gangraped for 3 months FATEHABAD, June 14 Sita and Geeta, both cousins from Rajasthan and married in Bigarh village, near here, were allegedly gangraped for three months. They lodged a complaint with the Deputy Commissioner on May 3 as the police was allegedly reluctant to register their complaint. An FIR was eventually registered against six persons. Within five days, a compromise was arrived at. The two victims were given Rs 14,000 each. Both the sisters signed an affidavit, saying that the complaint they lodged on May 3 was instigated by the "biradari" and some family members and nothing untoward had happened. But the story does not end here. The police has closed the case, which it cannot. Under the law, the case, in which an FIR is registered, has to be presented in a court of law. It is the prerogative of the court, to close the case or carry it forward. On May 3, Sita and Geeta in an affidavit presented to the DC accused six persons of raping them for three months in a farmhouse. A woman was also made the co-accused for helping the rapists. After the police registered an FIR it reportedly resorted to pressure tactics. The six accused managed to win over Sitas parents. They were brought from Rajasthan. Sitas mother Kalawati and father Hukma Ram filed an affidavit saying that their daughters in-laws had instigated her to file a false affidavit against the six accused. However, the worst sufferers in the whole episode were three persons Sham Lal Rathi, Om Prakash and Devinder. They had helped the two sisters seek justice. They were accused by Kalawati of abducting her daughter. As pressure built upon them, they distanced themselves from the case. A compromise was arrived at by the police between the accused and the victims. Surprisingly, it was one of the main accused who identified the persons in the subsequent affidavits, in which the victims had denied that they were raped. However, again on June 4, Geeta gave a representation to the Deputy Commissioner mentioning that the statement she had recorded in the affidavit on May 3 was correct and she had been raped for three months. She accused her aunt Kalawati of siding with the accused and selling her honour. Meanwhile, the Chandigarh Chapter of the National Commission for Scheduled Castes and Scheduled Tribes has sought details of the case from the district administration. The Deputy Commissioner, Mr V.Rajashekhar, told TNS the victims had last approached him for economic relief and accommodation at some other place. The victims were apprehensive of reprisals by the accused. The Deputy Commissioner said the police could not close the case on its own and only a court of law could take a decision on this. Meanwhile, the Superintendent of Police was not available for comments. He was said to be "out of station." This is not the first
case where the rape victims were made to withdraw their
complaints. In an earlier case in the same district, a
Dalit woman of Khajuri village had given an affidavit to
the administration on February, 18 alleging that she was
gangraped for six months by six persons. But on April 6,
she said in the court that the case which the police had
registered against the accused had not been read out to
her and she did not want any action against the six
accused. |
Hooda
threatens dissidents CHANDIGARH, June 14 Mr Bhupinder Singh Hooda, President, Haryana Pradesh Congress Committee, today threatened serious disciplinary action against all those party leaders and workers who would oppose the official candidates in the forthcoming Lok Sabha elections in the state. Mr Hooda was addressing a meeting of office-bearers of the HPCC, presidents of district units, MLAs and MPs and heads of front organisations in the state. Mr Hooda said indiscipline would not be tolerated. All such party members who would oppose the party's candidates would be thrown out of the party. Besides Mr S.N. Rao, All-India Congress Committee's observer for the Haryana Lok Sabha and organisational elections, some of the leaders who have made no secret of their views about the party's leadership and its functioning attended this meeting. Among those present
included Mr Bhajan Lal, Mr Sultan Singh, former Governor,
Mr Birendera Singh, Mr Shamsher Singh Surjewala, Mr

Farmers
hold demonstrations GURGAON, June 14 Farmers from more than a dozen villages held demonstrations today in the HUDA complex to press for not reclaiming the sum paid to them by way of enhanced compensation for the land acquired. The Punjab and Haryana High Court, acting on an appeal by the HUDA against the ruling of the local Sessions Court, had reduced the amount of enhanced compensation. The Sessions Court, in its judgements in various cases had decided in the favour of farmers allowing enhanced compensation. The total difference in the amount in the cases in question as settled by the High Court and the Sessions Court was said to be about Rs 137 crores. The amount, by way of enhanced compensation, was disbursed to the farmers concerned through the local court, before the adjudication of the High Court on the issue. The payments were made to the farmers after they furnished sureties. As majority of the farmers did not have land of their own, they had taken help from their relatives and friends from other villages to bail them out by standing sureties for them. A number of farmers told TNS that they had already spent the compensation money and were not in a position to return the amount as per court orders. The farmers, who have constituted a "Kisan Sangharsh Panchayat" to spearhead a campaign to pressurise the government to find out a way for them and also took out a procession in the city. After the demonstrations, the Kisan Sangharsh Panchayat submitted a memorandum to Chief Minister Bansi Lal through the administrator, HUDA, Gurgaon. Mr Raj Nirbhik, Mr Gopi

