Kargil and economy may be poll
issues HISAR, Aug 2 The Kargil victory, the origin of Ms Sonia Gandhi and the economic revival are going to be key issues in the forthcoming Lok Sabha elections. Former minister and senior Bharatiya Janata Party leader Prof Ganeshi Lal claims that the voters will themselves decide as to who was the best person to guide the nation. He said, everything was transparent. On the one hand, there is an alliance, which despite all odds managed a spectacular victory in Kargil along with a "sweeping diplomatic victory at the international level". He further claimed, there was a general consensus across the country about the ability of Mr Atal Behari Vajpayee as the Prime Minister. However, the Congress has its own version of the subject. Ms Shalini Atri, the executive member of the Haryana Pradesh Congress Committee said, the Kargil crisis was the result of grave intelligence failure. She pointed out, "the BJP is trying to claim the credit for the victory gained by our brave armed forces". According to her the BJP was "trying to politicise the sacrifices of our brave soldiers". She feels, the Congress alone can provide a stable and lasting government. The Indian National Lok Dal will raise the issue of Ms Sonia Gandhis foreign origin. Mr Vineet Punia, media coordinator of the party said it was the most pressing issue concerning the country. He claimed, it concerns the prestige of about 90 crore Indians. He disclosed that, the party was likely to introduce a legislation in Parliament for ensuring that the top posts in the country like that of the President, the Prime Minister, the Chief Justice and armed forces chiefs could only be occupied by the natural born Indians. The INLD will also inform the people about the Kargil victory and the revival of Indian economy, he added. For the common man, these issues are no longer different. The general feeling among the people is that the Kargil crisis was effectively managed by the government. Moreover the victory at the diplomatic front is being viewed as more important than that at the battlefront. Dr Rajinder Nain, from Hisar, feels that the Vajpayee government should get the credit for this "phenomenal victory." On the other hand, the
economy is also likely to be the main issue. In fact,
after Kargil, for the common man it is economy and not Ms
Gandhis origin that is of great concern. Mr Satbir
Sheokan branch manager, Central Bank of India, Jind, says
economy should play more prominent role in these
elections. He pointed out, inflation has been at its
lowest in past several years, the stock market is up and
India has been ranked much higher by the UNDP in the area
of social development this year, against the previous
year. |
Haryana transfers GURGAON, Aug 2 The Election Commission has asked the INLD government in Haryana to submit a list of IAS, IPS and HPS officers posted in the districts whom it wants to transfer before the parliamentary elections in the state. The Commission has also directed the government to specify reasons for wanting to transfer the officers concerned. The Election Commission directive is in response to the Haryana Chief Minister, Mr O.P. Chautalas reported meeting with the Chief Election Commissioner, Dr M.S. Gill, yesterday on the issue. Mr Chautala is understood to have requested Dr Gill to allow him to transfer a few officers who were linked with the receding Bansi Lal government. According to sources, the state government is expected to furnish the list of these officers and the reasons for their transfer within 24 hours. The ruling party is understood to be in favour of transferring six Deputy Commissioners, about 10 SDMs and an equal number of tehsildars. On the police front, the state government is said to be angling for the transfer of Inspectors General of Police in two of the four Ranges in the state along with about nine SSPs. Mr Chautala, during his visit here on Friday last, had expressed optimism that the commission would approve all his requests in view of the extraordinary situation in the state. However, there are many who feel that the Election Commission is not likely to all requests made by the Chautala government. Although the ruling party has made out a case for transfers on purely administrative grounds, necessitated on account of change of government in the state, its opponents see it as an effort aimed at electoral gains. The INLD has already launched its campaign. With Mr Chautala as its star campaigner, the INLD has used the platform of the National Democratic Alliance in the parliamentary constituencies where it was negotiating with the BJP for seat sharing. Meetings have already been organised in Mahendragarh and Faridabad after Mr Chautala assumed the post of Chief Minister. The INLD think-tank is
keenly following the electoral strategy of the Congress,
its main rival in Haryana. The Congress is expected to
finalise the list of its nominees for Haryana soon. While
the Congress has almost finalised its nominees for the
Sirsa, Mahendragarh, Karnal and the crucial Rohtak
parliamentary seats, efforts are on to shortlist the
names for the remaining Lok Sabha seats. The screening
committee for selecting nominees for Haryana has already
met once. |

Multinational companies were in the country due to the Congress and now the BJP was following its footsteps. Before coming to power the BJP used to condemn the entry of foreign companies. He said "Today son of a farmer will not get job, because he does not have knowledge of English". When the Congress was the biggest party in the Lok Sabha, Samajwadi Party played the role of an effective opposition. Discussing Mahila Bill he said he was not against it but the poor and downtrodden should also be given representation otherwise they would not be able to reach to the Lok Sabha, he said. Mr Mulayam Singh said

float poor people's party as the third party. He said the
Prime Minister, Mr Atal Behari Vajpayee should give a
reply to question that when infiltrators entered our
territory and when he came to know about it. He said they
were not infiltrators but it was an attack by Pakistan.

