Agriculture council sought

FATEHABAD, Dec 17 — The Haryana Agriculture Development Officers Association (HADOA) has demanded the constitution of an agriculture council in the state on the line of other such councils set up for other professionals. The council, if constituted, will keep and maintain a register of all agriculture and horticulture graduates in the state and ensure high standards of education in agriculture institutions by enforcing minimum parameters for such institutions. Talking to The Tribune here today, Dr Subhash Bhambhu, General Secretary of the association, said the Tamil Nadu Government had already taken steps to set up such a council in that state.

According to Dr Bhambhu, it was ironical that in Haryana there was no agriculture council to register agricultural graduates in the state. He said almost all technical professionals had their own councils, which registered the graduates of that particular profession. He cited the examples of the medical council, pharmacy council, nursing councils, vertical council and ayurvedic councils.

The association has been demanding the setting up of an agriculture council in Haryana for various reasons. Dr Bhambhu said in a state like Haryana, the agriculture activity had increased in the past few years. To meet this demand professionals in the agriculture field was of foremost importance. Once the agriculture activities increased several agriculture-related departments like banks, insurance companies and other institutions would need agriculture and horticulture graduates. He said at present a majority of these posts in the departments, were being looked after by non-professionals. The workings of these departments could be improved considerably if these posts were manned by agriculture graduates. As crop insurance will be soon introduced under the new agriculture policy next month, the services of agriculture graduates would be needed in the insurance companies too as they could survey the crop losses in an accurate manner.

Dr Bhambhu told this correspondent that there were about 2000 unemployed agriculture graduates in the state. Every year 150 more graduates pass out from the CCS, Hisar. He further said if these professionals were employed at the above agriculture-related institution, than thousands of graduates could be absorbed every year in Haryana.

The Tamil Nadu Government had set up a core committee to suggest a draft bill for the constitution of an agriculture council in the state. A former Vice-Chancellor of the Tamil Nadu Agriculture University, Dr C. Rangaswami, was made chairman of the core council.

The council was planned by the state government with an objective of forming an autonomous professional body to promote the cause of agriculture and agro-based activities.

He said such a step should be taken for the over all upgradation of agricultural activities in all aspects.

He added that it should encourage entrepreneurship. Its headquarters should have a depository of all agriculture-related information and data and function as a “think tank”. Its subcentres at the district level should be connected by Internet for providing such information.

The HADOA has now extended an invitation to a number of core committees set up by the Tamil Nadu Government. It would try to arrange a meeting of these members with the policy makers in the state government.

A deputation of the HADOA will also visit Tamil Nadu to have knowledge about the steps taken by that government in this regard and also to know the findings of the core committee. The HADOA has also sought an appointment with the Union Agriculture Minister, Mr Nitish Kumar, in its efforts to impress upon the central government to set up an agriculture council at central level.

Govt may lift ban on GJU appointments

HISAR, Dec 17 — Guru Jambeshwar University (GJU) will get a reprieve after over a year of uncertainty as the government is likely to seek permission from the Chancellor for relaxing the ban on recruitment in the university.

There are about 200 posts lying vacant in the university. This includes about 100 in various teaching departments which has severely affected teaching. The university has to hire the services of part-time teachers.

The Vice-Chancellor, Dr K.C. Banger, said he would soon be appointing a high-level committee which would identify vacancies in the university. The government was likely to grant special permission to the university for various construction purposes also.

Recruitment was banned in Haryana universities in August last year. There are hundreds of vacancies in the other three universities of the state also. However, there is no plan to lift the ban on recruitment in all universities.

A high-level meeting was held in Chandigarh which was chaired by the Chief Minister, Mr Om Prakash Chautala, to review the functioning of the university. The government was likely to bring the university under the control of the Directorate of Technical Education. Presently, the university comes under the control of the Directorate of Higher Education. This would help the university as it was likely to get special grants from national and international institutions.

After the committee submitted its recommendations for various appointments, the Haryana Government would take up the matter with the Governor, who is also the Chancellor of the university.

However, for the time being, the government might not be able to revive the university's old status. The Bansi Lal government had converted it into a residential university disaffiliating all educational institutions from it. Since the Bansi Lal government had amended the university Act which had been approved by the President, the new government would once again need to bring in the amendment in the state legislature for reverting its old status.

The Vice-Chancellor said the university was likely to get sufficient grants in the coming financial year. He had reportedly been assured of liberal financial aid by the government.

The growth of the university had been halted since most of the grants to the university were stopped by the previous government.

