BJP may now part ways with Lok Dal
CHANDIGARH, Nov 14 — The break between the BJP and the ruling Indian National Lok Dal in Haryana is almost complete, with the former deciding to hold a separate meeting of its MLAs before the Vidhan Sabha session tomorrow.

Chautala govt ‘unconstitutional’
SONEPAT, Nov 14 — Mr Shamsher Singh Surjewala, president of the Haryana Krishak Samaj and former HPCC President, has alleged that the formation of the Om Prakash Chautala government was "unconstitutional" it did not have the mandate of the electorate.

BJP may now part ways with Lok Dal

CHANDIGARH, Nov 14 — The break between the BJP and the ruling Indian National Lok Dal in Haryana is almost complete, with the former deciding to hold a separate meeting of its MLAs before the Vidhan Sabha session tomorrow.

According to informed sources, the INLD leadership had mooted a proposal for a joint meeting of the Legislature groups of the two parties tomorrow. However, the BJP State Executive, which met in Rohtak last week, decided not to participate in the meeting proposed to be held at Haryana Niwas here.

Instead the BJP decided that its MLAs would meet separately at the Panchkula residence of the party MP from Ambala, Mr Rattan Lal Kataria, tomorrow. Incidentally the BJP has scheduled the meeting of its MLAs to coincide with the meeting of the INLD legislators.

The sources say that it was decided at the Rohtak meeting that the BJP MLAs would vehemently point out deficiencies in the functioning of the government on the floor of the House but would vote for the INLD Government.

The BJP has also decided to oppose any move to dissolve the Assembly before its term expires. A party delegation is likely to call on the Governor, Mr Mahabir Prasad, in this regard in a day or two.

The sources say the atmosphere at the Rohtak meeting, which was attended among others by all the five BJP MPs from Haryana and its MLAs, was charged with several speakers criticising the INLD leadership for, what they termed as, undercutting the BJP base in the state.

A senior MP pleaded that the BJP should seriously consider the proposal to contest the next elections on its own. He was of the view that the bureaucracy was under instructions from the INLD leadership to ignore the BJP legislators and workers. He said the field officers had been told to give importance to the INLD workers at the cost of the BJP men.

Another MP, who joined the BJP just before the Lok Sabha elections, is believed to have said at the meeting that since it was certain that the INLD and the BJP would part ways, it would be in its interest if it parted company with the INLD at the earliest.

The sources say that unless senior leaders of the INLD and the BJP work to remove misunderstanding between the state units of the two parties, the situation may reach a point of no return. The only beneficiary of such a situation would be the Congress which, otherwise, is badly divided in Haryana.Top


 

DC solves Mewat area problems

TAORU (Gurgaon), Nov 14 — The Haryana Government has decided to give impetus to development in the Mewat area in Gurgaon district.

The district administration has decided to conduct official business in the Mewat area once a week. This decision was taken a few days ago.

The Deputy Commissioner would hold a "durbar". All the departmental heads or their representatives have been directed to attend it. The administration's first "durbar" was held here on Friday.

The administration addressed itself to issues relating to education, water and power supplies.

The "durbar" was presided over by the Deputy Commissioner, Mr Trilok Chand Gupta. About 500 locals attended the proceedings.

Among problems brought to the notice of the Deputy Commissioner was a case about water supply.

A water works scheme estimated to cost Rs 1.5 crore had been sanctioned for the area about three years ago. The scheme could not be implemented as the authorities were not able to chose the project site. Mr Gupta put an end to the war of attrition between the local authorities and the residents by deciding on the site.

Another problem was about a headmaster. Authorities concerned were of the opinion that the mental condition of a headmaster of a village school was infirm. But the residents asserted otherwise. The Deputy Commissioner relinquished the headmaster of the responsibility of the post.

Another problem brought to the notice of Mr Gupta by the residents was about a Biology teacher absenting himself from a senior secondary school in a village for the past three years.

Yet another problem brought before Mr Gupta was about the shifting of a transformer from a school compound in Jhamuwas village. The problem was solved. Officials have been directed to make surprise visits to schools.Top


 

Chautala govt ‘unconstitutional’

SONEPAT, Nov 14 — Mr Shamsher Singh Surjewala, president of the Haryana Krishak Samaj and former HPCC President, has alleged that the formation of the Om Prakash Chautala government was "unconstitutional" it did not have the mandate of the electorate.

