Martyr's family feels ignored ROHTAK, June 2 The family of Sukhbir Singh Yadav, a Deputy Commandant in the Border Security Force (BSF), who laid down his life in an anti-militancy operation in Kargil on May 26, is feeling ignored by the state government, as far as any announcement of special help is concerned. While a week has passed since the death of this young officer hailing from Rewari, the family of the deceased has reportedly not received any communication or got any assurance regarding any financial help from the authorities concerned. On the other hand the family of Sqn Ldr Ajay Ahuja belonging to Punjab, who was killed by Pakistani troops after he bailed out of his MiG-21 which was downed by a missile in Kargil, has been assured special help by the Punjab Government. The Rajasthan Government has also reportedly offered similar help to the family, as Ahuja's father is at present residing in a town in Rajasthan. It is quite surprising that the Haryana Government has not come out with any announcement of help to the family of the officer who also died for the country in similar conditions and in the same operation in which Ajay had been killed. Both officers are of equivalent ranks in their respective forces and as result families of the deceased expect equal treatment in recognition to their service to the nation. Some family members of the Deputy Commandant informed on phone that they had not received any communication from any official so far. It may be recalled that Chief Minister of Punjab Parkash Singh Badal had announced that his government was ready to give all help, including financial, to the family. Mr Badal had said that if Ahuja's widow wanted a job, the government would be willing to provide the same to her along with a residential plot for settling down in Punjab. The Government of Rajasthan had also made a similar offer to the bereaved family. Yadav, who belonged to 171 BSF Battalion, had been attached to 8th Battalion after he was deputed along with his men in the Kargil area, just a few days before his death, to check infiltration under the cover of shelling by the Pakistan army at a forward post. Not caring for his personal safety, he continued moving forward along with his men to provide support to the threatened post, but in the process he became a victim of a shell which landed close to him. Yadav, who had excellent
service record of 13 years, including six years in the
elite commando force, the National Security Guard (NSG),
of the country, had exhibited high standard of
leadership, bravery and dedication, at all places of his
posting. He is survived by his wife, an eight-year-old
daughter and a three-year-old son, besides his old aged
parents. A large number of people had attended the
cremation which was performed with full military honours
on May 29. |
Withdrawal of support by ROHTAK, June 2 The BJP high command is likely to give green signal to its state unit regarding the withdrawal of support to the Bansi Lal government within the next three days, according to highly placed sources. It is learnt that the central BJP leadership has made up its mind on the issue and also given strong indications in this regard to state unit leaders. The sources revealed that the decision is likely to be made in a day or two. Prof Ram Bilas Sharma, Education Minister, and leader of the Haryana BJP Legislature Party, while talking to mediapersons after a party rally at Meham yesterday, said the party high command would take a decision very soon regarding the withdrawal of support keeping in view the sentiments of state party leaders and workers. Political observers feel the recent announcement of Indian National Lok Dal chief Om Parkash Chautala that options were open for an electoral alliance of his party with Mr Shard Pawar's Nationalist Congress Party (NCP) mainly led the central BJP to take a quick decision regarding the withdrawal of support. Mr Chautala appears to be distressed in the wake of attempts of making an electoral alliance with the INLD as well as the HVP by the state BJP. In this embarrassing situation Mr Chautala resorted to make an announcement regarding the possibility of an alliance with the NCP. The reported secret meeting of Haryana BJP President Om Prakash Grover and two senior BJP leaders with Mr Ajay Chautala, Yuva INLD chief, at Lohari Jatu village in Bhiwani yesterday is also being considered crucial in this regard. Meanwhile, Mr Ajay Chautala also indicated an electoral alliance with the Haryana BJP at a state executive meeting held at Jind yesterday. Mr Om Parkash Grover and
Prof Ram Bilas Sharma had apprised the party high command
of the gains and losses by continuation of the alliance
with the HVP or by the proposed alliance with the INLD in
Haryana some days ago. They reportedly appealed to the
central leaders to withdraw the support to the HVP in the
interest of the party in the state. Later, several BJP
delegations reportedly met the central leaders and
advocated the withdrawal of support. The central BJP also
realised that the party would improve its position by
making an alliance with the INLD in Haryana. |

