Notice to Bansi Lal for contempt
Tribune News Service

CHANDIGARH, May 28 — The Maharaja Agrasen Medical Education and Scientific Research Society, which runs Agroha Medical College, has served a notice under Section 10 of the Contempt of Courts Act, 1971, to the Chief Minister of Haryana, Mr Bansi Lal.

In the notice, given yesterday, the society alleged that by giving an interview to a newspaper in which Mr Bansi Lal reportedly stated that the grants-in-aid to the college were stopped during the tenure of Mr Bhajan Lal and the decision to stop these grants was taken at a meeting held on July 11, 1995, he (Mr Bansi Lal) had committed contempt of court.

The society said in the notice, sent through its counsel, that a civil court of Hisar had held that no decision to withdraw the aid was taken at the meeting of July 11, 1995, and the Chief Minister and other officers of the state had no authority to unilaterally withdraw the grants-in-aid.

The court had also held that the Chief Minister had no authority to withdraw grants-in-aid already provided to the society under an agreement unilaterally without getting the approval of the Council of Ministers.

Admitting that the operation of the court judgement had been stayed by the District and Sessions Judge, Hisar, Mr R.N. Singhal, as well as the decree issued by the lower court on August 7, 1998, till the pendency of the appeal filed by the state, the society, however, maintained that the observations and findings of the civil court were "intact and has not yet been set aside by any court of competent jurisdiction".

The state's appeal would come up for arguments on June 2.

The society said if the Chief Minister did not withdraw his statement within 15 days, it would file contempt petition under Section 10 of the Contempt of Courts Act, 1971, in the court of Mr Singhal because Mr Bansi Lal's statement "amounted to interference in the administration of justice."Top

Tribune News Service

ROHTAK, May 28 — The Student Federation of India (SFI) has criticised the Maharshi Dayanand University for hiking prices of prospectus for admission to various faculties and courses in the coming academic session.

The federation also criticised the State Government for not releasing grants to the universities in the state. The government’s advice to the universities to mobilise its own resources had directly hit the student community, it said.

The price of prospectus has been hiked from Rs 250 to Rs 300 for arts and commerce stream and from Rs 300 to 350 for science subjects.
