Excise dept defrauded by liquor
firms CHANDIGARH, Nov 12 The Haryana Excise Department has been taken for a ride by three liquor companies of Fatehabad and Tohana, which cheated the department of about Rs 4 crore in the past two years. According to reliable sources, the liquor companies, which run liquor vends at Fatehabad and Tohana, are benami properties of the family of a politician who has been in power since 1996, notwithstanding the change of governments in Haryana. During prohibition also, Opposition leaders had been accusing the politician of liquor smuggling. The fraud came to light when a new Deputy Excise and Taxation Commissioner, Mr B.L. Indora, took charge of the excise branch of the department in Fatehabad district last month. He found that the record of the department had not been kept properly. On enquiry he found overwriting on a number of treasury receipts (TRs) submitted by liquor contractors. It was detected that there was a huge gap of nearly Rs 2.75 crore between the amount shown by the contractors to have been deposited as the licence fee to the department and the actual amount deposited in the treasury. This gap was only for the current year. The modus operandi was simple. The contractors used to forge the treasury receipts submitted to the department. The connivance of certain officials cannot be ruled out. The TRs of the previous year were also checked in which a difference of about Rs 1.15 crore was detected. In total, the sources say, the contractors forged 26 TRs in two years. When contacted the Excise and Taxation Commissioner, Haryana, Mr Raj Kumar, confirmed the fraud and said the department would soon launch a criminal case against the guilty contractors. Mr Raj Kumar said two officials of the department had been placed under suspension for allegedly conniving with the contractors. The officials would also be named in the FIR. He said following the
detection of the fraud in Fatehabad district, a special
check was ordered in the entire state to determine if
such a fraud had also taken place anywhere else. But no
other instance was found. |

poll: ban orders in Rohtak ROHTAK, Nov 12 Prohibitory orders have been imposed by the District Magistrate, Mr R.K. Khullar, as tension is mounting in the district due to elections to the Jat Education Society slated for November 14. Exercising powers vested in him under Section 144 Cr Pc, Mr Khullar has banned the carrying of fire arms or any weapon of offence like sword, 'barchhas', 'bhalas', knives, lathis etc within the municipal limits and in the areas not more than 5 from the periphery of the municipal boundary. The society runs seven educational institutions, including the All-India Jat Heroes Memorial College, Maharani Kishori Devi College of Education for Women, Polytechnic (which has recently received a grant of Rs two crore from the World Bank) besides a B.Ed college for girls, a High school, a public school and primary school. The society has approximately 27,000 members spread over Haryana, UP, Delhi, Rajasthan and Madhya Pradesh. The elections to the society are held after every three years but in December 1998, these were stayed by the Punjab and Haryana High Court and the government had to appoint the additional Deputy Commissioner as Administrator of the society. There are 41 candidates in the fray for the post of President, Vice President, General Secretary and Treasurer. Mr H.S. Jasbir murder: govt decision
flayed ROHTAK, Nov 12 The Haryana unit of the CPM and the Student Federation of India (SFI) have condemned the decision of Haryana Government to get the life sentence of two main convicts in the student leader Jasbir Singh murder case remitted. In a statement issued here yesterday, Mr Inderjit Singh, secretary, CPM described this decision by Haryana Cabinet and the state Governor as criminal misuse of power. The party also appealed to other political parties, democratic organisations, social institutions and intellectuals to publicly condemn this act. He alleged that the Chautala government's decision, taken within three months of coming to power, proved that his government intended to continue the policy of providing patronage to criminal elements. It may be recalled that a student of MA and president of Haryana unit of the SFI Jasbir Singh was murdered on October 23, 1986, on the campus of Kurukshetra University. In a decade-long legal battle, the Supreme Court held four of the accused responsible for the murder. In a judgement delivered on July 9,1997, two accused Satya Prakash and Satbir were awarded life imprisonment, while two others were convicted to five years rigorous imprisonment. On the recommendation of
the Haryana Cabinet, the Governor of Haryana remitted the
punishment on October 21 this year of the two of the main
convicts undergoing life imprisonment and released them.
