Seven
die in accident ROPAR, Feb 14 As many as seven persons were killed and 16 injured, six of them seriously, in a bus-truck collision this morning on the Ropar-Balachaur road near Bharthla village, about 17 km from here. The front portion of both the vehicles was completely smashed. The ill-fated Ropar-bound bus of the Ambala Bus Syndicate was coming from Balachaur while the truck of Gujarat Ambuja Cement Factory, loaded with cement bags, was on its way from Ropar towards Balachaur. Both the vehicles collided head on at about 7.45 a.m. Mr R.P.S. Sandhu, Deputy Superintendent of Police, Balachaur, said the seven persons were killed on the spot. The 16 injured persons, all men had been sent to the Civil Hospital, Ropar. He said the bodies of the killed persons had been sent to Civil Hospital, Balachaur for post-mortem. The cleaner of the truck and drivers of both the vehicles were among the dead. A majority of the passengers of the bus belonged to the Balachaur and Nawanshahar areas. The killed persons have been identified. They are: Darshan Lal of Ferozepore, the bus driver, Balbir Singh (45) and Gurdip Singh, alias Deepa, (23) of Kota Majri (Ropar), the driver and cleaner of the truck, respectively, Sohan Singh (50) of Balachaur Mohan Singh (60), Piara Singh (60) of Rakran Dhahan and Chhatarpal Singh (45) of Bhadhi village in Balachaur. The local civil hospital authorities have referred six seriously injured patients to the PGI Chandigarh. Dr Harbhajan Singh, Emergency Medical Officer on duty here, said six patients Sewa Singh, Mangal Singh, Naunihal Singh, Murli Manohar (23), Gurpal Singh (60) and Shankar Dass (65), (all from Balachaur) had been referred to the PGI. The other injured persons are Prem Chand (50), Hans Raj (60), Harmesh Lal Makowal (32), Sukhwinder Singh, bus conductor (35), Nirmal Singh Garloh Bet (34), Bhupinder Singh (40), Sukhdev Singh (70), Sadhu Singh (70), Avtar Singh (40) and Sukhwinder Singh (36). Four persons with minor
injuries were discharged from the hospital after first
aid while the remaining are under the observation of
doctors. |
Transport Department, police impound
100 buses BATHINDA, Feb 14 Even as the Punjab State Transport and police authorities have impounded more than 100 buses in this district for transporting Shiromani Akali Dal (SAD) workers at Amritsar for the coronation ceremony of Bhai Puran Singh as acting Jathedar of Akal Takht, the Bathinda Mini-bus Operators Union today appealed to the Supreme Court and the Punjab and Haryana High Court for justice. The bus operators, who sent buses to Phulokhari village on the eve of the Prime Minister's visit at Anandpur Sahib in connection with a meeting regarding the preparation of tercentenary celebration of the birth of the Khalsa, at Malout on the eve of state level function of Guru Ravi Dass at Amritsar when the meeting of executive committee members of the SGPC was held in the past three months alleged that the Punjab Government was not paying anything to them for hiring their buses. They appealed to the Supreme Court and Punjab and Haryana High Court to take suo motu notice of the situation. They said even they had to pay for the fuel for the buses which were being impounded by the state government for functions of the ruling party from their own pocket. Mr Baltej Singh, president, Bathinda Mini-bus Operators Union, alleged that State Transport and police authorities had impounded their buses and the vehicles had been taken to various police stations. He added that the passengers today faced a lot of inconvenience as the buses were impounded on the main and link roads. He said as the executive wing had become a puppet in the hands of ruling politicians, only the Supreme Court or the Punjab and Haryana High Court could save them from the highhandedness of the Punjab Government. On the other hand, when this correspondent visited different police stations, it was found that police stations had been converted into mini-bus stands as large number of buses were parked there and policemen were impounding buses by ignoring normal duties. One senior police official pleading anonymity admitted that it was sheer harassment to passengers and loss to owners of buses. He added that every police station in this district had been asked to impound more than seven buses. Even the local Tehsil complex was presenting a look similar that of a bus stand. District Transport Officer, when contacted said he would
not like to comment on the situation. When asked why the
general public was being harassed, he kept silent. |