quacks ROHTAK, June 2 District Drug Control authorities drive against the quacks in the district is continuing. The authorities nabbed another quack in a village near the border of the district last evening. This is the arrest of fourth quack in past 15 days in the region. According to the Senior District Drug Control Inspector Mr G.L. Singhal, a raid was made at Kharak village 27 km from here after reports that a person identified as Brijpal Singh Parmar alias Pappu had been doing practice as a doctor illegally and had been giving medicines laced with steroids (dexamethason) in small pouches. He said the complaint was found to be true and the authorities seized 22 types of medicines and 150 pouches of powdered medicine from his possession. Mr Singhal said that the accused has no degree or qualification and had been practising as a doctor for over five years in the village which falls in Bhiwani district. He added that the father of the accused was used to practice here earlier. The Drug authorities
earlier had nabbed two quacks in the town in the past
week and one quack operating in Kalanaur town 20 km from
here about 15 days ago. All accused had been practising
illegally and had been allegedly using steroids and other
drugs for relief. In the latest case the authorities have
also recovered a battery operated nerve stimulator from
the clinic of the accused, aged about 30 years. He used
to claim curing ailments including arthritis. A case
under the Drugs and Cosmetics Act has been registered
against him. |
Thunder squall kills three CHANDIGARH, June 2 (UNI) A high-velocity thunder squall followed by sharp showers claimed three lives in Hisar town and left six others injured, besides causing widespread destruction of trees and disrupting the power supply and the telecommunication system today. Reports here said the wall of an industrial unit, opposite the cantonment area collapsed on residential quarters burying nine labourers. Six of them were rescued while three others died. The injured had been hospitalised. A large number of trees were uprooted while overhead electric supply wires snapped under the impact of the squall that was preceded by strong dust-raising winds. Hisar, which had remained the hottest place in the region saw the day temperature falling sharply from 41.4° C to 18.4° C following the thunder squall and sharp showers. The weatherman warned of a thunder squall at isolated places in the region, rain and thunderstorms at a few places in Himachal Pradesh and Punjab and isolated places in Haryana over the next 24 hours. Rohtak was lashed by a high-velocity duststorm followed by rain this afternoon bringing much-needed respite to people from heatwave conditions. A report from Rohtak said a high-velocity storm snapped tree trunks and twisted TV antennae. Road traffic was affected at a number of places in the district. The day temperature in and around Chandigarh dipped to 36° C, 4° C below normal, under a partially overcast sky and 1 mm of rainfall till 8.30 a.m. Ambala, Karnal and Patiala too, reported a high of 34.8° C to 35.9° C and traces of rains. The day temperature in
and around Shimla hovered around 20° C. |
Memo against Rathore quashed CHANDIGARH, June 2 The Central Administrative Tribunal, Chandigarh Bench, yesterday allowed the OA filed by Mr S.P.S. Rathore, IPS, Additional Director-General of Police, Haryana, challenging the memo dated October 25, 1998, by which the Government of Haryana forwarded to the Inspector-General, Vigilance, a fresh complaint against the applicant, on the same allegations which had been found "baseless" earlier. The Bench, comprising Mr J.S. Dhaliwal (JM) and Mr V.K. Majotra (AM), which handed down the order, also quashed the impugned memo dated October 25, 1998, which was sent for detailed comments of the IG (Vigilance) Haryana, by the government. The applicant had challenged the order as illegal, mala fide, arbitrary and violative of natural justice. According to Mr Rathore, as he is due for consideration for the post of Director-General of Police, Haryana, repeated attempts have been made to implicate him to obstruct his promotion. The tribunal agreed the state Vigilance Commissioner had inquired into the complaint of Mr K.G. Verma, Financial Commissioner, Haryana, twice over and that A-3 was a very detailed report in which various documents had been referred to and all allegations against the applicant had been found to be baseless. The Bench agreed that the matter had attained finality. While conceding the power of the government to reinvestigate a matter, the Bench, however, observed that exercise of such power had to be viewed against the touchstone of propriety as well," particularly in the circumstance before us," it added. The tribunal also noticed that the impugned order A-1 was not an order initiating a disciplinary inquiry but it could certainly lead to some inquiry, said the Bench. Re-opening a vigilance
investigation for the third time on the basic of facts
already investigated twice over and found to be baseless
was highly detrimental to the career of the applicant,
the Bench concluded. |
Suspension of Telecom Dist REWARI, June 2 The Haryana Pradesh Janata Dal, President, Mr Ved Prakash Vidrohi, has complained to the General Manager Haryana Telecom, demanding the suspension of the Telecom District Manager, The Divisional Telecom Engineer and other senior Telecom officials concerned allegedly for running the department arbitrarily and causing hardship to subscribers. He alleged that no proper procedure had been followed in the allotment of new telephone numbers to old subscribers and things were being done arbitrarily after the installation of new telephone exchange here. He said that his
telephone which went dead at 3 pm on May 25 after he had
