Show-cause notice to VC

ROHTAK, Nov 4 — The Governor and Chancellor of Maharshi Dayanand University, Mr Mahabir Prasad today asked the Vice-Chancellor, Lt Gen O.P. Kaushik (Retd) to show cause why proceedings of the 141st meeting of the executive council held on July 9 not be annulled as these were not in conformity with the act and statutes of the university.

The Vice-Chancellor has been asked to submit his reply within 10 days. This is perhaps the first incident in the history of the university when the Chancellor has threatened to quash the entire proceedings of a meeting of the executive council.

The meeting, held at Chandigarh on July 9, was attended by seven members, including Mr S.C. Arora, Principal, Baba Mastnath Institute of Pharmaceutical sciences and Research, Asthal Bohar.

As per provisions of statute 11 (3) of MDU Act, 1975, seven members constitute the quorum for a meeting of the executive council.

The Chancellor, in his notice has said that the Vice-Chancellor had appointed Mr S.C. Arora as Dean, faculty of Pharmaceutical Sciences on July 8 despite knowing that only a university teaching department level professor could be appointed as Dean in terms of Statute 19(1) read with Statute 26(22) and Statute 27(a) (XII) of the MDU Act 1975 and Mr Arora did not qualify.

The Chancellor said that since Mr S.C. Arora was the seventh person who unlawfully attended the meeting at the most six eligible members took part.

Therefore, to all intents and purposes, the quorum of the 141st meeting was not complete.

Meanwhile, the university has allowed Baba Mastnath Shiksha Sansthan, Asthal Bohar to admit students to the engineering college run by it for the current academic session.

The university had in the third week of July last stopped admissions to various colleges run by the sansthan on the ground that these institutions did not fulfil affiliation requirements.Top

 

HAU teachers' pay revised

HISAR, Nov 4 — The Haryana Government has issued the notification regarding the revised pay scales of the teachers of CCS Haryana Agricultural University.

According to the notification issued by the Commissioner Secretary, Agriculture Department, the revised pay scales will be paid with from January 1, 1996. While the arrears from January, 1996 to March, 1999 will be credited to the Provident Fund account of the teachers and rest of the amount from April onwards will be paid in cash.

The notification stated, that the teachers salary will be released in the revised grades with effect from April, 1999. However, the arrears from January 1, 1996 to March 31, 1999 will be released on the receipt of 80 per cent financial assistance from the central government and the Indian Council of Agricultural research. Other allowances and benefits on the revised pay scales would be admissible as per the existing rules of the state government.

Regarding the anomalies, if any, in the implementation of the revised scales, the notification has stated that these should be brought to the notice of the government for clarification. The move is significant particularly in view of the objections raised by Haryana Agricultural University Teachers Association (HAUTA), about the cut-off date for providing benefits to the promotee Professors.

According to sources, the cut-off date is likely to be extended to July 1998, against the current date of January 1996.

Meanwhile, the HAUTA has withdrawn its dharna, it had been staging in protest against the delay in issuance of the notification. A spokesman of the association said "due to specific grievances of the faculty on account of the said notification, the association is compelled to accept the revised pay scales with the assurance of the Vice-Chancellor that the pending issues will be solved amicably."Top

 

HVP rally against diesel price hike

HISAR, Nov 4 — Mr Surinder Singh, Haryana Vikas Party General Secretary and son of former Chief Minister Bansi Lal, today admitted that the rigid attitude of his father towards various issue proved too dear for the party which ultimately led to the downfall of the government. However, he expressed full faith and confidence in the leadership of his father and claimed whatever his father did he did it in the interest of the people of the state.

Addressing a press conference before holding a rally against the hike in the diesel prices, Mr Surinder Singh claimed the HVP was going to stay in Haryana. He stated that the party had already started the process of re-organisation in view of the imminent assembly elections in the state.

Later party activists staged a demonstration to protest against the hike in the diesel prices, the deteriorating law and order situation and the power scarcity.

The demonstrators gathered at the Katla Ram Leela grounds. They took out a march. After passing through various parts of the city the rally culminated at the mini secretariat. The demonstrators submitted a memorandum to the Deputy Commissioner.

Mr Surinder Singh alleged that the law and order situation had deteriorated in the state after the take-over of the Chautala government. He accused the INLD-BJP government of resorting to harassment of its political opponents and added that the government was registering cases against people just to settle political scores.