Election of CM’s son to HOA post contested

CHANDIGARH, Dec 17 — Mr Chander Mohan, MLA from Kalka and son of former Chief Minister Bhajan Lal, today preferred a writ petition in the Punjab and Haryana High Court contesting the election of Mr Abhay Singh Chautala, son of Chief Minister Om Parkash Chautala, and Mr M.S. Malik, director-General of Police (Vigilance), as President and Secretary-General of the Haryana Olympics Association, respectively.

Mr Justice H.S. Bedi and Mr Justice R.L. Anand, before whom the petition came up for motion hearing, issued notice to the respondents for January 28.

The respondents are the Chief Minister, Mr Abhay Singh, Mr M.S. Malik and Haryana’s Minister of Sports, Mr Raj Kumar Saini.

Mr Harish Kumar, honorary Secretary-General, Haryana Olympic Association, and Mr Jai Gopal Sharma, a resident of Ambala Cantonment, who are co-petitioners of Mr Chander Mohan, alleged that the meeting of the HOA held on November 4, 1999, was illegal. Therefore, all decisions taken at this meeting were liable to be quashed.

The petitioners added that on October 6, 1999, they were issued a notice requisitioning a meeting of the association within seven days. The requisition was signed by 50 persons.

The petition alleged that in anticipation of the meeting held on November 4, Mr M.S. Malik started harassing officials of the HOA because of the high position that he held and issued notice to Mr Jai Gopal Sharma on October 30 for reaching the office of the DSP (Vigilance) at Ambala on October 31 with the record and making wild allegations. “In addition, respondent No 5 (Mr Malik) apparently had directed his subordinates, including the DSP (Vigilance), Ambala, and other subordinates to harass and bring the HOA staff in anticipation of the move to get himself elected as honorary Secretary-General and Mr Abhey Chautala as President.

The petitioners had also received a notice dated November 15, 1999, on the letterhead of the Haryana Olympic Association for convening a meeting of the HOA on November 27 at Bhiwani to legitimise their position as office-bearers.

These events, alleged the petitioners, clearly showed that there was a well-planned conspiracy between respondent No 3 and respondent No 5 to hijack the Haryana Olympic Association “by political and crude muscle power”.

The petitioner claimed that the requisition had been signed by persons who did not have the right to vote. The basis of the requisition was illegal as it had been signed by less than one-third of the members who were authorised to vote. Any decision taken at the meeting was void ab initio and, therefore, liable to be quashed.

Pollution on rise in Rohtak

ROHTAK, Dec 17 — Anti-civic activities and pollution is on the rise in this town and its neighbouring areas, as a result of which residents are agitated over the failure of the administration to do anything in this regard.

Some organisations, including the state unit of the CPM and the Janwadi Mahila Samiti, have from time to time been protesting against the pasting of vulgar and obscene cinema posters at public places in the town.

Recently the Deputy Commissioner, Mr Rajesh Kumar Khullar, had assured CPM activists that the pasting of such posters would be checked and that he had asked the executive officer of the municipal council to look into it. In spite of these orders, indecent posters of women can be noticed at several places. These posters are mainly of C grade English and Hindi films.

The SC/ST cell of the Haryana Pradesh Congress Committee had recently written a letter to the Deputy Commissioner, appealing him to take action against illegal and anti-civic activities like encroachments, substandard repair work, dumping of garbage and noise pollution.

According to co-convener of the cell, encroachments on public land have been going unchecked in several parts of the town, especially in Housing Board Colony (old and new), Model Town and HUDA sectors.

He complained that while the number of autorickshaws had been increasing, the administration had not taken any step to check the pollution caused by these vehicles. He said the entry of heavy and medium vehicles should be properly regulated and their entry should be allowed at fixed time only. He said the administration should make a provision for deputing traffic policemen at various points in the town so that the problems of traffic movement and rash driving could be checked.

The Janadhikar Raksha Morcha president has demanded completion of repair of various roads in the town. He said the laying of sewers and concretisation of streets whose tenders had been passed should be carried out immediately.

He has, however, welcomed the decision of the Haryana Roadways General Manager to start a local bus service from last week. He said such a decision would not only check the rising number of polluting three-wheelers, but also provide a safe and cheaper means of public transport.

Introduce Gita at school level: Ranga

KURUKSHETRA, Dec 17 — Speakers at a two-day national seminar on "Religion and Social Justice in the Context of Siemad Bhagavadgita" today stressed the need for introducing the study of the philosophical work from the school level.

