1 dies in mishap

CHANDIGARH, Oct 11 — Jiwan Mishra, who was driving a moped, was killed in an accident here today.

According to police sources, he was going towards Industrial Area when a truck rammed into him and he was seriously injured.

He was taken to the General Hospital, where doctors referred him to the PGI. He succumbed to his injuries at the hospital.

A case under Sections 279 and 304-A of the IPC has been registered against Macchar Singh, the truck driver. He has been arrested.

Three-wheeler recovered: The police arrested a Dadu Majra resident and recovered a stolen three-wheeler from him. According to police sources, Santosh Kumar had stolen a three-wheeler belonging to Satya Dev of Badheri village, from the village market on October 10.

A case under Sections 379 and 411 of the IPC, has been registered at the Sector 39 police station.

Whisky seized: The police caught Parvesh Mandal and Hukum Chand and recovered 300 pouches and 12 bottles of whisky from them, respectively. Parvesh Mandal from Bihar was arrested from the sector 24\25\37\38 roundabout. Hukum Chand was arrested from Sector 28.Back

HUDA told to give plot possession

PANCHKULA, Oct 11 — The District Consumer Disputes Redressal Forum has ordered the Haryana Urban Development Authority (HUDA) to hand over physical possession of the plot allotted to Mr O.P. Chandana, a resident of Kalka, in Sonepat, or allot a plot in the developed sector of the area within three months. An interest of 15 per cent on the amount deposited by the complainant, refund of excess amount along with an interest on this amount and Rs 1,000 as cost of proceedings has also been ordered.

Mr Chandana, in his complaint, had alleged negligence and deficiency of service since he had had not been given possession of a plot allotted in Sonepat in 1991. He paid the tentative cost of the plot and the remaining amount was paid in six instalments to the agency. He further paid an instalment of Rs 22,750 and a penalty of Rs 2,275 on this amount after a notice from the authorities in 1995.

Again, an enhanced compensation of Rs 25,771 was demanded from the complainant which was deposited in 1997, while there is a demand of Rs 5,110 pending with Mr Chandana by HUDA. He added that he had failed to get possession of the plot even after paying over and above the actual cost of the plot in the absence of any development work in the area.

In its reply, HUDA had stated that the development work was at an advanced stage and that possession would be offered very soon. However, the bench comprising Mr R.C. Taneja and Mr B.S. Badhran observed that the development work in the area should have been completed within a reasonable span of time, which did not happen. They also directed HUDA against floating any schemes till development work in the area is completed and it is in a position to offer a plot within a reasonable period.Back

New houses recommended

CHANDIGARH, Oct 11 — The Finance and Contract Committee of the Municipal Corporation of Chandigarh (MCC) today recommended that the civic body should build houses on over 56 acres in Mani Majra.

The Chandigarh Administration had recently asked the civic body to hand over the land to it, for handing it over to the Chandigarh Housing Board to construct about 5,000 dwelling units in Pocket 9 of Mani Majra.

At the meeting, members felt that the MCC should develop the housing complex in the area as per the land use plan approved by the Chandigarh Administration.

The important issues of revision of water tariff and sewerage tax were not brought before the committee. They would be brought up for discussion at the party level by the BJP-SAD alliance, particularly after the victory of the Congress candidate, Mr Pawan Kumar Bansal, sources said.

The committee passed the contract for privatisation of sanitation in Sector 52, Colonies 5 and 25, Bapu Dham Colony, Transport Area, CHB Colony in Khuda Lahora, Nehru Colony and Pandit Colony. The contract for removal of cow dung from four villages incorporated in the MCC — Burail, Buterla, Badheri and Attawa — was also approved.

In another significant decision, the panel recommended a 5 per cent service charge at community centres and 'janj ghars'. The committee recommended that sweepers should be paid cash instead of uniforms. The MCC would pay Rs 14.45 lakh on this account.Back

Peas down, ginger up

PANCHKULA, Oct 11 — While the price of peas has gone down considerably in comparison to last week, the prices of ginger, capsicum and tomato increased marginally in the local markets.

Priced at Rs 50 a kg last week, peas could be bought for Rs 35 a kg in the Sector 8 market today while these were available for Rs 38 in Sector 9 owing to the availability of local crop in the market. However, the price of peas rose from Rs 40 to Rs 60 within four days in Chandigarh.

Ginger prices went up by as much as Rs 20 in the local markets. While it was available for Rs 30 a kg last week, this week it was Rs 50 a kg in Sector 8. In Sector 7, one kg was being sold for Rs 45 and for Rs 48 in Sector 9. With vegetable vendors, it was priced between Rs 42 and Rs 45 while the prices remained static at Rs 30 a kg in Chandigarh.

The rise in prices of capsicum and tomatoes varied between Rs 2 and Rs 5 in the market while vendors continued to sell tomatoes the old price of Rs 10. The price of capsicum increased from last week's Rs 25 a kg to Rs 28 in Sectors 9 and16 and continued to be available at its old price in Sector 8. In Sector 6, the price of the vegetable went up to Rs 30 a kg. Tomatoes were available for Rs 12 a kg, up by Rs 2 from last week's price.