The HVP general secretary asked the INLD to withdraw support to the BJP-led government at the Centre if it failed to reverse the hike in the diesel prices. He pointed out that Mr Chautala claimed himself to be the representative of the farmers and the farmers were being effected by this bike.

He asked the Chautala government to settle down the Satluj-Yamuna Link canal dispute immediately.

Mr Surinder Singh claimed that the revenue from power tariff had drastically come down after the new government took over. He charged the government with playing with the interests of the state.Top

 

Haryana to recruit 13000 teachers

ROHTAK, Nov 4 — The Haryana Chief Minister, Mr Om Prakash Chautala, announced that 13000 teachers would be recruited on merit during this month. He was speaking at a public meeting at Jatwara village in Jhajjar after lying the foundation stone of the modernisation of Salhawas lift channel.

Mr Chautala said that this channel would be constructed at a cost of Rs 480 lakh and benefit 50 villages. He said this scheme would be completed by June next.

The Chief Minister said that the government was making intense efforts to provide round the clock power supply to the people. He announced the upgradation of government primary school Jatwara to middle standard.

UNI adds: The scheme would provide irrigation facility in an area of 28,000 acres.

Mr Chautala said that a Rs 58 crore scheme of the NABARD had been sanctioned under which four new drains would be constructed and many minors and canals would be renovated and extended.

The Chief Minister directed the Irrigation Department to intensify partolling along the canals to check theft of water so as to ensure water at the tailend of the canals.

He said that village ponds would be filled up on priority basis to provide water for the cattle.

The Chief Minister said that efforts were being made to ensure adequate power and water to the farmers. If required, power would be purchased from neighbouring states to ensure timely sowing of crop, he added.

The government had decided to clean and desilt all canals and minors to ensure adequate supply of water to the farmers. He said and added that Haryana was getting only 5,000 cusecs of water through the Bhakra canal as against its share of 12,000 cusecs because the canal required cleaning and desilting.

Mr Chautala accepted the demands made by MLA Mrs Kanta Devi and announced to set up an old age home, an industrial training institute besides construction of water tank here.

He also announced to take over a dispensary in village Babepur and open a new dispensary in village Changpur.

The Chief Minister accepted the demand for construction of a number of roads and setting up of a veterinary hospital at Pataudi-Raya.

He inaugurated a Rs 30 lakh building of panchayat bhavan at Jhajjar and also of the district Red Cross bhavan constructed at a cost of Rs 25 lakh.

Later on, he addressed the members of the District Bar Association and appealed to them to render their whole-hearted cooperation in the development of the state.

He assured them that their demand for the construction of chambers would be considered sympathetically. Mr Chautala announced to give Rs one lakh for their library.Top

 

Job quota for Meos demanded

NUH (Gurgaon), Nov 4 — The All-India Mewati Panchayat today supported the demand for bringing the Meo (Muslim) community under the reservation policy for jobs both by the Union Government and in the states.

The President of the Panchayat and Minister for Agriculture in Rajasthan government, Mr Tayyab Hussain, supported the demand at a public function organised here to celebrate the 103rd birth anniversary of noted freedom fighter and social reformer, late Chowdhary Yasin Khan.The function was held in the local Yasin Meo degree college. Chowdhary Khan had set up the high school, which later was upgraded to a degree college by his son, Mr Tayyab Hussain.

Member of the Congress Working Committee(CWC), Natwar Singh,who was the chief guest at the function, and the President of the Uttar Pradesh Congress Committee(UPCC), Mr Salman Khursheed,who presided over the proceedings, also supported the demand.The demand was made by Mr Zakir Hussain,the main organiser of the function and convenor of the minority cell of the Haryana Pradesh Congress Committee(HPCC).

Addressing the gathering on the occasion, majority of the speakers lamented that although the Meos were socially and economically poor, the Centre and the state governments were apathetic to their cause.The salient feature of the function was that leaders of the community from different states of the country, including Rajasthan, Madhya Pradesh, Maharashtra and Uttar Pradesh also spoke on the occasion.

The leaders, while praising the contributions of Chowdhary Yasin Khan to the freedom struggle and to the society, especially the Meo community, urged the people to follow his ideals and preachings.Chowdhary Yasin Khan is known for his contributions in the field of education for the Meos. Also, he is considered to be one of the stalwarts to champion the cause of secularism. With the support of Mahatma Gandhi he was instrumental in persuading the Meos of Haryana and Rajasthan not to migrate to Pakistan at the time of Partition. He had brought Mahatma Gandhi to village Ghaseda in the Mewat area of Haryana in 1947 to give a call to the Meo Muslims against their decision to migrate to Pakistan. Along with Sir Chhotu Ram, he also worked for the welfare of the farmers in Haryana.

