CBI probe into police
torture ordered CHANDIGARH, Aug 31 Mr Justice THB Chalapathi of the Punjab and Haryana High Court ordered a CBI inquiry into the alleged torture by the Haryana Police of a Samata Party activist of Tohana, Dr S.S. Bhargava. The petitioner, Dr Bhargava had earlier field a public interest litigation against Mr Vinod Mariya and Mr Charan Dass Shorewala, two former ministers, in the High Court after they defected to the then ruling party on January 15, 1997. On this petition they had been recently disqualified as members of the assembly by the High Court. After being threatened repeatedly by Mr Mariya, Dr Bhargava alleged, he was picked up by the Tohana police on August 9,1997, by a police party comprising SHO Hans Raj, ASI, Harish Sharma and Gulshan Kumar. They took him to the police station. ASI Harish Kumar allegedly tied his hands after he refused to sign certain papers leading to the withdrawal of his PIL from the High Court. One Ashok Kumar is alleged to have committed a despicable act. Being a heart patient, the petitioner on being tortured suffered another heart attack. He was shifted to the Civil Hospital, Tohana. He was kept chained to the hospital bed by the police, it was alleged. The police then took him
to Central Jail, Hisar, where doctors attending on him
advised the police to take him to a specialist. When the
petitioner was in the Civil Hospital, he sent a telegram
to the Chief Justice of this court, which was treated as
criminal petition, on which the inquiry has now been
ordered. |
Man gets 10-year jail for
raping daughter KURUKSHETRA, Aug 31 Mr L.N. Mittal, Additional District and Sessions Judge, Kurukshetra, has sentenced Prem Singh, alias Swami Prema Nand Giri, a resident of Patharanwali Gali village here to 10-year imprisonment and a fine of Rs 2,000 for raping his minor daughter. Stating this to the mediapersons here yesterday, the District Police Chief, Mr Alok Roy, said on January 25, 1999, the girl made a statement to the police that her father had raped her at night when she was having fever and her mother as well as brother were out of station. The 16-year-old girl also alleged that her father had threatened her with dire consequences if she revealed the crime to anybody. The local police arrested the culprit on January 25 last under Sections 376 and 506, IPC, and submitted a challan in the court. In another case, Mr
Mittal sentenced Kharaiti Lal, a resident of Sudhpur
village to two-year imprisonment and a fine of Rs 2,000
under Sections 10, 12 and 15 of the Anti-Corruption Act
for giving a bribe of Rs 1,000 to Haw Kali Ram posted at
the Shahabad police station on June 21, 1996. |
Traffic blocked; ASI suspended SONEPAT, Aug 31 A large number of inhabitants of Anandpur Jharot and other nearby villages held a demonstration and blocked traffic on the Sonepat-Rohtak road for about three hours today in protest against the alleged confinement and sodomy of a young jeep driver by a police officer on the premises of the Kharkhauda police station in this district last night. According to official sources, the Senior Superintendent of Police, Mr R. Selvraj has placed the officer involved in the case under suspension and ordered registration of a criminal case under Sections 342 (confinement) and 377 (unnatural offence) of the Indian Penal Code. As soon as the police official in question got this information he fled. The police has launched a manhunt to apprehend him. Enquiries made by this correspondent revealed that the youth, Matinder Singh, alias Mitu (19), a resident of Anandpur Jharot village, was employed as a driver on a jeep owned by a resident of Rohat village. The Assistant Sub-Inspector of Police Mukesh Kumar, commandeered the jeep yesterday for patrolling and allied duties and used the jeep throughout the day. Around 10.30 at night, the ASI along with a head constable and a constable went to a hotel, where they consumed alcohol and forced the youth to drink with them. After this, the driver drove the jeep towards the police station to drop the ASI off. The ASI entered the police station, and asked the youth to come inside. He was taken to a room and sodomised. The youth passed out and woke up only in the morning. When the youth reached his house he told his parents of the incident. The enraged inhabitants immediately assembled on the main Sonepat-Rohtak road and blocked. They demanded immediate action against the culprits and shouted slogans against the police. The police succeeded in lifting the blockade traffic. But the inhabitants of Jharot, Rohat and some other villages again blocked the road and did not allow any vehicle of pass through. As soon as news of the
