Fissures in Haryana BSP GURGAON, Sept 21 Trouble is brewing within the Haryana unit of the Bahujan Samaj Party (BSP) and factionalism in the party is likely to come out in the open after results of the parliamentary elections are declared. A nominee of the BSP from the Mahendergarh parliamentary seat and member of the national executive of the party, Mr Raghu Yadav, has launched a whisper campaign against the President of the Haryana unit and nominee of the party from the Ambala parliamentary constituency, Mr Aman Nagra, for his comments during the election campaign. Mr Nagra, a sitting MP from Ambala is reported to have made a public statement that the BSP had officially decided to extend support to the Congress nominees in Rohtak, Kurukshetra, Sirsa and Hisar the constituencies where the BSP had not fielded its candidates. Mr Nagra was also reported to have stated that the BSP had decided to extend support to the Congress nominees in lieu of its support to him in Ambala. Incidentally, the Congress had fielded a former minister, Mr Phool Chand Maulana from Ambala. The BSP had also put up nominees in Karnal besides Ambala and Mahendergarh. Mr Yadav told TNS today that Mr Nagras statement of the BSPs support to the Congress was "unauthorised" and "motivated". His statement that the BSP had decided so in lieu of its support for him in Ambala sent the message that the party was not serious in Mahendergarh or Karnal, he said. The supporters of Mr Yadav are determined to take up the issue at party forum immediately after the declaration of the results. Significantly, Mr Yadav, has conceded defeat even before the counting of votes has taken place. There is a dominant line of thinking in the BSP that the party has not been able to perform according to its expectations as it committed hara-kiri by entering into an electoral alliance with the Haryana Vikas Party. Leaders like Mr Yadav had opposed the move for the HVP-BSP tie-up and had advocated that the BSP contest on its own. These leaders are also determined to use this issue against Mr Nagra as he had championed the case for the HVP-BSP tie-up. A section of the BSP leaders have now come out in the open alleging that Mr Nagra persuaded the party high command for the tie-up with the HVP with the narrow perspective of his own electoral benefit. According to Mr Yadav, Mr Bansi Lal and his HVP had been "discredited" before the Lok Sabha elections. The Congress lost in terms of popularity as it had tried to bail out the Bansi Lal government, after the BJP withdrew support to it. In such a situation the BSP was bound to lose by aligning with the HVP. With regard the BJP nominee, Ms Sudha Yadav, Mr Yadav charged that it was unethical on the part of the BJP to seek support for her by projecting her as a "destitute". Ms Sudha Yadav is the widow of a Kargil war hero. "In Parliament the
destitute factor will not bring any benefit to the
constituency. It is the performance of the
representative. There were many other ways by which the
BJP could have helped her, Mr Yadav said. |
10 pilgrims killed in road mishap HISAR, Sept 21 Ten pilgrims, including a couple and their son, were killed when the jeep they were travelling in collided with a Rajasthan Roadways bus near Goga Mari, a religious place in Rajasthan, yesterday, according to a report reached here today. All victims belonged to the district. The ill-fated jeep was on its way from Nohar to Goga Mari, when the mishap occurred. Eight persons died on the spot while two succumbed to their injuries later. The victims have been
identified as jeep driver Shankar, Ravinder Soni, Nawab,
Balram, Gopi Ram, Bhanwar Lal, Kulbir Singh and his wife
and son. However, one victim is yet to be identified. |
Kargil reopens old wounds KARNAL: For the 80-year-old, Sardar Inder Singh Khurana the Kargil war has a different perspective. Kargil has reopened the old wounds of this agriculturist-turned-businessman of Karnal. Sardar Khurana sacrificed his two sons, who were captains in the Army. The eldest, Capt Tejinder Pal Singh Khurana, laid down his life in the Khemkaran sector during the 1965 Indo-Pak war. Nine years later, the Khuranas lost their other son, Capt Narinder Pal Singh, a flier in the Army, who died in a plane crash. The tragedy, however, did not deter the Khuranas from actively serving their motherland. Captain Narinders son, Gagandeep Singh, too, joined the Army and retired as a Captain. Sardar Khurana has no grudge against society which, he feels has given due recognition to his late