18,318 plots floated by HUDA
CHANDIGARH, May 4 — The Haryana Urban Development Authority has so far spent a sum of Rs 286.95 crore on the overall development and maintenance of various services an 1997-98 and 1998-99. Of this, a sum of Rs 164 crore was spent in 1998-99 against a budgetary provision of Rs 140 crore.

18,318 plots floated by HUDA

CHANDIGARH, May 4 — The Haryana Urban Development Authority (HUDA) has so far spent a sum of Rs 286.95 crore on the overall development and maintenance of various services an 1997-98 and 1998-99. Of this, a sum of Rs 164 crore was spent in 1998-99 against a budgetary provision of Rs 140 crore. A sum of Rs 122.95 crore was spent on this account an 1997-98.

An official spokesman today said that HUDA had spent a sum of Rs 18.68 crore on the construction of buildings in 1998-99 against a target of Rs 15.69 crore. The construction work in 16 community centres, three senior secondary schools, 10 primary schools, seven dispensaries and one swimming pool were in progress. He added that a sum of Rs 9.30 crore was spent on construction of buildings in 1997-98.

He said HUDA had floated 18,318 plots in different towns of Haryana under various schemes in the past three years. Of which 2004 plots were floated in Gurgaon, 1532 in Palwal, 1407 in Sonepat, 254 in Dharuhera, 277 in Naraingarh, 1067 in Rewari, 226 in Sector 21, Panchkula, 1782 in Panipat, 809 in Rohtak, 1173 in Faridabad, 155 in Ambala, 1020 in Narnaul, 738 in Fatehabad and 920 in Sirsa besides, 1208 plots for government employees and 3726 plots for economically weaker section of the society in different urban estates of the state.

The spokesman said that HUDA had also floated 831 industrial plots in various towns. Out of these 395 plots were floated in pace-city part-II in Gurgaon, 319 in Sector 58 in Faridabad and 177 in the urban estates of Bhiwani, Hathin, Hissar, Kurukshetra, Panipat, Roz-ka-Meo, Rewari and Dharuhera.

He said that HUDA had also floated 368 acres of land for Group Housing Scheme-98.

Political situation fluid

ROHTAK, May 4 — Although the INLD supremo, Mr Om Parkash Chautala, has mounted pressure on the BJP to severe its ties with the Haryana Vikas Party (HVP), the alignment and realignment of political forces in Haryana may take some more time to take concrete shape.

The BJP is feeling very uneasy as it has been unable to take a firm decision about continuation of its alliance with the HVP or forging an alliance with the INLD. Its proposal to broadbase the HVP-BJP alliance has been summarily rejected by Mr Chautala.

The political situation in the state is very fluid as no party has yet decided about its allies in the coming parliamentary elections. All major political players are engaged in shadow-boxing and do not want to reveal their real strategies.

Political analysts here believe that what the leaders of various political parties say at this juncture they do not really mean that. A clear picture will emerge only after the declaration of the election schedule.

These analysts believe that the BJP is marking time. It may not destabilise the coalition government at the moment. Most of the legislators, including the dissident HVP MLAs, do not favour mid-term elections, they say.

The BJP high command, it is learnt, is assessing its electoral prospects in the event of its continuing the alliance with the HVP or entering into an understanding with the INLD. Though it believes that every MP will matter in the coming Lok Sabha, it also does not want to give the impression that it can sacrifice its allies at the crucial moment for its gains.

But the party cannot ignore Mr Chautala who had helped the BJP at the crucial moments. Had the Vajpayee government survived the confidence motion, Mr Chautala would have been the hero. Before voting on the confidence motion, Mr Chautala had reportedly told Mr Vajpayee that he was a friend of the BJP during any crisis. The Prime Minister reportedly nodded in the affirmative.

The road for the Congress to the Lok Sabha in Haryana does not appear as smooth as is being believed. The party candidates had in the last elections lost badly in at least five parliamentary constituencies — Bhiwani, Hisar, Sonepat, Kurukshetra and Ambala — and its candidate from Rohtak had won with a very narrow margin of 383 votes.