He said this decision of nullifying the punishment
awarded by the Supreme Court would erode the faith of the
people in legal system and judiciary. |
Tehsildar, 6 others booked in land
case PANIPAT, Nov 12 On the orders of the court, the Israna police has registered a criminal case against a Tehsildar, a registry clerk, a draftsman and four others under Sections 420, 467, 468, 471 and 477-A, of the IPC for allegedly committing a fraud and criminal conspiracy in a land case. According to information, Pale Ram, alias Duli Chand, of Urlana Kalan village had two wives Darshna and Omi Devi, and two daughters Babli and Sheela from Omi Devi. He owned 75 kanals of land. His daughter Babli was married to Harmeshwar of Jamni village in Jind district and Sheela to Kaptan of Kurar village in Panipat district. Pale Ram and Omi Devi died three years ago and their land was to be transferred to the two daughters, who approached the court for the purpose. In the meantime, Babli gave her power of attorney to Jai Singh, father-in-law of Sheela for pursuing her case in the court. After obtaining the power of attorney, Jai Singh wanted to grab Babli's share also. Suspecting foul play, Babli got the power of attorney cancelled from Sub Registrar, Safidon and intimated it to Inder Singh Rajan, Tehsildar, Israna. But, it is alleged, Inder Singh Rajan and registry clerk Bhale Ram did not cancel the power of attorney and ordered the registration of land in the name of Jai Singh's sons Kaptan Singh and Ranbir Singh on the basis of the old power of attorney. Mutation of the land was also completed by the Tehsildar. When Babli came to know
about it, she filed a case in the court against Inder
Singh Rajan, Bhale Ram, the draftsman and four others.
The court reportedly found them guilty of committing a
fraud and conspiracy and ordered the registration of a
case against them. |
Steps to improve hospital
working ROHTAK, Nov 12 The authorities at the Pt B.D Sharma Post Graduate Institute of Medical Sciences (PGIMS) have taken several measures to improve the functioning of the institute and the hospital. These include the setting up of extra beds in various departments and putting various services in order to provide required facilities to the patients. According to the institute sources CT Scan machine which had been out of order for more than 11 months has been put back to work. The machine has been doing about 30 scans daily. This has not only saved harassment and money of the patients but it has been generating some funds for the institute too. The authorities have, in an important decision, shifted the departments of the paediatrics and TB which were located on the same floor. This has led to an increase in the number of beds in the children's ward from 54 to 90. The Department of Gynaecology which had been facing an acute shortage of beds has also got 25 extra beds, keeping in view the rush of the delivery cases. Due to shortage of beds two women had to be put on one bed at times. The Director, PGIMS, Dr SB Siwach, revealed that the 192-bed building of ward No 14 which was not in use due to lack of repairs for the past few years has again been put to use. The institute had
launched an extensive cleanliness drive on the campus, he
said. |
Haryana gets 60 lakh units a day
from NTPC plant CHANDIGARH, Nov 12 Haryana has now started receiving 50 to 60 lakh units of power daily from the two units of the National Thermal Power Corporation (NTPC) plant at Faridabad besides 15 lakh units of additional power from the unallocated share of the northern grid. According to a press note, the sixth unit of the 210 MW Panipat plant which would be set up by December 2000, will boost the power availability by 45 lakh units a day. The Finance Minister, Mr Sampat Singh, said the existing fifth unit of the 210 MW at the Panipat plant has recorded a plant load factor of 100.1 per cent in October, thus creating a new record of performance. Besides, the thermal power plant at Faridabad too achieved the highest ever-plant load factor of 70.84 per cent in October. The Finance minister added that the overall availability of power to the state was over 80 lakh units, more than that of the corresponding period last year, and the additional availability of power coupled with improved generation was able to sustain the irrigation requirements of the farmers despite acute drought-like conditions in the northern region. The state achieved a record availability of power 518.4 lakh units on September 25 as compared to the earlier peak availability of 458 lakh units on August 9, 1999. He claimed that the
transmission and distribution system in the state was
being strengthened with a new 220 kv sub-station in
Sonepat and one 66 kv sub-station in Gurgaon. |
Plea to regularise services
of ad hoc teachers PANIPAT, Nov 12 The former general secretary and legal adviser of the Karamchari Mahasangh affiliated with the Rajkiya Adhyapak Sangh, Mr Naval Kishore, has reminded the Chief Minister Mr Om Prakash Chautala, of the promise made about three years back for regularising the services of 6,500 ad hoc teachers in the state. Talking to mediapersons here yesterday, Mr Kishore disclosed that four to five years back, a large number of teachers were appointed on ad hoc basis by the Bhajan Lal government on the basts of fulfilling all eligibility conditions of enrolment. Many of them left teaching jobs in private schools before joining the government service. He pointed out that the Bansi Lal government refused to regularise their services with the plea that they had been appointed by the Bhajan Lal government in an improper way. Mr Kishore claimed that before appointment they were interviewed by the departmental selection committees and appointment was made on merit basis. He further said after rejection of the plea for regularisation by Mr Bansi Lal the then education minister, Mr Ram Bilas Sharma, assured that priority would be given to them while making selection for permanent appointment but he alleged, most of them were not selected by the Teachers Selection Board. Feeling insecure in
their jobs many of the ad hoc teachers obtained a stay
from the court and many others led by the state president
of the ad hoc Teachers Union, Mr Jawahar Lal Goyal, sat
on a fast unto death dharna at Chandigarh. Mr Sharma
promised justice to the ad hoc teachers, Mr Kishore said.
