Mann announces third front

SAMANA (Patiala), July 27 — Shiromani Akali Dal (Amritsar) President Simranjit Singh Mann today announced formation of a third front comprising the Gurcharan Singh Tohra, Kuldeep Singh Wadala and Jasbir Singh Rode factions of the Akali Dal, besides the Bahujan Samaj Party, the Janata Dal and his party.

Addressing a party conference at Gurdwara Thada Sahib here, Mr Mann said the front, which was likely to be named the United Democratic Front, would be headed by former Akal Takht Jathedar Bhai Ranjit Singh.

He said the front would be formally launched at Ferozepore on July 30. A list of office-bearers as well as various candidates to be fielded by it in the coming Lok Sabha elections would also be announced.

Mr Mann said detailed discussions on the formation of the front and seat-sharing among front members had already taken place. It had been decided that Bhai Ranjit Singh would have the final say in the distribution of ticket and the entire election campaign would be conducted under his leadership.

Later talking to media persons, the Akali Dal (Amritsar) leader said the formation of the front ensured that the people of Punjab had a viable alternative to the SAD-BJP combine and the Congress. He said the people of the state had trusted the present combine and the Congress and had been betrayed.

Mr Mann accused the government of giving extension to Punjab State Electricity Board member Baldev Singh Mann after the model code of conduct came into force. He said he had sent a complaint in this regard to the Election Commission. He also accused the government of using its Public Relations Department for election purposes.

The Amritsar Dal leader demanded that Sikhs abroad, including those who had fled the country in turbulent times, be allowed to vote through the postal ballot. He urged that Sikhs be recruited into the Army on the traditional recruiting pattern and the quota system should be done away with.Top


 

Aliwal launches campaign

SIDDHAWAN BET (Ludhiana), July 27 — The launch of the election campaign for the Shiromani Akali Dal (Badal) candidate, Mr Amrik Singh Aliwal, here yesterday has led to the onset of electioneering in the Ludhiana Lok Sabha constituency.

While addressing a gathering of block level party workers at the local gurdwara here, around 40 km from Ludhiana, Mr Aliwal said that the forthcoming Lok Sabha elections would not be a verdict on the performance of the state government. Instead, the main issue during this election would be whether Mr Atal Behari Vajpayee or Mrs Sonia Gandhi should be the Prime Minister.

Mr Aliwal exhorted the people to vote for the National Democratic Alliance and ensure that a stable government is formed at the Centre. He said that during the 13-month stint of the Vajpayee government at the Centre, they had done much for the farmers and Dalits. Many welfare programmes and schemes were launched and unlike the previous governments, this government was not involved in any scandals.

Mr Aliwal, who is the third time candidate from the Ludhiana Lok Sabha constituency, also spoke of the many projects he had got sanctioned during his tenure as the member of Parliament from 1998-99 like the electrification of the Ludhiana-Amritsar and the Amritsar-Delhi rail line.

The present government had endeavoured and succeeded in raising the standard of Sikhs as true patriots and bringing the Sikh religion to the forefront by the extensive and lavish celebrations to mark the tercentenary of the birth of the Khalsa in April this year. Harping of the major achievements of the Akali-BJP government, the former MP said that the BJP-led government had sanctioned the Bathinda refinery, cement factory and the Raja Sansi international airport etc for the overall development of the state. Morcha soon, says Tohra

RAMPURAPUL, July 27 — Mr Gurcharan Singh Tohra, President, Sarb Hind Shiromani Akali Dal, today said his party would launch a "morcha" against the Punjab Government to liberate "people from police excesses, corruption, injustice and misrule".

He said the party would first try to "politically eliminate" Punjab Chief Minister Parkash Singh Badal in the coming Lok Sabha elections. "But if he (Mr Badal) survives, then the party will launch a morcha to throw his government out of power".

Talking to mediapersons here before addressing a party conference, Mr Tohra alleged that Mr Badal had betrayed the people and the Panth by backtracking on the promises made in the party's election manifesto on the eve of the last Assembly elections.

