Anti-Pope rath hits first road block

JHABUA, Oct 28 (UNI) — Imposing prohibitory orders, the Jhabua district administration today prevented the VHP-sponsored rath yatra from entering into this western Madhya Pradesh district bordering Rajasthan.

The rath yatra is being taken out in protest against the visit of Pope John Paul II to India next month.

Police sources said here that the rath yatris were blocked when they entered Timarbadi village of Madhya Pradesh from neighbouring Rajasthan at around 1100 hrs. About a dozen VHP workers were travelling in the vehicle, which was given the shape of a chariot.

The administrative officials present at the border village of Jhabua handed over to the parishad workers a notice informing them about imposition of prohibitory orders under Section 144 of the CRPC in the area. The administration also informed them that there was a "possibility of trouble if the yatra passes through the sensitive district."

Jhabua, where a nun was reportedly raped last year allegedly by some activists associated with Hindu fundamentalist groups, has a sizeable tribal population with lot of converted Christians.

The VHP workers, however, insisted that the yatra would be taken out in "peaceful manner". But the police did not allow them to proceed. Later, they crossed back to Rajasthan and sat on a dharna there. A large number of villagers had gathered at the spot.

Jhabua District Collector Wasim Akhtar and Superintendent of Police G R Meena have reached Timarbadi village. Elaborate security arrangements have been made on the border.

Official sources in the state capital of Bhopal later confirmed that the yatris were forced returned to Kushalgarh in Rajasthan after being stopped by the police on the inter-state border.

A press note said the Union Home Ministry had earlier sent special messages to home secretaries of different states informing them of the possibility of an "unpleasant situation" arising during the yatra. In turn, the state government asked collectors of all districts to remain alert during the yatra. Top

 

Crisis in ministry to end soon: Vilasrao

MUMBAI, Oct 28 (PTI) — Maharashtra Chief Minister Vilasrao Deshmukh today expressed confidence that the crisis gripping his 11-day ministry following the NCP’s opposition to the jumbo size of the Cabinet would be resolved soon.

"Such things are bound to happen in a coalition government," the Chief Minister told reporters at Mantralaya here after a Cabinet meeting which was boycotted by ministers belonging to the NCP.

Asked if the size of the 61-member ministry would be reduced as per NCP’s demand, Deshmukh said: "The issue is being discussed".

To a query if dropping some ministers belonging to the Congress and the NCP could be an option to prune the ministry, the Chief Minister said "that could be one of the options".

Replying to a query over the Congress objecting to inclusion of Mr Datta Meghe (NCP) and Mr Gangadhar Gade (RPI-Athavale) – both of whom are not members of either House of state legislature–Deshmukh said, "we have not raised any such objection".

The Chief Minister said "we (Congress and NCP) are meeting here this evening to resolve the present crisis".

Mr Deshmukh said before the Cabinet meeting began today, "I got a phone call from NCP leaders saying they would not be able to participate in the meeting".

He denied ever making a statement to NCP leaders to the effect that "we (Congress) have increased our tally by three ministers, you (NCP) also increase yours by another three".

The allocation of portfolios would be announced after the present imbroglio over the size of the ministry, the largest in the state’s history, was resolved, the Chief Minister said.

Asked if a jumbo expansion of the ministry would entail an additional expenditure on the state exchequer, Mr Deshmukh said: "When you have a coalition government, you have to accommodate all people. Such an abnormal situation has arisen in the state for the first time," he added.

To a query if the decisions taken at today’s Cabinet meeting would be acceptable to the NCP, the Chief Minister said "it is a collective responsibility".

NCP spokesperson Praful Patel said NCP ministers would not take part in future Cabinet meetings if the issue of ministry size was not resolved. Deputy Chief Minister Chhagan Bhujbal (NCP) told reporters that three ministers who were included in the Cabinet without NCP’s knowledge should be dropped.

In Delhi, the RPI-Ambedkar leader Prakash Ambedkar and Samajwadi Party General Secretary Amar Singh, both allies of the Congress and the NCP respectively, said President’s rule should be imposed in the state for six months till the Congress and the NCP resolved their differences.Top

 

Sharif siphoned off millions

NEW DELHI, Oct 28 — Deposed Pakistan Prime Minister Nawaz Sharif allegedly siphoned off millions of dollars from sugar exports and other government projects, according to evidence compiled by a leading criminal investigator of Pakistan.