He claimed that during their agitation and on many other
occasions before he became the Chief Minister, Mr
Chautala had promised to regularise the services of ad
hoc teachers. He hoped that the Chief Minister would
fulfil his promise by regularising the services of the ad
hoc teachers. |
Cane price hike criticised CHANDIGARH, Nov 12 An eminent sugarcane scientist, Dr R.S. Kanwar, has criticised the decision of the Haryana Government to increase the price of early varieties of sugarcane to Rs 110 a quintal as compared to Rs 95 a quintal last year. Dr Kanwar who was a former Additional Director of Research (Agriculture) and Director, Sugarcane Research of the Punjab Agricultural University, said such hikes were mainly decided on political grounds and not on the technical or scientific basis. According to Dr Kanwar, even the last years cane price of Rs 95 a quintal was high which was increased from Rs 92 and this years hike of Rs 15 a quintal will affect adversely the sugar industry in Haryana. He said the Haryana Government should reconsider its decision as most of the mills in Haryana and Punjab, both in the cooperative and the private sectors, were incurring heavy losses. The state governments are already providing funds to help the sugar industry in the cooperative sector to clear the pending cane price arrears. He has requested the
Punjab Government to consider all these facts before
announcing the sugarcane price for this year. |
Website launched on Mahendragarh GURGAON, Nov 12 The Website on Mahendragarh district of Haryana was today launched by Mr Bhagwati Parshad, Commissioner, Gurgaon Division, at Narnaul. "The launching of the site will initiate people into computer education thereby increasing computer literacy among the people", Mr Parshad said. He said that electronic governance in administration would be a reality in next few years which will be providing succour to poorest of the poor and the common man in obtaining various services from the district offices and reducing the timelag in the provision of the services. Mr V. Raja Sekhar, Deputy Commissioner, Mahendragarh, who had conceptionalised the creation of the Internet site, said apart from the history and culture of Mahendragarh district, activities of Red Cross and Bal Bhavan were also the webpage. Jagadguru visits fire victims'
families SONEPAT, Nov 12 Jagadguru Shankaracharya Swami Madhavananda Saraswatiji Maharaj of Parmatma Math, Paryag, yesterday visited houses of bereaved families of victims of the devastating fire on Divali eve in Ashok Nagar (kutche quarters). Swami Dayananda Saraswati, founder of Shri Krishna Dham, Murthal, Mr Hari Om Kaushik, president of the state unit of the Vishwa Kalyan Parishad, Dr Sarvadanand Arya, president, Haryana Sarvjan Samaj, and other leaders accompanied him. The Jagadguru also visited various hospitals and inquired about the health of those injured. He urged the state government to increase the ex gratia grant to the families of the fire victims and appealed to the people and social and voluntary organisations to provide financial assistance to these families. The Jagadguru also called upon saints of various religions to organise small prayer meetings and discourses to the bereaved families. Earlier, talking to
mediapersons, Dayananda Saraswati said the Vishwa Kalyan
Parishad had been set up in the country for giving
assistance to the people affected by natural calamities.
The state unit of the organisation would undertake some
schemes for the welfare of those affected by the fire, he

46 lakh released for kin of fire
victims SONEPAT, Nov 12 The Haryana Government has released a grant of Rs 46 lakh for distribution among next of kin of the victims of the devastating fire on the eve of Divali in Ashok Nagar (kutche quarters) here. Mr Sudhir Rajpal, Deputy Commissioner, told mediapersons here today that each of the bereaved family would be given Rs 1 lakh as grant-in-aid on behalf of the state government. The district administration, he said, had so far distributed Rs 44 lakh. Meanwhile, the death toll in the fire accident yesterday rose to 47 following the death of a woman who was undergoing treatment in Medical College Hospital, Rohtak. The SDM, Mr Dharam Pal, has started an inquiry into the causes of the fire. The Haryana Vidyut Prasaran Nigam authorities have claimed that the fire was not caused by a short circuit or any spark which fell from transmission lines. However, residents of the area and affected shopkeepers have disputed this claim. Meanwhile, employees and
workers of the Sonepat Municipal Council and the PWD (B
& R) are demolishing dangerous buildings in the area
and removing the debris from the site of the accident.
