Haryana MORNI, Oct 4 "Environment protection and conservation have been the burning issues for long with the protection of wildlife as integral parts of the scheme and projects. The changed eating habits, need of increased food production and meteoric rise in population are impinging upon the habitat of the animals, resulting in the extinction of endangered species," Mr Om Prakash Chautala, Chief Minister of Haryana, said at a function organised here today as a part of the "Wildlife Preservation Week" celebrations, which began on October 1. Referring to the demand made by a sarpanch for licensed arms for self-protection earlier in the programme, Mr Chautala said it was ironic that such a demand had been put before him at a function being held to celebrate the wildlife week. "The demand just goes to show that the selfishness of man knows no limit and that he can go to any extent for a little gain for himself," he added while assuring that the state would ensure the protection of residents in the area against attacks by animals. He further informed that the officers concerned had been asked to closely study the problems of residents of the area and work out practical solutions to these. Speaking about the two major demands of the people of the area getting rights to the land they have been cultivating and declaration of the area as backward Mr Chautala said the land issue would be settled once the total land area was consolidated by the officers, while adding that declaring the area backward would not entitle the people to concessions of any sort. "In fact, any such move will prove detrimental to the development of the area while the effort of my government will be to give priority to development schemes in the area. There is no reason for you to worry, like a business house adopts a village, an area or a district, you have the biggest supporter and well-wisher in Mr Devi Lal. Morni has been adopted by him and his word is law for my government which will work to project Morni with tremendous potential as a tourist spot," he said. He promised to look into the other problems like building bridges, providing drinking water, electricity and health services to all villages and added that all roads would be repaired in the state by the end of May next year. The Commissioner, Wildlife Preservation, Mrs Promilla Issar, said there was need to look beyond the one-week celebrations being observed by the department. "We need to muster public support on something as important as our environment and have no right to destroy what we cannot recreate or replace," she opined. The general secretary of the Indian National Lok Dal, Mr Pradeep Chaudhary, informed that efforts to make Morni the Shimla of Haryana were on the anvil and efforts to meet the requirements of people would be undertaken on a warfooting after giving considerable thought to providing maximum benefits. The other speakers, Mr R.S. Chaudhary, Deputy Chairman of the Planning Board, Mr B.D. Monga, Chief Wildlife Warden, Mr B.D. Dhalia, Secretary, Forest Department, stressed the need for maintaining the ecological balance and protecting species from extinction. They added that replacing the gun with the camera was essential for wildlife preservation. The Sarpanch of a village in Morni, Mr Devraj, tied a green "pagri" on the Chief Minister while the Deputy Sarpanch, Mr Ved Mitter Kaushik, presented him with a list of demands. Earlier, Mr Chautala went around an exhibition on "Protection and preservation of wildlife" and inaugurated the new wing of the government school building. The winners of the quiz and painting competition held on October 1 were given prizes. While Gagandeep Saini, Sonali and Parvez Ahmed won prizes for the quiz from Ambala district, Harsh Dyal, Ketan Sharma and Narendra Puri stood first, second and third, respectively, from Panchkula district. From Yamunanagar, Suchita, Munish Sharma and Rohit Kumar were adjudged winners. Deepak Sharma was first in the painting contest, Suman Yadav second and Hemlata Devi, third. The function was

HAU students boycott classes HISAR, Oct 4 The students of CCS Haryana Agricultural University today boycotted their classes and forced the closure of several departments. They were protesting against the alleged inaction of the university authorities after the murder of a student on the campus. The students did not appear satisfied with the action taken by the administration so far. The university had already suspended the Chief Medical Officer, besides removing the Director Students Welfare and the Chief Security Officer from their respective posts. The students are now demanding the suspension of the remaining two officers also. The university administration has already suspended the five students allegedly involved in the murder of Manav Marwah. The authorities are also