The Bahujan Samaj Party has virtually launched its poll campaign. The state general secretary of the party, Mr Pardeep Chaudhary, has opened election offices in the Bhiwani parliamentary constituency and is holding meetings to garner support. He is a grandson of the late Sahib Ram, elder brother of Mr Devi Lal. He plans to cover the constituency before others start their campaigns.

Chautala betrayed BSP: Chaudhary

BHIWANI, May 4 — Mr Om Prakash Chautala betrayed the BSP by supporting the BJP unconditionally at the Centre and now question does not arise to have any tie-up with the INLD, said Mr Pradeep Chaudhary, General Secretary, Bahujan Samaj Party Haryana, during a press conference here today.

He said that the BJP, the HVP and the INLD were running the government at the Centre together and possibly the people would see them together in Haryana as well in the ensuing election. He said the BSP would project itself as an alternative in response.

Mr Chaudhary said the party had decided to contest election from the Lok Sabha seat here to give chance to a person of clean image and to help the people in getting rid of family politics. He said since the election contested by his party candidates in 1991, the BSP had gained popularity which is proved by the fact that the INLD-BSP tie-up during previous election won four parliament seats.

In reply to a question he said that any tie-up with the Congress would be done by the central committee of the party, but, he asserted, the party had directed him (Pradeep Chaudhary) to contest the election.

Regarding issues on which to contest elections, Mr Chaudhary said Bhiwani, even after being the Chief Minister's constituency for three times was not having basic amenities even. The present rule had failed to safeguard the interests of Dalits and Backward Classes. This district was far behind in the agriculture sector also.

He said that a workers meeting had been organised on May 9 here to launch the party's election campaign. He said that several senior members from the HVP and the INLD would join the BSP members at the meeting.

"Social worker" arrested

KURUKSHETRA, May 4 — The case of Surjit Singh, who managed to get himself certified as dead in a case of opium smuggling, has taken a new turn with the "social worker", who was the police informer, turning out to be an accomplice of Surjit Singh.

The police at Shahbad Markanda has registered another case under sections 420, 467, 468, 471, and 120 B of the IPC and arrested the "social worker", Ran Singh, a resident of Dhantori village as well as his accomplice, Surinder Kumar, a resident of Deeg village for cheating and forgery.

According to the FIR "social worker" was exposed when on the orders of Mr Resham Singh, Deputy Inspector-General of Police, Haryana a DSP interrogated Surjit Singh, who was in police custody.

Surjit Singh, the owner of a dhaba on the GT Road near Dhantori village, was arrested by the Shahabad police recently after Ran Singh gave information that Surjit Singh, who was in Central Jail, Ludhiana in 1992, following the recovery of 9 kg of opium from his possession, had got out of the jail on interim bail and had got himself verified as dead, was alive.

The new FIR said that Surjit Singh and Surinder Kumar were old friends. After the death of his father, Surjit Singh left his job in Delhi and opened a dhaba on the GT Road in 1988. As Surinder Kumar and his friend, Ran Singh, were unemployed, they also joined him. They started supplying opium to truck drivers who used to stop at the dhaba.

After Rajinder Kumar, a resident of Ludhiana, who used to supply opium to them, was arrested by the Ludhiana police in 1992, the police raided the dhaba at Dhantori and arrested four persons including Surinder Kumar, Ran Singh and Surjit Singh.

Surinder Kumar and Ran Singh persuaded Surjit Singh to confess the possession of 9 kg of opium to save others with the promise that they would help him get out of the jail soon.

Surjit Singh went to the jail and fell ill.

Surinder Kumar and Ran Singh extracted Rs 60,000 from Mrs Avtar Kaur, wife of Surjit Singh to peruse his case and succeeded in getting him out on interim bail from the Additional Sessions Judge, Ludhiana after submitting a false invitation card.

They later managed to get the case against Surjit Singh closed by submitting a fake certificate about his death.

Following the arrest of Surinder Kumar and Ran Singh, the police had recovered a number of forged documents and rubber stamps of various departments from their possession.

