leadership GURGAON, Oct 11 The Congress debacle in the Lok Sabha poll in Haryana has led to a demand for a change in the leadership of the party in the state. In a counter-move, the president of the state unit of the party, Mr Bhupinder Singh Hooda, who lost the Rohtak parliamentary election has decided to convene a meeting of the state executive after the Congress Working Committee (CWC) meeting. The resignation of the general secretary of the All-India Congress Committee (AICC) and in charge of the party affairs in Haryana, Mr Pranab Mukherjee, owning moral responsibility for the defeat of the party in the state, has given Hooda detractors a handle against the leadership. It is not without a coincidence that factions opposed to Mr Hooda have launched a campaign for a change in the leadership on the same issue as was raised when the party extended support to the Bansi Lal government after the BJP withdrew support to it. The Congress sustained the Bansi Lal government and later withdrew support which resulted in the Indian National Lok Dal (INLD) coming to power. The former president of the Haryana Pradesh Congress Committee (HPCC), Mr Birender Singh, who lost to the INLD nominee in Hisar, today said the state leadership also had a role to play in the Congresss support to the Bansi Lal government. Therefore, when Mr Mukherjee had resigned, Mr Hooda should also put in his papers, he said. The party had increased the number of votes in the state under my leadership. The fact that he was not resigning from the post of president. Similar sentiments were expressed at a meeting former Chief Minister Bhajan Lal, who lost to the BJP nominee in Karnal, had with Mr Birender Singh, a few days ago. The meeting was also attended by supporters of the two leaders. It was also attended by Mr Khursheed Ahmed, Mr Ramji Lal, Mr Jai Prakash and Mr Dharam Vir. Significantly, both Mr Bhajan Lal and Mr Birender Singh chose to describe the meeting as a get-together to discuss aspects relating to the partys debacle. However, talking to Tribune News Service, Mr Birender Singh sarcastically said he would like to leave the issue of resignation to the conscience of Mr Hooda. The Congress was defeated in Haryana with all its nominees losing to the nominees of the INLD-BJP combine in all 10 Lok Sabha constituencies with huge margins. On the other had, supporters of Mr Hooda have started saying that the state leadership had no role to play when the party extended its support to the Bansi Lal government. Rather than being bogged down by the criticism within the party, Mr Hooda said the victory of the INLD-BJP combine was mainly due to hollow promises and populist measures of the Chief Minister, Mr Om Prakash Chautala. He said that the party
would soon launch a campaign against the INLD government
to expose it for not fulfilling its promises. He was
optimistic that the situation would turn in favour of the
Congress in the coming assembly elections. |
Mill cashier embezzles 26
lakh FATEHABAD, Oct 11 A big fraud in the salary accounts of Bhuna Cooperative Sugar Mills has been detected. A cashier of the mill has been found to have embezzled over Rs 26 lakh through preparation of bogus vouchers. Labh Singh, a cashier of the sugar mill, prepared cash vouchers against non-existent salary sheets and embezzled the amount in two years. The cashier, according to reliable sources, prepared 52 vouchers out of which 38 were found to be duplicate which were prepared after some interval to escape easy detection. According to sources, bogus vouchers were exact duplicates of the original vouchers and the only difference was that the bogus vouchers did not indicate any sheet number. The cashier showed in the record as if the employees of the mill had been paid salaries twice or thrice in a single month. For example, Rs 30467.75 were drawn through a cash voucher number 778, dated July 24, 1997 and then again vide voucher number 921, dated August 13, 1997. In cases of individual salary arrears, the bogus vouchers carried fake signatures of the recipients. The sources said Mr Labh Singh tried to get receipts of all vouchers and the salary sheets for the period of April 1, 1996 to March 31, 1997 from the record keeper for placing vouchers and sheets in the record room. In usual practice, he should have got the receipts on monthly or fortnightly basis. Interestingly, he never tried to procure such signatures during the previous six years. The cashier, according to sources, also allegedly tried to obtain the signatures of the Chief Accounts Officers (CAO) of the mill on his dubious record after a period of two and a half year through misrepresentation of facts. The most interesting aspect of the episode is that the members of the audit team of the Registrar, Cooperative Societies, also seems to be involved in this fraud. The members of the audit team allegedly tried to conceal the fraud from the mills management. The sources revealed that the main body of the audit report for 1996-97 contained 42 pages. Not a single word of reference of the fraud had been mentioned in the whole of the report. There was a special section on salaries and wages in the report. But none of the fraudulent vouchers were revealed in this section, though it contained so many other irrelevant details. It is interesting to note that a clear cut fraud was being committed with mill money through bogus vouchers and public money was being embezzled, but the audit team report said "no comments" in its final report. The deliberate concealment of the fraud by the audit party was also proved from the glaring contradiction in the copy of the interim report issued to the mill and its office copy in the audit branch. While the original copy of the report with the audit branch was of 31 pages containing details of most of the bogus vouchers, the copy of the report issued to the mill management was of 19 pages and contained no mention of the fraud. Even page numbers of the report submitted to the mill management were tempered with. The fraud, according to the sources, came to light when some members of the audit team, responding to the call of conscience, conveyed the information to the CAO of the mill in May, 1999. Thereafter, the whole record from 1996-97 onwards was checked and details of the money misappropriated were found. The sources said Rs 14.50 lakh had been recovered through persuasion. The cashier has been placed under suspension. The Registrar, Cooperative Societies, Haryana, has been requested to initiate suitable action against the audit team. The mill Managing