Announcements by CM welcomed ROHTAK, Aug 2 Various unions and associations have expressed gratitude to the Chief Minister, Mr Om Prakash Chautala for his recent announcements regarding the reinstatement of employees whose services were terminated by the previous government, withdrawal of cases registered against them and benefit of the revised pay package to the employees who are still deprived of it. In separate statements here today, leaders of the Haryana Karamchari Mahasangh, the Haryana State Electricity Board Workers Union, the Roadways Karamchari Union and PWD (Public Health) Mechanical Union said Mr Chautala had honoured sentiments of nearly four lakh employees in the state by the announcements. The leaders said they would extend their whole-hearted support to the government for its goodwill gesture. The leaders condemned the alleged anti-employee policy of the former Chief Minister, Mr Bansi Lal as he crushed the employees agitation in an "undemocratic" manner, terminated the services of four HSEB union leaders, 34 nurses and several employees of tourism, suspended nearly 1,000 employees and got registered false cases under ESMA against 2,000 employees in his three-year tenure. HISAR:Meanwhile, the Haryana Employees Joint Action Committee has postponed its proposed demonstration at all district headquarters stated for August 11. A decision to this effect was taken by the committee at its state level meeting here yesterday. The meeting was presided over by Mr Dhara Singh. Mr M L Sehgal, a leader of the committee said here today that decision to postpone had been taken in view of the political changes in the state. He said a deputation of the committee will call upon Mr Chautala on August 5 in Chandigarh and will apprise him of their demands. In a resolution the

tells workers SONEPAT, Aug 2 The Haryana Chief Minister, Mr O.P Chautala, advised the party workers to remain disciplined while interacting with the people and work with dedication and build the image of the party and its leadership since the detractors were always making false propaganda to defame the party. Addressing a meeting of party workers in the municipal park here last evening, he also asked them to work whole heartedly for the success of the party candidates in the Lok Sabha elections slated for September 4. Referring to the non-payment of the amount to the sugarcane growers by cooperative sugar mills in the state, Mr Chautala announced that the State Government would mobilise its resources and raise funds for the clearance of the outstanding arrears against these mills. He also said he had already instructed the managements of the mills to make payments to the sugarcane growers at the earliest so that they could utilise the funds for sowing of crops, etc. Earlier, he was given a rousing reception by thousands of his supporters when be arrived at the PWD (B&R) rest house last evening. A large number of party workers and supporters had turned up at the venue of the meeting to welcome him. Mr Rajinder Paul, an activist of the party also arranged a civic reception in honour of Mr Chautala where a large number of prominent citizens, businessmen and traders were present on this occasion. A Haryanavi pugree, a shawl and a memento were presented to the Chief Minister on the occasion. Mr Devi Dass, a former BJP MLA and the President of the district unit of the BJP and Mr Ved Singh Malik, a former minister, organised receptions in honour of the Chief Minister at their residence. HAUTA charges refuted HISAR, Aug 2 The CCS Haryana Agricultural University authorities have refuted charges levelled by the Haryana Agricultural University Teachers Association (HAUTA) against a former Vice-Chancellor of the university for allegedly showing undue favour to one of the associate professors. The teachers association had opposed the transfer of the technical adviser to the Vice-Chancellor, Dr R.S. Dalal, as the head of the Department of veterinary extension alleging that it was a case of favouritism. The association had alleged that there was resentment among several professors. However, the head of the Department of Extension Education, Prof N.S. Verma said he and other professors Dr S.N. Laharia, Dr R.S. Narwal, Dr V.K. Makhija, Dr RS Malik had given in writing that they were not interested to take up the job. H.K. Verma, was outof station on that day, had reportedly declined the offer of teaching in the said department some time back. The university authorities clarified that this was a simple transfer in the same scale, so there was no scope for any irregularity. Moreover, the proposal to transfer Dr Dalal to the Department of Veterinary Extension had come from the Dean, Veterinary,Dr R.D. Sharma. The authorities said there was no representation made by any teacher against the transfer and said. The Veterinary College