been allotted new telephone number had not become
operative even after 44 hours while the telephones of
various STD booths and numerous other subscribers who too
were given new numbers had started functioning on the
evening of May 25. Similarly telephones of other
subscribers were also lying dead. He deplored that many
subscribers had failed to get new telephone number
because they were not in the list of
"patronised" subscribers for obvious reasons Mr
Vidrohi has also urged the General Manager to order a
high-level inquiry into the matter. |
Charges of bias against Bansi
denied CHANDIGARH, June 2 The Haryana Minister of State for Ayurveda, Mrs Kanta Devi, today strongly denied the allegation levelled by Mr Jagan Nath, Agriculture Minister, Haryana, appearing in a section of the press that Chief Minister, Bansi Lal was ignoring IAS and IPs Officers from the Scheduled Castes and the Backward Classes belonging to Haryana at the time of crucial postings at the district level. She said caste was no consideration at the time of providing postings to officers. Postings were done on the basis of length of service, seniority and ability of officers. It was noteworthy that out of the four Divisional Commissioners, two belonged to the Scheduled Castes community. similarly, three Deputy Commissioners belonged to the Scheduled Castes community and one Deputy Commissioner belonged to the Other Backward Classes. Of four DIG Ranges, two DIGs and one district police chief belonged to the Scheduled Castes community and one district police chief belonged to the Backward Classes. Even the top two positions in the state of the IAS and the IPs, i.e Chief Secretary and the Director-General of Police were being held by officers belonging to the Backward Classes. She called upon the
people not to be misled by such false propaganda as this
was being done by people having vested interests. |
No truck with Congress, says
Chautala BHIWANI, June 2 The INLD leader, Mr Om Prakash Chautala, said here today that his party would have no truck with the Congress, and unless the BJP severed its ties with the Haryana Vikas Party his party would not enter into an electoral alliance with it in the Lok Sabha poll. Mr Chautala, who was talking to newspersons asked the Centre to dismiss the Bansi Lal government as the Chief Minister had kept his own ministers "in custody" to avoid their interaction with other political parties. He said Mr Bansi Lal had sent his party MLAs and ministers on "Bharat darshan" to save his government. Mr Chautala said residents of Bhiwani district were crying for good roads and adequate drinking water and electricity. He criticised Congress President Sonia Gandhi for not uttering a word in praise of our armed forces which were defending the country at a heavy cost. She also failed to congratulate the Indian cricket team on its successes in the World Cup. Earlier, Mr Chautala addressed party workers of the district at Rajput Dharamshala. Mr Ajay Chautala,
president, Yuva Indian National Lok Dal, also addressed
the the Press conference and criticised Mr Bansi Lal for
"ignoring" the development of the district. |
Plea on detained ministers
rejected CHANDIGARH, June 2 Mr Justice T.H.B. Chalapathi, a Judge of the Punjab and Haryana High Court, today dismissed a public interest habeas corpus petition preferred by Mr Darshan Kumar Singla, a resident of Panchkula, seeking a directive to the state government for producing tow ministers and one legislator who had been detained illegally by the Haryana government since May 14. While Mr Ram Sarup Rama and Mr Jagdish Nayyar, are Ministers of State, Mr Ram Bhaj is a legislator of the Kalayat constituency in Kaithal district. The petitioner stated that for the past few months ministers and legislators had been dissatisfied over the manner in which the government was run by Mr Bansi Lal. Legislators and ministers had been holding meetings and discussions over a change of leadership in the state. Mr Singla added that on May 14 four legislators disappeared from the scene. They could not be contacted by members of their families or their co-legislators and by people who wanted to meet them in connection with official business. The petitioner added
that almost a fortnight had elapsed. No wonder panic
gripped all well-wishers and friends of the legislators
and ministers, who are still untraced. It was common
knowledge that they were being kept against their wish at
some unknown place by Mr Bansi Lal with the help of state
machinery, including the Chief Secretary and the Home
Secretary. |
Parkinson's no more incurable FARIDABAD, June 2 - Parkinsons disease marked by progressively increasing stiffness all over body, tremors in limbs, with difficulty in walking, is no more incurable. This transformation was the result of an operation (pallidotomy), performed by Dr Alok Gupta, consultant Neuro Surgeon at the Escorts Hospital and Research Centre here. This surgery is done under local anaesthesia with the patient actually helping the Surgeon by indicating whether tremors have stopped or not. A hole is made in the skull and a very fine electrode is passed into deep bran nuclei (pallidum) under stereotactic computer control after location with brain Atlas. Once the electrode reaches the exact site, thermal lesion is made. The effect is immediate and patient can be discharged after 48-hours. There is no side effect related to surgery. The localisation of
brain target is the most crucial part of this operation.