He said Mr Badal did not give more rights to the Lok Pal and did not appoint Justice S.S. Sodhi on the post as he feared he and his cabinet colleagues could face corruption cases.

By promoting corruption and not taking action against "corrupt" ministers in the previous Congress government, Mr Badal had legalised corruption in the state, Mr Tohra said.

He said all police districts created during the days of terrorism should be scrapped now and the Punjab Government should send its IAS and IPS officers to the Centre.

Mr Tohra said Mr Badal had not kept his promise of freeing youths languishing in jails for minor offences. A committee comprising the DGP, the Chief Secretary, the Advocate-General and the Home Secretary constituted for reviewing such cases had not taken any decision so far.

He alleged by nominating members of his choice on the Punjab State Human Rights Commission, Mr Badal had reduced the commission to the puppet which could not deliver justice to victims.

Mr Tohra said apart from the BSP, his party had reached an alliance with the MCPI and talks with the CPM were on.Top


 

Authorities deny reports
80 jaundice cases in Talwandi Sabo

TALWANDI SABO, July 27 — There is threat of a jaundice outbreak in the town as about 80 cases have been detected in the past two months here.

However, the district health authorities while denying the reports regarding the spread of jaundice stated that only 15 cases had been detected in the past two months.

Dr Harbhajan Singh, a private practitioner told TNS that he had treated about 80 patients of hepatitis-A (jaundice) in the past two months. He added that about one or two patients from the town and nearby villages were reporting at his clinic daily till about 10 days back.

He, however, said the number of patients had reduced now and that he had been receiving one or two jaundice patients in a week.

Dr Raj Kumar, Child Specialist, in the Civil Hospital, Talwandi Sabo, said only 15 cases of hepatitis-A had been reported in the past two months.

He said Malaria Officer from Bathinda Civil Hospital had taken water samples from the town and Sheikhupura village and these had been sent to Faridkot for examination.

In January about 25 cases of hepatitis-B and an equal number of patients with hepatitis-A were detected in the Faridkot Kotli village in Bathinda district.

Dr Avtar Singh Sidhu, District Health Officer (DHO), said Dr Harbhajan Singh’s records showed that only five jaundice patients had been treated in the last two months. He added that District Health Authorities had gathered data regarding 15 patients after visiting all dispensaries and private clinics in the town.

On the other hand, Dr Harbhajan Singh, said apart from 80 jaundice patients that he treated some of the patients were also reporting to "desi" doctors.

Dr Sidhu claimed that hepatitis-A or B had not spread anywhere in the district and added that stray incidents of such diseases were a common occurrence. He said chlorine tablets had been distributed in the Sheikhupura village and the town by the authorities concerned.Top


 

Tandon’s stress on decentralisation

CHANDIGARH, July 27 — Mr Balramji Das Tandon, Local Government Minister Punjab, while addressing the first plenary session of the Workshop on urban governance in SAARC countries held at Kathmandu today laid emphasis on decentralisation for efficient urban management.

Mr Tandon was of the view that global urbanisation scenario in the closing decade especially in the Asian countries, witnessed massive urbanisation. The explosive growth of unplanned cities definitely posed a threat to urban management, he said.

Mr Tandon, who is leading the Indian delegation, disclosed that urban India contributed only 29 per cent of the general development productivity (GDP) in 1950-51 which increased to 47 per cent in 1980-81 and its contribution is expected to cross the 60 per cent mark by the end of the decade. Quoting statistics, he said on the urbanisation scene only 10.8 per cent of the total population in India lived in towns and cities in 1901. The urban population increased to 17.3 per cent according to the first post-independent census in 1951. From about 50 million at the time of Independence in 1947, urban population grew to more than four times to 217 million in 1991. It is expected to reach the 306.9 million or 30.5 per cent of the total population by the 2001 census.

Mr Tandon, however, regretted that India after 50 years of Independence recorded not much of a change in the urban infrastructural scenario. "As much as 16 per cent of our urban population is still deprived of protected water supply, 50 per cent do not have an access to sewerage and sanitation facilities."