proceeding legally to expel these students. The Haryana Agricultural University Teachers Association has expressed concern over the situation in the campus. The association demanded action against the erring officials, who, it said, were responsible for the death of Manav Marwah. In a separate statement, the Akhil Bhartiya Vidyarthi Parishad also condemned the murder of Manav Marwah. It urged the students to maintain peace and urged the administration to ensure that the guilty are punished. The ABVP has sought that student representatives should also be involved with the investigation. Meanwhile, the Vice-Chancellor of the university, Mr Vinay Kumar, has urged the students to exercise the utmost restraint and cooperate with the authorities to punish the people responsible for the murder. In an appeal to the students here today, Mr Kumar assured them that full justice would be done and anybody found guilty of negligence would be dealt with according to the law. He said the investigations were on and legal opinion was being sought to ensure that the guilty were brought to book. Sharing the grief and concern of the students, Mr Kumar sought their cooperation in ensuring that justice was done. He expressed condolences
to the parents of the deceased. The Vice-Chancellor,
accompanied by senior faculty members, visited the
residence of Manav Marwah at Jalandhar and expressed
sympathies with the bereaved family. |
Fatehabad district goes high-tech FATEHABAD, Oct 4 This newly born district of Haryana will become the first district in the country to have a district computer network with the launch of the network tomorrow by transferring a data file from the remotest corner of the district to the district headquarters. The advances in application of information technology to the government sector and to the common man has been the brainchild of Mr V. Raja Sekhar, Deputy Commissioner. The district, which is just two years old, was the first to release a CDRom of revenue data and was the first district in the state to be launched on the Internet. The district computer network was conceptualised and established as a wide area network by Mr Sekhar, where the already existing telecommunication network was used for the dial-up network. The district computer network would link all subdivisions, tehsils, sub tehsils, blocks, municipal committees and district offices to a dual server at the district headquarters, here. The network has been established by installing a package of computer, printer, modem, UPS and a telephone at each of the 22 sites in the district. The computers are of Pentium-II generation supported by Windows environment and are linked by a 33.6 kbps modems. These computers have been placed even in offices which do not have a typewriter. Giving details, Mr Sekhar said the network is based on two servers. The National Informatics Centre (NIC) server provides host services to the remotest corner of the district by providing e-mail services, data retrieval and textual Internet browsing. The NIC server is linked to the satellite by a VSAT (very small aperture terminal). This enables the district computer network immediate satellite access. The second server in the network is the District Rural Development Agency Data Bank Server which provides the main data base access and upgradation of data bases of the district. Specialised software has been designed for the network on a communication platform in ProComm environment. The flexibility of the software enables the exchange of information not only from the remote computer with the servers but also data exchange between the remote computers located all over the district. The computer network
will link up the offices like municipal committees of
Fatehabad, Tohana, Ratia and Jakhal, the block
headquarters like Fatehabad, Tohana, Ratia, Bhuna and
Bhattu, tehsil offices of Fatehabad, Tohana and Ratia,
sub tehsils of Bhuna and Bhattu, Subdivisional
Magistrates offices at Fatehabad and Tohana and the
offices of the District Revenue Officer, City Magistrate,
District Development and Panchayat Officer, Additional
Deputy Commissioner and Deputy Commissioner, Fatehabad. |
