association will hold a dharna in front of the treasury office on June 1.Top

Strike by Civil hospital doctors

LUDHIANA, May 28 — Work in the local Civil Hospital was hit as doctors went on a strike today except for the emergency and the post mortem.

The doctors wearing black badges were protesting against the alleged misbehaviour of a former BJP councillor with Dr R. S. Deol who was on night duty.

A spokesperson for the PCMS Association said Mr Kanshi Ram, along with a PA of the BJP MLA, Mr Satpal Gosain had abused the doctor. The association has demanded action against the duo.Top
