Out-of-turn police promotions KARNAL, July 31 The Bansi Lal government recently created 10 posts of Inspector General of Police. These promotions were made by the Bansi Lal Government ignoring the Union Government's yardstick for promotions from DIGs to IGs. Furthermore, the objections made by the state Home Department against these promotions were also set aside. According to sources, the 10 posts of IG were created to promote one IPS officer who enjoyed the confidence of the former Chief Minister, Mr Bansi Lal and his coterie. This officer was working as DIG (CID) of the state and was at the lowest rung of the ladder as far as the promotions were concerned. Enquiries revealed only four posts in the Inspector Generals cadre were vacant on that date but 10 persons were promoted from DIGs to IGs. As per the rules, the state government required to fill only four posts in the IGs cadre. These were Crime Records Bureau (equivalent to IGs post), Inspector General of Police (CID) and Inspector General of Police (Railways and Technical Services). These four posts were a part of the seven posts of Inspector Generals of Police approved by the Ministry of Personnel as per the amended regulations for the fixation of cadre strength issued on October 16, 1998. Out of the seven posts in the Inspector Generals cadre, the post of Inspector General of Police (Law and Order) was filled in 1998 by promoting Dr V.B. George. It was a deserved promotion as Dr George is considered to be an efficient officer. However, Mr S.C. Sinha, who was the batchmate of Dr George, was not promoted then. Mr Sinha was promoted only six months later and posted as Inspector General of Police (Modernisation and Welfare). The Bansi Lal Government had also promoted 10 more officers of the 1976 and 1977 IPS batch to the cadre of IGs in order to promote a certain officer, Mr Satinder Kumar, DIG (CID), Haryana. The promotees included Mr Rakesh Malik, Mr R.N. Vasudeva, Mr R.N. Chaliah, Mr Hari Singh Ahlawat, Ms Deepa Mehta, Mr Pradeep Mehta, Mr P.V. Rathi, Mr Resham Singh and Mr Satinder Kumar. Three of them Mr Rathi, Mr Resham Singh and Mr Mehta worked as DIGs at Hisar, Ambala and Gurgaon, respectively. Insiders say that for filling the four posts of IGs, the government needed to promote officials up to the seniority of Mr P.V. Rathi. But they had to promote other five or six officers also, in order to accommodate Mr Satinder Kumar. Ironically, when in 1996, Mr V.B. Singh was promoted as IG and four posts of IG's were lying vacant then also his four colleagues Mr Rakesh Malik, Mr R.N. Vasudeva, Mr Hari Singh Ahlawat and Mr R.N. Chaliah were not promoted then. These IPS officers were left out. There was a feeling that they did not enjoy the needed equation with the political powers at that time. But in the present case, Mr Bansi Lal, who had banned the recruitment of peons and appointment of employees on ad hoc basis in the name of financial crunch did not even follow norms of the Union Ministry of Personnel. In fact, political considerations had swayed the decisions of the politicians in power in the past also. Official sources point out that the present Director General of Police, Mr A.S. Bhatotia, was also not promoted as Additional Director General of Police on the same day when other officials were promoted as Additional Director General of Police. Mr Satinder Kumar
belongs to 1979 batch. His other two batchmates Mr Sharad
Kumar and Mr R.K. Vachhair have not been promoted as IGs
along with him. |
Ahmed may get Faridabad seat FARIDABAD, July 31 The screening committee of the AICC, which met in Delhi yesterday to shortlist the aspirants for contesting the Lok Sabha election from Haryana, could not take a decision on the three seats of Faridabad, Bhiwani and Sonepat. Party sources said here today the committee would again meet on Monday to decide the panel of names to be submitted to the Congress high command for the final selection. The members of the committee for Haryana are Mr Pranab Mukherjee, Mr Jitendra Prasad, Mr Ahmed Patel, Mr S N Roy, Mr Bhupinder Singh Hooda and Ms Kartari Devi. The sources said that the names of contestants for four Lok Sabha seats were, however, finalised. They are: Ms Selja (Sirsa), Mr Bhupinder Singh Hooda (Rohtak), Rao Inderjit Singh (Mahendragarh), and Mr Bhajan Lal (Karnal). The panel of names for three other seats were also agreed upon. They are Mr Shamsher Singh Surjewala, Mr Birender Singh Narnaud and Mr Jai Prakash (Hisar), Pandit Chiranji Lal, Mr O. P. Jindal, Mr Harpal Singh and Mr Tara Singh (Kurukshetra), Mr Phool Chand Mulana and Mr Kripa Ram Punia (Ambala). The