Gurgaon highway to be
eight-laned GURGAON, Dec 3 The Centre today agreed in principle to a proposal of the Haryana government to broaden a part of the Delhi-Jaipur National Highway in Gurgaon to eight lanes to ensure free flow of traffic. The proposal was made by the Deputy Commissioner, Gurgaon, Mr T.C. Gupta, to the Union Minister for Urban affairs, Mr Jagmohan, during a meeting of senior officers from Haryana and various central agencies. Mr Jagmohan had visited Gurgaon and later visited Rewari district to see development works undertaken by the state agencies in the areas of National Capital Region (NCR). The minister was accompanied by officials of Central Government agencies, including the National Capital Region Development Board. The specific proposal of the Haryana government was for converting the highway to eight lanes from Delhi-Gurgaon to Rajiv Chowk towards Dharuhera in Rewari district a stretch of 20 km. The minister said there were plans to strengthen Highway 71 and 71-A. Participants in the meeting pointed out that travelling from Gurgaon to Delhi was a "tremorising" experience. According to observers, the issue of movement of traffic on the Delhi-Jaipur highway raised at the meeting convened by the Union Minister has hit the bulls eye. There are no traffic lights on the highway although there are a number of residential sectors and colonies on either side. A couple of traffic lights, for example the one at Sukhrali Chowk, have not been working for a long time. Reports say a number of accidents have taken place at the Shanker Chowk intersection on the highway. It is one of the busiest places as on the one side is the Udyog Vihar housing and a large number of industrial units and on the other is the National Media Centre. Top persons of the country reside in the Media Centre. The President, Mr K.R. Naryanan, also has a flat in his name. The fact that a liquor vend has been allowed by the Haryana Government near the chowk in violation of rules governing the green belt and norms of the NCR development plan has further accentuated the problem. The residents of the Media Centre and industrialists have made several representations to the authorities concerned for traffic lights, but in vain. In response to a suggestion from officers of Haryana, Mr Jagmohan said he would take up the proposal for setting up suburban metro railways under the NCR scheme with the Railway Ministry as well as the departments concerned. The scheme proposed to interlink districts like Gurgaon, Rewari, Sonepat and Faridabad, besides Delhi. The minister asserted that he would not allow the move by the Government of Delhi to further extend its Azadpur agriculture mandi. Rather, he would stress that the mandi be shifted to Kundli in Haryana. The minister revealed his mind when it was pointed out by the officers from Haryana that the government had already acquired 500 acres for the purpose. The Haryana Government had acquired the land after the Delhi Government had reached an understanding for shifting the mandi to Kundli. But the Government of Delhi backed out. Mr Jagmohan said the Centre would give all possible help to popularise the industrial model Township in Manesar. He also advised the Haryana government to promote industrialisation in Dharuhera. The minister further said he would try to shift the offices of boards and public sector units in Delhi in Gurgaon in an effort to decongest the national Capital. When pointed out that these organisations wanted to shift but were inhibited by the lack of finance, he said arrangements would be made whereby these would get land from the Haryana Urban Development Authority or the Haryana State Industrial Corporation and loans from the Housing Development Corporation. He unfolded the Centres plan when pointed out that Gurgaon lacked economic activity. The minister further
said he would help in getting a proposal for setting up a
depot of the Indian Oil Corporation (IOC) in Haryana
through. The IOC was not willing to set up the depot at a
proposed area in Bahadugarh. He revealed that the Chief
Minister of Haryana had assured to look sympathetically
to the cause of the IOC. Mr Jagmohan later visited a
number of places to see construction work done by HUDA in
Haryana. He also visited the Industrial Model Township in
Manesar and the industrial estates in Dharuhera. |
INLD to approach Centre on
SYL GURGAON, Dec 3 Mr Ajay Chautala, MP, has said all INLD-BJP MPs from the state will try to put pressure on the Centre to expedite the construction of the Sutlej Yamuna Link Canal(SYL) project. Talking to news persons here today, Mr Ajay Chautala said that the INLD and the BJP MPs met recently and decided in favour of a joint strategy to persuade the Centre for the construction of the project. A portion of the project in the part of Punjab is yet to be completed. The construction work has been put in abeyance on account of stiff opposition to it by various Akali leaders. The SYL project is to bring the Ravi-Beas waters to Haryana through Punjab. The SYL issue becomes virtually an overriding leitmotif of all political parties during campaigns for the assembly and parliamentary elections. While the main political parties like the