Girls
shine in class XII exam BHIWANI, June 14 Jitesh Arya of Government National College, Sirsa, has bagged the first position in the senior secondary (academic) annual examination of the Haryana School Education Board. Jitesh belongs to the science stream and has obtained 346 marks (86.50 per cent) out of 400. Mahesh Kumar of S.D. Senior Secondary School, Jagadhari (Yamunanagar), also of the science stream stood second by getting 336 marks (84 per cent). Among the girls, Suvidha Bindlesh of RKSD College, Kaithal, also of the science stream has bagged the first position by getting 334 marks (83.50 per cent). The result of this examination was declared yesterday. Stating this the board Chairman, Mr Ramesh Kashyap told mediapersons here yesterday that in the commerce group, Meenu Garg of Adarsh Senior Secondary School, Arya Nagar, Rohtak, stood first by obtaining 416 marks (83.20 per cent) out of 500 and Neha Gupta of the same school stood second by getting 411 marks (82.20 per cent). He further said in the arts group, Seema Rani of CCAS Jain Senior Secondary School, Gannaur Mandi (Sonepat), had topped by obtaining 407 marks (81.40 per cent) and Monica Chutani of Ideal Senior Secondary School, Hisar, stood second in the group by getting 404 marks (80.80 per cent). Except for the science group, girls has bagged top positions in other groups. Mr Kashyap further said the overall pass percentage turned out to be 49.73, whereas last year the overall pass percentage was 54.45. However, he said that in comparision to the past years, before 1998, the pass percentage was on the higher side this year. Giving detailed statistics of the examination the board secretary, Mr Mansa Ram Sharma, said girls had shown better results than boys by getting an overall pass percentage of 59.35 whereas only 44 per cent boys passed. About 1,13,323 candidates appeared in the examination out of which 56,353 candidates were declared pass. The secretary further said regular candidate had shown better results than private candidates. He added that schools in urban areas had shown better results (61.81 per cent) than those in rural areas 45.35 per cent. He said the result was being published in three Hindi dailies, besides the same had been made available at the offices of district education officers, district public relations officers, district level co-ordination centres of the board head office here. The result cards of the regular candidates will be sent within two weeks at their respective schools colleges. The fail/compartment/re-appear card/pass certificates of private candidates will be sent within one week at the addresses mentioned by them in their forms. The secretary said the
candidates who wanted to send their applications for the
supplementary examination September for
re-appear/compartment/improvement of marks could apply
with an examination fee of Rs 230, and for additional
subject applications an examination fee of Rs 105 per
subject by July 5. After this date a late fee of Rs 200
would be payable till July 19, and a late fee of Rs 300
if the applications were deposited before one month of
the commencement of the examination. |
Tantrik
held for human sacrifice FARIDABAD, June 14 A case of human sacrifice has been reported here in which a one-and-a-half-year-old boy was killed by a tantrik hailing from West Bengal. It is said Sukhdev, the tantrik, killed Narian, a son of Parushram, in order to please God to bring prosperity to the family of Ram Lal of Sant Nagar. Earlier, Prachin Devi, wife of Ram Lal, had told the tantrik that the cause of her poverty was some evil spirit. After performing tantrik rites, Sukhdev is said to have kidnapped the boy who was sleeping with his parents at night in the open. He then allegedly killed him and threw the body in the sewer in Sector 21. The decomposed body of the boy has been recovered by the police. The tantrik who has been
charged under Sections 302 and 201 of the IPC has been
arrested. |
Attempt to
rob bank YAMUNANAGAR, June 14 A bid to commit robbery at Canara Bank at Radaur, about 20 km from here, failed. According to information received here, when the bank manager, Mr M.S. Bhatt arrived at the bank today morning, he found the back window broken. It is not certain whether the miscreants attempted the robbery on Saturday or Sunday night. It is learnt that the miscreants also tried to open the strongroom. The bank manager
informed the Radaur police immediately. The police has
registered a case under Sections 457, 380 and 511 of the
IPC. The bank is situated near the Radaur police station.