The DIG has ordered further investigations to find out the possibility of some policemen and others in the case.

BSP protesters cane-charged

SONEPAT, May 4 — The police cane-charged an irate mob of BSP workers and members of other organisations who were staging a demonstration and a dharna near the railway crossing near Hindu College here today in protest against the frequent power cuts and erratic supply of electricity and drinking water in urban and rural areas of the district.

The trouble arose when the police rounded up a BSP leader, Mr Raj Singh Dalal, and pushed him into a police jeep. This infuriated the demonstrators and they started shouting slogans against the Bansi Lal government and the police. Some of the women demonstrators surrounded the jeep of the DSP (Headquarters) and tried to damage it but their attempts were foiled.

The demonstrators also blocked roads leading to Rohtak and Gohana leading to a traffic jam.

On receiving information about the blockade and protest demonstration, Mr Balwan Singh, SDM, and other officials of the HVPN reached the site requested the protesters to lift the blockade as it was causing inconvenience to the passers-by in the scorching heat. The SDM also assured them that a special meeting would be convened in the evening to fulfil the demands of the agitating people. Thereupon, leaders appealed to the demonstrators to lift the blockade.

Meanwhile, a call for a day's bandh given by the BSP and some other organisations evoked a little response. A majority of the shops were open in the city. Except for the above-mentioned demonstration and dharna, the normal life remained unaffected. The power supply was also normal.

Parks cry for care

YAMUNANAGAR: Negligence on the part of the civic amenities has converted the parks into a cattle-grazing ground.

Once famous for its beautiful and well-maintained parks Yamunanagar is gradually loosing its glory as the boundary walls have crumbled due to poor maintenance. It seems the horticulture wing of the Municipal Council is paying no attention to the upkeep and maintenance of these parks.

Pigs, stray dogs and stray cattle can be seen almost in every park where the old persons come for morning and evening walk. The children are also exposed to the danger of dog bites whey they come for evening games.

Mr R.C. Chopra, resident of camp area in Yamunanagar, says there are three parks in camp area and all are in bad condition. He further alleges that for a number of days not a single Safai karamchari visits the area.

Raj Kumar, resident of camp and an egg dealer, says a number of times they have approached the officials of Municipal Council but there has been no response.

Having a population of 1.5 lakh this city has heaps of garbage all over no one lifts the garbage for several days resulting a stinking small emanating from the garbage.

There is a fear of spread of epidemic. The residents say due to the spread of mosquitoes people are facing a number of difficulties.

It may be added that there is a shortage of water in most of the colonies which include Model Colony, Old subji mandi, Joginder Market, Vikas Nagar and many more. There is also a power crisis in Yamunanagar and Jagadhri.

Mr K.K. Jain Executive Officer, Municipal Council, says the Yamunanagar council has a budget of Rs 6.57 crore out of which Rs 6.18 crore are from earnings. This is 94.8 per cent of the budget.

Mr Jain says 110 new shops have been built to increase the revenue of the Municipal Council.

Four get life term in murder case

FARIDABAD, May 4 — Mr PL Goyal, additional district and sessions judge, yesterday sentenced Rohtas, Surender Roop Chand and Dev Kumar to life imprisonment for murdering Mohar Pal of Janoli village on April 25, 1998.

They were also asked to pay Rs 30,000 each as fine.

According to the prosecution, Mohar Pal was waylaid and attacked with knives by Rohtas, Surender, Roop Chand, Dev Kumar, Billu and Dev Kumar. The victim, who was rushed to hospital with multiple injuries , died soonafter.

Mr Goyal sentenced Rohtas, Surender, Roop Chand and Dev Kumar under Section 302 read with Section 34 IPC. The remaining accused, Rajender and Billu, were acquitted on the benefit of the doubt.

Free water to woo voters

FARIDABAD, May 4 — With the mid-term elections to the Lok Sabha round the corner, political parties have devised a novel method to woo voters in their favour in Faridabad.

A political party having its base in the rural areas has started supplying free water in tankers in the scarcity zones of the city.