According to a report published recently in the "New York Times", available here, Mr Sharif allegedly obtained huge unsecured loans from banks which benefited him, his family and his friends, evidence compiled by Mr Rehman Malik Director General of Pakistan’s Federal Investigation Agency.

The paper quoted Mr Malik as saying, "He was running the government like his own private business’’.

Mr Malik also charged Mr Sharif of engineering state policy for profit in his sugar deal with India.

It said that the Sharif government, which was then desperately seeking foreign exchange, exported 350,000 tonnes of sugar to India. To encourage export the government even offered a subsidy to sugar manufacturers of 10 cents a pound.

The sugar was to be exported on the state-owned railway at least 90 per cent of whose wagons reserved for sugar produced by companies controlled by Mr Sharif and his business associates.

Mr Malik said he had several pages of records describing Mr Sharif’s use of state power for profit.

"They appear to document a decade of graft. It began when Mr Sharif was a rising politician in the 1980s, grew during his first term as Prime Minister, from 1991 to 1993 before he was dismissed by Pakistan’s President on corruption charges, and continued in his second term, from 1997 until he was replaced in a military coup two weeks ago, the records show’’, the paper said.

The Federal Investigation Agency, is the equivalent of the Federal Bureau of Investigation, and Mr Malik technically still holds the post of DG, though the coup has suspended the work of government agencies in Pakistan.Top

NEW DELHI, Oct 28 — The calling off of the seven-day-old transporters' strike is unlikely to boost the festive spirit as the hike in the diesel price stays.

The increased freight rates and the hike in the transportation cost will be passed on to the trading community and consumers will have to bear it, Mr Praveen Khandelwal, general secretary of the Confederation of All-India Traders, told Tribune News Service today.

He said the strike had resulted in a loss of about Rs 3500 crore to the trading community.

"This was the peak festival season and the strike had severely dampened the festive spirit", he said, adding that the "central and state governments have lost around Rs 400 crores due to the strike."

Stating that the truckers had raised the transportation charges by around 40 per cent, Mr Khandelwal urged the government to keep a watch on the prices being charged by the truckers.

"The real hike in the transportation charges due to the diesel price increase should not be more than 20 per cent by the transporters," he said.

The striking truckers, led by the All-India Motor Transport Congress, the apex body of truckers, called off the strike late last night after the government made it clear in Parliament that it would not roll back diesel price.

The Union Surface Transport Minister, Mr Nitish Kumar, said "according industry status to truck operators was not just a promise. It would be implemented quickly."

The issue would be taken up by the Cabinet soon.

Industry status would help truck owners obtain bank loans on favourable terms, besides enabling them to seek revival packages when faced with huge losses.

The government also decided to withdraw its decision to hike the driving licence fee and considered a reduction in permit fee.Top

 

Severe cyclone threatens Orissa

BHUBANESWAR, Oct 28 (PTI) — Less than a fortnight after a cyclone devastated Ganjam district in Orissa, a more severe cyclonic storm is threatening to hit coastal areas in the state between Puri and Balasore by tomorrow morning.

The storm, which lay centred at the Bay of Bengal, 350 km off Paradip, is likely to intensify further and cross the Orissa coast between Puri and Balasore by tomorrow morning, Secretary in the Information and Public Relations Department, Jayant Dev, told reporters here.

As per the indication so far the cyclone this time will be more severe than the one that hit the Ganjam coast on the night of October 17 and 18, he said.

While the earlier cyclone, which had killed 147 persons and destroyed property worth Rs 2,000 crore, measured four on the Beauford scale the one heading towards the coast now can measure five, Mr Dev said.

Mindful of the earlier cyclone’s devastation, the state government has geared itself fully to face the storm. It has already initiated steps to evacuate people from the vulnerable coastal districts.

Quoting the meteorological office, he said the coastal area between Puri and Balasore might experience gale speed of 180-200 km per hour, while the area between Puri and Gopalpur lashed by wind blowing at a speed of 120-140 km per hour.Top

 

SC recalls order on Ahlawat

NEW DELHI, Oct 28 — The Supreme Court has set aside its own order passed against M.S. Ahlawat, an IPS, Haryana cadre, by which it had punished the officer earlier for forgery and false affidavit under Section 193, IPC.

The court recalled its order observing that such order could not have been passed without following the procedure prescribed under Section 195 and Section 340 Cr PC.