robbed of Rs 15 lakh PANIPAT, June 14 Three motor cycle-borne gangsters snatched Rs 14.80 lakh from Manoj Kumar of the local Virat nagar today. The incident took place at 8 am in the model town area. According to
information, Manoj Kumar was carrying around Rs 15 lakh,
while going from his residence to his business place in
Pachranga Bazar. The amount was to be deposited in a
bank. When he reached Model Town he was intercepted by
three persons, riding a Suzuki motor cycle. In a scuffle
between the robbers and Manoj Kumar, the robbers
succeeded in snatching the money. A case has been
registered at Model Town police station here and the
police has launched a manhunt to nab the robbers. |
1 killed, 32 hurt in bus mishap AMBALA, June 14 (UNI) One passenger was killed and 32 others injured, two of them seriously when a bus, in which they were travelling skidded off the road and fell into fields near Ambli village on the Naraingarh-Kalpi road yesterday, according to reports received here today. The dead had been identified as Ram Singh of Barkheri village. Two of the seriously injured with multiple fractures had been referred to the P.G.I. at Chandigarh while some others were discharged after first aid. The police has
registered a case of negligence driving against the
driver of the ill-fated private bus. |
Patrolling
ordered in villages PANIPAT, June 14 The Deputy Commissioner, Mr Anurag Rastogi, has ordered that all able-bodied adult male inhabitants of 35 villages of the district shall perform patrol duties at night to prevent sabotage and to ensure the security and safety of railway properties in their respective villages. The order has been issued apprehending damage to public property, particularly railway stations, railway bridges, trains and railway lines passing through the district. Under the order, the gram panchayats of these villages will be responsible for patrol and for ensuring the performance of patrolling. The Subdivisional Officer (Civil), District Revenue Officer and District Development and Panchayat Officer will ensure the regulation of patrolling through the panchayats. The order, promulgated under Section 3 of the Punjab Village and Small Town Patrol Act, 1918, will remain in force for two months. The contravention of the order is punishable under Section 9 to 11 of the act. The villages covered
under this order, include Bhodwal Majri, Smalkha, Bhapra,
Karhans, Manana, Machhrauli, Jhatipur, Diwana, Siwah,
Nangal, Kheri, Krishanpura, Panipat City, Bichpari,
Kabri, Faridpur, Nizampur, Kachhrauli, Simla Roran, Nare,
Madlauda, Assan Kalan, Mahiudin, Thirana, Untla Assan
Khurd, Khurd, Khukhrana, Shodapur, Kaith, Jawara, Israna,
Majra, Naultha, Dahar and Binjhol. |
Sunil
Behl's bail plea rejected FARIDABAD, June 14 Mr K.C. Gupta, District and Sessions Judge, today rejected the bail application of Sunil Behl, self-styled Vice-President of the World Bank, and his wife Savita. The couple who were arrested here on May 15 on charges of fraud are already in judicial custody. According to the police, Behl had forged the signatures of the President of India and the World Bank chief and the land allotment order of the Director of Country Planning. He is also alleged to
have pocketted Rs 7 crore from a Chennai business house
on the plea of getting it land at Gurgaon. |

PM, a non-issue FATEHABAD, June 14 Both the BJP and the Congress have deliberately chosen a non-issue like whether Ms Sonia Gandhi should be allowed to become the Prime Minister or not and, in the process, the real issues confronting the nation have been sought to be ignored. This allegation was levelled at a regional convention of the CPM and the CPI held here today. Mr Inderjeet Singh, a member of the Central Committee of the CPM and its State Secretary, Mr Prithvi Singh Gorakhpuria, a senior CPM leader, Mr Harpal Singh and Mr Harnam Singh, both former MLAs, and Mr Krishan Swaroop, District Secretary of the CPM, addressed the convention. The speakers were
unanimous that the real face of the BJP that came to
power by raising slogans of stable government, able Prime
Minister and swadeshi stood exposed now. They said the
party which forged an unprincipled alliance with other
parties could not rule effectively for a single day due
to inner conflicts of the alliance partners. |