The tankers have been painted in the colour of the party flag. These also prominently display the name of the party leader.

Municipal Corporation sources confirmed the existence of such tankers and said they had no objection if someone was providing free water.

A number of tankers have also been impounded as their operators were selling water after filling these from tubewells of the civic body.

Reports said people of Saran yesterday forced a water tanker to empty in the village although it was going to some other place.

Woman's death; 5 arrested

HISAR, May 4 — The police has arrested five occupants of a jeep in connection with the death of a woman who was allegedly pushed out of the vehicle after she had an altercation with the driver.

According to the police, the arrested were Jile Singh, Daya Singh, Satvir, Ved and Mohinder.

The arrests were made under Section 304 and 354 of the IPC. Murti Devi of Mirchpur village was found dead on a road on April 25 under mysterious circumstances.

One month's jail term for five

NAHAN, May 4 — Mr M.K. Bansal, Additional Chief Judicial Magistrate Nahan, yesterday sentenced Mangat Singh, Amerjeet Singh, Harvinder Singh, Mansingh and Pritam Singh, all belonging to Ambala to one month's simple imprisonment and fined them Rs 2000 each under Section 41/42 of the Indian Forest Act for smuggling timber to Haryana.

They were intercepted by the Himachal police at Kala Amb while carrying the timber without a valid permit in a truck on February 1, 1998.

Forest fires: Cong leader worried

NAHAN, May 4 — Mrs Kunjana Singh, joint secretary of the All-India Mahila Congress, has expressed concern about forest fires in Sirmaur district.

In a statement here, she alleged that the state government was not taking these incidents seriously.

She suggested the deployment of police and paramilitary force personnel and employees of other government offices to control these fires with active cooperation of the local people.

Congress 'to expose' BJP

BHIWANI, May 4 — The BJP has only one-point programme — to grab power at any cost  — and that is why it has not included the construction of the Ram mandir at Ayodhya in its agenda.

This observation was made by Mr Jagjit Singh Shangwan, president, District Congress Committee, here yesterday.

He said the party entered into an alliance with the Haryana Vikas Party and was also hobnobbing with Indian National Lok Dal for the Lok Sabha poll. The Congress would expose the BJP before people, he said.

Mr Sangwan charged the BJP with adopting double standards. He alleged that the ruling combine in Haryana had done nothing for people.

HVP denies reports

CHANDIGARH, May 4 — The Haryana Vikas Party today termed as "baseless, mischievous and irresponsible" reports appearing in a section of the press that the Haryana Chief Minister, Mr Bansi Lal, had offered all the 10 parliamentary seats in Haryana to the Bharatiya Janata Party (BJP).

The general secretary of the HVP Mr Rajiv Jain, said when even the date for the Lok Sabha poll there was no question of discussing the issue of seats adjustment.

2 women commit suicide

ROHTAK, May 4 — Two married women have committed suicide after being allegedly harassed by their in-laws in the past three days.

According to police sources, Shashi Mani wife of Ramesh Kumar of Prem Nagar locality committed suicide by consuming some pesticides at her house a few of days ago. Her brother here has alleged in his complaint that his sister was forced to commit suicide due to constantly harassment by her husband. The police has registered a case under Section 306 of the IPC.

In another incident Kailash Chand of Kheri Jessor village has in a complaint lodged with the police alleged that his daughter Sarita married to Vinod Kumar of Sampla burnt herself to death as her husband and in-laws were harassing her to bring more dowry.

Villagers block traffic

SONEPAT, May 4 — Traffic on the Sonepat-Rohtak road was held up for more than an hour by residents of Bayyanpur village, near here, yesterday in protest against frequent power cuts and erratic power supply.

According to a report reaching here, a large number of persons, including women, assembled on the road in front of the village and blocked traffic. They also raised slogans against the HVP-BJP government.

The police arrived on the scene and appealed to the residents to end the protest but declined to do so.

Some protesters alleged that the authorities of the Haryana Vidyut Prasaran Nigam were indifferent to their repeated complaints about the erratic power supply.

When they were assured of a regular power supply, the residents dispersed.