- Tohra tussle reaches villages PATIALA, Feb 14 The faction fight between Chief Minister Parkash Singh Badal and SGPC chief Gurcharan Singh Tohra seems to have travelled down to the village level with two cases of sabre rattling by supporters of the SGPC chief being reported from Sangrur and Patiala districts. A press statement signed by the panchayat of Phagguwala village including its sarpanch Gamdoor Singh Dhaliwal and Bhawanigarh block samiti chairman Hari Singh, claimed that the villagers had held a march holding aloft black flags to protest against SGPC executive member Joga Singh Phagguwala taking a stand against Akal Takht. The statement said the village panchayat held a meeting where it resolved and accused Mr Joga Singh Phagguwala of defaming the village by his "anti-Panthic" act. It also told the executive committee member not to use the name Phagguwala with his name. The statement said the village panchayat also passed a resolution stating it was with Akal Takht and always stand by it. It said loyalty of the village to the supreme temporal authority of the Sikhs had been proved earlier by the sacrifices made for the Panth by the late Jangir Singh Phagguwala and that the villagers would like to keep the tradition alive. Meanwhile in another statement, the former sarpanch of Daunkalan village near here claimed that supporters of the SGPC chief demolished the foundation stone of the 24-hour electricity supply scheme at the village on the night of February 12. He said the foundation stone's unveiling ceremony was to be done by Mrs Harjit Kaur, wife of Lok Sabha MP Sukhdev Singh Dhindsa yesterday. Mr Hari Singh claimed the
supporters of the SGPC chief had taken away the etched
stone alongwith the electrical wires fitted on the
occasion. He said villagers were also told not to
participate in the ceremony. He said, however, the
foundation stone laying ceremony was done yesterday which
was attended by villagers in large number. He said a
complaint regarding the incident had been made with the
district administration. |

Ranjit Singh's comments resented CHANDIGARH, Feb 14 Two senior leaders of the ruling Akali Dal, said today that Bhai Ranjit Singh after suspension by the SGPC executive has no business to become an adviser to the newly appointed acting chief of Akal Takht, Giani Puran Singh. The Senior the vice-president, Mr Gurdev Singh Badal, and the Public Relations Minister, Mr Sewa Singh Sekhwan, who is a member of the Political Affairs Committee of the Akali Dal, said that Bhai Ranjit Singh was losing dignity by making unwarranted comments on the new jethedar of Akal Takht. "He has no business to make comments, criticism or suggestions after he has been suspended. He should understand the act of the SGPC and not befool himself and others", they said in a statement. "We would still appeal to him to bow before the wishes of Parliament of the Sikhs that is the SGPC and avoid raising needless controversies", they said. They were referring to the suggestion of Bhai Ranjit Singh that if the head priest of the Golden Temple, Giani Mohan Singh offered Giani Puran Singh a 'siropa' tomorrow at the time of his installation as head priest of Akal Takht, he would accept his position as Akal Takht chief. He would then call a sarbat khalsa and resign. The leaders said that Bhai
Ranjit Singh had already been suspended and the choice of
resignation was no longer available. |

'not aspiring' to be SGPC chief AMRITSAR, Feb 14 Mr Jagdev Singh Talwandi, Chairman of the Disciplinary Action Committee of the Shiromani Akali Dal who is a hot contender for the presidentship of the Shiromani Gurdwara Parbandhak Committee after the removal of Mr Gurcharan Singh Tohra, has said that he is not an aspirant for the post. "Neither am I insterested in getting the post of SAD presidentship," he said. Mr Talwandi is a close relative of Giani Mohan Singh, Head Granthi of the Golden Temple who had put the Badal camp in an embarrassing position by declining the offer of Acting Jathedarship of Akal Takht on February 10. He has been camping here for the past some days to persuade Giani Mohan Singh to give a siropa (robe of honour) to Giani Puran Singh at the time of his installation as Jathedar tomorrow. Giving reasons for
declining the offer of jathedarship by Giani Mohan Singh,
Mr Talwandi said that he had changed his mind after
receiving a telephone call of his son from abroad. He
said that a son of Giani Mohan Singh had already been
killed by militants and he did not want to take any more