In order to develop fraternal relations between people of different countries and sharing experiences with each other, Mr Tandon said Punjab had recently entered into a arrangement between the historic city of Amritsar in Punjab and the city of Sandwell in the United Kingdom. This arrangement provided for exchanges between the two cities in the fields of education, culture and commerce, fostering ties of friendship and brotherhood between the people..Top


 

Mother's suicide: son seeks justice

ABOHAR, July 27 — Mr Jitender Bajaj, son of a recently retired NCO of the Army, has filed a complaint with the National Human Rights Commission seeking action against the police officers and civilians allegedly responsible for forcing his mother to commit suicide by jumping in front of an express train on June 17. The Railway Police had registered a case under Section 306 of the IPC against an SHO, an ASI and seven more persons on June 19, but no arrest had been made till now. The complainant alleged that the delay in investigation had given a chance to the culprits to harass the bereaved family.

Mr Bajaj, in his complaint, said his mother used to operate a chit fund and a resident of Dharam Nagari used to visit their house in this connection, the woman was later arrested by the city police for allegedly smuggling poppy husk from Rajasthan. After her release on bail, the woman allegedly in connivance with the police officers hatched a conspiracy against the Bajaj family.

According to Mr Bajaj on April 28 at 4.30 a.m. a police party raided their residence and reportedly took away his mother and father to the city police station. They were harassed and his father was released to "arrange money" (Rs 50,000) in six hours. The NCO, was, however, unable to arrange the amount, but he allegedly paid half of the sum through a junior officer. Meanwhile, Mrs Bajaj was allegedly subjected to electric shocks and was tortured in the absence of woman police. The NCO filed a complaint in the local court and Mrs Bajaj was released after five days of "illegal detention".

After the publication of a news item against the Bajaj family, Mrs Bajaj got upset and boarded a bus to Sriganganagar and committed suicide there on the rail track at night.

The complaint mentioned that Mrs Bajaj had left behind an 11 page suicide note penning down the background of her decision to commit suicide and had named nine persons, including two police officers and the Editor of the newspaper.

The Railway police registered a case under Section 306 of the IPC against the persons named and had recovered the suicide note on June 19. But to "counter" this the city police officer got a statement recorded from the alleged smuggler's minor daughter under Section 164, Cr PC in which she alleged that the retired NCO and his younger son were involved in raping her. The rape case had been registered in May this year but the police acted after the registration of the case against the police officers, alleged Mr Bajaj.

He further stated that his father and brother had been arrested and "tortured" by the police.

In similar complaints to the DGP and the Union Home Secretary, Mr Bajaj has demanded that the case be referred either to a senior officer of the CBI or be inquired by a retired judge of the high court so that the alleged nexus between the police officers and other culprits could be exposed.Top


 

Bus-truck collision: 1 killed, 40 hurt

LALRU (Patiala), July 27 — One person was crushed to death and 40 others were injured, five of them seriously, in a bus-truck collision on the Chandigarh-Ambala highway, near Dappar village, this morning.

According to eyewitnesses and the police, the accident took place at about 7 a.m. when a Delhi-bound private tourist bus (DL-IP-A-4071) and a mini truck collided about 500 yards from the Dappar village bus stand on the Chandigarh-Ambala highway. After hitting the truck, the bus, coming from Chandigarh side, left the road and hit a roadside tree after running over a factory employee, and his colleague, who were on their way to a factory near Lalru, killing the former on the spot.

The deceased has been identified as Ajay Gupta, an employee of the Nahar Fabrics near here. The Lalru police was, however, clueless about his companion, said to have been identified as Pushkar Singh Negi, another employee of the factory, as a number of the injured either left for their destinations after getting first-aid at Dera Bassi or were shifted to different hospitals at Dera Bassi and Chandigarh.

Five persons, all passengers of the bus, who were injured in the accident, were shifted to the Dera Bassi Civil Hospital and were subsequently referred to the Sector 32 hospital in Chandigarh.