Registrars phones disconnected ROHTAK, Oct 4 The telephones installed at the office and residence of the Registrar, Maharshi Dayanand University, have been disconnected due to the non-payment of bills. The Registrar, Mr Ashok Khemka, alleged that he had received warnings that the electricity and water supply to his residence would be discontinued in future and the personal staff posted with him at the office would be withdrawn "so as to impede me completely in my official functioning". Mr Khemka further alleged that the officiating Finance Officer, Mr Kedar Singh Sharma, had not made the payment of his two telephones for the period April 16 to June 30, 1999, on the directions of the Vice-Chancellor (VC). However, on a representation from the Registrar, the Telecommunication Department has temporarily restored both telephones for a week but without the STD facility. The VC had, on June 21 last, issued orders restricting telephone bills up to Rs 8,000 on the telephone installed at the office of the Registrar and Rs 3,000 on the telephone installed at the residence per billing cycle and had also directed that details of all calls be supplied before making payment of the bills pertaining to these two telephones. Mr Khemka said the telephones installed at his office and residence were being used by all branches of the university and Heads of Departments for various purposes like procurement of supplies, legal matters, contact with outside experts, maintenance purposes etc. He said it was difficult to prepare details of each call made from these telephones and implement the bimonthly ceiling of Rs 11,000 on the two telephones combined together. Moreover, he said, there was no rationale for the massive 50 per cent cut on the two telephones since the combined bimonthly average bill during the past two years had been Rs 21,000. The Registrar had twice requested the VC to indicate the purpose for asking details of calls since some calls were "confidential and sensitive" in nature. However, the VC had not cited any reason, he said. The Registrar said that
he had already sent details of calls made from his office
and residential telephones to the Governor-cum-Chancellor
of the university as some of them were made in the
defence of the writ petition that the VC had filed in the
Punjab and Haryana High Court against the Chancellor. |
FIR against 7 in suicide
case HISAR, Oct 4 The police has registered an FIR against seven persons on the basis of the suicide note of Madan Lal Jadia, who committed suicide along with his wife and three children on the night of October 1. According to the police, the FIR has been registered against NK Gupta, Ramesh Chander,Prithvi Singh, Ashok Kumar, Ram Niwas, Prahalad Singh and Tirath Ram. Madan Lal had held these persons responsible for the suicide. The suicide note recovered from Madan Lal's residence revealed that he had been feeling alone and ignored. He had claimed, in his suicide note, that he was being penalised for his honesty and sincerity towards the railways. He had alleged victimisation and harassment by his colleagues. Madan Lal Jadia was the cashier of the Hisar unit of the All-India Scheduled Castes and Scheduled Tribe Railway Employees' Association. Sometime back, he had reportedly photographed some employees while they were sleeping during duty hours. This had led to their being chargesheeted. Subsequently, these employees launched a signature campaign against Jadia on the basis of which he was placed under suspension. In the suicide note written in Hindi, Jadia had clearly mentioned, the names of Mukesh Sharma, S.N. Gupta, Ramesh Chander, Raghunandan Mittal, Subash Lohar, Bishamber, Ajay Khalasi, Ram Niwas Khalasi, Ashok Kumar and Bikaner saying that they would be responsible Khalasi, Ashok Kumar and Bikaner saying that they would be responsible "in case anything happens to me." Another note recovered from his residence was by his three children also written in Hindi. The note said: "We stand by our father who has been rewarded with punishment for his honesty and dedication towards the railways." The note was signed by the children Rajni, Prashant and Vishal. Meanwhile, the police
said, the case was too complex as Jadia had blamed a
number of persons for his suicide. It said investigations
were on and some persons had also seen questioned.
However, no arrests have been made so far. |
Temple attacked, Sadhu 3 other
killed FARIDABAD, Oct 4 Four persons, including a sadhu were killed and three others were injured seriously last night when 12 criminals believed to be of "Kachha-Banian" gang attacked a temple near Kariaki village on the Prithla-Chhaprala road. The dead have been identified as Narsi (50), Chatre (35), Giri Maharaj (70) and Sohan Pal (45). Among the seriously injured sadhu Sewa Das has been admitted in Safdarjung Hospital in Delhi and Santosh and Bir Singh were undergoing treatment in Escorts and B.K.Hospitals, respectively, in Faridabad. While Narsi, Giri Maharaj and Chatre died on the spot Sohan Pal succumbed to injuries in a hospital here. It is stated that 12 persons armed with lathis and iron roads came to the Shani Devta temple-cum-dharamshala and started beating up the disciples of Baha Kanchan Das. As the sadhus had nothing to be deprived of they snatched gold chain and wrist watch from Santosh, a villager who was sleeping in the dharmshala. Thereafter the gang went upstairs were Baba Kanchan, head of the temple was living but he did not open the door. Later the criminals went to the house of Bir Singh, beat him and escaped with whatever they could lay their hands on. Angry villagers also blocked the Delhi-Mathura national highway for more than six hours this morning. It was later lifted on persuasion of senior officials. In another incident on Saturday night Prem Lata alias Golu, a seven-year-old daughter of Jagdish of Mujeshr was murdered and her body thrown in a nullah. Her tongue, left ear and three fingers of the right hand were missing. It is believed these had been eaten up by pigs. Sunder, an 18-year - old