Teachers Association also dissociated itself from the
HAUTA charges. |
Sharma takes over as HAU VC HISAR, Aug 2 Dr R.D. Sharma has taken over as Vice-Chancellor, CCS Haryana Agricultural University. The decision regarding handing over the charge of the Vice-Chancellor was taken by the board of management of the university at a meeting held at Chandigarh on Friday. The office had fallen vacant after Prof J.B. Chowdhury had resigned on the eve of completion of three years term as Vice-Chancellor. His resignation was accepted on July 30. Meanwhile, a touching farewell was accorded to Prof Chowdhury after he relinquished the office. A number of functions were organised in his honour. Speaking at one of the functions, Director, Academy of Agriculture Research and Education Management, Dr I.J. Singh praised Prof Chowdhury for his visionary ideas which helped the university to achieve new landmarks. It may be mentioned that
during his tenure this university was declared as the
best agricultural university in the country. It was given
a citation and Rs 1 lakh as prize money. |
Contributions' flow continues SONEPAT, Aug 2 Employees and management of Atlas Cycle Industries Limited, here have raised Rs 7.50 lakh and contributed to the War Heroes Relief Fund, set up by the Haryana Chief Minister, the company president, Mr Bishamber Das Kapur, said here today. Meanwhile, the district has collected Rs 9,15,337 in a period of three days for the Chief Minister's War Heroes Relief Fund. Employees of the Deputy Commissioner's office have contributed their one-day salary amounting to Rs 16,600 towards the above-mentioned fund. Similarly, the employees of the District Public Relations Officer's office donated Rs 8,400 towards this fund. The District Primary Education Officer, Mrs Prem Kuleri, has presented a draft of Rs 5,74,950 on behalf of the school teachers and other staff to the Deputy Commissioner, Mr Anil Kumar, for the Chief Minister's War Heroes Relief Fund. The Sonepat Fruits and Vegetables Commission Agents Association has given Rs 55,555 to the fund. Other contributions are as under:- Anand Button Ltd Kundli - Rs 21,000; Mercury Rubbers, Rasoi, Northland Rubbers, Rai and Ribal International Ltd, Jatheri Rs 10,000 each. ROHTAK: A
delegation of the District Bar Association visited all
bereaved families of the Kargil martyrs in the district
and donated Rs 14,000 to each of them on behalf of the
Bar. Meanwhile, the staff of local Model School presented
a cheque of Rs 51,000 to the Deputy Commissioner, Mr Arun
Kumar, for the welfare of the martyrs' families. This
amount includes one-day salary of the staff and some
contribution from the management. |
HARSAC to aid planners HISAR, Aug 2 The Haryana State Remote Sensing Application Centre (HARSAC) has initiated an ambitious programme to obtain information on land and water resources needed for sustainable management of local areas using state-of-art techniques of remote sensing and geographical information system (GIS) for district-level planning. The programme called key information about resources and networking (KIRAN) is aimed for district level planners who could extract information about resources, socio-economic conditions, infrastructure facilities and developmental needs of the district. A spokesman for HARSAC said here today that a digital database for computerised resource information system for all districts of Haryana would be created in a phased manner. Land use, soil, geomorphology and ground water quality maps and other details like rail, road and canal networks, settlements, boundaries of district, tehsil and villages would be integrated under GIS environment. HARSAC is finalising
database for Bhiwani and Gurgaon-districts with financial
support from the Department of Space. HARSAC has
approached the Department of Science and Technology, the
Central Government, for financial support for district of
Ambala, Panchkula and Yamunanagar. |
