Teachers wait for Governors
decision HISAR, Sept 16 Thirteen newly appointed teachers of Guru Jambeshwar University here are waiting to join their duty for the last one year, as final decision in the matter has been left to the Governor, who is also the Chancellor of the University. This has hit the teaching in various departments of the university. The university had made appointments to 22 posts, including two in the non-teaching category, in August 1998. The appointments were duly approved by the Executive Council of the university on August 11, 1998. However, the Haryana Government headed by Mr Bansi Lal for the reasons other than academic, banned the recruitments in the universities the same day. Only three of the selected candidates could join their duties before the ban orders reached the university. While two of them continued with their job, the third candidate who was a lady could not join her duties as her joining was not accepted, because of her pregnancy. However, the Haryana Government has now amended its rules by virtue of which pregnant ladies can join their duties. After the new Vice-Chancellor took over, the university constituted a sub-committee to review these appointments. The sub-committee recommended the selection of only seven candidates and sought cancellation of other appointments. The Executive Council approved the recommendations of the sub-committee, which was headed by the Vice-Chancellor. Candidates question the credibility of the sub-committee, as not a single member in it was having academic background or expertise related to the subjects concerned for which teachers were selected. These included highly specialised subjects like biotechnology, computer sciences and environmental sciences. The aggrieved candidates approached the Punjab and Haryana High Court. The court in its order on February 18, said the matter should be left to the Governor, with the liberty to the candidates that they can again approach the court in case the Governors decision goes against them. Since then the matter is pending with the Governor. The aggrieved candidates were given a "patient hearing" by the Governor and they have pinned their hopes on the Governor. The teaching work is
also suffering in the University. There are departments
like biotechnology which are being managed by a single
professor, only. The university is taking the services of
part time and guest faculty. However, that too appears to
be insufficient. |
Govt order irks varsity staff KURUKSHETRA, Sept 16 Resentment prevails among teaching and non-teaching staff of Kurukshetra University against the Haryana Government's directive to the university not to supply free medicines from the university health centre, to those employees who have been getting fixed medical allowance. In addition to the
notification issued by the Director, Higher Education,
Haryana, in this regard, Finance Officer of the
university has also issued a notification to the Resident
Medical Officer (RMO), university health centre, saying
that university employees could henceforth avail either
fixed medical allowance or reimbursement of expenditure
incurred on the purchase of medicines as outdoor patients
or free medicines from the university health centre. The
RMO of the health centre has also been asked to ensure
that no medicine issued to university employees who are
availing the facility of fixed medical allowance. To express their resentment, both, Mr K.L. Tuteja, president, Kurukshetra University Teachers' Association and Mr Karan Singh, president, Kurukshetra University Non-teaching Employees' Association, called upon Mr Vineet Garg, Registrar, Kurukshetra University to lodge a protest against the government directive. They said the university was an autonomous body and should not bow before the orders of the DHE. Mr Karan Singh said the health centre at the university was providing first aid and medicines only during emergencies and no costly medicines were being supplied to the university employees. It was the basic facility provided by the university to its employees residing on the campus. When contacted on the
telephone, the Vice-Chancellor, Kurukshetra University,
Dr M.L. Ranga, said he had convened a meeting of the
leaders of the teaching and non-teaching employees'
associations and the RMO of the centre and hoped the
issue would be resolved soon. |
Key Yamuna bridge half-done YAMUNANAGAR: The delay in the completion of a bridge on the river Yamuna is causing inconvenience to motorists on the Yamunanagar-Saharanpur road. The existing single-lane bridge, completed in 1858, is in no position to cope with today's traffic. The work on the bridge under construction was started in March, 1997, and was supposed to have been completed by June this year. The cost of construction Rs 15 crore is being equally shared by the Centre, Uttar Pradesh and Haryana. Haryana has still not made good its commitment of Rs 5 crore. Moreover, the floods in the Yamuna last year resulted in a pillar becoming loose. Now corrective measures have been taken to strengthen this pillar. A sum of Rs 10 crore has already been spent on the construction. The bridge will be 475 metres long and 7.5 m wide. According to Mr Shiv Kumar, deputy manager of U P Bridge Corporation, the project can be completed if sufficient funds are released before the next monsoon. Mr A. L. Sharma, Assistant Executive Engineer of the corporation, said the UP Governor, Mr Suraj Bhan, has taken a lot of interest in completion of the bridge. He said he had already instructed the department to complete the bridge on a war-footing. The railing on the old bridge is broken at a number of places. Ironically a number of MPs, MLAs, ministers and bureaucrats are the victims of traffic hazards. According to the latest
information, the bridge would be completed by the end of
this year and the old bridge used for light vehicles. |