Talking to mediapersons here today, he alleged that the Chautala government comprised "defectors" who had changed their loyalty to Mr Chautala after betraying the former Chief Minister, Mr Bansi Lal.

Expressing concern over the indiscriminate transfers of bureaucrats and other subordinate employees, Mr Surjewala said the transfers had put a burden on the state exchequer and would not improve the functioning of the administration.

He said Mr Chautala was making tall promises to the people which could not be fulfilled considering the existing financial condition of the state. Mr Chautala, he said, was making all kinds of announcements to allure the people to his party and was contemplating dissolving the Assembly and ordering fresh elections.

Mr Surjewala was critical of nationalised as well as cooperative banks for charging high rates of interest on loans being given to farmers and labourers. He pointed out that these banks were given money by NABARD on 4 per cent interest but the banks were charging interest rates between 7 and 16 per cent.

He demanded immediate withdrawal of the powers vested with the banks for arresting loanees and auctioning their property stating that these were being misused for political reasons. He urged the government to abolish these "black" laws which were aimed at causing harassment to the farmers and labourers.

Mr Surjewala also announced that his party would take part in the gherao of the Haryana Vidhan Sabha tomorrow in coordination with the HPCC and join the protest against the anti-people and anti-farmer policies of the Chautala government.Top


 

Civic poll rolls being prepared

YAMUNANAGAR, Nov 14 — As per directions of the Election Commission, revision of all electoral rolls of all wards of Gram Panchayats, Panchayat Samitis and Zila Parishads falling in the district would be completed with January 1, 2000 as qualifying date. The rolls will be prepared on the basis of assembly constituency electoral rolls prepared on July 21, 1999. The rolls would be prepared from November to December 8.

This was disclosed by the District Election Officer-cum-Deputy Commissioner, Mr Rajeev Sharma. He here today said that publication of draft electoral rolls would be made by December 9, 1999. All persons completing 18 years of age on January 1, 2000, would be entered in the electoral rolls. Claims and the objections to the rolls could be made by January 7, 2000 on which District Election Officer (Panchayat) would give his decision by January 27. After deciding the claims and the objections, the final publication of electoral rolls would be made on February 25, 2000.

He further told that number of voters identity card issued by the Election Commission of India would also be indicated in the new draft electoral rolls. He told that City Magistrate Mr Inder Pal Bishnoi and SDM Jagadhri Dharam Pal had been appointed District Election Officer (Panchayat). The City Magistrate will look after the work of publication of electoral rolls of block Jagadhri, Radaur and Mustafabad and SDM had been appointed District Election Officer (Panchayat) for Sadhaura, Bilaspur and Chhachhrauli block. Both the District Election Officers would receive the claims and objections made by the voters and give their decision as per above programme. A copy of the decisions made by them would be submitted to the Deputy Commissioner’s office.

Mr Sharma said that all draft electoral rolls are available with the all Gram Sachivs, BDPOs, Panchayat Samitis, Zila Parishad, Tehsil Office and District Electoral office for the inspection of all the voters and public. He said that a written summary of the decision given on the claim and objection by the District Election Officer (Panchayat) would be made available to the complainant. After that final publication of the electoral rolls would be made on February 25, 2000.Top


 

Roars to step up agitation

KARNAL, Nov 14 (PTI) — Roar the Arakshan Campaign Committee, formed to fight for the reservation of the Roar community in Haryana, today vowed to intensify their agitation in support of their demands, including grant of other backward class (OBC) status, by the state as well as the Centre.

A meeting of the committee here, attended by over 2,000 clansmen, unanimously resolved to further step up their agitation after December 31 this year if the community was not included in the list of the OBC by the government.

The meeting decided to form agitation committees comprising 20 members, including sarpanches, panches, block and zila parishad members and intelligentsia in all 300 villages of the community so as to awaken their clansmen about the status of the caste.