Autorickshaws spew poison in Faridabad FARIDABAD, Oct 11 Air and noise pollution in Faridabad is rising rapidly with the authorities turning a blind eye to the menace, which has already reached alarming proportions. A study recently conducted by a private organisation revealed that dust particles and carbon monoxide levels are 165 per cent and 34 per cent over the permissible limit. The level of air pollution has gone upto 720 spm, 90 per cent higher than the permissible limit. It has been found that noise pollution is 78 DB against the limit of 50 DB causing hypertension and increasing heart and hearing problems. The biggest culprits for the air and noise pollution have been identified as the thousands of autorickshaws plying in city. These vehicles fitted with locally assembled diesel engines emit black smoke and noxious gases which cause a burning sensation in eyes and respiratory problems. Even the more than 15-year-old autorickshaws banished from Delhi have found their way to Faridabad to add to the city pollution. The district administration has launched a drive against the erring autorickshaws for causing pollution and violation of traffic rules twice during the past one year. But it had to be given up after the ruling party leaders intervened to mollify their vote bank. Even a senior official
is reported to have been threatened by a leader if to
stop the campaign against autorickshaws. |

handicapped KARNAL: The Welfare Centre for the Handicapped is doing yeoman's service to the infirm and disabled of this area. The centre the second of its kind in the state is filling a big gap by rehabilitating the disabled. Mr Sunil Kumar, secretary of the district Red Cross, told TNS that the main objective of the centre was to provide medical as well as vocational and social training to the handicapped. It thus prepared them for a better life. The centre was established in 1988. It is being run with financial assistance from Social Welfare and Security Department of Haryana. Mr Sunil Kumar disclosed that the centre also catered to the needs of the orthopaedically handicapped as well as those handicapped in speech and hearing. It is a boon for the poor and those who do not have the resources for medical treatment. If the prices charged by the centre for providing artificial limbs and other equipment to the handicapped are compared with those available in the market, one is astonished to find a huge difference in prices. Artificial limbs, surgical shoes, braces, splints, crutches and collars etc. are very costly in the open market, but the centre charges nominal prices. The secretary stated that the centre provided all types of technical devices, ranging from simple walking aids to sophisticated and complex equipment. It manufactures callipers, jackets, belts, surgical shoes, all types of artificial limbs, braces, crutches, splints and collars at its workshop. The centre has employed specialised professionals conversant with the latest rehabilitation techniques and application of sophisticated technology. The orthopaedic workshop is busy in manufacturing aids and appliances with technical precision. Modern technology is being used in the manufacture of aids and appliances. The workshop also provides for the placement of the orthopaedically handicapped people. Mr Sunil Kumar pointed out that since 1988, 12,200 orthopaedically handicapped people had registered themselves for aids. Of this over 11,900 have already, been provided aids. He stated that during this year, 498 handicapped people were provided 640 aid kits worth Rs. 3,31,400. He maintained that there was an ever-growing need for artificial limbs. The centre also runs a physiotherapy wing at Asandh, about 48 km from here. The centre caters to the needs of the poor in the rural areas. Its plus point is that it saves them from the clutches of quacks who abound in the rural areas. He stated that treatment at the physiotherapy wing was free. Besides physiotherapy, the centre also provided relaxation therapy to cure stress and strain, which has been rising among the population very steadily. Mr Sunil Kumar disclosed
that qualified physiotherapists provided treatment like
were bath, IRR exercises, cervical traction, lumber
traction, ultra sound, and short wave diathermy. The
centre attracts handicapped people from far and wide and
provides succour to them. |

Army men-shopkeeper dispute
settled AMBALA, Oct 11 The dispute between some Army men and D.C. Bazar Association was settled as both parties agreed to a compromise today evening. According to information the association had agreed not to pursue the complaint filed against some Army personnel in Ambala Sadar police station by a shopkeeper of D.C. Bazar, in which he had alleged that he had been beaten by some Army men yesterday. Meanwhile, a spokesman of 2 Corps said in a pressnote issued here today that a Court of Inquiry had also been ordered by the Army to investigate the circumstances that had led to the altercation. BKU: diesel price hike
anti-farmer SONEPAT, Oct 11 The state unit of the Bharatiya Kisan Union (BKU) in a press statement issued here today described the hike in diesel price as anti-farmers and anti-people and said the BJP did not believe in democracy as it did not took approval of the new Lok Sabha regarding the price hike. The union also said that the decision would hit the national economy and the farm sector in particular would bear the brunt. It also pointed out that farmers of the state had already been facing drought conditions and the hike in diesel price would make them suffer more. The union also asked the Indian National Lok Dal (INLD), which is an ally of the BJP, to reconsider its stand on extending support to the BJP at the Centre in the formation of the new government. Meanwhile, the BKU would
hold demonstrations on October 18 at the district
headquarters if the central government failed to withdraw
the hike by then. |
Probe ordered into phone snag SONEPAT, Oct 11 Mr Chander Shekhar, Telephone District Manager, today ordered a departmental inquiry into the breakdown of telephone system between Gohana and rest of the country for three days continuously. He also announced that a
computer centre equipped with a fax machine would be set
up at Gohana soon for the benefit of the mediapersons.