Espousing this cause, Dr M.L. Ranga, Vice-Chancellor, of Kurukshetra University, called upon the governments that teachings of the Bhagavadgita should be made compulsory in schools and colleges.

In his presidential address, Dr Ranga stated that only the principles enunciated in the philosophical work could bring equality in society. The adoption of the teachings of the Gita life could lead to the bridging of gaps in society. The Vice-Chancellor regretted that of late the gap between the rich and the poor and the mental barriers between different sections of society had increased manifold. The perception of the Gita was to recognise man and not his caste, colour, creed or sex. He maintained that Indian society instead of marching forward was going back in a number of ways. Dr Ranga was of the view that the solution to the problems of mankind was enshrined in the Bhagavadgita.

Addressing the seminarians, Dr Vachaspati Upadhayaya, Vice-Chancellor, Shri Lal Bahadur Shastri Rashtriya Sanskrit Vidyapeeth, a deemed university, expressed shock that the Indian society was immune to the cultural invasion from the west. He maintained that India was worried about the sufferings of cyclone victims of Orissa, but it was sitting silent on the cyclone of cultural debasement of the Indian traditions and thought. He stated that the electronic attack by western world was affecting the Indian way of life. The need was to check it, first.

He wanted that the notion of political democracy of late Pt Jawaharlal Nehru needed to be further strengthened in the country. If the society suffered from social injustice as was the case in India, it cannot grow. He called upon government to take measures for the removal of gross inequalities from society.

Dr Vachaspati stated that the message of Bhagavadgita held a key to even different economic problems which affected the Indian social system today. He wanted that the mentality of slavery which had been affecting the decision making in Indian society should be encouraged. The message of the Bhagavadgita should be preached at the grassroots level to keep alive our heritage, teachings, traditions.

Mr R.S. Verma, Chief Secretary, Haryana, in his inaugural address stated that the Bhagavadgita had an all pervasive effect on Indian society and religion. He regretted that the Indian social system was full of evils which needed to be removed. He wondered why there were barriers of caste, creed and social justice in a country where the message of Bhagavadgita was delivered by Lord Krishna. He stated that the present seminar should find out ways and means to end discrimination in society. He also wanted that the message of fearlessness enunciated in the Gita should be spread.

At least 15 scholars would read their papers in the two-day seminar. The seminar is being organised as part of Gita Jayanti Samaroh being held here.

HVP seeks Central rule in Haryana

JIND, Dec 17 — Mr Surinder Singh, General Secretary of the Haryana Vikas Party and former MP, has demanded that in view of the deteriorating law and order situation in the state, President's rule should be imposed to ensure fair and peaceful assembly elections. He has alleged that under the prevailing situation free and fair election is not possible.

Mr Surinder Singh was talking to newsmen here yesterday after addressing HVP workers’ meetings at Jind, Danoda and Kishanpura villages in this district.

He said that the HVP would contest all Vidhan Sabha seats in the state. Regarding poll alliance, he said barring the BJP and the Indian National Lok Dal the HVP could enter into a poll pact with any other like-minded party. But so far no talks had been held with any party in this regard, he added.

Addressing HVP workers at Kishanpura village, Mr Surinder Singh alleged that the Chautala government was responsible for the distress sale of paddy in the state. To give ‘benefit’ to rice mill owners, the Chautala government had not directed the government agencies to purchase paddy from the farmers at the support price fixed by the Union Government, he claimed

He further claimed that crops were purchased at the support price during the chief ministership of Mr Bansi Lal.

Health Dept seeks AIDS counsellors

AMBALA, Dec 17 — The Haryana Health Department has urged the National AIDS Control Organisation (NACO) to provide counsellors at some district and state level hospitals for person who got themselves tested for HIV.

If any patient is found to be HIV positive during a routine blood test, the decease can by disclosed to him without any risk. There are reports available with NACO of several persons who committed suicide when they came to know that they were HIV positive.

At the conclusion of the first phase of the national AIDS control programme recently, NACO lifted the ban on disclosing to a patient that he is HIV positive on the condition that the hospital concerned should have counsellors.

According to reliable sources, a request for counsellors was sent to NACO by a panel of doctors in the state who have been entrusted with handling the AIDS control programme. The representatives of NACO, the World Bank and World Health Organisation (WHO) had visited several districts of the state a few months ago and conducted meetings with senior doctors associated with blood banks and the AIDS programme. They also discussed in detail the plan to prevent AIDS, especially in the urban areas.

