Uncertainty dogs 125 medicos' future AGROILA (Hisar), Nov 29 About 125 students of Agroha Medical College (AMC) here, who migrated to Medical College, Rohtak, in April last are unlikely to get recognition from the Medical Council of India (MCI). Their career will be confined to Haryana as they were given special concession by the then Haryana Government. After the Bansi Lal Government stopped aid to the college, Maharaja Agrasain Medical Education and Research Society, which is running the Medical College, decided to close down the institution for want of funds. Although the society has started the process to resuming various courses in the college, thanks to the resumption of aid by the Chautala government, this is unlikely to be of any benefit to these 125 students. The Haryana Government has already released Rs 2 crore as the first instalment of Rs 7 crore sanctioned for the first phase. The state government granted special permission for the 125 students to migrate to Medical College, Rohtak. But this is contrary to the guidelines of the MCI. The MCI does not allow migration from unrecognised college. Even in the long run, it may also create problems for Medical College, Rotak because the MCI grants recognition for a certain number of seats, keeping in view the infrastructural facilities available in the college. The migration of 125 students has obviously put additional burden on the Rohtak college. Under the MCI Act 1993, a medical college cannot be started without the prior approval of the council. Prior to 1993, only the permission of the government was required for starting the college. MCI recognition could be sought later. The society has been arguing that the college was started in 1988. However, the classes started in only 1993. the society is working hard to ensure that all the guidelines set by the MCI are met by March 2000, when a MCI team is expected to conduct inspection of the college regarding infrastructure teaching and equipment facilities. If the MCI grants approval with retrospective effect then the career of 125 students may be saved. However, chance of that appear to be remote. Relaxing its rules, the state government had allowed the internship of 25 of these students in their final year, after provisional registration with the State Medical Council. Although these students will complete their degree after completing their course, their career will be restricted within the confines of Haryana, as their MBBS degree will not be recognised by the MCI. Meanwhile, the work in
the college is in full progress. Although the college
needs Rs 7 crore immediately, it has got Rs 2 crore so
far. In a joint meeting of the society and the
representatives of the government in Delhi on September
27 under the Chairmanship of the Chief Minister, Mr Om
Parkash Chautala, it was decided that Rs 7 crore would be
released to the college in the first instalment. But only
Rs 2 crore have been sanctioned. Further delay in
granting the balance amount might lead to delay in MCI
inspection, which in turn might delay the resumption of
the courses from next session. |
Haryana panel on prohibition CHANDIGARH, Nov 29 The Haryana Government has decided to set up a commission of enquiry headed by a retired High Court Judge to look into the circumstances leading to the imposition of prohibition and its withdrawal by the Bansi Lal Government. The decision was taken at a Cabinet meeting here today. The commission will also probe the creation of the alleged "mafia" in large-scale smuggling of liquor during the days of prohibition. The commission will also inquire into the widespread allegations of corruption and the role played by persons in high places and their kith and kin in abetting these acts. It would also probe whether some persons had played an active role for pecuniary gains in the lifting of prohibition also. The Cabinet also approved a proposal to set up a sugar mill at Panniwala Mota village in Sirsa district. Initially the crushing capacity of the mill will be 1750 TCD which will be raised to 2,500 TCD. An official spokesman said here there was no sugar mill in a radius of 80-km from Sirsa. There was need for diversifying the activities of HAFED which would now set up the new sugar mill as had been done by MARKFED at Malaut in Punjab. An intensive cane development plan for the area was being prepared to boost sugarcane production in the area. The Cabinet also reviewed the absorption of the surplus municipal staff, who are being adjusted in various departments after the abolition of octroi. The Cabinet approved the proposal of issuing appointment letters to 1227 class III and 475 class IV employees in different departments. The remaining employees will also be absorbed shortly. The guiding principle for adjustment of staff will be adjustment against vacancies in the same district, wherever possible. The employees who would attain the age of 55 years on December 1, will be retained within the Local Bodies Department and assigned other duties. However, the posts which they occupy will stand abolished on the dates of their retirement. The Finance Department will be requested to grant relaxation from a 10 per cent cut on the vacancies and its instructions regarding the abolition of posts lying vacant for two years as on April 1, 1998, wherever such vacancies are utilised for adjustment of the surplus octroi staff. The Cabinet also gave
its approval to the annual administrative reports of the
Dairy Development Department and the Industrial Training
and Vocational Education Department for 1997-98. |