incident spread around Kharkhauda town, a large number of
transport operators too assembled and blocked the road
between Kharkhauda and Pili village. It was only after
residents learnt of the action taken against the ASI that
they lifted the blockade. |
Rao Inderjit seeks votes for
Hooda ROHTAK, Aug 31 Senior Congress leader and party nominee for the Mahendragarh parliamentary constituency, Rao Inderjit Singh, has appealed to voters to elect Mr Bhupinder Singh Hooda from the Rohtak Lok Sabha seat. Addressing a series of public meetings in the Salhawas constituency yesterday in support of the Congress candidate, Rao Inderjit Singh claimed that Mr Hooda, if elected, would not only be the next Chief Minister of Haryana, but would also give the region its due in the matter of development. He said the southern districts of Haryana, particularly, Rewari, Mahendragarh and Jhajjar had been denied their share of water, government jobs and funds for overall development. Claiming that the Congress would win all Lok Sabha seats in the state, Rao Inderjit Singh said that people had understood the need for a stable government at the Centre, which only the Congress could provide. He disputed the claims of BJP and Indian National Lok Dal (INLD) leaders that there was a wave in favour of Mr A.B. Vajpayee. Former Haryana
ministers, Shakuntala Bhagwaria and Dr Dharamvir Yadav,
also addressed meetings along with Rao Inderjit Singh at
Nahar and Kosli villages. |
New chairman of Zila
Parishad ROHTAK, Aug 31 Mr Dharam Pal Singh Makroliwala was today unanimously elected Chairman of the Zila Parishad for the remaining term. He replaces Mr Anand Parkash Singh Kadiyana, who was removed after a no-confidence motion on August 12. The term of the Zila Parishad expires in December. Today's meeting, presided over by the SDM, was attended by 21 out of the 28 members. The supporters of Mr Kadiyan did not attend the meeting. However, in a surprise
move the Vice-Chairman of the Zila Parishad, Mr Ram Bhaj,
has resigned from his post and the membership of the Zila
Parishad. He had been officiating as Chairman since
August 12. |
Steel plants to face power
cuts HISAR, Aug 31 The Haryana Vidyut Prasaran Nigam (HVPN) has decided to cut down power supply to all steel furnaces and steel plants in the state with immediate effect till September 10 in order to streamline power supply in the state. According to an official sources, the HVPN has also imposed a power cut for half-an-hour in urban sectors. The supply will be cut by turn to all feeders, the order said. The sources said there would be no power cut between 7 pm to 10 pm in urban areas. However, no power cut will be imposed at railway station, radio station, Telecom Department, hospitals etc. Meanwhile, the Steel Plants Owners Association has criticised the decision and said the orders of stopping the power supply will affect the business. The association has
demanded single-phase supply as there were labour
colonies on factory premises and due to security reasons
the supply during the night must be given to the
industries. They also demanded three-phase power supply
for three hours to make sure that the labour colonies get
drinking water supply. |
CM, Hooda mourn death of Pt
Mohan Lal CHANDIGARH, Aug 31 The Haryana Chief Minister, Mr Om Prakash Chautala, and the Haryana Pradesh Congress Committee chief, Mr Bhupinder Singh Hooda, today mourned the death of Pt Mohan Lal, a veteran freedom fighter and a former Home and Education Minister of Punjab. Mr Chautala in his message described him as a 'great social workers and a philanthropist who played a significant role in ameliorating the lot of the masses." Mr Hooda said Pt Mohan Lal was an able administrator and a seasoned Parliamentarian who always worked for the uplift of poor, the backward and working community. Both of them conveyed
their heartfelt condolences to the bereaved. |
Gang cheats people through