Expedite work on
sub-station SONEPAT, Oct 11 Mr S.K. Singal, president of the G.T. Road Industries Association today urged the state government as well as the Haryana Vidyut Prasaran Nigam (HVPN) to take immediate and effective steps for completion of a 220 KV sub-station at Fazilpur near this city. In a press statement issued here, he said that industries in this belt could get relief only on completion of the sub-station, which has been under construction since 1985. Work on this project has been slow because of lack of funds and its cost has gone up considerably. Mr Singal said local industry had been facing frequent power breakdowns despite HVPN transferring some of the load on 100 MVA transformer at the Fazilpur sub-station. Expressing concern over the delay in the despatch of electricity bills and inefficient and unsatisfactory working of the cash counter set up in the office of the SDO, Kunldi sub-division, he said that the entrepreneurs had been facing great hardships in depositing bills . Protesting against the
levy of a penal rate of Rs 2 per unit on the consumption
of power for non-industrial purposes he demanded
immediate withdrawal of the levy. |
Liquor seized ROHTAK, Oct 11 As many as 9400 pouches of liquor has been recovered by the police in the town this morning. According to police sources, the liquor worth several thousand was being illegally smuggled in a mini truck, which was intercepted near a place on the Delhi bypass on National Highway No 10. The pouched were packed in about 47 gunny bags. Meanwhile, in another
incident an old woman was crushed to death by a speeding
jeep near Bohar village on the Sonepat road on Saturday.
The deceased identified as Ratni Devi who was a resident
of same village was crossing the road at the time of the
accident. |
Consumer forum summons XEN GURGAON, Oct 11 The District Consumer Disputes Redressal Forum has summoned the XEN and SDO of the PWD on October 29 regarding the repair and widening of the Railway Road here. Mr S.P. Nagrath, general secretary of the local Sanyukat Kalyan Parishad, had filed a complaint with the forum, about poor condition and widening of the Railway Road. As per April 1998 orders of the forum the SE, PWD, was instructed to repair and widen of the road between Jai Cinema Chock and the railway station within three months. Mr Nagrath reminded PWD
authorities, the Deputy Commissioner and the Divisional
Commissioner about the order of the forum but no action
was taken. A complaint about the non-implementation of
the forum orders was filed in July 99. The PWD replied
that repair work had been done and the work regarding
widening of road would be taken up shortly. |

Sita Ram, a resident of Kalayat, died on the spot and five others Ram Pal, Pala, Kala and Joginder of Kalayat and Randhir Singh, driver, were injured and admitted to Civil Hospital Kaithal. Jat society poll on Nov 14 ROHTAK, Oct 11 The election of the management of the Jat Educational Society here will be held on November 14 next. According to information, the last date for filing nomination papers is November 3, while scrutiny will be done on November 4. The last date of withdrawal of nomination papers would be November 6. About 27,000 life members of the society, spread all over the state and country would be able to cast their vote. YMCA budget approved CHANDIGARH, Oct 11 The Board of Governors of the YMCA Institute of Engineering, Faridabad, which met here under the chairmanship of the Haryana Chief Minister, Mr Om Parkash Chautala, approved the budget of the institute amounting to about Rs 4.24 crore for 2000-2001. The Board approved the construction of a girls' hostel within the complex of the institute at a cost of over Rs 1.3 crore. The hostel will provide much-needed accommodation to those girl students who hail from different parts of the state and study in the institute. The Board also sanctioned the repair of roads and roof of the auditorium in the institute at an estimated expenditure of over Rs 5.86 lakh. The Chief Minister
stressed the need for improving the condition of the
complex of this prestigious institute and assured all
possible help from the state government. |
Plea to withdraw diesel price
hike CHANDIGARH, Oct 11 Mr Jagdeep Singh Cheema, Chairman of the Haryana Congress Minority cell, who is also the president of the Young Farmers Association, Haryana, has described the hike in the price of diesel as a cruel joke on farmers of the country. Mr Cheema said here today that India being an agricultural economy could not afford such a burden to be imposed on the farmers. This would lead to an unprecedented mixing of kerosene with diesel which would result in damage to agricultural machinery. The increase in price should be withdrawn immediately, he added. He said recovery of loans should be deferred so that farmers could replan their expenditure under these adverse conditions, which included distress sale of paddy in certain areas. He also demanded
compensation of Rs 10,000 per acre to farmers who were
affected by drought in Haryana immediately. |