panel for Sonepat, Bhiwani and Faridabad would again be discussed on Monday. For the Faridabad Lok Sabha seat the district Congress has sent a big list of aspirants. Prominent among them are Mr Khurshid Ahmed, who lost the last election to a BJP nominee by a margin of 15,343 votes, Mr Avtar Singh Bhadana, Mr J P Nagar and Mr Dharamvir Bhadana. The CWC resolution barring candidates, who had lost two consecutive elections, from being nominated is creating problems for Mr Avtar Singh Bhadana. Another disadvantage he had is he was also expelled from the party in 1998 for contesting the last Lok Sabha poll against the official nominee, Mr Khursheed Ahmed. Mr Bhadana has since been readmitted to the Congress with the backing of a senior state leader. Mr Bhadana is the brother of Mr Kartar Singh Bhadana, a Cabinet minister in the Chautala government. The party sources claimed that three senior leaders of Haryana, who were invited by the committee yesterday to ascertain their views, also conveyed their opposition to the inclusion of Mr Bhadana, on the panel. But he was supported by the leader with whose efforts he secured re-entry into the Congress. According to indications
available here Mr Khursheed Ahmed is likely to be
selected for the Faridabad seat which is the only
constituency in Haryana having 25 per cent Muslim
population. But he would have a hard time in the urban
areas which are BJP-dominated. |
Geared to serving martyrs
kin FATEHABAD: The Kargil Shaheed Sahayataarth Mahila Sangharsh Samiti is taking up the cause of the kin of soldiers who laid down their lives fighting the Pakistani intruders in the Kargil-Dras-Batalik sector. The samiti has so far provided financial help to the families of all the three martyrs of this district. The samiti was floated by some local women here after the action in Kargil started in May. A team of women led by a social worker, Mrs Usha Dahiya, wife of leading physician, Dr H.C. Dahiya, constituted this samiti. Prominent among those who involved on its activities are Mrs Suvarsha Mehta, Mrs Veena Bhayana, Mrs Dayavanti Varma and Mrs Kanchan Munjal. The samiti members went from door to door to collect contributions to families of the Kargil victims. The samiti donated Rs 21,000 to the Chief Ministers Relief Fund and contributed Rs 11,000 to the families of each of the three martyrs from this district. The women have not only been collecting money for the families of the martyrs, but have also been visiting the grieving families and sharing their sorrow. The samiti organised a
big shaheedi rally at Fatehabad in which schoolchildren
from all over the area participated. The rally sought to
convey the message that the brave sons of the soil gave
their lives to "safeguard our future". |
INLD justifies reshuffle CHANDIGARH, July 31 The Indian National Lok Dal has claimed that the administrative reshuffle ordered by the Chautala Government last night was based purely on merit and not on any extraneous considerations. A spokesman of the party, Mr. R. S. Choudhary, said here today that the government had transferred the minimum possible number of officers. The Chief Minister, Mr Om Prakash Chautala, he said, was categorical that the transfers should not be used as a weapon for harassing anyone. While finalising the postings of the officers, an effort was made to give work to every officer instead of burdening certain officers with several departments and keeping others without work as was being done under the Bansi Lal Government. Mr Choudhary said only those handful of officers, whose behaviour with the people was not proper in the past. had been given relatively less significant postings. Mr Chautala had been raising his voice against unfair treatment given to officers belonging to the Scheduled Castes by the HVP Government. Keeping in line with the commitment of the INLD, the Chautala Government had given a fair treatment to the Scheduled Caste officers. The spokesman said his
partys government had not taken into consideration
the family history of an officer while giving him an
assignment according to his ability. This, he added, was
a clear break from the practice prevalent during the
previous regime when many efficient and capable officers
were virtually given no work in the past three years only
because they were related to political opponents of the
then Chief Minister. |