Mr Justice Rajendra Babu delivering the judgement of the Bench which included the Chief Justice, Dr A.S. Anand, and Mr Justice, R.C. Lahoti observed that primarily the apex court did not exercise any original criminal jurisdiction in relation to offences arising under Section 193, IPC, which required elaborate inquiry and trial into the matter by the competent criminal court and a summary inquiry by more issuing a show cause notice considering affidavits or inquiry reports would not tantamount to a procedure under the criminal procedure code.

The order made by this court convicting the petitioner under Section 193, IPC, is therefore, one without jurisdiction and without due procedure prescribed under law, the court held and added that the sentence imposed under Article 129 of the Constitution for committing contempt of court was upheld.

The petitioner was punished by the court by its order on January 17, 1996 for forging signatures of a writ petition in affidavit under Section 193 and filing false affidavits for one year RI and for contempt of court under Article 129 to undergo six months RI for a term of six months but both sentences were directed to run concurrently. Though he had undergone the imprisonment, the petitioner M S Ahlawat had filed the writ petition challenging the legality of the order passed convicting him under Section 193 IPC only.

"The court passed the order observing that" to perpetuate an error is no virtue but to correct it is a compulsion of judicial conscience. The court made it clear that this order would not enable the petitioner to claim any compensation or initiate proceedings in any court arising out of his conviction under Section 193 IPC except to use the same in any proceeding initiated against him departmentally regarding his services.Top

 

Jaswant: US Secy’s visit improved ties

NEW DELHI, Oct 28 — External Affairs Minister Jaswant Singh said today that US Energy Secretary Bill Richardson’s recent visit has given a "renewed thrust" to bilateral relations with the two countries deciding to expand cooperation in energy and environmental matters.

Making a suo motu statement in the Lok Sabha, the External Affairs Minister said New Delhi welcomed Mr Richardson’s visit which was part of the ongoing process of developing a broad-based relationship with Washington and expanding and diversifying areas of bilateral cooperation for mutual advantage.

In his statement read out by the Parliamentary Affairs Minister, Mr Pramod Mahajan, said that "cooperation in energy and related matters has been an important component of our bilateral relations with the USA".

"The purpose of Mr Richardson’s visit was to review as well as to provide a renewed thrust to our cooperation in energy and related environmental matters in a more integrated and focussed manner, Mr Jaswant Singh said adding that the visit provided an opportunity for substantive discussions on these aspects.

Mr Richardson, who was here on a day-long visit on October 25, had called on the Prime Minister, Mr Atal Behari Vajpayee, and handed over a letter from the President, Mr Bill Clinton, besides addressing a CII conference, interacting with a number of business leaders and holding meetings with ministers of Power, Environment and Forests and External Affairs.

A copy of the Joint Statement on Cooperation in Energy and Related Environmental aspects, signed during the visit, was also tabled in the House.Top

 

Quattrocchi ready to be quizzed abroad

NEW DELHI, Oct 28 (PTI) — Italian businessman Ottavio Quattrocchi, a key accused in the Bofors payoff case, tonight dismissed the charge sheet against him as a "document full of lies", but expressed his willingness to be questioned by the CBI outside India.

"The charge sheet is a document full of lies and there is nothing new in it," Quattrocchi told PTI when contacted at Kuala Lumpur.

Quattrocchi emphatically denied having anything to do with A E Services, into which the Bofors payoff money had allegedly been paid.

"I do not know anything about A E Services or Bofors. The charge sheet is politically motivated," he added.

The CBI has alleged that Quattrocchi received around $ 7.3 million through A E Services for getting the Rs 1437 crore 155 mm Howitzer field gun deal for the Swedish company, A B Bofors.

The Italian businessman, who has been living in Kuala Lumpur since he left India five years ago, said if the CBI approached him "through proper channels" in Malaysia or Italy, he was willing to be questioned.

Asked if he was suggesting that the CBI should approach him through the authorities in Malaysia or Italy, he replied: "I do not know exactly, but they will have to come through proper channels. They cannot approach me directly."

Asked whether he would come to India, Quattrocchi said: "I want to be treated the same way as some others who were questioned by the CBI in London and Dubai."

He dismissed media reports suggesting his becoming an approver in the case and said: "Where is the question of becoming an approver as I know nothing about Bofors."