project starved of funds JALALABAD: A project of the Municipal Committee to have a community hall appears to have gone haywire as the construction of the building has been held up for a year now. The work got under way two and a half years ago and it was originally planned to complete the building within six months. The subdivisional town has a population of more than 40,000 people, but there is not a single private or government premises which can be utilised for arranging a function for 200 or more people. Generally all functions are held under shamianas or in the Lala Sunder Mal Rassewat Dharamshala which is located in a thickly populated bazar. Moreover, no parking place is available there. That was why the Municipal Committee planned to build a big community hall which could meet the needs of the people. The committee passed a resolution on May 18, 1996, to construct the Seth Khushal Chand memorial community hall in Mukherji Park at a cost of Rs 52.36 lakh. The contract was given to the Punjab Sewerage and Water Supply Board. A sum of Rs 35 lakh earned from the sale of the committee's land was deposited with the board in three instalments and for the remaining amount an application was moved to get a special grant from the Punjab Social Welfare Department. But the scheme could not materialise due to a shortage of funds with the department. However, when the Chief Minister, Mr Parkash Singh Badal, during his visit to the town announced a special grant of Rs 50 lakh. But the amount has not reached the committee yet. Last month the President of the Municipal Committee, Mr Prem Kumar Valecha, pleaded the case with Mr Zora Singh Maan, MP from Ferozepore, who gave Rs 7 lakh from his discretionary fund. So for Rs 48.5 lakh has been deposited by the committee, but is still short of more than Rs 10 lakh as the estimated cost has gone up by Rs 5 lakh . The committee is pinning
its hopes on the state government so that the
construction of the hall can be taken up. |
IMA's
protest march on February 22 BATHINDA, Feb 14
The Indian Medical Association (IMA), Bathinda unit, has
decided to organise a march on February 22 in the city in
protest against the proposed the Punjab State Nursing
Home Registration Act-1998. They pointed out that nearly 80 per cent of the population was getting treatment from the private doctors as they had lost their trust in the government owned hospitals due to their poor service and added that with this act coming into force, no private doctor would be able to run his clinic and it would lead to the closure of private hospitals. They said that though the Punjab government's purpose behind this act was to end quackery, the provision of the act would boost the quackery as qualified doctors would be unable to do practice after the act was brought into force. They pointed out that medical profession was already burdened with the Consumer Protection Act and other laws, the proposed the Punjab State Nursing Home Registration Act would reduce efficiency of the private doctors further and cost of treatment for the patients would increase manifold. They alleged that no representative of the private doctors was consulted by the Punjab government when the Act was drafted and added the provisions of the Act were neither practical nor feasible. The Act had shaken the confidence of the private doctors. They demanded that first the Punjab government should make its own hospitals according to the standard prescribed under the proposed Act and then asked the private doctors to do the same. They alleged that with the implementation of the Act, the private doctors would come under the evil of "Inspector Raj" and it would open another door of corruption. They said that it was wonderful that on one hand, the Punjab government was trying to privatise the health services on the other it was trying to bring private doctors under the control of government. They said that association
had also appealed to IMA units of other districts to hold
protest march. They added that a nine-member committee of
the activists of the IMA had been set up to implement its
decision. |
Shortage
of doctors hits medicare GURDASPUR, Feb 14 Health services in the district have been affected due to the shortage of medical officers for the past several years. According to Dr Devinder Pal Singh Sandhu, Civil Surgeon, 85 posts of medical officer are vacant in the district. As many as 14 posts of Dental Surgeon out of a total sanctioned strength of 25 dental surgeons are vacant. Further the government has directed the health department to shift to new buildings of dispensaries constructed at various focal points. No new staff have been or are being sanctioned for these dispensaries. The district authorities have been on the other hand directed to shift staff of the nearest health dispensaries near the focal point, which will lead to resentment among the residents of the village from where the staff will be shifted and will even lead to political interference against the closure of such health dispensaries. According to official sources eight dispensaries have been attached to primary health centres Kalanaur and the total strength of medical officers at these dispensaries is only five, which is much below the needed staff for providing health care to the area. The other areas where there is shortage of medical officers included Dera Baba Nanak, Siri Hargobindpur, Kahnuwan, Narot Jaimel Singh and Dhar blocks. However, there is surplus of 125 ANMs in the district. All these ANMs are on deputation from other districts where health services naturally will suffer. All these ANMs have exercised political influence to get posted in this district. Official sources said that
most of the buildings of the health dispensaries leak
when it rains. There is a complaint from residents of the
various areas of the district that medical officers do
not attend to duty regularly. The Chief Minister in a
raid on rural dispensary in this district discovered that
most of the staff either comes late or remain absent from
duty. Dr Sandhu, however, refuted the charge and claims
that attendance of medical officers now is no problem. He
invited complaint against the doctors, not attending to
their duty regularly and assured that such doctors will
be sternly dealt with. |
Number
of MTPs by doctors rising PATIALA, Feb 14 Despite public awareness and easy access to family planning services, there is constant rise in abortions being done by qualified medical practitioners. The disturbing aspect is that the abortions, being done following sex determination tests, unwanted pregnancies or for spacing children, are being opted for by women of all sections of society including the educated and privileged ones. Talking the Tribune after delivering her presidential address on "Medical Termination of Pregnancy a Boon or Bane" at the 10th Patiala Conference of Obstetrics and Gynaecology here today, Dr Ashi R. Sareen, president of the local society said a survey conducted by her in the city revealed that 89 per cent of the respondents had gone through an abortion at least once. She said most of the women even admitted to having had two to three abortions adding that one respondent had seven terminations to her credit. She said while 18 per cent of the respondents had resorted to female foeticide following a sex determination test, others had resorted to abortions due to unwanted pregnancies and to space their children. Dr Sareen said usually lack of awareness and access to family planning services was cited the main reason for the termination of pregnancies. She had got another survey conducted of doctors and nurses of the local medical college. She said the statistics of the survey were even more shocking as out of the 64 "eligible" medical personnel surveyed 59 that is 92 per cent of them admitted having had one or more medical terminations on account of unwanted pregnancies. She said the survey revealed that 29 of the 59 women amounting to 49 per cent had gone through a sex determined abortion to terminate a female pregnancy. Dr Sareen said the surveys revealed that medically terminated pregnancies (MTP) were being abused as a means of female foeticide. She said doctors seldom informed the patients in detail of possible dangers of an MTP, including secondary infertility. She gave the example of couple which went for a termination as first conception had occurred soon after marriage, jeopardising their new found 'fun'. After the abortion the wife developed blocked tubes which could not be corrected even after tuboplasty, she added. She said besides this even if a patient escaped immediate complications of uterine perforation and haemorrhage or the delayed ones including persistent bleeding and incomplete evacuation. They could give rise to long term problems of menstrual disturbances and recurrent abortions. She said in subsequent pregnancies there could be increased tendency of premature labour and low birth weight babies. She urged that an abortion
should be followed by proper contraceptive advice. She
said the couple must be sincerly motivated either to
adopt permanent sterilisation or have an IUCD or start
using oral pills. |