INLD, the BJP and the Congress attribute the non-completion of the project to each other, smaller parties allege that all of them politicise the issue. The angst of the INLD leader on the issue is understandable as their chief, Mr Om Prakash Chautala, had promised to get the construction work expedited when he came to power. Now his party is in power in Haryana with the support of the BJP, which supports an Akali government in Punjab. Also, Mr Om Prakash Chautala and the Punjab Chief Minister, Mr Parkash Singh Badal, are considered to be close to each other. Moreover, the Akali Dal and the INLD are supporting the BJP-led government at the Centre. Mr Chautala said his party was hopeful that the Prime Minister, Mr Atal Behari Vajpayee would intervene and solve the issue on the pattern of Cauvery water dispute between Tamil Nadu and Karnataka. In response to a question, Mr Ajay Chautala said the Haryana Chief Minister was in constant touch with the Prime Minister and the Union Ministers for some kind of liberal help for the development of the state. He said Haryana had already got some concession on the power front. He hinted at a package of concessions to Haryana from the Centre. On the law and order issue, he said the situation had improved throughout the state. He observed that the situation had deteriorated before his party came to power and it took time to "stem the rot". He blamed policies of the Bansi Lal government, including the scrapped prohibition, for the worsening of the law and order situation. Substantiating his allegation, he said a person facing a number of criminal charges was the chauffeur of the son of the former Chief Minister. He was at pains to rebut
speculations that the INLD was making moves for a mid
term poll. He debunked reports which suggested that the
relations between the INLD and the BJP had soured. He
alleged that the Congress and the Haryana Vikas Party
were spreading canards regarding a mid-term poll. |
Chautala in the footsteps of Devi
Lal BAHADURGARH, Dec 3 Following the footsteps of Chaudhary Devi Lal, Chief Minister Om Prakash Chautala has launched the "government at the people's doorsteps" programme to redress to problems being faced by the people. Chaudhary Devi Lal had after taking over Chief Minister in 1987 directed the district authorities to hold camps in rural areas to provide service to the people at their door-step. Though this scheme had become popular among the rural populace, it was discontinued after Mr Devi Lal shifted to the Centre to become Deputy Prime Minister in the V.P. Singh government. The Chief Minister said in democracy the government should go to the doorsteps. "The sole aim is to provide relief and solve the problems of the common man without causing them any inconvenience", Mr Chautala said. The programme was launched on December 1 from the Shahbad Markanda Assembly segment. The Chief Minister said he propose to visit all 90 Vidhan Sabha constituencies by the middle of January, 2000. "There will be no discrimination with any constituency", he said. Today he listened to the grievances of the residents of the Badli and Bahadurgarh Assembly segments in jhajjar district. At least 1500 persons, including panchayats of several villages, submitted memoranda and demand charters. The Chief Minister issued orders on the spot for solving their problems. In an informal chat with mediapersons, Mr Chautala said he was educating people on power shortage and the remedial measures being taken to overcome the problem. He appealed to the consumers to pay their electricity bills by December 8, failing which the government would have to resort to "other methods" to recover the dues. "The government will not tolerate that a section of consumers use electricity without paying for it", he warned. The Chief Minister reiterated that his government was committed to the overall development of the state. Following the announcement of the new industrial policy, many multionational companies, particularly from Japan, had expressed willingness to set up units in Haryana. He said he would visit Mumbai on December 8 on the invitation of the Marwari community and would avail the opportunity to meet big industrial houses and invite them to set up industry in Haryana. He said the SHIDC had signed a memorandum of understanding (MoU) with Honda of Japan for setting up a two wheeler and three wheeler manufacturing plant in the industrial model township at Manesar. During its first year of operation, this unit would manufacture one lakh scooters and subsequently three lakh per year. The scooters and three-wheelers manufactured would be more sound technically and cheaper as well, he said. The Chief Minister said during his interaction with the people he had found that the populace was facing shortage of drinking and canal water. He said instructions had been issued for desilting canals, minors and drains so that irrigation water could be made available at the tail-end. Unlike the past policies, the water channels would be made pucca at the expense of the state Exchequer. Earlier, the farmers had to share the cost for the same. Mr Chautala said several schemes had been launched to provide a minimum of 70 litres of drinking water per head in rural areas. Villages were facing drinking water problem as the population had grown whereas the water supply system had not been upgraded. He reiterated that the repair of state highways and link roads were in full swing and would be completed by the end of May, 2000. Mr Chautala said his government had ordered a fresh survey of persons living below the poverty line (BPL) as the one conducted during the previous regime was "erroneous." Similarly, the government had ordered updating the names of the old-age beneficiaries. The Chief Minister
