Chandigarh, Sept 17 In a major development for the forthcoming university student body elections in Panjab University, a group declared the formation of the Haryana Students Union (HSU) here today which will contest parallel to the established Haryana Student Association(HSA) . The formation of the HSU was announced at a press conference by Mr Bhupinder Beniwal, a final year law student. Interestingly, Mr Beniwal was General Secretary of the University Student Council on a seat from the Students Organisation of Panjab University (SOPU) in the last elections. Mr Beniwal said a large number of students were frustrated with the "autocratic" and "dictatorial functioning " of the HSA. Ordinary students were not involved in its functioning and only "four top" students from HSA managed the affairs. He said that although he was an office-bearer of the last council yet he left the organisation to contest on the HSU ticket because the HSA was giving a "bad name " to the organisation as well as the region. He alleged that only the "top four" students were managing the affairs of the association and the common students were not taken into confidence about the agenda and the execution. Mr Beniwal said that after the announcement of the formation of the new union today, the party would shortly take up the related issues like naming other contesting candidates and the working out of the groundwork. The announcement of the formation of HSU would mean a split in the HSA with the majority of workers supporting the new front, he claimed. Reacting to the formation of the HSU, senior HSA leaders said that the HSU members had nothing to do with the HSU. The "split" announced had no meaning as the new union could not name any senior leader of the HSA who had expressed his dissatisfaction with the party. The HSU members even if genuine had not contacted the top leaders of the HSA which made the claims of the HSU useless. A former President of the council, Mr Munish Anand, and a former NSUI President, Mr Harmohinder Lucky, said the announcement of a new front had no meaning apart from a political stunt. They raised the issue of why the front was not announced prior to the elections. "We have nothing to do with the HSA", Mr Sunder Pal, a senior HSU leader said. HSA members also raised the issue that the likely presidential candidate of the HSU had two FIRs against him on earlier occasions during his stay on the campus. It seemed that "certain vested powers" who foresaw defeat in the election wanted to divide the established association, Mr Pal said. On the other hand the HSU said that the opponent association had political aims and senior leaders met political leaders regularly who could be easily named. "We are working for unity in the university without vested interests. We would like to work at the ground level with student welfare on priority.Other contestants will be announced shortly. Student bodies forge alliance Chandigarh, Sept 17 The National Students Union of India, the Haryana Students Alliance and the Panjab University Student's Union in a press conference here today announced an alliance for the forthcoming student body elections. The alliance is a repeat of the previous elections and Mr Bhupinder Singh 'Bhupi' has been officially named as the presidential candidate while Mr Mohan Singh has been named as the contestant for the post of General Secretary. Mr Bhupinder Singh 'Bhupi' is a student of the Department of Laws while Mr Mohan Singh is from the science stream. "Bhupi" also figures in the basketball competitions at the national level. Mr Harmohinder Singh "Lucky", a former President of the NSUI, said that the alliance had grown over the past couple of years and will be contesting the college elections on the same front. He said that the alliance promise a peaceful atmosphere besides working for student interests. Mr Gurvinder Grewal, Chairman of the election committee, said that the university had not cleared what the word "accused "meant and other organisations had some men who had doubtful credentials for contesting the election. Mr Munish Anand, a former President of the Student Council, said that the organisation in power last year had not bothered for student welfare on several fronts. The alliance protested on several grounds like the fee hike and several others. Trespass, theft attempt Ramesh Chander, a resident of Sector 15, today allegedly sneaked into one of the readers room in the History Department of Panjab University to steal. The chowkidaar of the department, Mr Pawan Kumar, saw him and closed the door from outside. However, to evade arrest Ramesh jumped from one of the windows in the room, located on the second floor. He was later admitted to the Emergency ward of the PGI with injuries on the hand and in the stomach by the former president of PU Students Council, Mr D.P.S. Randhawa. On the basis of a complaint lodged by the Chairman of the department, a case has been registered against him at the Sector 11 police station under Sections 380 and 511 of the IPC. He has been booked for trespass and attempt to theft. UBS admissions University Business School (UBS) of Panjab University, Chandigarh has changed the admission process for the MBA course from this year. According to the Chairman of the department, Mr R.P Gupta, the students seeking admission to Management courses of UBS, such as MBA, MBA (HR), MBA (IB) have to take the Combined Admission Test (CAT) examination conducted by IIMs at various centres on December 12, 1999. The admission forms for CAT test will be available at the major branches of the SBI till September 27. And the last date for returning these forms to IIMs is October 12, 1999. University teachers protest day CHANDIGARH, Sept 17 The All-India Federation of University Teachers Association in a press note issued here today announced a nationwide