Apart from Mr Natwar Singh,Mr Salman Khursheed and Mr Tayyab Hussain, those who spoke on the occasion included, a member of the Constituent Assembly, Mr Ranbir Singh, former President of the HPCC, Mr S.S. Surjewala, former Minister from Haryana, Dr Kripa Ram Punia, Mr Abdul Razak, Mr Shakrulla Khan and Mr Hassan Mohammad (all former MLAs from Mewat area of the state, and a minister from Madhya Pradesh.

Mr Salman Khursheed and Mr Natwar Singh, like other speakers stressed for education, especially of women of the Mewat area. Mr Khursheed, while supporting the demand for reservation for the Meos for government jobs, cautioned that its members should not depend only on the policy for their overall development.

Mr Zakir Hussain also reiterated the long-standing demand of the region for giving a status of district to the Mewat area in Haryana with headquarters at Nuh.

The committee, which is involved in celebrating the birth anniversary of Chowdhary Yasin Khan, announced that it would organise camps in Mewat for the treatment of diseases of eyes in the memory of the leader.Top

 

Gang of robbers busted

SONEPAT, Nov 4 — The Kharkhauda police has claimed to arrest seven members of an inter-state gang of robbers and murderers.

Senior Superintendent of Police, K.P. Singh told mediapersons here today that the accused were involved in several cases of robberies, murders and car thefts in parts of Haryana and Delhi. The arrested gangsters have been identified as Manoj of Baroli village, Pardeep of Guhna village, Parveen of Rajpur village, Rahees of Bandepur village, Krishan of Palra village, Rajesh of Titokheri village, (Safidon) and Krishan of Kavi village (Panipat). The police has recovered a stolen Maruti car and a motor cycle, three country-made pistols and three cartridges from them.

Giving details, the SSP said a police party was on routine patrolling on Gohana-Kharkhauda road near Ridhao village when a Maruti car, in which six youths were travelling, was asked to stop. During checking, one of the culprits, Pardeep, showed the registration copy of the car in which the engine number was found different from the original number. However, during the search the police found the original number plate of the car and arrested Pardeep, Manoj and Krishan on the spot whereas four others managed to escape.

According to the SSP, the culprits, during their interrogation, confessed to their alleged involvement in 15 cases of robberies, murders and car thefts committed by them in parts of Delhi and Haryana.Top

 

Pratinidhi Sabha to raise state's issues

ROHTAK, Nov 4 — The Haryana Arya Pratinidhi Sabah has decided to take up the long-pending issues like sharing of river water with Punjab, transfer of Hindi-speaking areas and settlement of the issue of separate Capital for Haryana.

It was announced by the Vice-President of the Sabha and a senior leader of the Arya Samaj, Swami Indervesh, while talking to reporters here today. Swami Indervesh claimed that the first phase of the agitation in this connection had already been launched, during which the people of Haryana would be awakened to the problem and their active support would be enlisted. He observed that nobody including the central government had been "worried" about the problems created by the non-settlement of the issues pending since a long time. He said till the people came on to the road and strongly demanded solution of the problem, it would not get solved. Giving details of the first phase of the agitation the Arya Sabha leader said that a series of district-level meetings from November 14 to 19 would be held at various places including Panipat, Yamunanagar, Hisar, Sirsa and Faridabad. These would be followed by a state-level meeting at Rohtak on November 20, in which participation of like-minded political and non-political organisations would be invited so that the problem and the possible solution could be broadly discussed.

Swami Indervesh said the main purpose of the first phase of the agitation was to create awareness among various sections of the people especially the villagers who had been the most affected due to shortage of irrigation and drinking water. He said although the proposal of the construction of the Satluj Yamuna Link (SYL) Canal had already been accepted by Haryana and Punjab and Haryana had also made payment for the construction of the canal but its implementation had been stalled due to the interference of vested political interests. He said while the governments in Haryana, Punjab and at the Centre were part of the National Democratic Alliance (NDA) and had been extending support to each other at various levels, the pending issues could be solved if the Centre and state governments took proper interest. He said the main aim of the agitation was to highlight the importance of issue and to urge the Union Government to take steps to provide Haryana's share of water and solve the related inter-state issues with Punjab.