Carrots were priced at Rs 35 a kg while the price of cauliflower came down from Rs 16 to Rs 12 a kg this week. Cabbage was available for Rs 10 a kg and cucumber for Rs 10 a kg. Gourd, squashgourd and garlic were priced at Rs 10, 20 and 40per kg, respectively. A kg of brinjal was available for Rs 10 and spinach prices dipped from Rs 10 to Rs 5 a bunch.Back

Use of mobile phone while driving banned

CHANDIGARH, Oct 11 — Persons using cell phone and smoking while driving vehicles, including three wheelers, would be proceeded against under the Contempt of Courts Act, as well as for violation of traffic regulations.

This direction was issued by Mr Justice Swatantar Kumar of the Punjab and Haryana High Court in a petition filed earlier by Mr Nimit Kumar, an advocate, while prohibiting smoking and use of cell phones when driving.

The High Court further directed that no car would be permitted to carry black film or curtain of any colour, without a sticker of permission by the Director-General of Police or competent authority.

The Judge directed the states of Punjab, Haryana and the union territory of Chandigarh to comply with all the directions and submit report before November 17.

The court also repeated earlier directions on traffic regulations issued by the court and ordered their strict compliance. It was also directed that Punjab, Haryana and UT should also finalise a uniforn policy in relation to hoardings and advertisement boards and reply by the next date of hearing.

Proceedings in graft cases stayed: Mr Justice K.S. Kumaran admitted a bunch of six cases including a case against Mr Suresh Chander, working in Industry Department, Amritsar, and stayed further proceedings pending in the court of Mr A.K. Katari, Special Judge, Amritsar, registered under the Prevention of Corruption Act, 1988.

Earlier, the High Court while up holding the notifications in the Harnek Singh case on the basis of which the present cases were registered against all the above accused persons, as illegal had also held that all the proceedings carried out on the basis of those notifications stood vitiated. On that basis, the accused filed different applications, but the Special Judge, while deciding a bunch of 30 cases, after relying on another judgement of the Supreme Court dismissed all the applications, and held that if the consgnizance of the case has infact been taken and the case has proceeded to termination, the invalidity of the investigation did not vitiate the result unless miscarriage of justice had taken place.

Counsel for the petitioners contended that the said judgement of the Supreme Court was a general one, whereas the Harnek Singh case verdict was passed with regard to same notifications, and moreover, the Harnek Singh judgement was also binding on the learned trial judge because a copy of the said judgement was officially circulated through the Registrar (Judicial) to all courts in Punjab, Haryana as well as UT. They were expected to comply with the same. Besides the Supreme Court did not grant any stay of the said judgement, and therefore the order passed by the Special Judge, Amritsar, is nothing but amounts to contempt of the High Court.Back



 


Skating rink opens in Panchkula

CHANDIGARH, Oct 11 — A new skating rink was declared open for the players by Mr Akram Khan, Haryana Minister of Fisheries and the Waqf Board, at Blue Bird School in Sector 16 of Panchkula today. The presence of the Indian men's and women's roller hockey teams along with the visiting Italian coach, Baraldi Aldo, made the opening of this new Kota-stone rink more attractive.

Skating activities in Panchkula got a boost when a few years back, Hansraj Public School in Sector 6 introduced the sport in Panchkula. The credit for this goes to Ms Rajni Thareja, Principal of the school and President of the Roller Skating Association of Panchkula, who took the initiative to promote this game in Haryana.

The new skating rink would provide the desired boost to the game, said Ms R. Bhatnagar, Chairperson of the school.

Today's programme began with about 20 school children of primary section onwards of the school on skates cordoning off the rink. After this, the Indian team was introduced to the chief guest.

The players gave a demonstration of roller hockey to the spectators. Girls presented a Haryanvi dance which enthralled the gathering.

The Indian roller hockey team will leave for Shanghai (China) tomorrow and it comprises ten men and an equal number of women along with officials.

Later, Ms R. Bhatnagar said the school would like to host international and state-level tournaments to promote the skating in this part of the country.

Rajat shines: Superb batting by Rajat Bhandari who scored 47 runs and Rajat Bhatia who made 35 runs enabled DAV Senior Secondary School, Sector 8 beat GMSSS-35 by 13 runs today in the UT Inter-School Cricket Tournament being played here at the Sector 16 stadium. DAV Senior Secondary School, Sector 8, has also enetred the final of the tournament.

Dr Kochhar wins golf trophy

CHANDIGARH, Oct 11 — Dr G.S. Kochhar clinched the DC Popli Trophy by returning the best gross and best nett scores in the Annual Rotary Shivalik DC Popli Memorial Golf Tournament held at Chandigarh Golf Club yesterday.

Col A.P. Singh and Mr Dharinder Tayal finished second and third, respectively. The prizes were given away by golfer Harmeet Kahlon, Arjuna Award winner.Back