According to officials of the Civil Hospital at Dera Bassi, those injured in the accident and referred to Sector 32 hospital were identified as Mushtaq, Mubarak, both residents of Jammu, Jatinder Dheer of Goraya, Mukesh of Delhi and Tarwinder of Patiala.

At least 35 persons received minor injuries and were discharged after first aid.

The bus was damaged completely in the accident and even after three hours, the body of the deceased, trapped between the bus and the tree, could not be removed for want of proper rescue arrangements. "Actually, we faced great difficulty as no recovery van was available for two hours. It was only after that we could engage a private recovery vehicle for pulling out the vehicle from the ditch", Mr Sadhu Ram, the Investigation Officer, said.

Though the police was tight-lipped about the accident, Mr Brijesh Kapil, a Chandigarh-based employee of a company, who was travelling in the truck, said the driver was driving the truck in the middle of the road, when he suddenly heard a ‘thud’ after which he saw the bus in a ditch along the road. The driver, identified as Gurnam Singh, a resident of Ramgarh Sainian village in Morinda, was reportedly thrashed by driver and conductor of a CTU bus before being handed over to the police, as he allegedly tried to escape from the accident site.

The Lalru police said the bus driver, who was yet to be identified, had fled the scene and a case had been registered against him.Top


 

Tiger safari cries for funds

LUDHIANA: The only tiger safari in North India, built here in 1993 as a branch of the Chhat Bir Zoo, near Chandigarh, is facing rough weather because of paucity of funds.

Four months have elapsed since the beginning of the new financial year in April, but officials of the tiger safari are still waiting for the annual grant of Rs 10 lakh. The money is urgently needed for the smooth running of this recreational spot.

Officials at the safari say the condition is so bad that routine maintenance work, too, is suffering. "We are able to provide food for the animals only because there is a contract with the suppliers and payment has to be made after a few months and not on a daily basis", informed one of the staff members of the safari. Around 86 kg of meat for tigers and 175 kg of fodder for the sambars and black bucks is required as food every day.

It is also learnt that a master plan for the expansion of the safari was submitted to the Zoo Authority of India for its approval. This plan proposed to utilise the entire 200 acres area under the safari for construction of new enclosures to house hyenas, jackals, lions, tail monkeys and for the construction of more bird cages.

This plan had been approved by the Zoo Authority of India, which allocated 50 per cent of its share of Rs 40 lakh for the execution of this plan in 1998. However, the state government failed to provide its 50 per cent share and hence the plan had to be stalled. "We hope this year we will receive money from the state government and the expansion of the tiger safari will then be carried out", informed an official at the safari.

Work on construction of the safari began in 1988 and it became operational in 1993.

The tiger safari has eight tigers, four cubs and around 40 peacocks and other birds. Besides this, there is a zoo with separate enclosures for sambars, black bucks and cages for varied species and varieties of birds.

Interestingly, some of the bird cages built here are empty. Though the signboards on these cages indicate that once birds like cockteals and jawa were kept in these cages, it is learnt that the birds died as the cages as well as the climatic conditions were incompatible. There are eight sambars in the zoo and on June 24, the Wildlife Department presented seven black bucks to the safari officials. These were captured near Ludhiana.

Two sliding iron gates lead inside the tiger safari, where the tigers and cubs can be seen resting under the cool shade of peepal trees and oblivious to the cheering visitors in caged vans. The entire trip inside the safari takes not more than five minutes.

A staff member says: "If the van does not reach the gates within 10 minutes of going inside, we send the other van to look for it", he informs.

Unless the government wakes up and brings about the urgently needed reforms by releasing money for the only tiger safari in North India, the animals housed here will continue to suffer and face the brunt of government apathy.Top


 

High-level team to visit flood-hit areas today

CHANDIGARH, July 27 — The Punjab Chief Minister, Mr Parkash Singh Badal, concerned at reports of floods in certain areas of Patiala and Sangrur districts today reviewed the situation with the senior officers of the state government and deputed a high-level team of officers led by the Chief Secretary, Mr R S Mann, to visit the affected areas tomorrow.