It is done by injecting dye into the brain through a
small hole and taking the x-rays. In x-ray pictures are
fixed and mark which guide doctors to target. This is
very accurate, safe method of localisation - localisation
can also be done with the help of CT and a MRI. But there
are problems of screw artefacts in CT scan and problem of
brain shift in MRI. |
Ration card policy upsets
councillors BHIWANI, June 2 Recent direction about the preparation of new ration cards has caused displeasure among municipal councillors here. Mr Ishwar Singh Maan, municipal councillor from ward no. 7 in a letter to the Chief Minister said earlier the ward councillor concerned had the authority to verify these forms but now, the Deputy Commissioner had issued a letter to the Food and Supplies Department, directing them not to accept any ration card without a verification of the secretary or the executive officer of the council. He said the executive officer had gone on leave for two months and the secretary would remain on tour of Chandigarh and, therefore, subscribers would suffer. He said the Deputy Commissioner should withdraw the order and the forms should be verified by municipal councillors. He alleged that no
satisfactory reply was given by the executive engineer
concerned of the Public Health Department when complaints
were made regarding the supply of drinking water. |

Pal PANIPAT, June 2 The grief-stricken residents of Sanauli Khurd village in this district have urged the district administration that the road leading to the village from Panipat-Sanauli should be named after Naik Rishi Pal Tyagi, who laid down his life in the border firing in Naushera sector of Jammu and Kashmir on May 28. This demand was made by the villagers when the SDM, Mr P.K. Sharma, along with a team of district officers, went to console the bereaved family yesterday. Naik Rishi Pal, who was
serving in Rajputana regiment of the Indian Army for the
past more than 14 years, is survived by his wife Gita
(26), two sons and one daughter. His elder brother,
Mahender Singh, is also serving in the Army. The other
three brothers are engaged in farming on a meagre holding
of 3 acres. |
HVPN raids to check power
theft PANIPAT, June 2 To check power theft the city subdivision of the Haryana Vidyut Prasaran Nigam made several raids in April this year. The Deputy Commissioner, Mr Anurag Rastogi, disclosed yesterday that Rs 7.68 lakh was recovered in 114 cases of theft. He said that out of 283 connections, 277 residential, five industrial and one tubewell connections were given in April; whereas 2320 residential, 35 industrial and 32 tubewell connections were given last year. He added that in the
same month the city subdivision laid 0.320 km 11 KV high
tension line and 0.303 kilometre long 400 volts low
tension line; and replaced 48 transformers. |

acquitted in NDPS case NARNAUL, June 2 Mr R.S. Baswana, Special Judge, Narnaul has acquitted Harjinder Singh (18) son of Mr Charan Singh of Talwandi and Charan Singh son of Mr Harbhajan Singh under Rajkot police station, Punjab of a case under Section 15 of the Narcotic Drugs and Psychotropic Substances Act on Tuesday. As per the prosecution the accused Harjinder Singh and Charan Singh were found in possession of 22.5 kg and 9 kg of poppy straw, respectively on March 1, 1998 in the Gahli (Narnaul) area without permit or licence. The court observed that
there was no independent witness to corroborate police
testimony and had not been complied with provisions of
Sections 50 and 55 of the NDPS Act. |
Panel on aid to lecturers
formed HISAR, June 2 The Haryana Education Department has constituted a three-member committee to consider the issue of grant-in-aid to the lecturers who have completed five years service with the UGC assistance in vocational courses in non-government colleges. The committee will make its recommendations to the Director, Higher Education. Principal Subash Sharma of Dayanand College has been made the convener of the committee, while two other principals Mr Inder Singh and Mr B.M. Bansal will be its members. The issue of
grant-in-aid to these teachers was raised in the meeting
of various principals held in March last.
2 killed in accident SIRSA, June 2 In an accident on Sirsa-Barnala road today two persons, including a woman, were killed and 31 others injured. The vehicle, which was
coming from Dera Beas, overturned 20 km from here. Ajeet
Singh a resident of Abootgarh village and Rama Devi of
Sirsa died on the spot. Dharam Pal and Babloo who were
injured seriously have been referred to the hospitals
located in Rohtak and Ludhiana, respectively. Eleven of
the injured were admitted to the local Civil Hospital
whereas 20 others were discharged after first-aid. |
Sonepat goes without water SONEPAT, June 2 The entire city with a population of more than two lakh remained waterless on Tuesday evening following a disruption in water supply system. However, no reason has been given by the officials of the Public Health Department. It was the second time in the past three days when the inhabitants went without water in the evening. Mr K.K. Sharma,
President of the Sonepat Citizens Council blamed the
keymen and tubewell operators for the drinking water
crisis. In the absence of any checking by the officials,
the residents are getting water at the mercy of the
keymen as well as the tube well operators, he alleged. |