A project that has saved 300
hectares REWARI: The villages of Manethi and Padla in Rewari district are perennially plagued by problems, some of which were natural and some of them man-made. The rigours of drought and erosion caused by indiscriminate and unscientific quarrying was destroying their lands. In 1991, the Central Soil and Water Conservation Research and Training Institute (CSWCRTI) launched the Manethi-Padla Watershed Project, under the Ministry of Rural Development. Today, after less than a decade, the project has changed the face of these villages and saved more than 300 hectares from erosion and made it fit for cultivation. According to Dr Partap Singh, scientist at the Chandigarh office of the institute who is monitoring progress of the project, the village lands are no longer threatened by erosion and sand and debris from the quarries does not threaten fields any more. Farmers are now getting a reasonable yield from the fields for the first time in many years. They are now confident of reaping a good harvest. Since the implementation of the Rs 4.5 lakh project, Dr Partap Singh added that farmers have started cultivating their lands. The total cultivable area of about 67.4 hectares had been "protected" by the project, he said. The presence of sanddunes near the villages used to be another cause of worry. Sand blown from the dunes used to settle on cultivable land. Lack of rainfall is a problem in the Aravalli hills. Dr R.K. Aggarwal, Head of the CSWCRTI, said after a visit to the project area, that a team of scientists had initiated measures to tackle natural as well man-made problems. Check-dams have been constructed on slopes. These dams prevent debris and other stone waste from reaching the fields. Contour trenching in the watershed area has also succeeded in channelising excess water. Trees were planted on the hills on a large scale. The trees, mostly sacra munja, prosophis juliflora or vilayati babool, pappri, desi ber and anjan grass were planted to retain soil moisture. With the passage of time the area has started to acquire a green cover. Dr Partap Singh maintains that the villagers have now started making use of the green cover. The villagers collect grass and fuelwood and soon they will be able to sell babool, which is grown on panchayat land. Since babool has a good commercial value, it will increase the income of the panchayats. While the scientists
involved in the project are happy at the results, they
also caution against indiscriminate quarrying of sand
stone. Dr Partap Singh suggested that the agencies and
individuals involved in quarrying should also take care
of debris disposal. Moreover, the quarrying should
be done in a scientific manner so that cultivable land is
not affected. |

transparency GURGAON, Nov 29 The Director-General of Police of Haryana, Mr S.P.S.Rathore, has sent a strong message of taking strict disciplinary action against erring personnel in the police force of the state. According to sources, the police chief has, however, initiated a number of measures to lift the morale of the force. There are plans to brace up the force with modern equipment with possible financial assistance from the Centre. His order to suspend a head constable during his visit to Dharuhera in Rewari district, last Saturday was the latest in a number of actions initiated against erring officials since he took charge as the DGP about one and a half months back. The head constable had allegedly implicated a businessman in a criminal case and had also got him beaten up in the police lock-up. The DGP took an on-the-spot decision to suspend the official and ordered departmental inquiry against him following a complaint. Mr Rathore, who had visited Rewari district for the first time after he took up his present assignment, had invited the public to air their grievances, if any, on the occasion. Top police personnel of the district were present on the occasion. Talking to newspersons after listening to the grievances from the affected public, Mr Rathore responded to a specific inquiry saying that he would not brook any kind of indiscipline in the force. The force needed to have a character and image which inspired confidence in the public. He praised the "London Bobby", another name for the police in London, for its efficiency and people-friendly image. "My wish is to raise the level of the Haryana Police to that of the police in London", he said. He also said the present level of force in Haryana was better in comparison to its counterparts in other states. He further said the Chief Minister of Haryana had issued clear instructions for improving the law and order situation in the state at the earliest. In response to another question, the police chief said it was high time that the Act and the rules governing the police were amended. The pace of amendments had not kept tryst with the march of time,the evolution of society and its concomitant dynamics. It was in this context that special responsibility lay on the senior police officers in their functioning. According to him, the mantra of transparency in the ovearall functioning of the force was panacea to all kinds of corruption. In response to another question, he said apart from the local criminals some gangsters and anti-social elements from the neighbouring states had also become active in Haryana. He named Uttar Pradesh in this connection and said he would soon meet his counterpart from that state on the issue. During his visit to
Rewari district he ordered for construction of a police
station in Dharuhera during the current financial year.