500 gangmen for patrolling along rail track AMBALA, July 31 (UNI) The Railways have recruited 500 gangmen for safety and maintenance of rail tracks throughout this railway division. According to a railway spokesman here today, the recruitment had been made to take security measures for all the trains in general and military specials in particular, passing through Ambala Division in the wake of detection of high-powered bombs and explosives planted on the railway bridges and tracks near Shahabad Markanda and Shambhu in the recent past. Sources said that areas of track maintenance by the gangman was now proposed to reduce to 5 km distance for effective watch and maintenance. The division had introduced national train enquiry system (NTES) terminal at the Divisional Managers office here for dissemination of updated information about the arrival and departure of trains, according to Senior Divisional Commercial Manager Boota Singh. He said that four computers at Ambala Cantonment, Chandigarh, Bathinda and Saharanpur had been installed to receive complaints and suggestions which hitherto were recorded in a register maintained by the station incharge. The new system would be connected with Railnet on internet lines through e-mail services for quick transmission of passengers messages to the authorities concerned. The new system would in
the long run prove to be a boon for the passengers facing
difficulties during their journey. |
1965 martyr's son yet to get
help AMBALA, July 31 The family of jawan Sheo Ram who was killed in the 1965 Indo-Pakistan war, could not get 25 acres of land allotted to it by the government, despite repeated efforts. Sheo Ram was a jawan in 13 Punjab Regiment who laid down his life on October 15, 1965, while fighting on the border. In view of the poor condition of his family, the government then directed the Deputy Commissioner, Ambala, to allot 25 acres to the family. The same was allotted on February 15, 1967. On February 6, 1968, Pannu Ram, father of the martyr, was directed by the tehsildar to appear in the court of the SDM to get the allotted land in his name. But as ill luck would have it Pannu Ram expired before the receipt of the letter. The widow Soma Devi, approached the patwari and other officials of the village on the issue many times but to no avail. After some time she too died. Her two children were taken care of by villagers and some relatives. Harbans Lal, son of the martyr is now 32. He, too, has no source of veilhood. Encourage by the governments' response towards the kin of Kargil martyr's he took up the case once again. He wrote to the Deputy Commissioner, Ambala. The Deputy Commissioner asked a report from the Zila Sainik Board which reportedly said Pannu Ram had been allotted land near Naraingarh. Harbans Lal has now
requested the Chief Minister, Haryana, to intervene. |
Tourism promotion board
dissolved ROHTAK, July 31 The Haryana Tourism Promotion Board set up by the Bansi Lal government in 1997, has been dissolved. Highly informed sources told TNS that the orders on dissolution of the board had already been issued and it had ceased to function. The board was constituted with Mr S.K. Mishra, a former Chief Secretary of Haryana, as Chairman to identify places of tourist interest in the state, especially in rural areas. The Chairman, Mr Mishra, was provided a furnished office at Haryana Bhavan in Delhi and treated as a state guest whenever he visited Haryana. The Chautala government,
it may be recalled, had yesterday dissolved all district
grievances redressal committees in the state. |
Mystery over mans
disappearance CHANDIGARH, July 31 Mystery surrounds the disappearance of Mr Sanjay Kumar Lamba, president of the Netraheen Jagriti Sangh of Haryana. He was reported missing since 10 p.m. on July 19 from the Sanatan Dharma School for the Blind at Ambala cantonment. A report was lodged about his disappearance with the police on July 19. However an FIR was registered on only on July 27. The general secretary of
the sangh has alleged that Mr Lamba might have been
abducted because he was actively following the demands of
the blinds. He demanded handing over the case to the CBI
if the police was not able to trace the culprits
responsible for his disappearance. |
Jeweller robbed KAITHAL, July 31 Two persons looted jewellery worth Rs 1.25 lakh and Rs 10,000 in cash from a goldsmith near Pansawan mohalla, at pistolpoint, last night. According to information, Anil Kumar, partner of a firm, Silver Palace, was going to his home after closing his shop at about 9 p.m. when two youths riding Hero Honda motor cycle without registration number stopped near him. One of them got down from the vehicle and asked the address of someone. He then pointed the pistol at him and snatched the bag and fled on the motor cycle. This is the second
incident of looting in the town during a week. |