MDU VC's denial ROHTAK, Sept 16 The Vice-Chancellor, Maharshi Dayanand University, Lt-Gen O.P. Kaushik (retd) has denied that he had ever disobeyed the orders of the Governor-cum-Chancellor and withdrawn control of administrative branches from the Registrar. Reacting to the news item published in The Tribune today, the Vice-Chancellor said that the Rohtak-based correspondent has no jurisdiction to write about a meeting held at Chandigarh. The said meeting was held to discuss the Guru Jambheshwar University and not Maharshi Dayanand University. The Vice-Chancellor said that he had never disobeyed the Chancellor. He said that a Deputy Registrar was given an additional charge of the Dean, College Development Council (DCDC) in an emergency. Referring to the cancellation of the appointment of the Deputy Registrar to the post of DCDC by the Chancellor, the Vice-Chancellor said that while retaining the charge with the Deputy Registrar, he had explained the position to the Chancellor on May 26 and had sought new guidelines from the Chancellor. After that, he said, he did not hear from the Chancellor on the subject. Even otherwise, the Chancellor has no right to interfere in the day-to-day functioning of the university and allocation of duties to its employees, he said in a statement issued here today. The Vice-Chancellor said that he was never suspended by the Chancellor. (The correspondent stands corrected on this point; the Chancellor, in fact, had withdrawn all of his functional powers. But while arguing his case in the Punjab and Haryana High Court, he had described the action as virtual suspension.) He also described as baseless that the control of all branches has been withdrawn from the Registrar. He said that all the branches, including the establishment branch, continued to be under the control of the Registrar. The Registrar, when contacted said that he has charge of only the Academic Branch, Legal Cell and Registration and General Branch. But most of the files relating to these branches were dealt with directly by the Vice-Chancellor bypassing him. The charge of the Establishment Branch was taken from him by the Vice-Chancellor on September 9. The Vice-Chancellor said
that the comment like "less said the better"
about the University was to damage the reputation of an
educational institution and described it as
"thoughtless and indiscreet" comment. |
Drive against criminals PANIPAT, Sept 16 The district police has launched a drive against the criminals and anti-social elements to put a check on the criminal activities in the district. Mr Manoj Yadav, SP, said the patrolling during the night in the town, rural areas and national and state highways had been intensified. The police had succeeded in nabbing 10 criminals and anti-social elements during the past 24 hours, he said. Mr Yadav said five miscreants were arrested yesterday from a factory near Sector 13-17 as they were planning to commit a robbery in the town. They were held by a team led by the SHO of the city police station. The police recovered pistol, a knife and a iron rod from them, he said. The criminals have been identified as Channu, alias Chandwa, Salim, Sanjiv, Javed and Shanker and confessed their involvement in robberies. Besides this, the SP said, the police arrested five other anti-social elements from the local bus stand and seized 26 kg "churapost" and 600 gms charas from their possession. The Samalkha police,
according to police sources, has also arrested a criminal
and recovered two country-made pistols and cartridges
from him. The arrested criminal was arrested from the PWD
office complex yesterday. |
Bishnoi shaheed
smarak planned SIRSA, Sept 16 "There is an urgent need to caution the society against those Sadhus who amass wealth", the President of the Akhil Bharatiya Bishnoi Mahasabha and the Minister of Public Health, Rajasthan, Mr Ram Singh. He said at the congregation of the Bishnoies at Guru Jambheshwar Mandir. Mr Ram Singh called upon the Bishnoies to stop giving money in charity which must be spent for the benefit of society. Bishnoies lag behind in the field of education. The condition of women was worse, he said. Mr Ram Singh said a "shaheed smarak" will be erected in Khejdali in Rajasthan at the cost of Rs 2 crore. In Khejdali 270 years ago 363 Bishnoies had sacrificed themselves to preserve trees. The mahasabha had given Rs 20 lakh for the construction of a temple and educational institution in Delhi. The former Chief
Minister of Haryana, Mr Bhajan Lal, said time has come to
follow the path shown by Guru Jambheshwar. He also said
the Bishnoi foundation day will be celebrated in Delhi. |
Surjewala appointed observer for
UP CHANDIGARH, Sept 16 The All-India Congress Committee has appointed a former president of the Haryana Congress, Mr Shamsher Singh Surjewala, as its observer for the Lok Sabha elections for Uttar Pradesh. The General Secretary of the AICC, Mr Oscar Fernandes, conveyed to Mr Surjewala today that he should reach western Uttar Pradesh immediately and coordinate the party campaign there. The AICC also asked Mr Surjewala to reach Lucknow immediately after the completion of elections in western UP and supervise the party campaign there and in the other neighbouring constituencies of Central and East U.P. The AICC has also
appointed six Haryana Congress leaders as co-observers in
UP to assist Mr Surjewala. They are Mr Kuldeep Sharma,
president of the Karnal District Congress Committee; Mr
Jagdish Nehra, Mr Tejinder Pal Mann, and Prof Chhater Pal
Singh, all former ministers, Prof Subhash Chaudhary, and
Mrs Sumitra Chauhan. |
Expedite projects in Ambala:
council CHANDIGARH, Sept 16 The Citizens Council of Ambala cantonment has urged the Haryana Chief Minister, Mr Om Prakash Chautala, to issue necessary instructions to the district administration to expedite and complete certain projects in the town. In a memorandum submitted to the Chief Minister, the chairman of the council, Dr N.C. Jain, said today that these projects were sanctioned by the Bansi Lal Government and work on them had already started. Appreciating Mr Chautalas declaration that all projects sanctioned by the previous government would be completed by his government, in public interest, Dr Jain said the Ambala projects included a 50-bed wing in civil hospital, a blood bank in Ambala cantonment, building of government college and shifting of the grain market to a new site for which the land had already been acquired. Similarly, Subhash Park,
on which nearly Rs 55 lakh had been spent, was awaiting
completion, he added. |
MC told to reassess house tax
cases JIND, Sept 16 The district administration has set aside more than 10,000 cases of the house tax assessed by the local Municipal Council for the year 1999-2000 for various irregularities and directed the council to reassess their house tax. According to reports here today, the Deputy Commissioner, Mr Tarun Bajaj, had appointed the District Development and Panchayat Officer, Jind, to inquire into the irregularities. The inquiry report had revealed that the council exempted many buildings from the house tax by reducing their proposed annual rental value illegally. The council, after assessing the tax, had served notices to the building owners for filing objections against the proposed annual rental value of their building. The Finance Sub-committee constituted by the council for hearing objections allegedly reduced the proposed assessment to such an extent that many buildings got exemption from the tax. Moreover, the annual rental value of those building owners was also reduced who were actually getting more rent. Mr R.K. Berwal,
Executive Officer of the council, said out of the total
25,000 assesses, a survey of about 10,000 cases would be
conducted soon to reassess their tax. He said notices
would be served to more than 10,000 building owners for
hearing their objections against the proposed
re-assessment. |
Pay benefits to staff, DC
tells civic body ROHTAK, Sept 16 The Deputy Commissioner, Mr Arun Kumar, has directed the municipal committee to pay retirement benefits to its employees within one month. Over 30 municipal employees, who retired in 1997 and afterwards it is learnt have not been paid the retirement benefits, including gratuity and leave encashment. The Deputy Commissioner has also directed the civic body to pay the arrears of the Fifth Pay Commission to all its employees. Meanwhile the Deputy
Commissioner on Thursday suspended 5 safai karamcharis on
the charge of dereliction of duty. They were found absent
from duty when he took round of the town. |
Kapal Mochan fair arrangements YAMUNANAGAR, Sept 16 (UNI) Arrangements are underway for the three-day Kapal Mochan fair starting on November 21 at Bilaspur, near here. A meeting was held under the chairmanship of Deputy Commissioner Rajiv Sharma for reviewing the on-going work for holding the fair. Addressing the meeting, he issued instructions for the proper maintenance of ponds in the mela region and their extensive cleaning and filling within a month. The Deputy Commissioner
directed officials of the public works department and the
civic body to keep the area clean and stock medicines to
prevent the spread of disease. As many as 300 toilets
would be set up in the entire mela region, he said. |
Plea to declare Haryana
drought-hit CHANDIGARH, Sept 16 The Haryana Krishak Samaj has demanded that in view of poor rainfall in June, July and August, Haryana should be declared drought-hit. In a statement here today a spokesman of the Samaj, Mr Sat Pal Kaushik, said the farmers could not sow their crops on time because of poor rain. He regretted that neither the Centre nor the state government provided any relief to the farmers. The Samaj demanded that the payment of power charges and instalments of bank loans should be deferred. Arrangements should also be made for supply of fodder in those areas that faced fodder shortage. Mr Kaushik demanded that
the government should intervene immediately to save
potato growers from ruin because the prices of potatoes
had fallen much below the cost of production. |
4 held in scribe attack case KAITHAL, Sept 16 The police arrested four persons yesterday for their alleged involvement in a murderous attack on the local journalist, Mr Parma Nand Goel, on Monday. The arrested have been identified as Krishan Pehalwan (Kaithal), Surinder Pehalwan (Chhot), Jasbir Singh Balu and Mohinder (Narar) and booked under Sections 307, 323, 325, 341, 120-B, 148 and 149 IPC. They were produced before the Chief Judicial Magistrate here this afternoon, who remanded them in police custody till September 18. Earlier, a police party headed by the DSP Guhla, Mr O.P. Kadiyan, raided a number of places to arrest the culprits. During the whole operation Mr H.S. Ahlawat, IG, Ambala Range, remained present here to supervise the investigation. The Inspector-General

Paddy purchase in Haryana
begins CHANDIGARH, Sept 16 The Haryana Government has directed paddy procurement agencies in the state to make payments to farmers within 48 hours to 72 hours of the procurement of their paddy. The procurement of paddy in Haryana mandis started today, 15 days ahead of normal schedule. The Chief Minister, Mr Om Prakash Chautala, had requested the Union Agriculture Minister, Mr Surjeet Singh Barnala, yesterday that in view of heavy arrival of paddy in the mandis, its procurement should be started immediately. Mr Barnala conveyed his consent last evening. Besides the Food Corporation of India, the Haryana Food and Supplies Department, Hafed, the State Warehousing Corporation and the State Agro-Industries Corporation entered the markets today. These agencies will
purchase paddy, conforming to the specifications at the
rate of Rs 490 a quintal for common varieties and at Rs
520 a quintal for grade A variety. |