The sources said NACO has agreed to provide the services of counsellors initially at Rohtak and Karnal. Now any person suspecting HIV infection can get his blood tested at these centres and the doctor concerned will counsel him about his disease.

It had been decided that in the beginning the counselling work would be entrusted to non-official organisations, but later it will be handed over to the full-time employees.

During the blood tests of donors in various blood banks of the state, dozens of samples were found HIV positive during the current year. However, the infected persons were not intimated about the virus since the hospitals did not have counsellors, which is mandatory under NACO guidelines.

The sources said that NACO was also planning to open some AIDS guidance centres equipped with computers. The persons interested in getting information regarding AIDS could get it on the telephone from the centre. The second phase of the NACO programme, with a grant of Rs 1,400 crore for five years, is aimed to arrest the virus and to check HIV infection, the sources added.

Compensation paid to phone consumer

ROHTAK, Dec 17 — The Telecom Department had paid a compensation of Rs 1390 to Mr M.S. Hooda, PA to Pro Vice-Chancellor of Maharshi Dayanand University following an order by the District Consumer Disputes Redressal Forum.

Interestingly, Mr Hooda has appealed to Mr Ram Bilas Paswan, Minister of Communications, that the amount of compensation should not be awarded to him from the account of the Telecom Department, but from the erring officials of the department. He said only such steps could check the casual attitude of the officials.

The complainant said he had deposited a sum Rs 3000 as security for installation of a new telephone connection on January 17, 1995. After a few months, he came to know that telephones had been installed at the residences of the persons who deposited security later than him. He had sent several written reminders and also personally met the Telcom Department, Manager.

Finally, he instituted a complaint to the District Consumer Disputes Redressal Forum which decided the case in his favour on October 7, 1997 and ordered the Telecom Department to pay Rs 1000 as compensation to Mr Hooda within one month, failing which the department would be liable to pay interest at the rate of 18 per cent per annum from date of the decision.

The department filed an appeal in the State Consumer Disputes Redressal Commission, Chandigarh, against the order.

The commission upheld the decision on July 20, 1999.

However, the orders were not complied with for several months which forced the complainant again to move the forum on December 8 last. The department installed a telephone at the residence of Mr Hooda and issued a cheque of Rs 1390 in his favour.

Declare Haryana drought-hit: JD (U)

SONEPAT, Dec 17 — The Haryana Pradesh Janata Dal (U) chief, Mr Ved Parkash Vidrohi, today urged the state government to declare the entire state as drought-hit and grant suitable compensation to all those farmers whose crops had been ruined during the kharif season this year.

In a signed press statement issued here, he said a similar demand had been made by all opposition parties, including the BJP, but the Chief Minister, Mr Om Prakash Chautala was reluctant to accede to this genuine demand. This sort of indifferent attitude of the Chief Minister, he said, had caused widespread resentment among the farming community.

A large number of farmers, particularly in southern Haryana, had suffered huge losses on account of drought conditions and scanty rainfall.

Referring to the announcement about a probe into the firing incidents at Kadma and other places, Mr Vidrohi said that if Mr Chautala wanted to satisfy the agitators and farmers, he should transfer all those officials found responsible for firing on the farmers and institution of false cases against them.

He demanded an impartial and independent probe into the issue.

Referring to the assembly elections in Haryana, he said his party would contest the elections after seat adjustments with NDA. He asked the party workers to prepare themselves for these elections.

Freedom fighter forgotten

AMBALA, Dec 17 — Being a freedom fighter he was entitled for the Tamra Patra and monthly pension but he could not get it during his lifetime in spite of his efforts and correspondence with Union Government. However, the Haryana Government had awarded him state pension after his regular correspondence for 13 years, in fact after the intervention of the then Chief Minister, Mr Devi Lal.

Meanwhile, a son of the freedom fighter in a letter sent to the Prime Minister has urged to order an inquiry into the matter ignoring his father for the national award.

The freedom fighter was Kartar Singh of Ambala, who spearheaded the Gurdwara Liberation Movement, 1922. He could not fulfil his desire of being honoured with symbol of respect given to a freedom fighter, the Tamra Patra.

Kartar Singh, who died at the age of 91 a few years back, was tortured in the Multan jail while taking part in the freedom struggle against the British. He took part in Bhai Pheru Morcha, Jaito Morcha and Guru Ka Bag Morcha from 1922 to 1925. He was kept in the Multan jail for 33 months. After the partition he moved to Ambala and settled here.