Son kills father ROHTAK, Aug 2 An employee of the Haryana Vidyut Prasaran Nigam (HVPN) was allegedly murdered by his son, at the office of the nigam on Circular Road here this morning. The suspect has been arrested. According to HVPN sources, the incident took place at about 9.30 a.m. today when the deceased Hari Ram (55) a driver in the Vigilance Section of the nigam, was doing some work in the office. It is reported that his son aged about 22 years called him outside in the veranda of the office and allegedly attacked him with a sharp-edged weapon. The deceased was stabbed thrice in his abdomen and chest. Some of the employees of the nigam, who were in next room, rushed outside when they heard his screams. They immediately called an ambulance but the victim succumbed to his injuries on way to the hospital. The suspect, identified as Vinod, a student of ITI here had been living with the deceased in a colony near the Gohana stand here. He was overpowered immediately by the staff of the nigam and was handed over to the police after some time. While the exact cause of
the murder is not known, the accused reportedly told the
employees who nabbed him, that he was not happy with his
father's habit of drinking and beating his mother. The
police has booked a case and started an investigation
into the matter. |
Traffic violations on rise ROHTAK, Aug 2 Violation of the traffic rules has become a common feature in the district. As a result not only the credibility of the enforcement agencies has been affected, but the inaction against the culprits has worsened the situation. Use of red lights in vehicles (private), VIP sirens (horns), pressure and musical horns and the use of Press on unauthorised vehicles have increased indiscriminately in the past year. According to an estimate there are a large number of vehicles in the district which have got sirens and musical horns. While the use of red lights on vehicles have been restricted, there is hardly any checking of unauthorised users. It is reported that the Press is being used by a large number of private vehicles including the passenger jeeps and Maxicabs and taxis operating unauthorisedly to escape from the police checking. The police and other officials also do not tend to stop any vehicle which has Press written on it. There are not more than 24-25 journalists or Press reporters in the district. Similarly the number of pollution creating vehicles has also been on the rise in the district over the past few years. Autorickshaws, tractors, jeeps and light commercial vehicles are among the main pollution creating vehicles here. Last year several autorickshaws had been impounded by the district authorities during a special campaign but all vehicles were released after some time without ensuring that such vehicles do not ply again. It is reported that there are over 4500 autorickshaws in the town and their number is increasing. The SP, Mr P.K. Agrawal,
said that the district police had already launched a
two-pronged campaign in order to enforce the traffic
rules and to educate the people about the regulations. He
said some vehicles were been challanged recently and
contact was being established with the Pollution Control
Board authorities in order to work out a long-term plan
to check the growing pollution. He added that recently he
had called a meeting of all Station House Officers (SHOs)
in the district to ensure strict implementation of the
drive. The unauthorised use of Press would
also be checked. All unauthorised users of the sirens and
pressure horns would be brought to book soon, he added. |

order ROHTAK, Aug 2 The Chief Minister, Mr Om Parkash Chautala, has directed the state police administration that law and order should be maintained effectively and there should be no compromise with anti-social elements. The IG (CID), Mr Resham
Singh, is visiting every police district headquarters to
ensure that law and order would be maintained for a free
and fair conduct of elections. He told the district
police chiefs that the political leadership was very
clear that the 'goonda' elements should not be tolerated
irrespective of their political affiliations. |

SUCI dist chief expelled ROHTAK, Aug 2 Mr Shyam Sunder, in charge, Kurukshetra District unit of the Socialist Unity Centre of India (SUCI) has been expelled from the party and removed from his post. Mr Satyawan, state secretary, SUCI said Mr Shyam Sunder had deviated from the Marxism-Leninism-Shibdas Ghosh thoughts and engaged in anti-party activities and violated policies, principles and the code of conduct of the party. He said this action has
been approved by the central committee of SUCI. |