He also directed the team members to discuss the situation on the spot with the Commissioner of Patiala division, Deputy Commissioner of Patiala and Sangrur and senior officers of the Drainage department to take remedial measures forthwith to check any further damage.

A spokesman of the Irrigation department said here today that state government had accorded top priority to flood protection works and anti-water-logging works throughout Punjab. Emergency flood protection work at a cost of Rs 16.50 crore has been completed in Amritsar, Gurdaspur, Ludhiana, Ropar, Ferozepore, Kapurthala, Jalandhar, Nawanshahr and Hoshiarpur. Besides this, on the Ghaggar a NABARD project of Rs 27.80 crore for construction of flood protection work was sanctioned out of which various works of Rs 3 crore had been completed besides construction of a bandh on either side of the 6 km Jhambowal choe and Bushehra drain.

Major works on the Sutlej constructing of 13 spurs, 38 studs, 2.28 km, revetment and 1.55 km strengthening of embankment have been completed. Besides 48 spurs and 135 studs have also been repaired. The major works are in the Danewal, Shole Bazar, Meowal Mau Sahib, Bholewal, Gadra Bhoda, Khaira Fauja Singh, Jhandi Pir, Tajowal, Kanon, Mirjapur, Lallewal, Pandrod complexes falling in districts of Jalandhar, Nawanshahr, Ludhiana, Amritsar and Ropar. On the Beas four spurs and 15 studs near Goindwal Sahib and three spurs and seven studs in Kapurthala stands completed. Similarly on the Ravi in Gurdaspur district various spurs and studs have been constructed.

The anti-water logging works in districts of Gurdaspur, Ludhiana, Nawanshahr, Hoshiarpur, Ropar, Mansa and Ferozepore had been accorded top priority. In Gurdaspur, 135 km length of drains falling in Berian Chhamb, Bhatian Chhamb, Kahnuwan Shall Chhamb, Pandori Kalichpur Chhamb, Gorsian Chhamb have been resectioned and desilted. The waterlogged-area measuring 23,000 acres has also been tackled by providing adequate surface drainage with outfall into the Beas. Desilting of Burj drain, MCM lower, Nilon drain in Ludhiana district etc with 35 km length has been completed.Top


 

2 cops killed in road mishap

JALANDHAR, July 27 (UNI) — Two Punjab Police constables were killed and another was injured seriously when their scooter collided with a jeep on the Jalandhar-Hoshiarpur road last night, the police said here today.

Constable Dilawar Singh had been admitted to the Civil Hospital at Hoshiarpur.

The cops, all posted at Nasarala police post, were returning to their post when the Jalandhar-bound jeep hit them.

The driver of the jeep fled abandoning the vehicle which had been seized by police.

BJP MLA’s remarks condemned

AMRITSAR, July 27 (PTI) — The SGPC today took a strong view of the reported statement by BJP MLA Laxmi Kanta Chawla justifying the order that Sikh women should wear helmets.

The SGPC Secretary, Mr Kulwant Singh, in a statement issued here today, said wearing a helmet was against the Sikh maryada (code of conduct). If any order forced the Sikh women to wear the helmet, it was violative of the Sikh maryada, he said.

Civil Surgeon warns medical officers

GURDASPUR, July 27 — Dr S.S. Sohal, Civil Surgeon here, talking to reporters today said he had sought an explanation from 20 medical officers in the district for reporting late and absenting themselves from duty. He said, if these officers were found absent or reporting late, they would be warned and face a salary-cut for the period of absence.

Dr Sohal said the senior medical officers would be held responsible for any irregularity in the Primary Health Centres under his jurisdiction. Emergency services in these centres would be available round the clock, he said.

Senior medical officers had been instructed to achieve the targets under various health care programmes like family planning.

In view of the decreasing ratio of male and female children, raids would be conducted on all private clinics to ensure strict implementation of the pre-natal diagnostic technique under the Prevention of Misuse Act, Dr Sohal said. According to him, it had been observed that most of the doctors performing abortions were not registered with the Directorate of Health Services, Punjab.