Land has already been acquired for the purpose. The
present police station is functioning from rented
premises. |
In-laws get life term in dowry
death case ROHTAK, Nov 29 The cases of bride-burning, bride-bashing and bride-killing are getting very rife now-a-days in the Indian society. Such a social menace needs to be curbed with a heavy hand to minimise the offences of bride-killing. Kamlesh, alias Poonam, was eliminated in such a brutal manner that it has left a dark stigma on society which is not likely to fade away even with the passage of time. The Sessions Judge, Mr R.S. Madan, made these observations while deciding a dowry-death case. In a judgement delivered on Saturday, the Judge held the husband of Kamlesh, his two elder brothers and their wives guilty of the crime. The culprits sprinkled kerosene on Kamlesh, wife of Pritam, and set her ablaze in December, 1996. The victim suffered 98 per cent burns and died on the spot. Pritam his brothers, Babu Lal and Balraj, and Saroj and Neelam, sisters-in-law of the deceased, were sentenced to life imprisonment under Section 304-B, IPC, and rigorous imprisonment for two years and were fined Rs 500 each under Section 498-A, IPC. In case of default of payment of the fine, they would have to undergo further rigorous imprisonment for three months. Both the sentences will run concurrently. However, other relatives of the deceased, Ashok Kumar and Shakuntala, were acquitted of the charges framed against them for want of evidence. Balwan son of Bhikhu Ram, a Dalit of Kalanaur town, near here, had alleged in an FIR that his daughter, Kamlesh, got married to Pritam Singh(24) of Rohtak on May 24,1994. He claimed that he spent nearly Rs 1 lakh on various household items given to her daughter as dowry. He said his daughters life was peaceful after her marriage for nearly three months but thereafter her in-laws started harassing and maltreating her for bringing 'inadequate' dowry. The depressed father brought his daughter to his house where she stayed for one month. She was sent to her in-laws after their assurance of a proper treatment to her. After some time, she gave birth to a baby boy in 1995. Pritam Singh allegedly demanded a colour TV on the birth of this baby and his parents demanded some other items. Being a poor person, the complainant could not fulfil these demands and brought back his daughter to his house. But she was sent to her in-laws after their assurances once again. She gave birth to another baby in August, 1996. On December 25, 1996, Balwan received a telephonic message from her daughter that she was frequently beaten up by her in-laws and that she wanted to see her mother, Savitri Devi. He rushed to meet his daughter, along with his wife and son, Kanwal Singh, but they were beaten up and thrown out by Kamleshs in-laws. He received another telephonic message the same night that Kamlesh had doused herself with kerosene and sustained burn injuries. He immediately came to Rohtak, but it was too late. He found his daughter dead with serious burn injuries. Although the legal
process took nearly three years to provide justice to the
aggrieved family, it expressed satisfaction over the
decision. Talking to this correspondent, the bereaved
parents said the punishment given to the culprits by the
court would check the repetition of such heinous crimes. |
KUTA demands UGC scales KURUKSHETRA, Nov 29 The newly elected Kurukshetra University Teachers Association (KUTA) at its first meeting held under the presidentship of Dr Anil Vashisth demanded grant of new UGC scales to the teachers who have been deprived of it so far. It further demanded the removal of anomalies in the new pay scale package. The meeting further asked for grant of increment from corresponding years of benefit to teachers holding Ph.Ds at the time of appointment as per the Haryana Government circular. The meeting further wanted that benefit of total service should be extended to all kinds of teachers on the basis of total length of service as per the UGC norms and directives issued by the Supreme Court. It urged the authorities for the payment of arrears from January, 1996, and implementation of leave package as given by the UGC. The meeting wanted that interviews under CAS should be held and pending confirmations of teachers should be done. Particularly they wanted the case of 33 Readers in University College and College of Education to be decided. As per a press note issued by the president of KUTA today, the meeting wanted the adjustment of research assistants as lecturers and the status of teacher for librarians. It also asked for restoration of earned leave in lieu of the work done during the vacations and uniformity of working days for teaching and non-teaching staff. The meeting desired that more flats should be constructed for teachers and Internet facility should be extended to each department. It also wanted rationalisation of purchase of books and journals in the library. The meeting was keen to improve health facilities in the university and enlistment of specialised health institutions which could be easily accessible to the teachers. The meeting also