Asked about the CBI plans to investigate his wife Maria’s role in the case, he said: "She has been married to me for the past 35 years and as a joint account holder has been a signatory to many bank accounts. There is no more role of her in any of my bank transactions."

He questioned the CBI’s wisdom in chargesheeting him, saying he had never known or had any links with any public official in India and any official of Bofors.

"Unless I have paid bribe to a public official where is the question of my committing a crime," Quattrocchi asked.

Asked about his links with the Gandhi family, the Italian businessman, who is facing an arrest warrant in the case, said: "What is wrong if two families knew each other? My children were friends of their children. I had no other connection with them."

Terming the case as "politically motivated", Quattrocchi said more than two years ago a CBI team had visited Kuala Lumpur "just three days prior to the marriage of Priyanka in a bid to disrupt the marriage." Top

NEW DELHI, Oct 28 — The government today assured the Rajya Sabha that it had no intention to shut the door on any sphere of knowledge as the opposition members decried the reported decision of the Central Board of Secondary Education (CBSE) to drop Marxism as a subject from the class XII syllabus.

The assurance came from the leader of the House, Mr Jaswant Singh, who said that the government had not taken any decision in this regard and that he has no personal knowledge of the matter.

The matter was raised through a special mention by the CPI member, Mr Gurudas Dasgupta, who said that the government had taken the decision to propagate BJP’s “hidden agenda” and added that it smacked of “intellectual fascism”.

Several Rajya Sabha members sought to associate themselves with the issue and said that some elements under the patronage of the government were trying to rewrite history and that attempts were being made to “saffronise” the entire education system.

Mr Jaswant Singh said that he may not agree with Marxism, but the thought had dominated major part of humanity. He assured the House that he would establish the fact about the existence of the circular as mentioned by the members in their submissions.

Earlier speaking on the issue, the Leader of the Opposition, Mr Manmohan Singh said that Marxism in a way reflected human evolution. There was no logic in trying to ban teaching or studying of such thought in the country.

Eminent journalist Kuldip Nayar said Marxism helped students participating in the freedom struggle to understand the historical perspective of the issue involved.

UNI: Home Minister Lal Krishna Advani said in the Lok Sabha during zero hour that the government was opposed to banning any subject from being studied.

He said he had no knowledge about the reported decision taken by the CBSE about removing Marxism as one of the subjects from the curricula and would ascertain the facts from Human Resource Development Minister Murali Manohar Joshi who would be asked to make a statement.Top

 

RS nod to quota extension

NEW DELHI, Oct 28 — Parliament today approved the extension of reservation for the Scheduled Castes (SCs) and the Scheduled Tribes (STs) in Parliament and state assemblies until 2010 with the Rajya Sabha adopting the 84th Constitution Amendment Bill.

The Rajya Sabha passed the Bill by 144 votes to zero. Vice Chairman Adik Shrodkar announced that the Bill had been approved by more than two-thirds of the strength of the House as required for a constitutional amendment. The Lok Sabha had passed the Bill yesterday.

The Bill also covers nominations for representatives of Anglo Indians in the Lok Sabha for 10 more years. The present constitutional provisions for reservation end on January 25 next year.

The Bill’s statement of objects pointed out that though members of these communities had made considerable progress during the past 50 years, the reasons which weighed with the Constituent Assembly in providing the provisions regarding the reservation of seats for them had not ceased to exist.Earlier, Mr H. Hanumanthappa of the Congress withdrew the amendments he had suggested during the debate.

Law and Justice Minister Ram Jethmalani while piloting the Bill agreed to consider a proposal for the extension of reservation to those SC members, who had converted to Islam and Christianity.

He said it was the Supreme Court which had ruled that Islam and Christianity did not recognise the caste system. Mr H. Hanumanthappa (Cong) hoped that reservation should not be carried to the next millennium. He said the attitude of society towards the SCs and the STs should change. He lamented that no serious efforts were made to bring the STs and SCs into the national mainstream.

Mr Hanumanthappa said there needed to be a change of attitude regarding the Dalits and the SCs and the STs.

Minister of State for Planning and Programme Implementation Bangaru Laxman, while supporting the Bill, said recent verdicts of the Supreme Court had created hurdles in implementing reservation which needed to be sorted out through discussion. Mrs Sarla Maheshwari, CPI, regretted that the national agenda of the government did not talk of land reforms, without which it was difficult to change society. Ms Saroj Khaparde (Cong) said that despite reservation, the conditions of the SCs and the STs over the past 50 years had deteriorated and they continued to be exploited.