In 1974 because of his old age and poor financial position he approached the state government for pension. In spite of writing a number of letters he did not get any reply in 1987 when he wrote a letter to Mr Devi Lal, Chairman of Freedom Fighter Board then, announced state pension along with the arrears for him.

Mr G.S. Bhatia, elder son of the late freedom fighter, has been making efforts to persuade the Union Government to award Tamra Patra to his late father.

Southern Haryana being 'neglected'

NARNAUL Dec 17 — The state Secretary-General of the Haryana Vikas Party (HVP), Mr Surender Singh, has alleged that step-motherly treatment was being meted out by Chief Minister Om Prakash Chautala to the southern parts of Haryana, specially Ahirwal.

Mr Surender Singh, addressing a press conference here today, said that lack of rains had affected the sowing of kharif crops. This had created famine like conditions in the area.

He said the most affected were those who did not have any source of irrigation. They had been purchasing water from nearby tubewell owners, but due to power shortage even this was not possible.

He said Mr Chautala had promised free water and power and had said the tax imposed by Mr Bansi Lal (former CM) to the tune of Rs 1,500 crore would be wiped off. However, these hadn't been fulfilled.

He said during the Bansi Lal regime, the lift irrigation project had been completed at Ahirwal and now water had reached the tail-ends in Mahendragarh district.

He said the fifth Rewari lift irrigation project would be completed at a cost of Rs 46 crore which would irrigate 99 villages. Six colleges were set up in Mahendragarh district and 71 schools upgraded. Narnaul bus depot was also upgraded, he said.

Farm engineers honoured

HISAR, Dec 17 — Indian Society of Agricultural Engineers (ISAE) today conferred the highest honour on Mr M.L. Taneja and Dr R.S. Devnani for their lifetime achievements in the field of agricultural engineering. While Mr Taneja has been awarded the ISAE Gold Medal for his outstanding contribution to the profession of agricultural engineering and to the society, Dr Devnani received Prof C.V. Paul Gold Medal in recognition of his contribution to farm machinery design, development and application.

The awards were presented at the on-going 34th convention of the ISAE at CCS Haryana Agricultural University here by the ISAE President Dr A. Alam.

Nine farm engineers of eminence, both from India and abroad, were conferred with the fellowship of society. These include Dr V.P. Singh (USA), Er K. Makhija (Bhopal), Dr A.M. Chauhan (PAU, Ludhiana), Dr R.A. Rastogi (GBPUAT, Pantnagar), Dr. S. Swain (OUAT, Bhubaneshwar), Dr. V. Sreenarayanan (TNAU, Coimbatore), Dr S.M. Hyas (ICAR, New Delhi), Dr. Suresh Prasad (IIT, Kharagpur) and R.S. Deharey (New Delhi).

Dr. Jaswant Singh (IISR, Lucknow), J.K. Singh (GBPUAT, Pantnagar), P.V. Kutumba Rao (Gudivada) and S.S. Tomar (ICAR, New Delhi), were presented commendation medals for the year 1997-98 for their distinguished achievements in farm engineering.

Besides, Dr P.D. Gupta, Dr P.S. Chattopadhaya, Dr R.K. Goyal and Mr V.C. Pachaur of IGFRI, Jhansi were bestowed the team award for the development of bailing machine, while Dr D.S. Taneja (PAU, Ludhiana), Dr S.K. Tandon (ICAR, New Delhi), Dr H.S. Biswas (CIAE, Bhopal) and Dr H.S. Lohan (Chandigarh) were given away Shankar Memorial Award, Aspee Award, R.K. Jain Memorial Award and S.J. Hiran Memorial Award, respectively.

DC holds open darbar

FATEHABAD Dec. 17— In an open darbar here today, the Deputy Commissioner Mr Anil Malik exhorted senior officials of the district administration to take keen interest in the redress of grievances of people.

As many as 60 complainants appeared before the Deputy Commissioner in the darbar.

Mr Lal Chand a resident of Hinjrawan Khurd village complained that he had got sanctioned a loan for a bullock cart from the District Rural Development Authority, while he had been granted loan for the bullocks, no loan has been advanced for the cart. The DC asked the official concerned to advance the loan within 15 days.

Mr Sukhdev Singh, up-sarpanch of Bhattu Sottar village demanded the bus service to his village, which was stopped two months ago should be resumed. Mrs Munshi Bai, a widow, prayed for a sewing machine from the District Red Cross Society. Mrs Santo Bai, a resident of Rattia prayed to the Deputy Commissioner for help in the marriage of her daughter.

Women residents of Bhatia colony complained about the shortage of potable water in their colony.