Encroachments go unchecked SONEPAT, Nov 29 Going by the large-scale encroachments on public and municipal land along main roads and streets of this city, it seems the district administration, the municipal council, the PWD (B&R) and the HUDA authorities have "abdicated" their responsibilities for ensuring orderly and planned growth. The alleged indifferent attitude of the administration in checking and removing enchroachments has ruined the concept of planning in this 'A' class city which has a population of nearly 2 lakh. Officials have failed to check the increasing menace of encroachments. Moreover, the "tehbazari" rights have further boosted this illegal activity. No amount of public criticism seems to have moved officials in charge of civic affairs or those connected with planning to action. By conferring "tehbazari" rights, the municipal council has in a way "legalised" the activity. The problem of encroachments, land grabbing and sale of government land by colonisers had been reviewed a number of times at high-level meetings but nothing came of it. While the number of vehicles has gone up, the road expansion programme has remained static. This has resulted in chaos and confusion on the roads. Though the police is making efforts to cope with the ever-increasing problem of traffic, the municipal council and the PWD (B&R) don't seem to be doing enough. Contrary to the claims of the Public Health Department authorities about the improvement in the drainage system, the situation has worsened. Sewage can be seen on the main roads, particularly between Gita Bhavan chowk and the railway station. Railway land worth
crores of rupees has reportedly been grabbed along the
tracks and the sullage of an industrial unit flows along
the tracks near the industrial area in the absence of any
checking by the authorities. |
ICAR review team arrives at
HAU HISAR, Nov 29 To review the ongoing education, research and extension programmes of CCS Haryana Agricultural University, a high-level accreditation team of the Indian Council of Agricultural Research (ICAR) has arrived here today on the campus. During its three-day stay, the team will visit the constituent colleges of the university, including different laboratories, lecture rooms and student activity centres to apprise itself of the utility and practicability of the ongoing teaching and research programmes. The team will also hold discussions with senior functionaries of these colleges. The seven-member team comprises mostly former Vice-Chancellors of agricultural universities, including Dr M.V. Rao, former Vice-Chancellor of Andhra Pradesh Agricultural University as Chairman, while Dr Gyan Prakasham, former Vice-Chancellor of Tamil Nadu Agricultural University, Dr L.R. Verma, former Vice-Chancellor of Dr Y.S. Parmar University of Horticulture and Forestry, Dr P. Geervani, former Vice-Chancellor of Andhra Pradesh Women's University, Dr B.S. Pathak, former Dean, College of Agricultural Engineering, Punjab Agricultural University, Dr D.S. Padda, World Bank consultant, Dr N.L. Maurya, ADG (Accredition), ICAR, are its members. KDB to develop, renovate
tiraths CHANDIGARH, Nov 29 All tiraths including Kurukshetra and Pehowa, falling in the periphery of 48 kosas of the holy land would be developed and renovated by the Kurukshetra Development Board (KDB). This was decided at the 70th meeting of the board chaired by Haryana Governor Mahabir Prasad at here today. The Chief Minister, Mr Om Prakash Chautala, was also present. The Governor, who is also Chairman of the KDB, directed the departments concerned to execute the jobs assigned to them with speed. Arrangements had been made to ensure safe and clean water in Brahma Sarovar and the Sannihit Sarovar. The Governor said Kurukshetra utsav this year would be celebrated in a unique way by installing stalls highlighting multi-dimensional development, history and culture of all 19 districts of the state. The Chief Minister said a local philanthropist had agreed to provide 20 tubewells to keep water flowing in the Saraswati tirath of Pehowa. The Chief Minister, who is also the Vice-Chairman of the board, suggested that the Bindusar tirath on the Punjab border and the tiraths of Kalayat should be developed properly. It was also decided at the meeting to install statues of four yakshas on the four corners facing all four directions of 48 kosas periphery. These statues in the name of Ratnuk at Bir Pipli (Kurukshetra), Arntuk at Bahar (Kaithal), Tarantuk at Ramrai village (Jind) and Machkruk at Sinkh village (Panipat) would be ready by March, 2000. Mr Manik Sonawane, Member-Secretary, KDB, said timely arrangements had also been made for proper drainage of water from the mela ground. The Governor would visit Kurukshetra on December 15 to assess the progress of ongoing projects. The annual budget