sons. The Karnal civic body has named a park and a road in Model Town after Captain Tejinder. On the eve of Captain Tejinders barsi, Sardar Khurana is bitter about the manner in which the Kargil crisis has been handled by the BJP government. He says, had the government been vigilant, several precious lives of jawans and officers could have been saved. He is no less critical of the previous governments. He strongly believes that India missed several opportunities to discipline Pakistan. Firstly India should not have accepted the cease fire in 1948 and should have pressed the advantage secured by its forces to liberate the entire Kashmir. Secondly, Sardar Khurana believes, India should have captured Lahore in 1965 to bargain for Kashmir. The next opportunity to resolve the Kashmir problem, he says, came Indias way in 1971 when over 90,000 Pak troops were in Indian custody. "The Indian politicians always fritter away at the negotiating table what the soldiers gained in the battle field after sacrificing their lives," he says regretfully. He considers Pakistan to be a treacherous state. He has reasons to believe so. Captain Tejinder was killed in the Pakistan shelling after the cease fire had been declared. Given a chance, will he again send his sons to the Army? This touches a raw nerve in Sardar Khurana, who loses his cool. In a highly charged voice he says India has remained a slave because "we lack a killer instinct. Quoting from history, he says Indians have always shown compassion towards their enemies, who have never lost opportunities to strike back. There is no question of
his not sending his sons to the Army again. The jawans,
he says, do not hesitate to lay down their lives. But
they should be convinced that their sacrifices are for
the sake of their motherland and not for saving any
politicians chair, he angrily concludes. |
Fraud at cattle fair detected ROHTAK, Sept 21 Heavy financial irregularities were detected at the cattle fair organised at Sampla block of the district recently. The state exchequer has suffered a loss in lakhs due to this irregularity committed allegedly by officials. The officials allegedly manipulated the registration fee charged by the Panchayat and Development Department which is necessary for every animal sold at the fair. According to the records procured by this correspondent, it seems to be a clear case of embezzlement. The officials seem to have adopted a unique foolproof method. According to the rules, the receipts at the fairs have to be in triplicate. One copy of the receipt is to be procured by the department itself for audit purposes, while the other two copies are delivered one each to the purchaser and the seller. As per the receipts procured by this correspondent, mela officials have charged full 4 per cent registration fee from the purchasers, but they have entered a mere sum (hardly 10 per cent of the originally charged amount) in the original receipt as per which the fee is paid to the government. For example, in receipt Number N-056013, the cost of the animal sold is registered in the government account as Rs 500 and accordingly Rs 22 have been deposited to the government accounts as registration fee. But the copy of the same receipt given to the purchaser bears the cost of the animal as Rs 12,000 and Rs 482 has been charged as the registration fee from the purchaser. This fact has again been proved after verifying receipt Numbers 053460, 058086, 058089, 053548, 056045, 056409 and 056009 of series N. As per the government records, there has been a decline of 34.40 per cent of the revenue from the fair organised at Sampla on August 19 last. The district
administration has also received complaints regarding the
irregularities. When asked the Deputy Commissioner, Mr
Arun Kumar, said an inquiry to be headed by the
Additional Deputy Commissioner, Mr Anand Mohan Sharan,
had only been ordered. There was no question of sparing
any government official found involved in the scandal, he
added. |
Patchwork does little to road