youth has been arrested in connection with the murder. |
Kansepur residents sore YAMUNANAGAR: The future of more than 20,000 persons here is at stake because neither are they in the purview of the municipal council nor in the village. Residents of the Kansepur area are sore with the attitude of the government for ignoring their interests. More than one dozen colonies where the affluent class are residing cannot get names of the newlyborn registered in the municipal council records and neither death certificate is issued to them. It may be added that more than 8000 persons exercise their franchise. The residents further allege that on the eve of every election politicians make loud announcements but never turn up after elections. In the area there is no proper drainage system, resulting in the abundance of water-borne diseases and other epidemics. It is also alleged that at Deha in the Kansepur area dirty water stagnates throughout the year. This has been brought to the notice of the administration but no remedial steps have been taken as yet. Even the drinking water is polluted. People have demanded that this area should be included in the Yamuna action plan to give relief to the public. The roads are in a bad shape. This creates inconvenience to the general public. Residents of this area are providing one paisa per unit as municipal tax to the Haryana Vidyut Prasaran Nigam but they are not included in the limit of the council. Moreover, municipal council did not provide proper amenities. As a result of low
voltage of electricity the people are facing difficult
times. Electric wiring is on wooden poles which create
problems in the rainy season and result in
electrocutions. |
Civic body asked not to
collect taxes SONEPAT, Oct 4 Mr D.K. Sharma, Civil Judge (junior division) today restrained the Sonepat Municipal Council from charging taxes from the residents of Sector 14, a residential colony of the Haryana Urban Development Authority (HUDA) till the final disposal of the case or till the date HUDA, completes all the basic amenities like sewerage, road and parks etc, in the sector. While disposing the application filed on behalf of the Sector 14 Welfare Association, the judge observed that both the Sonepat Municipal Council and HUDA had not pleaded that they had completed the amenities as per the Haryana Urban Development Authority Act. Moreover, there was no specific affidavit or any other material on record produced by these agencies in this regard. However, from the perusal of the provisions of the HUDA Act, it is clear that HUDA was under legal obligation to provide all these basic amenities. Referring to the validity of the notification issued by the state government on December 3 last year for extending the limits of the Sonepat Municipal Council, the judge observed that the matter was pending before the Punjab and Haryana High Court and hence the court had neither the power nor jurisdiction to go into the issue relating to the validity and enforceability of the notification issued by the state government. The counsel for the
association pleaded that as per the provisions of the
HUDA Act no urban estate can be transferred to the
municipality without completion of the amenities as
required under the law. |

cause of farmers woes FATEHABAD, Oct 4 Mr Prithvi Singh Gorakhpuria, a member of the state secretariat of the CPM, has said that wrong policies of the successive governments in the country after independence were responsible for the miserable condition of farmers in the country. Mr Gorakhpuria was addressing party workers after inaugurating the new office of the district unit of the party here today. Mr Devi Lal, a former student leader, presided over the function. Mr Gorakhpuria said it was ironical that even after 52 years of independence, farmers and labourers were in a very poor condition. He said they were still devoid of the basic necessities of food, clothing and shelter. The capitalistic system of the country, he alleged, was responsible for this state of affairs. He alleged that due to the communal policies of the BJP government at the Centre, the very unity and integrity of the country had come under a serious threat. The BJP-led government, he said was working on the directions of the RSS. He said the BJP and its allies, which earlier talked of Swadeshi, had mortgaged the interests of the country in the hands of multinationals. He said the CPM was the only alternative which could help in strengthening the secular forces in the country. He urged the party