estimates amounting to Rs 5.34 crore for 1998-99 were
approved out of which Rs 4.13 crore had been spent so
far. The board also approved the budget estimates of Rs 4
crore for 1999-2000 to be spent on various developments
schemes and projects to the KDB. |
No new trains in region: GM AMBALA, Nov 29 There is no likelihood of introduction of new trains in this region, the General Manager of Northern Railway, Mr S.P. Mehta, said here today. Talking to newspersons, Mr Mehta said it would not be possible to start new trains as the line capacity in Northern Railway was limited and there was a financial crunch. "However, we are improving facilities so that the passengers do not face difficulties," he said. He said a suggestion for increasing the fares of the lower classes of the trains had been made to the Railway Board to improve the financial health of the Railways. "We make up for the losses in passenger traffic by our goods traffic," he said. Mr Mehta was speaking after completing the annual inspection from Abohar to Rajpura section. He said another suggestion had been made to hike the fares between Shimla and Kalka. "Out railway fares are substantially lower than the bus fares. We are sure that the increase in rail fare in that particular section would not affect the passenger traffic," he stated. We are aware that three trains Jodhpur-Kalka, Kalka-Amritsar and Flying-Mail are still cancelled but we are not planning to immediately restore them as they are being utilised for military purposes" Mr Mehta said. He pointed out that there had been an increase in the number of ticketless passengers. "We had earned Rs 20 crore from ticketless passengers as penalty from them, he said. He assured that inspection had been strengthened specially after the Khanna accident. "The inquiry report shows that the fault lay in the steel manufactured by SAIL," Mr Mehta said. "We are planning to extend the Bathinda-Abohar train. A proposal for an overbridge at Bathinda has been sent to the government and Dhuri platform extension proposal has also been prepared. We are also going to build passenger shelters at Barnala and Khanna for the comfort of rail travellers," Mr Mehta said. Among others, the DRM,

Minister for drama academy in
Haryana HISAR, Nov 29 There should be a music and drama academy in Haryana and the state government will implement a proposal in this regard by providing financial assistance. This was stated by Prof Sampat Singh, Finance Minister, after inaugurating a three-day zonel youth festival of Kurukshetra University at Dayanand College here yesterday. He said a system was being worked out to release the salary to employees of private colleges in time and by the end of this financial year all the backlog would be cleared. The minister said the government was considering the request of non-teaching employees of private colleges for extending service benefits to them. This year, he said, about 13,000 teachers were being recruited and jobs for about 35,000 youth would be created next year. Prof Sampat Singh said ways were being devised to increase the income of the state by rationalising the tax system so that the common man was not burdened. The minister announced a grant of Rs 51,000 to the college. As many as 700 boys and
girls from 24 colleges of Hisar, Sirsa and Fatehabad are
taking part in the festival. |
Need for communal harmony
stressed HISAR, Nov 29 The Campus School, CCS Haryana Agricultural University, organised a seminar on "Communal Harmony and National Development" as part of the Communal Harmony week being celebrated by it. Apart from the regional heads, academicians, scientists and students took part in the deliberations. The speakers highlighted the basic teachings common to all religions, sects and communities. Father Ivo Dias, Principal, St Xavier School, said a feeling of brotherhood, love, mercy and kindness was most essential for communal harmony. Prof T.S. Kathpal, senior Scientist, Department of Entomology, quoted tenets from the Guru Granth Sahib and showed it conveyed a universal message of unity and harmony. Prof B.K. Kuthiala, Dean, Media Studies, Guru Jambeshwar University, emphasised that the present generation ought to cultivate and develop scientific attitude towards restructuring the social set-up. Scouts urged to fight casteism FARIDABAD, Nov 29 Mr Mahabir Prasad, Haryana