safety SONEPAT: Traffic jams on the towns roads are becoming a common phenomenon due to the rush of heavy vehicles here. In the narrow lanes, the situation is more serious as all sorts of vehicles, including bullock carts and thelas, pass through. The traffic police is not able to cope with the situation as the town has grown considerably over the past two decades. The strength of the traffic police is not even what was required 20 years ago. The situation is worsening day by day as 10,000 heavy vehicles come to the heart of the town. In the absence of any planned project, the menace has assumed alarming proportions giving rise to traffic jams and mishaps. To reduce the pressure of heavy vehicles on highway and town roads, a bypass was conceived but the project is yet to begin. The town needs a lot of improvement in respect of roads, parking lots, traffic lights and green belts. The impact of the monsoon on Sonepat roads is for anybody to observe. The depressions, bumps and uneven surface, for which most of the town roads are known, have another addition in the form of potholes and craters. All government agencies are content in doing patchwork here and there and the people continue to suffer. Despite the claim of the agencies like the PWD (B&R), the Sonepat Municipal Council, the market committee and the Haryana Urban Development Authority (HUDA) to launch a drive for repairing the roads, filling the craters with brick pieces is the only visible activity which they have undertaken in the name of the drive. The result of this patchwork is disastrous. The length of uneven surfaces has increased and so has the number of bumps due to brick-filling. At some places, the workers of these agencies have been to level the surface with bags full of debris. This has been done at places where bigger patches of roads have been washed away. According to sources in the engineering wings of the agencies concerned, patchwork has become a regular exercise ever since the rains started this year. Potholes are filled quickly with bricks, red soil and debris. The fillings also got washed away after another spell of showers. No attention has been paid by the authorities to damaged roads, many having been constructed or repaired recently. A large number of roads are still lying unattended. These include the Mamoon-Bhanja-Subzimandi road via the bus stand, the Gohana road, the Gota Bhavan (city)-Bus Stand road and the Old D.C. road. According to many residents, a majority of the roads were damaged by the rains leaving death-traps in the form of potholes. Only some roads could withstand. These roads have been reduced to a nightmare for the vehicular traffic, particularly two-wheeler drivers. Walking on the roads has become dangerous at night. Some roads are so heavily damaged that the people are wary of using them. Enchroachments on roadsides, covering the drainage system, often lead to the blockage of the drains which, in turn, divert the water to flow freely on the roads. The water damages the bitumen. Moreover, a proper drainage system is often neglected while laying down the roads. This results in blocking of water on the roads even in normal times. Official sources, however, point out that during the past six years, the maintenance work on the roads of this city could not be taken up on a large scale as there was an acute shortage of funds. No contingency plan was drawn up by the official agencies responsible for road maintenance. Some roads repaired only
a few months ago as well the old ones are already in a
bad state as these were damaged by the recent rains. It
is alleged that substandard material was used in the work
and a high-level inquiry is likely to expose the
contractors and the officials concerned. |
Where letters reach faster
than telegrams SONEPAT, Sept 21 The district has only one telegraph office which caters to the need of more than two lakh people. The sanctioned strength of employees in the telegraph office is six (Class III) and four (Class IV) employees. Many a time, the counter is manned by a Class IV employee who has to book telegrams and issue receipts of the amount as well. This affects the transmission work of the telegrams. Sometimes, the in charge of the DTO has to work on the counter in view of the shortage of the staff. No wonder that all categories of telegrams reach the city at a snail's pace. Even the ordinary mail reaches before the telegram. The situation has worsened since the reduction of working hours of the Departmental Telegraph Office (DTO) from 15 hours to 11 hours a day. Inquiries made by this correspondent have revealed that incoming telegrams are being delayed for more than 13 hours daily as DTO is closed from 8 pm to 9 am. Moreover, the DTO employees have to cope with problems such as faults in the telegraphic channels leading to delay in receiving and sending telegrams. Further delay in the delivery of telegrams aggravates the situation. Earlier the working hours of the DTO were from 7 am to 10 pm. Residents of the city have been facing great inconvenience due to the reduced timings. In case of death, they cannot send a telegram after 8 pm and have to wait for at least 13 hours to avail of this facility. There is no regular employee deputed to handle fax messages. Mediapersons have transit their fax messages themselves. Telephone subscribers