Committee convenor Dr A.K. Mehla said the Gurnam Singh Commission, set up to identify castes falling in the OBC category, in its report in 1990, had listed Roars in the category after finding the community as the most backward, economically and educationally in the state.

The speakers at the meeting, including Jat Mahasabha President Meer Singh, Roar Mahasabha President Babu Ram and former Haryana Minister Shiv Ram Verma, demanded the OBC status for the community as was being granted to the Jats in Rajasthan.Top


 

Congressmen may gherao House today

CHANDIGARH, Nov 14 — The Haryana Congress will make an attempt to gherao the state Vidhan Sabha tomorrow, the first day of the two-day session.

The Secretary of the party's Media Committee, Mr Rajinder Hooda, said here today that a senior member of the Congress Working Committee, Mr Rajesh Pilot, and the state party chief, Mr Bhupinder Singh Hooda, would lead a large number of the partymen who would gather here from all over the state.

He said the Congressmen would court arrest in protest against the politics of defection being practised by the INLD, hike in diesel prices, unsatisfactory power situation, raw deal to paddy growers and deteriorating law and order situation in the state.

Mr Hooda said the Congressmen would court arrest every day till the end of the Vidhan Sabha session.Top


 

Petition on road repair

SONEPAT, Nov 14 — The Civil Judge, Mr D.K. Sharma, has allowed the Haryana State Agriculture Marketing Board (HSAMB) to file a written statement on or before December 4 next regarding the allegations contained in the public interest litigation (PIL) petition filed by Mr Rajiv Jain, chief patron of the Sarvjatiya Vikas Manch, Haryana.

Mr Jain, in his petition, alleged that the repair work of the roads in this city had been entrusted to the HSAMB, but the Board had not taken any concrete step to repair the roads. The petitioner has also demanded immediate repairing of the roads in certain parts of the city mentioned in the petition.

Mr Jain also alleged that on account of political bias against the citizens, the government has stopped the work.Top


 

Four killed in road mishap

SHAHABAD, Nov 14 — Four persons were killed and nine injured in a road mishap between a three-wheeler and a canter on the G.T. Road here yesterday.

Two of them died on the spot while two succumbed to their injuries on their way to a hospital. Seven of the injured have been admitted to the PGI, Chandigarh.

The police has registered a case under Sections 279, 337, 338, 304-A and 427 of the IPC.Top


 

MLA hurt in accident

SONEPAT, Nov 14 — Mr Dev Raj Diwan, local independent MLA, sustained injuries when a truck collided with his car on the G.T. Road near Alipur (Delhi), 40 km from here yesterday evening.

According to a report, Mr Diwan who sustained multiple injuries was immediately rushed to Jaipur Golden Hospital at Delhi for treatment. He is stated to, be out of danger. His car however, was badly damaged in the accident.

He was on his way to Delhi when the truck rammed into the car from the rear side, resulting in the accident. The driver of the car, however, escaped unhurt.

The police has registered a case against the driver of the truck.Top


 

BJP MLAs oppose MC move

FARIDABAD, Nov 14 — The three local BJP MLAs are poised for a confrontation with the Faridabad Municipal Corporation.

The MC had issued notices to residents of the town to deposit increased House Tax failing which action would be taken against them.

The three MLAs Mr Krishan Pal Gujjar, Mr Chander Bhatia and Mr Anand Sharma, in a press statement today called upon the citizens "not to deposit" the increased House Tax with "FMC" at any cost.

The MC officials, however, are finding it difficult to deal with the MLAs who have started opposing every move of corporation, whether it is House Tax payment or demolition of unauthorised structures. The corporation is already facing financial crisis and does not have sufficient funds to carry out any development work in the town.Top


 

Body found from drain

ROHTAK, Nov 14 — The body of Jasbir of Nindana village was found in a drain yesterday.

According to police sources, Jasbir had reportedly misbehaved with Sheela, wife of Charna, while she was cutting some vegetables from plot of the deceased.

This had led to an altercation between Jasbir and Charna and three others identified as Surta, Ram Mehar and Dharambir. They reportedly threatened the victim with dire consequences.

Jasbir who had gone out of his house on November 12 failed to return. His body was found in a drain the next morning.

The police has registered a case against four persons in this connection.Top