The work is likely to be completed within a few days. |
Four proclaimed offenders
held SONEPAT, Nov 12 In a special campaign launched against criminals, the police has arrested four persons, including two bail-jumpers who were involved in criminal cases and declared proclaimed offenders by various courts in the district. Mr K.P. Singh, SSP, said here today that the arrested persons had been identified as Dassu, alias Dasa, of Chatia Aulia village and Kaka Singh of Raksera village in Panipat district. Both of them, he said, had been facing trial under the Excise Act and were released on bail in 1981 and 1983, respectively, but they never turned up again. They were later declared proclaimed offenders. Two other arrested
person Bhima of Datauli village and Harphool of
Bhatgaon village in this district were arrested. Bhima
was involved in a rape case and the court had declared
him a proclaimed offender in 1994. Harphool, involved in
a case of embezzlement, was declared a proclaimed
offender in 1995. |
Body of youth found in fields ROHTAK, Nov 12 The police has recovered the body of a youth from fields in the Badli Assembly constituency of Jhajjar district. The body bore marks of bullet wounds. According to police sources, the body of the youth, aged about 30 years, had been thrown in a bush in the fields of Ismailpur village, about 30 km from Jhajjar town. As the victim had received bullet injuries in his neck, it is believed that he was murdered by some one. On a complaint made by
the Sarpanch of the village, the police has booked a case
of murder. No clue about the culprits has been found so
far. |

prisoners escape AMBALA, Nov 12 Two prisoners lodged in Ambala Central Jail managed to escape by dodging the police escort last evening. They were brought to the CJM's court in connection with another pending case. According to the police report, one of the prisoners, Rampal from Sonepat, was undergoing life imprisonment in a murder case while the other escapee, Pappu from Ambala cantonment, was an undertrial in a murder case. According to information, the police party escorting them kept the prisoners temporarily in a lock-up situated in the court complex, thinking that in the evening along with the other prisoners appearing in some other courts they would also be carried to Central Jail as usual. Meanwhile, the two prisoners managed to break the windowpane of the toilet attached with the lock-up room, through which they succeeded in fleeing. A case has been
registered against the escapees. According to police
sources, police parties have been sent in search of the
escapees. |
Bail granted to 3 Ambala docs AMBALA, Nov 12 The Additional District and Sessions Judge, Ambala, Mr Darshan Singh, today granted anticipatory bail to the three doctors of Ambala cantonment against whom a case was registered by a woman advocate for threatening her. The judge also ordered them to furnish a bond of Rs 15,000 each. Meanwhile, the complainant, Ms Madhu Raina, today filed an application with the court that she had no objection if the court granted bail to the doctors as both the parties had reached a compromise today. According to
information, a meeting was held to resolve the issue
which was attended by the representatives of the IMA,
Ambala, and the Bar Council. The meeting concluded in a
cordial atmosphere. |
Eyewitnesses refute police claim PANIPAT, Nov 12 The claim of the district police that two police constables nabbed a criminal on November 8, when he was trying to snatch a bag containing Rs 4.70 lakh from a cashier of local Janta Gas Agency outside the GT Road branch of the bank of India, has been disputed by eyewitnesses and the cashier himself. It was claimed in a press statement issued by the Superintendent of Police that due to alertness of the two constables on duty, the alleged criminal was caught by them before he could escape after snatching the bag. But according to
eyewitnesses, it was the cashier, Ashok Kumar, who foiled
the attempt of the criminal. Ashok Kumar caught hold of
the criminal when he was trying to snatch the bag and
shouted for help. The people around then nabbed the
criminal. The eyewitnesses said the police constables
reached the spot later and the criminal was handed over
to them, then. |
Murder case solved SONEPAT, Nov 12 The Kharkhauda police today claimed to have solved the alleged murder of a 16-year-old young Bhim Singh of Ochandi village (Delhi), whose body was recovered from the premises of Milan Cinema on November 3 at Kharkhauda town in this district. Mr K.P.Singh SSP said
here today that the police had arrested Parvesh, son of
Mr Bhim Singh, of the same village in this connection.
During the course of interrogation, Parvesh said he had
been facing a scooter theft case in Delhi and he had
asked the victim not to appear before the court on
November 2, the date fixed for hearing but he declined to
do so. Thereupon, he along with the victim arrived at
Kharkhauda to witness a film show. During the show, he
strangulated Bhim Singh to death there and disappeared. |
2 killed, 5 hurt in road mishaps PANIPAT, Nov 12 In separate cases of road accidents during the past 24 hours, two persons have died and five reportedly injured. According to information, an industrial worker was knocked down by a car on the G.T. Road near Samalkha. He succumbed to his injuries in the Civil Hospital. An unidentified youth of about 26 years was hit by a tempo near Mahrana village when he was getting down from a tempo. He died on the spot. In another incident, three persons were injured when a rickshaw was hit by a Maruti car in front of the Civil Hospital. They have been admitted to the hospital. In yet another incident,
a truck driver and a 12-year-old boy were injured when a
truck collided with a Canter here. |
2 wagons of goods train derailed AMBALA, Nov 12 Two wagons of an empty goods train derailed near Dhulkot, 3 km from here early today. The derailment disrupted the traffic on the Ambala-Chandigarh rail section for about six hours. The Shatabdi Express was also delayed. The cause of the derailment has not been established so far. The railway authorities have ordered an inquiry into the incident. Three days back two
wagons and engine of another goods train was also
derailed at Ambala cantonment railway station. |
