INLD, BJP differences surface

KARNAL, Dec 24 — Differences seem to have surfaced between the Indian National Lok Dal (INLD) and the Haryana BJP, notwithstanding the claims of unity by the two parties.

The two allies seem to be sticking to their stands on some vital issues relating to the forthcoming assembly poll. If the claims and counter claims made by the senior leaders of the two parties are any indication. Both allies seem to be working in divergent directions.

For instance, the BJP after its working committee meeting held in Karnal three days ago declared that it would have a joint manifesto with the INLD for the assembly poll.

However, the Haryana Chief Minister, a day later in Karnal took a totally divergent stand by saying that although the INLD would fight under the banner of the National Democratic Alliance (NDA), it would have its own manifesto. The INLD manifesto would be guided by the political situation prevalent in the state and the special needs of the people of Haryana.

Another issue where the differences are discernible is the SYL canal. The BJP wants to make the SYL canal a key demand in its manifesto. This, however, is unlikely to suit Mr Om Prakash Chautala till the Akali government headed by Mr Parkash Singh Badal is in the saddle in Punjab.

There are also differences between the two parties on seat sharing. The BJP initially expected to share half the seats in the assembly. Ultimately, it scaled down the demand to 35 seats and is not prepared to lessen the number.

On the other hand, the INLD seems to be dithering on allocating so many seats to the BJP. Although, Mr Chautala has kept his cards close to its chest on the seat sharing issue, yet sources in the INLD point out that the party is not in a position to concede more than 25 seats to the BJP.

Buoyed by the performance of the two parties in the recently concluded Lok Sabha elections, both the BJP and INLD leaders are engaged in expanding their base in the state.

Such a strategy may ultimately prove to be a breaking point between the two parties. The Working Committee of the Haryana BJP reportedly even considered the idea of going it alone in the coming poll. The meeting, which was attended by Mr N.K. Modi, National General Secretary of the BJP, discussed the prospect of fighting more than 50 seats in Haryana.

The situation has been confounded by the fact that even though the two parties have publicly promised to fight the elections as allies, yet no common strategy for campaigning has been chalked out so far. Though the Chief Minister has been holding public durbars at the district, subdivisional and tehsil level in Haryana, the participation of the BJP in these durbars has been negligible.

Furthermore, the two parties are reported to have taken public stands on some seats in the state. The Gharaunda seat in Karnal and the Sohana assembly constituency could prove to be irritants between the two parties. However, notwithstanding the differences, it is being hoped that the rapport between Mr Chautala and the Prime Minister, Mr Atal Behari Vajpayee, may help soften the divergent stands.

Chautala to contest from Rorhi

RORHI (Sirsa), Dec 24 — Chief Minister Om Prakash Chautala will once again contest from this rural Assembly segment of Sirsa. He made the announcement here late last night during his visit to the constituency.

Mr Chautala represented Rorhi in the dissolved Assembly. In the 1996 elections, he defeated Mr Jagdish Nehra, a former minister and senior Congress leader, with a huge margin.

The Chief Minister acknowledged the "love and respect" the people of Rorhi had shown him. He said he was grateful to them as they had stood by him in odd times. He alleged for all these years successive governments had adopted a "vindictive and hostile attitude" towards the people of the Assembly for having elected him. "I will undo all the wrongs", he declared to a thunderous applause from villagers who had gathered here to receive him on his return from Mandi Dabwali, where he laid the foundation stone of a 60-bed hospital in memory of the 1995 fire victims.

At Kaithal, the Chief Minister announced the setting up of a Sub-Tehsil at Siwan village. This was the long-standing demand of the area.

He was presiding over a 'sarkar aap ke dwar' programme at Guhla. The Chief Minister, directed the administration to repair all roads linking Punjab. He announced the road from Mustgarh to Chakkuladana.

MDU non-teaching staff observe strike

ROHTAK, Dec 24 — Non-teaching employees of Maharshi Dayanand University observed a pen-down strike today in protest against the non-acceptance of their demands, which include the payment of arrears of wages as per the revised payscales.

The Vice-Chancellor, Lt-Gen O.P. Kaushik (retd), has declared the strike illegal and advised the employees to resume work.

Although the revised pay scales, as recommended by the Fifth Pay Commission, were implemented by the university from November, 1998, the employees are demanding the payment of arrears since January, 1996.

The Non-teaching Employees Association has also urged the university authorities to remove anomalies in the revised pay scales and regularisation of the services of the ad hoc employees. The association has sought representation in the Executive Council of the university.

Meanwhile, the Federation of the Non-teaching Employees Unions of all universities in the state has planned to urge the Chief Minister to restore the autonomy of the universities and abrogate the "draconian" Sections like 12-A, 9-F and 8-A from their Acts.

The federation, which met yesterday at Kurukshetra, said when in the opposition, Mr Om Prakash Chautala and the Vidhan Sabha Speaker, Mr Ashok Kumar Arora, had opposed these laws and walked out from the Assembly. It has, therefore, decided to remind Mr Chautala about the scrapping of these laws, the federation said in a press note issued today.

The federation has also demanded that all university loans pending against an employee should be waived in the event of his death.