announced setting up of school libraries after the names
of Kargil martyrs. The government, he said, would spend
at least Rs 2 lakh on each such library. |
Conspiracy to free criminal
unearthed JIND, Dec 3 The Jind police has unearthed a conspiracy for getting a hard-core criminal freed from the Rohtak jail. Three alleged criminals Rohtas, Satpal and Rajesh have been arrested. Giving this information to newspersons, Mr B.K. Sinha, Superintendent of Police, Jind, said here today these criminals were hatching a conspiracy to get hard-core prisoner Bali freed from the Rohtak jail. He said that these persons had planned that Bali would be admitted to Rohtak Medical College on the pretext of suffering from some ailment and when the police was taking him to the hospital or bringing him back, he would be freed from police custody. Mr Sinha said for this purpose Mukesh, another accomplice of the conspirators, had stolen a car from Gurgaon to make good Bali's escape. Mr Sinha said Bali was a dangerous criminal who had been involved in a number of heinous crimes. He said Bali's name was among the top five murderers of Haryana. He used to commit crimes after taking ransom, he said. One of Bali's associates, Satpal of Titoli village of Rohtak district, was also a dangerous criminal, he added. Mr Sinha said Satpal was also wanted by the police in a number of crimes. There were 10 cases registered against him in different cities of the state. He said that cases were pending against Satpal in Rohtak, Gurgaon, Sonepat, Panipat and Ambala. He said Satpal was the main person involved in the conspiracy of getting Bali freed. The SP said that acting
on a tip-off the police nabbed Rohtas, Satpal and Rajesh
while they were hatching the conspiracy on the local
Gohana road. He said their accomplice Mukesh was still at
large. Efforts were on to trace him. He said the police
had registered a case against them and produced them in
court. The SP said if they had succeeded in getting Bali
freed from jail it could have led to more crimes. |
Air, water pollution on rise in
Panipat PANIPAT, Dec 3 Clouds of dust and a smokescreen over the entire city area, a gradual but persistent increase in noise due to vehicular traffic and chemical odour are what describe best the handloom town of Panipat, which can be ranked as one of the most polluted towns in Haryana. With over 200 small dyeing units in operation here the contamination of underground water reservoirs has reached alarming levels and year after year the water samples taken for laboratory testing have shown deteriorating quality. The increasing air pollution is a result of the smoke and polluting gases thrown out by the thermal power plant, Indian Oil's Panipat oil refinery, sugar mills, rice shelling units and the NFL unit. Besides, the overflowing vehicular traffic contributes a lot to pollution. While the Haryana State Pollution Control Board (HSPCB) routinely conducts check and hauls up the non-compliant industrial units, the authorities are still searching for a solution to contain the ever-increasing water and vehicular pollution. Remarked an official of the HSPCB: "There seems to be no answer to this problem. It is not possible to keep a continuous watch on each and every small dyeing unit as people have set them up in their houses. Further, the congested localities where these units have been set up have no infrastructure to facilitate the drainage of hazardous water coming out of these units. The common treatment plant installed under the Yamuna Action Plan is virtually of no use because the polluted water from small dyeing units never reaches it due to the non-availability of a sewerage channel to dispose it of. In fact, many of these small dyeing units in order to avoid the wrath of the pollution control board had done deep boring inside their houses which served as an outlet for the hazardous water. But in the process these did a great harm by contaminating underground water reservoirs on a very large scale. Officials point out that big dyeing units where boilers were being used were equally responsible or air and water pollution. Though the government
has chalked out certain futuristic plans to decongest the
township as far as heavy traffic is concerned, there
seems to be little hope for the present. The traffic
congestion here has largely to do with the disparity
between the number of vehicles plying and the prevailing
road infrastructure in the town. For example the Assandh
road flyover the main connecting link to Safidon
and Jind from the town leads traffic into two
bottlenecks on its both sides, resulting in long traffic
jams throughout the day. Erratic scooterists and cyclists