protest day would be observed on September 23 to "awaken the conscience of political leaders and public to ensure that education was taken up on the national agenda". University teachers are upset over non-implementation of an agreement regarding the revision of pay-scales, reached with the Union Government on September 5, last year, in many states, the press note said. The HRD Minister had agreed that arrears on account of pay-revision would be released to university teachers in a single instalment. More than a year had passed since then and many states were still to implement the agreement reached on Teachers' Day, 1998, the note said. The payment of arrears, even in the states where the pay-revision had been implemented, was still uncertain. "Bureaucrats and auditors have been very arbitrary in interpreting the pay-revision rules while fixing the salary in the revised pay scales," the note said. This has resulted in substantial financial loss and considerable comparative disadvantage to university teachers. The implementation of the Career Advancement Scheme (CAS) has also been delayed because of the alleged misleading clarifications issued by the MoHRD and the UGC. The note says that government's recent directive regarding reduction of grants to universities in the garb of austerity measures comes as another shock to university teachers. It says that universities are already starved of funds for proper conduct of teaching and research works. Laboratories could afford to buy the necessary equipment and chemicals, libraries had been forced to stop subscriptions of journals and purchase of books for want of adequate funds, the press note said. It said government should not treat institutions of higher education, particularly universities, as other administrative departments by imposing cuts on non-plan and non-salary expenditures as underlined in an office memorandum of August 5 circulated by the UGC on August 31. filling up vacant posts and foreign travel for attending
academic conferences would be disastrous for the
maintenance of standards of excellence in teaching and
research," the press note said. |

The competition for boys will be held from September 24 to 27, while for girls, it will be held between September 28 and 30. Ms Joginder Kaur Sandhu will be the Secretary of the girls' competitions. The age-groups for Pre-Nehru Hockey will be under-15 and under-17 years while for badminton and table tennis, these will be under-14, under-17 and under-19 for boys and girls. In skating, the age-groups will be under-14 and under-19. Badminton meet Third seed Isha could not have asked for more as today in the Chandigarh Ranking-cum-Selection Badminton Tournament in progress here at the PU indoor hall, she beat second seed Parnita in the girls' under-19 singles event. Parnita who had better strokes and game to display was out of form and her temperament also cost her the match. Parnita lost, 8-11, 12-11 and 3-11. In the under-10 boys' section, introduced for the first time in Chandigarh, a spirited Aman Sethi gave a harrowing time to Herry and won in a three-game thriller, 15-3, 13-15 and 15-3. Hockey matches Maintenance Command and Central Air Command won their hockey matches by beating Training Command, 3-0, and Southern Air Command, 5-1, respectively, in the Air Force Inter-Command Hockey Championship in progress here at the Sector 42 Hockey Stadium here today. In the first match between TC and MC, the latter which dominated right from the beginning. Balbir Singh, in the 20th minute of the match, scored a field goal, followed by Rajbir in the 29th minute. In the second half, Sohan Singh scored a goal in the 65th minute thus taking the lead to 3-0 for the MC. In the second match between CAC and SAC, the former dominated from the beginning. Amrik Singh scored the first goal in the 28th minute of the match, followed by Bannister in the 36th minute. All were field goals. Third goal for the team by was scored by Kripota in the 45th minute. Second goal for Bannister and fourth for CAC came in the 47th minute and fifth goal was scored in the 50th minute through a penalty stroke. In the closing moments of the match, SAC reduced the margin when Satvir Singh scored in the 65th minute. Selection trials Trials to select the Panchkula district under-19 cricket team which will take part in the Haryana Inter-District Cricket Tournament will be held at Hansraj Public School in Sector 6 of Panchkula on September 19 at 2.30 pm, according to Mr Sandeep Moudgil, Secretary of the Panchkula District Cricket Association. Last date The last date of submitting entry forms for participating in the second Edmund Rice Inter-School Cricket Tournament has been extended to September 25 from September 18, according to a press note of St John's School, Sector 26, organiser of the meet. The tournament is scheduled to start in October. State volleyball The Chandigarh State Volleyball Tournament for the Shivalik Trophy in various age-groups will begin tomorrow at Shivalik Public School, Sector 41. Irina Brar takes 3-stroke lead CHANDIGARH, Sept 17 Fifteen-year-old Irina Brar of the local Vivek High School took a three-stroke lead over fancied Parnita Garewal on the opening day of the second Chandigarh State Golf Championship for the Stroh CGA Cup. Irina Brar started the day well with two pars. But she made a double bogey on the third where her ball was plugged in the bunker. She dropped shots again on the fourth and the ninth but with a birdie on the eight she was four over at the turn. In the back nine she played steadier golf making bogeys on the 10th, 14th and 17th. A birdie on the 16th helped her finish as leader with a 6 over card of 78. Parnita Garewal had an indifferent round today collecting bogeys as easily as making pars and with to birdies to stem the flow she finished with a 9 over 81.