lottery PANIPAT, Aug 31 Innocent people and labourers, particularly from Uttar Pradesh and Bihar are being cheated near the Panipat railway station, under the Assandh road fly-over, and this is going on unchecked. A group comprising eight persons urge people to buy lottery tickets. Their modus operandi is that a bag containing blank and prize-marked chits costing Rs 2 each is kept with them. The customer is asked to take out a handful of chits from the bag. The cheater holds the hand of the customer, opens it and separates the blank and prize-marked chits. Some chits are marked with the name of the prize electric press, electric oven, toaster, sewing machines, etc, approximately costing Rs 100 to Rs 500 each. The blank prize chits are counted and the total amount at the rate of Rs 2 per chit is asked to be deposited by the customer before he is entitled to the prize. The poor customer does not possess so much amount and whatever money he possesses is snatched. Some musclemen also stand nearby and in case of resistance from a customer, they tackle the issue. The matter has been
reportedly brought to the notice of law enforcement
agencies like the RPF, the GRP, local police and the CID
but no effective steps appear to have been taken to stop
the crime. An official of one of the law enforcement
agencies, who did not wish to disclose his name, stated
that the action was taken against the alleged cheaters,
but for want of evidence they were released. |
Chautala slams Congress ROHTAK, Aug 31 The Haryana Chief Minister and INLD chief, Mr Om Prakash Chautala, has accused the Congress for dividing the people on various lines in order to capture power at the Centre. Speaking at a public meeting at Kiloi village in support of the INLD candidate, Capt (retd) Inder Singh, he said the people had been divided deliberately on caste, rural-urban and educated-uneducated lines so that no other political party could challenge its supremacy in the field of politics. Blaming the Congress for bringing political instability, he said, the smooth functioning was intolerable to the Congress so it decided to pull down the Atal Behari Vajpayee government in March this year. Businessman robbed ROHTAK, Aug 31 Some youth in a car looted Rs 50,000 and a licensed revolver from a businessman at gunpoint on the Sampla-Sonepat road, about 35 km from here, last night. According to police sources, the accused, who came into an unnumbered Maruti car, intercepted the car of the victim, Surender, a resident of Sonepat, near Hassangarh village. Sunder was going to Sonepat from Sampla. |
Haryana Cong hails EC directive CHANDIGARH, Aug 31 The Haryana Pradesh Congress Committee today hailed the decision of the Election Commission, directing various parties and their leaders not to make derogatory remarks against women during campaign. A statement issued by Mr Bhupinder Singh Hooda, Mr Harpal Singh and Dr Ram Parkash, President, Working President and General Secretary of the party, respectively, and Mrs Kartar Devi, Acting Leader of the Congress Legislature Party, said the EC directive was obviously, after the Congress lodged its protest against the insulting and personalised attacks on the partly President, Mrs Sonia Gandhi, by Mr Parmod Mahajan and Mr George Fernandes. These leaders, the statement said, had crossed all limits of decency and behaved like "uncivilised and uncultured beasts" who had no respect for their opponents in society. The statement said the Haryana Congress wished Prime Minister, Vajpayee had taken notice of the "misdemeanours" of his Cabinet colleagues, before being practically "snubbed" by the poll panel. The Congress hoped that
leaders of the "so-called National Democratic
Alliance" would respect the directives of the EC and
would not indulge in making the campaign a tool to spew
venom against their adversaries. |
11 questions for Hooda ROHTAK, Aug 31 The Jagrook Matdaata Sangh, a social organisation, has raised 11 questions on behalf of the voters of the Rohtak parliamentary constituency for the Congress nominee, Mr Bhupendra Singh Hooda. In an open letter by the President of the Sangh he asked what were the reasons for which the Congress extended support to the Bansi Lal government in which people had lost faith and why the support was withdrawn later? Interestingly, earlier on several occasions Mr Hooda had urged the people to eradicate the alleged misrule of three 'Lals' from the state. The letter said Mr Hooda had made a promise to the people of Jhajjar district in the parliamentary elections in 1991 that he would come to seek support from Rohtak to Jhajjar by train in the next elections in 1996 but the Congress neither raised the demand of the Rohtak-Jhajjar railway track nor wrote to the Railway Ministry in this connection. The sangh said the widespread agitation by the Hooda camp in protest against the alleged brutal murder of two boys at Jassia village was withdrawn following the assurance of Mr Hooda that a CBI inquiry would be conducted within 15 days. But nothing had allegedly been done in this connection even after six months of the incident, the sangh said. The sangh demanded that