workers to work hard in trying to mitigate the miseries

bodies in mandis KAITHAL: Resentment prevails among the farmers of the district as the government has failed to purchase paddy at the price announced by the Central Government. Though Rs 490 per quintal has been announced as support price for common variety of paddy and Rs 520 per quintal for fine and super fine varieties. A survey reveals that the common variety paddy was being sold from Rs 380 per quintal to Rs 460 per quintal and the super and super fine varieties between Rs 400 and Rs 490 to traders and the rice millers. When this reporter talked to some farmers in the local grain market, they said since government agencies were procuring paddy at a much lower rate than the support price they were forced to sell their produce to traders. Tirlok Singh of Prabhot village said he was forced to sell his combine harvested fine and super fine varieties at Rs 401 to Rs 445 per quintal. A farmer who had come to the mandi from Sagra village in Khanauri sub-division of Punjab said as no government agency was ready to buy his produce, he had to sell his stock at Rs 400 to Rs 417 per quintal. Kashmir Singh from Neemwala village said he sold his good quality paddy at Rs 431 per quintal. Farmer Dheera of Deora village said that he had sold IR-8 variety of paddy at Rs 412 per quintal against the support price of Rs 490. Major M.S. Malik (retd) said he sold his paddy at Rs 410 to Rs 450 per quintal at Cheeka Mandi. He said government agencies were absent from the market. However traders and rice mill owners say delay in the announcement of procurement price for rice and specification of its quality by the government was a major cause for the present situation. As the FCI and other government agencies had not procured rice during the current season from the rice mill owners and the latter were not willing to take a risk of purchasing paddy at a higher rate. They say due to harvesting by combines paddy contained moisture and unripe grains. According to official
sources, till September 30, 38147 metric tonnes paddy has
arrived in the mandis of the district. Out of which rice
millers have purchased 28,554 metric tonnes, other
private traders 7378 metric tonnes, Hafed 1396 metric
tonnes, Confed 562 metric tonnes and Food and Supply
Department 257 metric tonnes. Whereas rice millers and
traders have purchased 35932 metric tonnes of paddy the
government agencies have purchased only 2165 metric
tonnes. |
DA instalment for Haryana
staff CHANDIGARH, Oct 4 The Haryana Government today released another instalment of dearness allowances to its employees on the Central pattern with effect from July 1, 1999. Now the employees would get DA at the rate of 37 per cent of their basic pay, thus registering an increase of 5 per cent in the dearness allowance. Disclosing this Mr Sampat Singh, Finance Minister, said the employees would get this enhanced DA in cash with their salary from the month of October paid in November, 1999. The arrears from July to September, 1999, would be credited to their GPF accounts. He said with the release of this instalment, there would be an additional burden of Rs 58.80 crore on the state exchequer. The minister revealed
that the rate of DA on unrevised pay scale would be 240
per cent for those employees drawing basic pay up to Rs
3,500 per month, registering an increase of 12 per cent.
Those drawing basic pay of Rs 3,500 to Rs 6,000 per month
would be given 180 per cent DA subject to a minimum of Rs
8,400 per month. A registering an increase of 9 per cent,
and those drawing above Rs 6,000 per month would be given
DA at the rate of 156 per cent, registering an increase
of 8 per cent but subject to a minimum of Rs 10,800 per
month, he added. |
Singhal warns of global
conspiracy SIRSA, Oct 4 "Both Hindus and Muslims believe in God and can live together. Construction of a Ram temple at Ayodhya can be the basis of their unity," the Working President of the VHP, Mr Ashok Singhal, said while talking to media persons at Dabwali, 55 km from here, last afternoon. He was here to inaugurate the newly constructed building of Saraswati Vidya Mandir, built in the memory of journalist Ashok Wadhera, who laid down his life saving children in the Dabwali fire. Mr Singhal cautioned the countrymen against the "international conspiracy hatched long ago by Christian missionaries to capture power through Ms Sonia Gandhi". Now the World Bank had decided to give aid to the tune of Rs 3000 crore to Christian organisations for eradication of poverty. "It is strange why only organisations of particular community have been thus graced," he remarked. On the mandir issue, Mr Singhal said that 20 per cent of the construction work on the temple was already over. The construction was the job of the Mandir Nayas, a body of saints. No political party had anything to do with it. The BJP never promised to build it but just supported the move. With regard to Mathura and Kashi, he claimed that Muslims were not against the temple construction, but it was "the mediators" who made a hue and cry over it. A cultural programme was