Governor, has called upon the scouts and guides to help in eradicating casteism, illiteracy, terrorism and regionalism from society. Addressing the concluding-day function of a national camp of the scouts and guides at Gadpuri village, near here, yesterday, Mr Prasad urged them to remain disciplined in order to serve the country. Youth killed by stray bullet SONEPAT, Nov 29 Gloom prevailed at a marriage party when 23-year-old Rajesh Kumar was killed when a stray bullet hit him at Khizarou village, about 10 km from here, last evening. According to reports, the victim was standing on the roof of a house in the village when a member of the marriage party fired shots in the air. One of the shots hit the youth resulting in his death on the spot. The police has
registered a case against the culprit and further
investigations are in progress. However, no arrest has
been made so far. |
Driver, conductor beaten up ROHTAK, Nov 29 The driver and conductor of a Haryana Roadways bus were allegedly beaten up by some youths near Sampla town, near here, yesterday. According to police
sources, some youths, mostly students, stopped a bus by
stoning it near Sampla last evening, and when it halted
the driver, Ramphal, and the conductor, Bhaal Singh, were
thrashed for not stopping the bus at the bus stand. The
window panes of the bus were also damaged in the
incident. The police has booked a case under Sections
353, 186 and 427 of the IPC. |

Sharma FARIDABAD, NOV 29 Mr K.L. Sharma, Vice-President of the BJP, does not see any political fall out from the suspension of former UP Chief Minsiter, Mr Kalyan Singh, from the party. Talking to mediapersons here last night Mr Sharma described the developments in UP as unfortunate. The party leadership was left with no alternative except to take strict action against Mr Kalyan Singh for his anti-party remarks to the Press. He should have raised the issue on the party platform. Mr Sharma said a coordination committee of the BJP-INLD leaders had been set up in Haryana to resolve any issue with mutual negotiations. Mr Sharma did not comment when asked whether the state unit of the BJP wanted to withdraw support from the Chautala government and contest election independently. The BJP leader felt that the country was heading towards the two-party system with his party and the Congress being the two alternatives. This was evident from the election results of 1996, 1998 and 1999. It seemed the days of a single party securing an absolute majority were over and coalition governments had to be installed helped and aided by various parties. Haryana shifts 5 IAS officers CHANDIGARH, Nov 29 The Haryana Government today transferred five IAS officers, including Mrs Saroj Siwatch, daughter of former Chief Minister Bansi Lal. Mr L.M. Jain, IAS, Commissioner and Secretary, Revenue, Rehabilitation and Consolidation Departments, and Mr P.R. Kaushik, IAS Commissioner and Secretary, Fisheries Department, will swap their places of posting. Mr Manik B. Sonawane, IAS, Secretary to Governor, has been given additional charge of Commissioner and Secretary, Forest Department, relieving Mr B.D. Dhalia of the said charge. Mr R.P. Sukhija, Secretary, Haryana Public Service Commission, has been posted as Joint Secretary, Animal Husbandry, relieving Mrs Jaiwanti Sheokand of the said charge. Mrs Saroj Siwatch, Joint Secretary, Housing Department, has been posted as Principal Director, Haryana Irrigation Rural Management Institute (HIRMI), Kurukshetra, against a vacant post. Mr Ramesh Krishan, HCS, Secretary, Haryana Urban Development Authority, Panchkula, has been posted as Secretary, Haryana Public Service Commission. The government also
issued the transfer orders of two HSS officers. Mr Ram
Gopal Nagpal, Under Secretary, Training, Elections and
Cabinet Affairs and Vigilance Department, goes as Joint
Director, Secondary Education, Haryana, replacing Mr S.K.
Mittal, who has been posted in place of Mr Nagpal. |
1 suspended for abducting girl ROHTAK, Nov 29 The District and Sessions Judge, Mr R.S. Madan, today placed under suspension Chetan, a district courts employee, on the ground of moral turpitude. Chetan was charged with abducting a girl from M.D. University campus on November 26. Mr Narender Kumar, father of the girl, alleged in an FIR that her daughter, studying in B.A. III in the local Maharani Kishori Devi Jat Kanya Mahavidyalaya, was abducted by Chetan while she was coming home after attending the college. The complainant claimed that the accused had threatened to kill his daughter if police help was sought to trace the girl. The police has registered a case under Section 363, 366 and 506 of the IPC. Police parties have been
sent to various towns to trace the girl but no clue has
reportedly been found so far. |