Most of the complaints pertained to the Public Health Department and the D.R.D.A.

Rs 395 lakh arrears collected by UHBVN

CHANDIGARH, Dec 17 — In its drive against defaulting consumers, the Uttar Haryana Bijli Vitran Nigam (UHBVN) has disconnected as many as 19, 148 connections and realised Rs 395.19 lakh from the consumers against whom arrears were due.

While stating this, an official press note stated that an intensive campaign had been launched throughout the state to identify the defaulting consumers and disconnect the power connections of those who failed to deposit their bills by December 7.

The press note said special teams had been pressed into service to detect such consumers who had restored their cut-off connections without depositing their outstanding bills. Penal actions were initiated against such consumers.

It claimed that connections of all those consumers who had deposited their pending amounts were restored within 24 hours.

A mobile cash receiving system was already operating in the 11 districts under the UHBVN to enable the consumers to pay their arrears on the spot.

Armed youths rob, hurt 6

FARIDABAD, Dec 17 — Armed youths believed to be of the "kaccha banian "gang last night struck at three places in Ballabgarh Subdivision injuring at least six persons who were also deprived of cash and ornaments.

They first attacked the house of Sukhdev in Uncha village and beat him, Sompal, Dharmpal and Gulabo Devi. The same gang then went to a tubewell and injured Udham Singh and Lekh Raj, two brothers, and escaped with their belongings.

Later they attacked a temple situated in the farm house of an MLA and severely beat up Mangatji, a pujari, presuming him to be dead they ran away.

While the pujari has been admitted to a Faridabad hospital others are under treatment in Ballabgarh.

The police has registered a case but no arrest has yet been made.

Samiti seeks quota for Jats

HISAR, Dec 17— The Haryana Jat Arakshan Samiti has decided to support only that party in the forthcoming Assembly elections which will promise reservations for Jats in government jobs. Samiti leaders told a press conference here that they would soon be meeting the Prime Minister to urge him to grant reservations to Haryana Jats on the pattern of Rajasthan.

Udaychan “pahalwan,” the first Arjuna awardee and an Olympian who is leading the samiti, while justifying the demand pointed out that about 80 per cent of the jobs were in the rural areas. Most of Jats, he said were educationally and economically backward and would be unable to compete with candidates belonging to upper classes.

Mr Azad Singh Kharab, general secretary of the samiti, said the Jats particularly those living in the rural areas were no better than the Scheduled Castes and Scheduled Tribes.

The samiti leaders emphasised the need for drawing a line between a few affluent Jats who were being taken as representatives of the Jats’ prosperity. They said most of the Jats were living in the rural areas and involved with agriculture only.

They said they would organise a “sarvkhap mahapanchayat” in Jind to press for their demands early next year.

5 die in road mishap

REWARI, Dec 17 — In a head-on collision between a dumper and a three-wheeler on the Dharuhera-Bhiwadi road, about 20 km from here yesterday, five occupants of the three-wheelers died on the spot while two others were injured.

The deceased have been identified as Naresh Sharma, resident of Bhagopur village in Uttar Pradesh, Samender Das, resident of Pavitrapara village in Orissa and Shiv Narain and Ram Pratap both residents of Rewari district. The fifth deceased has not been identified.

The three-wheeler was on its way to Bhiwadi from Dharuhera while the dumper was coming from the opposite direction.

The Dharuhera police has registered a case of rash and negligent driving against the dumper driver, who is absconding.

5-yr-old deaf, dumb raped

FATEHABAD, Dec 17— A five-year-old deaf and dumb girl was reportedly raped and strangled at Nathuana village under Jakhal police station in this district yesterday. The police has registered a case.

According to reports, Manjinder Kaur, a five-year-old deaf and dumb daughter of Mr Charan Singh of Nathuana village was missing since December 14.

Her body was found lying in a sugarcane field. The post-mortem confirmed the crime.

The SSP, Mr S.S. Deswal, when contacted, said the police had launched a massive manhunt for the killer. The police, according to sources, is zeroing on a youth in his twenties, who has been absconding from the village since then.

Truck driver convicted

KAITHAL, Dec 17 — A driver of Haryana Roadways, Hardev Singh, was sentenced to one year’s rigorous imprisonment and to pay a fine of Rs 1000 by Mr Harnam Singh Thakur, Additional Civil Judge (Senior Division)-cum-SDJM, Guhla.

According to the prosecution story, the convict caused injuries to four persons sleeping in a rice mill when he dashed his truck against the wall, which crashed along with a portion of the building.