A team comprising the District Planning Officer, a gynaecologist and a medical officer had been formed for the implementation of the MTP Act 1971.

Private clinics he said, had been directed to take blood for transfusion from registered blood banks only and not from private individuals.Top

Mr Justice G S Singhvi and Mr Justice M S Gill constituted the Bench.

The petitioner stated that the Disputes Settlement Committee consisted of only PSEB officials. There were no rules governing the functioning of the committee. The committee was required to function as a quasi-judicial authority which should act in a judicial manner, collect material and record evidence, if need be.

He told the court that a quasi-judicial authority could not part with the principles of natural justice.Top


 

Adulteration alleged in insecticides

MOGA, July 27 — A former president of the Punjab unit of the BKU, Mr Kuldip Singh Sandhu, yesterday urged the state government to conduct raids on the premises of dealers of insecticides, fertilisers and other medicines used for spraying crops as there had been a number of complaints of adulteration from various parts of the district.

Talking to reporters here yesterday, he said farmers in almost all districts had suffered heavy losses due to the use of adulterated insecticides. He alleged that the dealers were acting in collusion with certain officials of the Agriculture Department.Top


 

Six officials suspended

CHANDIGARH, July 27 — The Punjab Tourism Development Corporation Managing Director, Ms Vini Mahajan, today placed under suspension six officials for their alleged involvement in holiday home membership scam.

The order has named the following officials: Mr R K Sharma, Deputy General Manager; Mr Ram Sarup Sharma, Senior Deputy Manager; Mr Balbir Singh, clerk; Mr Vinay Dutt, senior clerk; Mr Devinder Mittal, sectional officer, and Mr Gurpreet Singh, computer programmer.

Mr Ram Sarup Sharma is at Amritsar International hotel.

The suspension follows an enquiry conducted by the additional managing director on a complaint that these persons had allegedly indulged in forgery and other criminal acts to fraudulently sell membership cards of certain members under the holiday home scheme and earned huge sums of money.

The complaint was accompanied by an affidavit as well. It was addressed to the Chief Minister.Top


 

WSIC rejects calendar

PATIALA, July 27 — The World Sikh Intellectuals Council (WSIC) at an emergency meeting held here today under the chairmanship of Mr Baldev Singh Balluana, president of the council, rejected the new Nanakshahi calendar approved by the Shiromani Gurdwara Parbandhak Committee, saying it had been announced without consulting the Sikh Intellectual Council and various organisations representing the Sikh Sangat.

Mr Balluana also rejected the views expressed by SGPC member Kiranjit Kaur, regarding the new Nanakshahi calendar.

Mr Balluana disclosed that the WSIC would soon organise a state level seminar to discuss the matter of calendar with all Sikh saints and experts and their valuable suggestions would be collected and sent to the SGPC.Top


 

CM receives Rs 13.4 lakh for fund

CHANDIGARH, July 27 — The Punjab Chief Minister, Mr Parkash Singh Badal, today received cheques for Rs 6,38,543 from Sugarfed and Rs 7,06,079 from Milkfed for Punjab War Heroes Families Relief Fund.

Both cheques were presented by Mr Ranjit Singh Brahmpura, Cooperation Minister, Punjab.

Sugarfed M.D, Mr Jagjit Puri, and M.D, Milkfed Mr Amrik Singh accompanied the minister.

The contribution to the fund has reached the Rs 5 crore mark.Top


 

EC order on poll ad

CHANDIGARH, July 27 — The Election Commission of India has banned the issuance of all types of advertisements at the cost of the exchequer in newspapers and other media during the poll period.

Disclosing this here today, Dr Brajendra Singh, Chief Electoral Officer, Punjab, said the commission had already sent a detailed directive to the Chief Secretary in this regard. The commission had also issued directives about the misuse of official media for partisan coverage of political news and publicity regarding achievements with a view to furthering the prospects of the party in power. He cautioned that this practice should be scrupulously avoided.Top