Mr Chunnilal Choudary (BJP) said the tendency of the SCs and the STs to continuously depend on government grants had led to their humiliation.Top

 

42 presented bravery awards

NEW DELHI, Oct 28 (UNI) — President K.R. Narayanan today decorated 22 defence personnel, with bravery awards. He also gave away awards to the kin of 20 defence personnel who laid down their lives.

The President also presented 18 senior officers with the Param Vishisht Seva Medal and the Ati Vishisht Seva Medal for meritorious services.

One of the posthumous awardees was a woman casual labourer with the Border Roads Organisation (BRO). She grappled with terrorists, who beheaded her on the Phuldungsei-Gobindbari road. She was nominated for the Shaurya Chakra. Her husband received the medal.

At a glittering function at the Darbar Hall of Rashtrapati Bhavan, the President presented the Param Vishisht Seva Medal to seven persons, the Ati Vishisht Seva Medal to 11 persons, one Uttam Yudh Seva Medal, four Kirti Chakras, two Vir Chakras and 35 Shaurya Chakras.

The function was attended by Defence Minister George Fernandes, the Army Chief, Gen V.P. Malik, the First Lady, Mrs Usha Narayanan, and many other civil and Army officials.

Of the 60, 18 awards were presented for bravery and meritorious services in Jammu and Kashmir, including two in Kargil, and 11 in the North-East.

One of the awardees, Capt Ganesh Singh Bhandari, was brought on a wheelchair to receive the award. The President stepped down from the podium to present the award.

The awardees are:

Param Vishisht Seva Medal: Air Marshal Shanti Swaroop Gupta, Air Marshal Jagbir Singh Rai, Air Marshal Darshan Singh Basra, Lieut-Gen Srirangam Rajagopalan Ranganathan Aiyengar, Lieut-Gen Nirmal Chander Vij, Lieut-Gen Pankaj Shivram Joshi and Vice Admiral Allampallam Sundara Rajan Krishnan.

Punjab farmers leave for Africa

NEW DELHI, Oct 28 — Six Punjab farmers are leaving tonight for Burkina Faso for transferring knowledge and skills gained under India’s Green Revolution to the farmers of this African country.

The farmers — Mr Bachittar Singh, Mr Baljinder Singh, Mr Pargat Singh, Mr Trilochan Singh, Mr Ranjeet Singh and Mr Tirth Singh, from Ludhiana, Hoshiarpur, Faridkot, and Sangrur districts — will stay in Burkina Faso for three years.

Farmers from Punjab are being sent in response to demands made to the External Affairs Ministry through its ITEC (Indian Technical and Economic Cooperation) to transfer knowledge and skills gained under Green Revolution, to developing countries, especially in Africa.

On May 6 this year, a tripartite agreement was signed between the Government of India, Punjab Government and farmers. The Centre, in addition to supporting the farmers with a monthly stipend of $ 1000 has undertaken to supply farming equipment and machinery such as tractors-trailers, disc harrows and ploughs as well as consumable inputs such as seeds, fertilisers and pesticides.

The Punjab Government has undertaken to meet certain supplementary costs of equipment and services to ensure the viability and smooth operations of the project. The implementing agency for this project is the Punjab Agricultural Export Corporation Limited (PAGREXCO).Top

 

UP Govt sold off 1800 hand pumps: Phoolan

NEW DELHI, Oct 28 (PTI) — Former bandit queen Phoolan Devi today accused the BJP-led government in Uttar Pradesh of clandestinely palming off over 1,800 hand pump sets installed in the Mirzapur Lok Sabha constituency from where she has been elected for the second time in the recent elections.

Clad in a pink saree, the once-dreaded dacoit of the Chambal ravines charged in the Lok Sabha that these hand pumps, installed during her earlier stint as an MP, had been sold for Rs 5,000 each.

Unwilling to take her seat despite repeated pleas by Deputy Speaker P.M. Sayeed, Phoolan Devi, occupying one of the back benches, jumped from issue to issue.

She demanded immediate roll back of diesel prices, and taking a dig at BJP leader Madan Lal Khurana for only talking about Delhi buses, she said farmers all over the country had been hit by the hike and were demanding explanation from the elected members.