urged to save women from AIDS PATIALA, Feb 14 The National Association for Reproductive and Child Health (Narchi) President, Dr J.N. Narone, today called for taking effective prevention measures to ensure young women were not infected with AIDS virus. Delivering the key note address on "Fighting AIDS in India and South East Asia" at the Tenth Patiala Obstetrics and Gynaecological Conference here, Dr Narone said this was necessary as nearly half of new AIDS patients were women and one tenth of them had acquired the virus from their mothers. Dr Narone said most of the children either acquired the virus before birth or through breast feeding. He said while mother to child transmission could be reduced by providing pregnant HIV positive women with antiretroviral drugs and alternatives to breast feeding. The ultimate aim should be to ensure they transmit the virus. Dr Narone said for his female controlled methods of using microbicide active against HIV and other sexually transmitted diseases (STD) liberal use of condoms. Improving the delivery of STD services by integrating them with community health services besides educating women on how to avoid infections needed to be done. In her presidential address, the Patiala Obstetrics and Gynaecology Society President, Ashi R. Sareen, emphasised on the menace of unsafe abortions still in vogue in the third world. to hold chetna yatra PHILLAUR, Feb 14 An emergency meeting of unit presidents, general secretaries, office-bearers and other senior leaders of the Bharatiya Janata Yuva Morcha held at Goraya in Phillaur subdivision took stock of prevailing political situation in the country particularly in Punjab. After the conclusion of the in camera meeting held this evening at Goraya Mr Tarun Chugh, president, Punjab Yuva Morcha briefed reporters about the decisions of the meeting. He also released resolutions adopted at the meeting. The meeting welcomed the promulgation of President's rule in Bihar, which was in grips of violence and killing of innocent persons and communal violence. The meeting expressed regret that certain opposition and Communist parties at present were opposing the imposition of President's rule whereas earlier they were demanding President's rule for the safety of the people of Bihar being killed by militants and terrorists. The Yuva Morcha took several steps to meet the challenge and to educate the masses about the activities of terrorists and antisocial elements. The meeting in a separate resolution, decided to hold meetings and rallies at district headquarters of Punjab and other important cities to educate youth against the habit of drinking and to guide them to get proper employment. In reality the Yuva Morcha will start a campaign against unemployment and force the government arrest ever increasing unemployment in the state. The crusade against unemployment will be peaceful and non-violent, the resolution said. The Yuva Morcha will hold a Chetna Yatra (alert and educate) in Punjab, cities and countryside, from February 23 and will terminate on May 30 at Jallianwala Bagh (Amritsar). The purpose of the Chetna Yatra, Mr Chugh told reporters would be to instil patriotism among the youth of Punjab. The Chetna Yatra "will be headed by an urn (matka) containing ashes of sacred places spots (earth) where the martyrs like Shaheed Bhagat Singh, Rajguru and Sukhdev at Hussainiwala. Lala Lajpat Rai, Shaheed Udham Singh, Shaheed Kartar Singh Sarabha and other martyrs were cremated. Mr Daya Singh Sodhi, President, Punjab Pradesh Bharatiya Janata Party, will flag off the yatra at Hussainiwala on May 23 which will terminate at historic Jallianwala Bagh on May 30 after passing through different towns of Punjab for a week-long period. Mr Chugh further added
that meetings will be held to finalise the organisation
of Jan Jagran march on March seven, March 14, March 21
and March 28 at various places in the state to mobilise
people for the march meant to educate youth and people to
shun drinking habit and seeking avenue to eradicate
increasing unemployment among the Punjabi youth. Mr Chugh
added that the "Jan Jagaran abhiyan" (education
and propagation) will be initiated on April 6. The
meeting decided that Mr Auran Bajaj will administer
pledge to the youth of Punjab for giving up drinking and
other intoxicants and will instil spirit of patriotism.
The youth will be administered pledge to safeguard the
hardwon freedom of the country under all circumstances. |