organised by schoolchildren on the occasion. |
Held for bid to loot house PANIPAT, Oct 4 A young girl and three youths caught hold of a person when he was fleeing after allegedly making an aborted attempt to loot a house in local New Housing Board Colony last evening. He was handed over to the police which reportedly registered a case of threatening against him. According to information, a youth entered house No. 1750 of New Housing Board Colony around 8 p.m. and after shutting the main door of the house, threatened the woman to hand over cash and jewellery at pistol point. The woman raised an alarm hearing which, the neighbours converged towards the house. Sensing danger, the culprit opened the door and started running to escape. Meantime, a scooter-borne young girl and two youths on a motorcycle saw the culprit and caught him after a chase. After a beating, he was taken to the Chandani Bagh Police station by the residents. Residents alleged that
the culprit was carrying a pistol and had thrown it away
in the bushes near a drain, the police did not try to
search for the pistol and only registered a case of
threatening. |
Dr Bangar to hold GJU VC's
charge HISAR, Oct 4 Dr Krishen Chander Bangar, Pro-Vice-Chancellor of the Guru Jambeshwar University here has been assigned the charge of the Vice-Chancellor by the Governor, Mr Mahabir Prashad. The orders to this effect were issued by the Governor, who is also the Chancellor of the university in Chandigarh today. Currently the Commissioner, Hisar Division, Mr Dharamveer, is holding the additional charge of the Vice-Chancellor in the university. Dr Bangar, a noted scientist was appointed Pro-VC in GJU only a fortnight ago. He is likely to hold the charge of the VC till a regular VC is appointed. The GJU has been without a regular VC for one year, when the founder VC Prof K.L. Johar completed his term on October 20, 1998. For the appointment of a
new VC, a search committee is to be constituted, which
will recommend at least three names to the Governor, from
whom the Governor will make the selection choice. |
Building code violated AMBALA, Oct 4 -- Three multi-storied building, the Civil Hospital, Mini Secretariat and the Bus Stand at Ambala cantonment have not been fitted with fire preventive equipments. Moreover before putting these buildings to use the no-objection certificates have not been obtained. The Central National Building code makes it mandatory for the Fire Service Department to issue the certificate before a building is put to use. According to the code,
any hospital which has a height of 15 metres and the
covered area of 1500 metres should have an automatic
sprinkler system, manually operated electric fire alarm
system, underground water storage tank and electric and
diesel pumps. |
Farmer awarded compensation REWARI, Oct 4 Holding Mr Jaswant Singh Yadav, the then Branch Manager of the Bharawas branch of the Gurgaon Gramin Bank guilty of not releasing the sanctioned loan for the purchase of buffaloes to the complainant, Mr Rangrao Singh, the District Consumer Disputes Redressal Forum has awarded a compensation of Rs 5,000 to the complainant. Besides the Forum has also directed the respondents to pay Rs 500 to the complainant as the cost of the petition and also to release loan instalment according to the details contained in the order issued by the forum. Loan of Rs 80,000 was sanctioned for a dairy to the petitioner in April 1994. The branch manager released a sum of Rs 19,000 with which petitioner got a shed constructed. The branch manager refuse to release the remaining amount on the plea that the shed had not been constructed in accordance with the norms laid down. The manager also served notice on him stating Rs 19,000 with interest would be recovered from him. The forum started the
proceedings in the case in April 1997. |
Sarpanch shot dead ROHTAK, Oct 4 Hansraj, a sarpanch of Mandotli village in Bahadurgarh subdivision of Jhajjar district, was shot dead allegedly by four persons yesterday. According to police
sources, the deceased was on way to Bahadurgarh. Mr Umed
Singh, who lodged the complaint with the police,
identified two of the alleged assailants as Sanjay, son
of Om Prakash, a resident of the same village, and
Devender, son of Ramphal, a resident of Tandaheri village
in Jhajjar district. |