have their own tale of woes. A woman clerk accepts only
the cheques or bank drafts for payment of telephone bills
and subscribers who wanted to deposit in cash had to
return disappointed. |
Ex-judge heads panel on
Lokayukta CHANDIGARH, Sept 21 The Haryana Government today constituted an expert committee headed by Mr Justice G.S. Chahal, a former judge of the Punjab and Haryana High Court, to suggest suitable provisions to make the institution of Lokayukta more sound. The committee will prepare a draft Bill without any ambiguity to remove the earlier lacunae in the repealed Act. The other members of the committee are the Advocate-General, Mr Mohan Jain, and the Chief Secretary of Haryana. Justice Chahal has been authorised to work out the modalities of the committee on his own to ensure that Lokayukta could function as an absolutely independent institution and discharge the duties without fear or favour. The committee has been
asked to submit its report in six months. |
Failed students get another
chance ROHTAK, Sept 21 Maharshi Dayanand University (MDU) has decided to provide a last chance to the students of annual scheme who failed to qualify their exams in the stipulated period or intend to improve their score. This was stated by Lieut Gen (retd) O.P. Kaushik, Vice-Chancellor of the university, in a press conference here yesterday. He said a large number of students had requested him to provide them another chance. The exams would be conducted in April or May next, he added. General Kaushik said the academic calendar of the university had been released by the administration. He pointed out that at a recent conference of Vice-Chancellors, the participants had expressed their inability in fulfilling the condition of 180 teaching days as prescribed by the University Grants Commission (UGC), whereas MDU had completed 186 teaching days last year and had set a target of 198 teaching days this year. He said the workload of the teaching staff had been increased on the directions of the UGC . Commenting on
development work on the campus, he said two auditoriums,
a distance education building, 110 staff quarters and two
tennis courts had been constructed, in the past one year. |

Three of family commit suicide HISAR, Sept 21 Three members of a family today ended their lives by taking poison. A youth Mohinder, said to be around 30, his wife Kalpna about 25, and their eight-year-old daughter Narinder Kumari took poison early in the morning in Bid Bhubhran village. While the mother and the daughter died instantly, the husband died while on his way to hospital. The family was living in a rented accommodation in the village. A suicide note recovered from them said that nobody was responsible for their deaths and they had committed suicide after being fed with poverty. According to the suicide note, the family belonged to Joju Kallan village in Bhiwani district. They were working as labourers here. Some of the neighbours
took them to the hospital. The Agroha police has
reportedly taken the bodies into their custody and
started the investigation. A police party has been
deputed to Joju Kallan village. All three bodies have
been kept in the civil hospital for a post-mortem. |
Anticipatory bail plea rejected FARIDABAD, Sept 21 Mr P.L. Goyal Additional District and Sessions Judge, today rejected the plea of Ram Kishan of Kanpur for anticipatory bail for allegedly threatening Lakhani brothers, famous shoe manufacturers of Faridabad, on the telephone. In the complaint to the police the Lakhani brothers said they were receiving threats of dire consequences if they opposed the release of Nafees Ahmed Siddiqui of Kanpur who had been arrested by the Delhi police for extorting Rs 1.50 crore from the Lakhanis. Siddiqui had told the
police that the telephone calls were being made by his
driver Ram Kishan at his instance. On the basis of the
statement of Siddiqui, Ram Kishen feared arrest and
applied for pre-arrest bail. After hearing both sides the
application was rejected by Mr Goyal. |
Improve standard of education:
Governor CHANDIGARH, Sept 21 The Haryana Governor, Mr Mahabir Prasad and the Chief Minister, Mr Om Prakash Chautala, today gave a clarion call to the people, especially the teaching community, to check the commercialisation of education and lay stress on improving the standard of education in government schools so that the poorest of the poor could get good education. They were speaking at the state teachers award distribution function at Haryana Raj Bhawan, here today. The function, which was scheduled to be held on Teachers' Day on September 5 could not be held on that day because of polling for the Lok Sabha elections. The Governor said the target of total enrolment between the age of six and 14 should be achieved and maximum incentives should be given to the teachers of primary schools so as to get good return from them. He urged the Education department to convene a meeting of all those 308 teachers who had so far received state teacher awards so as to get their views on improving the standard of education. He said in fact, a mass movement should be launched to educate the people in a big way. The Chief Minister announced to double the award money of state award from the existing Rs 2500 to Rs 5000 as to encourage the teachers. He said the government had also decided to fill 12,000 to 14,000 vacancies of teachers by constituting district level committees. Mr Chautala said the ruins of Nalanda were ample proof of the fact that there was a time when India used to be a great centre of learning. The Minister of State of Education, Mr Om Parkash Jain, complimented the award winning teachers on their outstanding performance. In all 11 teachers were given state awards comprising Rs 2500 in cash, a silver medal, a certificate and a shawl. The award also entitles them to two annual increments for five years and two years extension in service. The award winning teachers of primary schools are Mr Puran Chand, Head Teacher, Government Primary School no 4, Sirsa, Mr Ram Kishan Singal, JBT Teacher, Government Primary School, Theh Buttana (Kaithal); Mr Tek Chand JBT Teacher, Government Primary School, Dhigtana (Hisar); and Mr Satish Kumar, JBT Teacher, Government Primary School, Chana Jiwaran (Karnal). Hooda calls it
unethical CHANDIGARH, Sept 21 Mr Bhupinder Singh Hooda, president of the Haryana Congress, has flayed the Chautala Government for repealing the Haryana Lokayukta Act, 1997 and termed the action of the Chief Minister as "undemocratic, unethical and authoritarian." Mr Hooda in a statement here today and said the action of Mr Chautala smacked of his naked bias against the persons of Justice, I.P. Vasishth, Lokayukta. It was a known fact that Mr Chautala had opposed the appointment of Justice Vasishth to the coveted office. By getting the Lokayukta Act, repealed Mr Chautala had only exposed himself, and once again proved that he was emulating his Punjab counterpart, Mr Parkash Singh Badal, while dealing with institutions that could not be expected to fall in line with his vindictive style of functioning to settle scores with political adversaries. The repeal of the Act made it clear that Mr Chautala was not interested in ending corruption in the politics, Mr Hooda observed. By summarily repealing
the Act without adopting the democratic methods of
getting the approval of the Vidhan Sabha, the only
competent and legal authority for taking such decisions,
Mr Chautala had shown his disregard for the August
institutions of the legislature, Mr Hooda asserted and
pooh-poohed the logic put forth by Mr Chautala for the
repeal of the Act. |
NDA leaders to attend Hisar
rally CHANDIGARH, Sept 21 Several senior leaders of the National Democratic Alliance will participate in the proposed "Jan kalyan rally" to be organised on September 25 at Hisar to celebrate the 86th birthday of former Deputy Prime Minister Devi Lal. Stating this here today, the president of the youth wing of the Indian National Lok Dal, Mr Ajay Singh Chautala, claimed that over 10 lakh persons would attend the rally. Mr Chautala said Mr Devi Lal would announce certain public welfare schemes on that day which would be implemented by the state government. The present state government was acting with utmost dedication to achieve the high ideals set by Mr Devi Lal. The works carried out by the two-month-old Chautala Government had dwarfed the previous governments, which had neglected the vital field of education, he added. Meanwhile, a meeting of
the INLD workers of the Kalka assembly segment was held
today, which was addressed by the general secretary of
the INLD, Mr Pradeep Chaudhary, who urged them to
mobilise people for the Hisar rally. |
PCO owners still charging