IB officials visit Wagah border AMRITSAR, Feb 14 Senior officials of the SPG, Intelligence Bureau and other agencies today visited Indo-Pakistan Wagah border and met their Pakistani counterparts to finalise the proposed visit of Mr Atal Behari Vajpayee, Prime Minister, in a bus on February 20. Mr Vajpayee has planned to
visit Pakistan in Delhi-Lahore bus on February 20. His
Pakistani counterpart Mr Nawaz Sharif has already said
that he would accompany Mr Vajpayee in the bus on his
return to Delhi from Lahore. |

seva begins at Durgiana Mandir AMRITSAR, Feb 14 A large number of people from all walks of life vied with one another to dig out silt from the holy sarovar (tank) around the Lakshmi Narain Temple in the Durgiana Mandir complex here on the Mahashivratri festival today. Kar seva began this morning with yagna and recitation of shalokas from the Bhagvadgita and the Ramayana as Mahant Swami Parmanand Ji of Hardwar led the kar sevaks to clean the tank. This is the second kar seva of the 20th century. The last kar seva was held in 1975. Prominent people who paraticipated in today's kar seva included, the Minister of Local government, Mr Balramji Dass Tandon, the Deputy Speaker of Punjab Vidhan Sabha, Mr Baldev Chawla, the Chief Editor of Hind Chamachar group of newspapers, Mr Vijay Kumar Chopra, his wife, Sudesh, Mr O.P. unhappy with school board working AMRITSAR, Feb 14 The BJP MLA, Mrs Lakshmi Kanta Chawla, has criticised the working of the Punjab School Education Board. In a letter to the Education Minister, Mr Tota Singh, copies of which were released to the Press here yesterday she expressed shock at the irresponsible and the careless approach of the board officials in sending wrong certificates to students. Citing the case of Santosh Kumari bearing roll number 476356 for the Matriculation certificate held on May 1998, she pointed that in her Punjabi certificate the name of her father appeared as 'Veer Chand' while in English it was mentioned as 'Veer Singh'. The name of her school in
one certificate was mentioned on 'sarkari high school'
while in the other it was stated as Government Girls High
School, and the grand total of marks in the Punjabi
certificates was mentioned as 446 while in English
certificate it was 466. These glaring mistakes had
created a major problem for the student in getting
admission to higher classes. |

The last Valentine's Day of the millenniun, was celebrated with fervour with many parties being thrown on the occasion never before had the city witnessed such euphoria on this day meant for the lovers. Although the city youth has been on the Valentine's bandwagon for the past four to five years. This time the old ones too, joined in the celebrations. Satluj Club, one of the biggest clubs in North India hosted a Valentine's eve party for its members. were thronged by youngsters, who with their hearts worn

of Raghav Mehra (17) son of a local industrialist, Raghav

The procession, which was organised by various religious and social organisations, started from the Arya Samaj Chowk and passed through Triwani Chowk, Sirhindi Bazar, Gurmandi, Quila Chowk, Adalat Bazar, Anardana Chowk, Dharampura Bazar, Gaushala Road, Sher-e-Punjab Market and Lahori Gate before culminating again at the Arya Samaj Chowk. School children also

people thronged the temples of the city to pay obeisance