Govt assures firms on challans

GURGAON, Dec 24 — The Haryana Government today assured industry that it would look into complaints of inspectors violating the gazette notification of 1994, which prohibited them to issue challans against the units, which defaulted in compliance of laws for the first time.

Responding to a complaint made by the industrialists during an interactive session organised here by the Gurgaon Industrial Association (GIA), the Labour Commissioner, Haryana, Mrs Navraj Sandhu, stressed that the inspectors would be directed to strictly abide by the notification. The GIA pointed out that as per the notification, inspectors should issue only warning letters to the units for non-compliance of the laws for the first offence. Instead they were allegedly issuing challans.

Mrs Sandhu further said that the government would give sympathetic consideration to the GIA’s demand of delegating the power of issuing new licences or renewing them under the Factories Act, 1948, to the Senior Assistant Director, Industrial Safety and Health, Gurgaon, in respect of nine districts under his administrative control.

Presenting the problems of the industrialists, the president of the GIA, Mr Gagan Nath Mangla, said that often cases of those workers who had not completed 240 days of service were referred to labour courts. He suggested that such cases should not be referred to Labour Courts and should be rejected by the government.

The GIA further called for setting up of all offices of the Labour Department in one campus and reduction of registers to be maintained by the small units under the factories act. A demand was also made for simplification of columns in the registers.

Some laws relating to labour had become antiquated. The Labour Department would take all possible measures to revamp some of the rules falling in the jurisdictional limit of the Haryana Government to suit the need of the time, she added.

Thieves too are honest!

SONEPAT, Dec 24 — some thieves too are honest! In an interesting case, thieves returned stolen property the very next day of the theft committed by them in the sub-office of a daily, Amar Ujala, in the city.

According to a report, the thieves broke into the sub-office of the newspaper and took away a fax machine, a telephone and some other articles. A complaint was lodged with the police which summoned a dog squad but could not find any clues.

However, the thieves wrapped the stolen property in a cloth and put it in front of the office of the newspaper. They also rang up the office and asked its employees to lift the stolen articles.

The police is trying to locate the telephone number used by the culprits.

IT raid yields Rs 2.5 crore

FARIDABAD, Dec 24 — Officials of the Income Tax Department yesterday raided the business and residential premises of a silica mine lease holder.

It is learnt that Rs 2.50 crore in cash and incriminating documents suggesting transactions worth several crores of rupees were recovered.

The raid was conducted by a team led by Mr Ashok Mittal, Assistant Commissioner, on the instructions of Mr C. K. Vohra, Director of Investigation, Income Tax, Haryana circle, Chandigarh.

There have been reports that large-scale illegal mining of stone and silica sand is being done in Faridabad resulting in loss of crores of rupees in the shape of royalty and sales tax to the government.

Chautala to hold 'open durbars'

CHANDIGARH, Dec 24 — The Haryana Chief Minister, Mr Om Prakash Chautala, will hold 'open durbars' at Yamunanagar, Jagadhari, Sadhaura and Chhachhrauli in Yamunanagar district on December 25 and 26 as part of his popular programme 'Sarkar aap ke dwar, an official statement said here today.

He will hear public grievances and redress them on the spot at Canal Rest House, Yamunanagar, on December 25 at 7 p.m.

He will also hold 'open durbars' in the Jagadhari, Sadhaura and Chhachhrauli constituencies on December 26 from 8 a.m., the statement added.

Chaos outside Trade Fair

FARIDABAD, Dec 24 — There were unruly scenes outside the venue of the Trade Fair in Sector 12 where a top Punjabi signer performed last night.

Reports said organisers of the fair had issued passes and tickets in excess of the capacity of the pandal. This led to heated exchanges between officials and the people. The police used lathis to disperse the crowd. An Army officer with a pass was manhandled by a gunman of the senior official.

HVPN gets 5 lakh units from MUL

CHANDIGARH, Dec 24 — The Haryana Vidyut Prasaran Nigam (HVPN) is getting around 5 lakh units of power per day from the Maruti Udyog Limited (MUL), Gurgaon.

A spokesman of the Nigam said here today that the MUL had a total generating capacity of 60 MW from its three gas-based power generating units of 20 MW each. After meeting with its own requirement it had about 30 MW spare capacity, leaving them with nearly 5 lakh units of surplus power.

The spokesman added that the surplus power from the MUL was of great relief to the HVPN for meeting part requirements of the consumers of Gurgaon and its surrounding areas.

'Youth week' from January 12

CHANDIGARH, Dec 24 — The Haryana Sports and Youth Welfare department will organise a 'Youth week' from January 12 on the occasion of Swami Vivekananda's birthday.

The birthday of the great leader is observed as National Youth Day in the country.

In Haryana, functions will be organised at all divisional headquarters, namely Hisar, Ambala, Rohtak and Gurgaon.

2 poisoning cases

ROHTAK, Dec 24 — Two cases of poisoning have been reported in the district today.

Indira Jain living on Railway Road here consumed some poisonous substance. In another incident Devi of Patwapur village allegedly tried to commit suicide by consuming some pesticide.

Both women have been admitted to the Postgraduate Institute of Medical Sciences here.