Phoolan Devi urged the Deputy Speaker to allow her to speak for some more time saying, “I don’t know whether you will give me another chance.”Top

 

Implementation of TRAI’s regime stayed

NEW DELHI, Oct 28 (PTI) — The Delhi High Court today stayed the implementation of Telecom Regulatory Authority of India’s (TRAI) proposed calling party pays (CPP) regime under which land line telephone users were to pay airtime charges apart from normal charges if the call was made to a cellular phone.

The CPP regime announced by TRAI on September 7, was to be effective from November 1.

A Division Bench in an interim order said the TRAI order was a hostile discrimination against the Department of Telecom and Mahanagar Telephone Nigam Limited.Top

  Protest against SC’s order
MUMBAI: The Republican Party of India (Athawale) activists courted arrest here on Thursday as part of a “Rail Roko” agitation to protest against the recent Supreme Court ruling on the reservation policy for the Scheduled Castes and Scheduled Tribes. The activists, who staged demonstrations at various suburban railway stations, including Bhandup, Malad, Thane and Borivali, raised slogans and blocked the movement of trains, railway sources said. — PTI

8-year-old raped in hospital
HYDERABAD: In a macabre incident, an eight-year-old girl was raped and tossed down from a building in Visakhapatnam on Tuesday last. Tulasi Rao, a rowdy-sheeter, lured the girl, offering her chocolates and raped her in the second floor of a hospital. After committing the crime, he threw her down, and left her for dead. However, the girl who fell on a thorny bush survived. Hearing her cries hospital staff rescued her and admitted her to King George Hospital. The culprit was arrested on Wednesday. — UNI

Special trains for Chhat puja
NEW DELHI: The Northern Railway (NR) will run six pair of special trains between New Delhi and Darbhanga in Bihar to clear extra rush of passengers during the Chhat puja. The special trains, comprising 10 sleeper, six general second class coaches and two brake-cum-luggage vans, will depart from New Delhi at 11.40 a.m. on November 4, 7, 11, 14, 18 and 21 and reach Darbhanga at 2.40 p.m. the next day, the railway statement said on Thursday.

Man shoots wife, himself
NEW DELHI: A 30 - year-old-youth, Bhim, shot dead his wife, Indu, and later committed suicide by killing himself with a country-made revolver in Tilak Nagar in West Delhi on Thursday. It was the second marriage of Indu with Bhim. Bhim asked his wife on Tuesday to have fast on the occasion of “karvachauth” for his long life which Indu reportedly refused. The refusal made him angry and he took this extreme step, the police said. — FOC

Cotton growers threaten stir
NAGPUR: Cotton growers in Vidarbha and Marathwada under the banner of Vidarbha Jan Andolan Samiti have threatened to resort to agitation from November 4, if the government fails to start cotton procurement scheme. Mr Vinod Tiwari, Convenor of the Samiti, in a statement here on Thursday said cotton growers would reach the cotton market yard and stay there till the government announces commencement of the purchase. They are also demanding Rs 2500 rate per quintal for all cotton grades, the statement added. — PTI

Bill on contingency fund passed
NEW DELHI: The Lok Sabha on Thursday passed without discussion the Bill to amend the Contingency Fund of India to raise its corpus to Rs 550 crore. Finance Minister Yashwant Sinha, who moved the Bill for consideration, said the contingency fund of Rs 500 crore was not found adequate to meet the cost of conducting the general election. Hence, an ordinance was promulgated in July to enhance the corpus. — UNI

MP Assembly adjourned
BHOPAL: The Madhya Pradesh Assembly adjourned without transacting any business for the third consecutive day on Thursday as Opposition members of the BJP stalled the proceedings, mounting their protest against the alleged police atrocities on a tribal legislator at Khandwa last month. As soon as the House assembled, the BJP members trooped into the well of the house raising anti-government slogans and demanding protection to the legislators and suspension of the then Khandwa district superintendent of police in connection with the beating up of a BJP legislator, Mr Vijay Shah. — UNI

Criminal killed in encounter
FARRUKHABAD (UP): A criminal was killed and four policemen were injured in an encounter at Hansapur village here on Wednesday, the police said. Prem Kumar Villiya, who had escaped from police custody last month, was wanted in more than 50 cases of murder and dacoity and was carrying a cash reward of Rs 50,000 on his head, the SSP, Mr Rajiv Krishna, told mediapersons here. — PTI