jumping all over from bylanes adjoining the Assandh road
add to chaos and confusion. The situation is no different
on the national highway where long queues of vehicles
revving up their engines incessantly add to the carbon
monoxide levels in the air, making things even worse. |
SHO suspended for custodial
death KARNAL, Dec 3 Mr Om Parkash, SHO, sadar police station, was today suspended on the orders of the Director-General of Police, Haryana, for the alleged death of Naresh Kumar in police custody yesterday. Naresh Kumar, a resident of Kata Bagh, succumbed to his injuries in Civil Hospital, here yesterday after he was admitted to the hospital by the police in serious condition. Naresh Kumar was called to the police station for his suspected involvement in a robbery case. The police had registered two cases against him. One was under Section 874 of the IPC in 1997 for alleged liquor smuggling. The second was registered this year when a country-made pistol was recovered from him. He was called to the police station and the sarpanch of the village Mrs Barto Devi, had handed him over to the police. During interrogation the police is reported to have used third degree methods to get information from him regarding some robbery cases here. According to Mr Ajay Singhal, Superintendent of Police, the deceased had swallowed sulpha tablets which he was carrying with him. However, villagers debunked the story of the police and alleged that Naresh Kumar had been beaten to death. The villagers today held a dharna in front of the residence of the Deputy Commissioner. They wanted that SHO Om Parkash and his three other colleagues should be arrested and tried for murder of Naresh Kumar. However, the district police chief suspended Om Parkash and registered a case under Sections 304 and 34 of the IPC in the city police station against Om Parkash and three others. The SSP told TNS that information regarding the case had also been sent to the National Human Rights Commission. The Deputy Commissioner has asked Mr Bhupinder Singh SDM to probe the case and submit a report within four days. Meanwhile, Mr Jai
Parkash Gupta, a former Haryana Minister, who today
visited the village and told this reporter that the
villagers had alleged that Om Parkash had personal enmity
with the deceased. Mr Gupta condemned the incident and
demanded that the SHO should be immediately arrested.
Meanwhile resentment and tension prevailed in the
village. The body of Naresh Kumar was today consigned to
flames. |

Col Ram Singh returns to
Congress CHANDIGARH, Dec 3 The Haryana BJP suffered a setback today when the former Union Minister, Col Ram Singh, quit the party and joined the Congress. Col Ram Singh was a member of the P.V. Narasimha Rao Ministry. He quit the Congress in 1996 to join the BJP. He won in the 1996 Lok Sabha elections from Mahendragarh on the BJP ticket, but lost in the 1998 elections. The BJP did not field him in the 1999 Lok Sabha elections and instead nominated a war widow. According to a press note issued by the Haryana Congress, Col Ram Singh said in a communication to the party President, Mr Bhupinder Singh Hooda, that he had been one of the oldest Congressmen in Haryana but had been "literally forced out of the party" in 1996 by the then "central as well as State leadership mainly due to the fact that he was dubbed as a Rajiv loyalist." Col Ram Singh, who did not see eye to eye with the former Chief Minister, Mr Bhajan Lal, alleged that the BJP Government was falsely dragging the name of Mr Rajiv Gandhi in the Bofors case. This, he said, had led to his departure from the BJP. He expressed "full faith" in the policies, programmes and leadership of Mrs Sonia Gandhi. Col Ram Singh's presence
in the party should strengthen Mr Hooda's position in the
Haryana Congress. |
Declare agriculture as industry:
FPF HISAR, Dec 3 Dr S. Arya, former Vice Chancellor, Haryana Agriculture University and now Advisor, Farmers Parliamentary Forum (FPF), stressed upon the Haryana government to take the lead in the country and declare agriculture as industry. Dr Arya said here today that it was most unfortunate that the economic condition of small and marginal farmers was not sound in Haryana, despite tall claims made by the government regarding the welfare of the farmer community. Dr Arya hoped that Haryana as one of the largest states in food production in India and main contributor to the central pool, should take the initiative of declaring agriculture as industry and should give all incentives to the farmers. As Adviser, of FPF, he was writing letter to 148 MPs to take up the issue in the current session of Parliament and stress upon the Central Government to make a national policy on agriculture he added. The FPF was concerned about the low price compensation being paid by the Haryana Urban Development Authorities to farmers whose land was being acquired for carving out colonies. It alleged that HUDA was working as an estate agent rather than a welfare body while it was paying a very meagre amount to the farmers whose land had been acquired it was charging heavily from the urban buyers. The FPF felt that the
acquisition rates should be increased to help farmers. |