old rates PANIPAT, Sept 21 Resentment prevails among the local phone users who are using the STD and PCO facilities that even though rates have been revised by the Haryana Telecom Department, PCO owners are still charging the previous rates applicable prior to April 30, 1999. From May 1, 1999, the department issued public notices through newspapers to make the public aware about the rates reduced from Rs 1.31 to Rs 1.26 for a three-minute local call, which also include code 91 and 92 series of Group Dialling Stations to be treated at par with local calls. It was done to ease the load on STD lines. The STD/PCO owners in general, however, are charging old STD rates for 91 and 92 Group Dialling Stations, which is in contradiction of revised rates. Consumers' complaints are met with in difference and sometimes rudeness by STD/PCO owners. While issuing computerised receipts, the operators increase charges from Rs 1.26 to Rs 2 or sometimes Rs 3 for Group Dialling Stations. A call from Panipat to
Karnal, a distance of 29 km, is treated as an STD call
and charged accordingly, while one from Panipat to Kundli
(Delhi border) about twice the distance between Panipat
and Karnal, is treated as local call. |
3 robbers nabbed FARIDABAD, Sept 21 The police last night arrested an autorickshaw driver and his two associates for looting passengers in Sector 7. The arrested persons have been named as Puran Singh, Sunil and Mahan. According to reports, the three deprived the passengers of cash and wrist watches at knife-point. Later, the victims reported the incident to Phool Kumar and Vir Singh, constables on patrol duty in the Sector. They chased the criminals in a truck and managed to nab them. The looted articles, knife and a toy pistol were recovered from them. Mr Mohammed Aquil, S.P.
announced a cash reward for the constables. |
Prof Teja Singh CHANDIGARH, Sept 21 The Haryana Government has appointed Prof Teja Singh as Deputy Chairman, Haryana high powered committee relating to the 20-Point Programme with immediate effect. In 1987, he held the office when Mr Devi Lal was the Chief Minister. He wrote two books on Mr Devi Lal in Hindi, namely "Haryana ke Hiton ke Liye Nyay Yudh" and "Sangharsh Avam Jan Kalyan". He also wrote his autobiography in English, "A College Teacher Crusade". The 67-year old
educationist and writer, Prof. Teja Singh remained
associated with welfare activities of the student
community. Later on he joined Vaish College, Rohtak, as a
lecturer. He was with Mr Devi Lal first in Rohtak jail
and then in Mahendergarh jail. He was arrested in 1972
during the college teachers' agitation in Haryana and
later during the Emergency in 1975. |
Flesh trade: two handed over
to cops PANIPAT, Sept 21 Residents of the local Sanjay Nagar Colony handed over a house owner and a girl to the police on the alleged charges of flesh trade last evening. According to
information, some, suspicious persons had been visiting a
house in the colony for the past few weeks. During nights
some young girls and unknown persons also used to visit
the house. After watching these activities for a few
days, the residents started objecting to the house owner
regarding these visits. However, he did not bother and
continued with the suspicious activities. Later, he and
the girl were handed over to the police. |
Plea to reinstate 700
employees SONEPAT, Sept 21 Mr Janardan Prasad Kothari, Secretary of the All-Haryana Power Corporation, today urged the state government to immediately reinstate 700 employees of the Haryana Vidyut Prasaran Nigam who were earlier placed under suspension on "flimsy" ground. Addressing a rally of power board workers at Gohana, 35 km from here, he also demanded the reinstatement of three union leaders dismissed from service by it. This, he said, would ensure peace in the working of the HVPN and end discontentment among the employees. He also demanded the
immediate withdrawal of cases instituted against the
employees under ESMA etc. |
Nepalese woman arrested HISAR, Sept 21 The police has arrested a Nepalese woman, Savitri, residing here near Devi Bhavan in connection with a case registered by the police for stabbing Mr Manphool Singh brother of Mr Bhajan Lal, a former Chief Minister of Haryana, by three Nepalese who decamped with about Rs 50,000 from his residence last week. According to the police
here today, the arrest was made under Section 120-B. She
was produced in the court who remanded her in judicial
custody till October 1. Her three accomplice Raj
Bahadur, Romi wanted by the police in this case. |