He declared that a jatha of 5000 volunteers from the state would be prepared, which would take out a massive padyatra' to Delhi and serve an ultimatum on the Union Government by submitting a memorandum to the Prime Minister. He observed that the issue of water had become a matter of life and death for the Haryanvis and they were not in a position to wait any longer. According to Arya Sabha, a former Union Minister and senior Arya Samaj leader Professor Sager Singh had also written letter to the Prime Minister seeking settlement of the issues pending with Punjab.Top

 

Top bureaucrats shuffled

CHANDIGARH, Nov 4 — In an unexpected move, the Haryana Government today shifted top bureaucrats connected with the power sector.

Mrs Meenakshi Anand has been posted as Financial Commissioner-cum-Secretary, Power, in place of Mr L.M. Jain, who has been given charge as Financial Commissioner-cum-Secretary, Revenue. Mrs Anand will hold additional charge of Social Welfare and Women and Child Development.

Mr Tarun Bajaj, Managing Director, State Tourism Corporation and Director, Hospitality, goes to the Uttarri Haryana Vitran Nigam in the same capacity. He will also hold charge of Additional Managing Director, Haryana Vidyut Prasaran Nigam and Dakshin Haryana Vidyut Vitran Nigam in addition.

Mr Samir Mathur, Managing Director, Agro Industries Corporation, takes over as Managing Director of HVPN vice Mr Y.S. Malik, who goes as OSD Land Use Board.

Mr Rajan Gupta, Director, Industrial Training and Vocational Education, has been posted as Director, Tourism Corporation and Director Hospitality.

Mr S.S. Dhillon, awaiting orders, goes as Managing Director, Haryana Agro Industries Corporation. Mr Rajiv Arora, Joint Secretary Home, has been given the additional charge of Director, Industrial Training and Vocational Education. Top

The Committee would interact with Congress workers activists of the party, office-bearers and even common people to assess chances of the Congress in the coming poll. The Committee has been appointed as pre-exercise to prepare for the coming Assembly elections.

Mr Hooda stated that the Congress in Haryana was ready to face Assembly elections any time. He alleged that the Chautala government had failed on all fronts and it was the need of the hour that Mr Chautala should seek mandate from the people.

Mr Hooda stated that he was satisfied with the performance of the Congress party in the recently concluded Parliamentary poll. He claimed that the vote ratio of the party had increased from 21 per cent to 35 per cent. It indicated that the party had gained popularity at the ground level. However, he justified the loss of all Parliamentary seats to wrong arithmatic of the Congress. He expressed the hope that the Congress would win the Assembly elections in Haryana.

Earlier, Congress workers led by Mr Hooda marched in procession in Karnal to protest against the shortage of power, diesel and lower paddy price to the farmers. The Congressmen submitted a memorandum to the Deputy Commissioner in this regard.Top

 

Prisoner escapes

ROHTAK, Nov 4 — An undertrial prisoner undergoing treatment in the Postgraduate Institute of Medical Sciences (PGIMS) escaped from custody this morning.

According to police sources, the undertrial identified as Ramkumar had been lodged in District Jail, Gurgaon. The suspect booked on the charge of murder had been admitted to the PGIMS here recently for treatment of some ailment.

The undertrial fled with his handcuffs on. The police has registered a case in this connection.

Meanwhile, in another incident two youths snatched a video camera from another youth who is running a photoshop here.Top

The students were carrying placards demanding action against such elements who were allegedly indulging in such activities. The students went to the district secretariat and apprised authorities of their concern they also pointed that some local cable operators were showing banned channels on their cable network. The SDM Mr Narinder Singh, and DSP Amir Singh assured that suitable action will be taken against the guilty. The DSP also pointed that recently the staff of a local cinema were booked for showing a blue film in their cinema.Top

Panipat thermal plant sets record

CHANDIGARH, Nov 4 — The 210 MW fifth unit of the Panipat thermal plant achieved an all-time-high plant load factor of 100.10 per cent in October.

Stating this here yesterday, Mr P.P. Pamneja, Managing Director of the State Power Generation Corporation, said the thermal unit also achieved the minimum oil consumption of 0.25 millilitres per kilowatt hour during this period.

The plant as a whole consisting of four 110 MW units and one 210 MW unit, achieved all-time low oil consumption of 3.9 millilitres per kilowatt hour in the months of October.Top