Mr Hooda should issue a list of people other than his
relatives who were benefited by allotting gas agencies or
petrol pumps in his tenure. It also sought to make the
development work public in this constituency during his
tenure so that the people could justify their support to
Mr Hooda. |
5-year-old crushed to
death FARIDABAD, Aug 31 Angry residents of Sihi gate in Ballabhgarh blocked traffic and stoned a school bus after it crushed a five-year-old boy to death. The window panes of the car of the local MLA were also smashed by the mob. Reports said that Rahul (5) was going to school with his father Nanak Chand on a bicycle when the bus of Rawal School hit them from behind. The boy fell down from the bicycle was run over by the bus and died on the spot. Nanak Chand however escaped unhurt. The school later agreed
to give a compensation of Rs five lakh to Rahul's parents
and name the school library after him. |

Surjeet HISAR, Aug 31 Mr Harkishan Singh Surjeet, General Secretary of the Communist Party of India (Marxist) (CPM) has indicated that the Leftists would back the Congress in case the need arose to form a coalition government after the Lok Sabha elections. Mr Surjeet, who made a brief stop over in the city on way to Sikar in Rajasthan yesterday, said the CPM was committed to root out communal forces and would ensure a secular government in the country. Criticising the BJP-alliance leaders for the derogatory remarks against Mrs Sonia Gandhi, the veteren leader said it was desperation by the party which made it stoop to such levels. He said the BJP was scared as the Congress was sure to romp home with a thumping majority. The CPM leader said Mr Atal Behari Vajpayee had been given chances on two occasions by the electorate, but had failed time and again. He said the BJP was politicising the Kargil issue and in the event had forgotten the sacrifices of the jawans of the country who had laid down their lives for the country. Mr Surjeet claimed that

Students threaten statewide stir SONEPAT, Aug 31 Students of the local CRA College continued their strike today in protest against the alleged dismissal of two lecturers and suspension of another lecturer by the management. The leaders of the striking students announced today that if the management failed to reinstate these lecturers, they would launch a statewide agitation from September 8 next on the issue. The striking students
also forced students of Tikka Ram Girls College and Tikka
Ram B.Ed. college to join their strike. However, the
police is taking steps to prevent any untoward incident
in this connection. Police patrolling too has been
intensified. |
Resentment over code violation SONEPAT, Aug 31 Resentment prevails among residents of the district against the failure of election observers and the district and police authorities to enforce the model code of conduct. Many residents alleged that candidates and their supporters were holding election meetings and using loudspeakers beyond midnight. Some of the candidates had not even sought permission from the authorities concerned for using loudspeakers. Representatives of
various organisations today urged the election observers
and authorities concerned to take a serious note of the
complaints in this regard and take stern action against
those found violating the model code of conduct. |
Brahmins called to vote for clean
candidates GURGAON, Aug 31 The All-India Brahman Mahasabha today called upon the Brahmin community to vote for only those candidates who had a clean record and were committed to public good. The call to the Brahmin community was given through a resolution of the executive of the Mahasabha, which met here. The Mahasabha urged the community to vote across party lines, but to candidates representing those forces which fostered the countrys culture and tradition. It specially urged the community to work against those political parties and forces which propagated reservation of jobs on caste and community lines. It also decided to organise conventions in the states along with like-minded forces and organisations against the reservation policy of the government. In another resolution
the community was urged to remain united and be on guard
against the forces which were trying to divide it for
their own benefit. |
Boy killed in mishap KAITHAL, Aug 31 Baljit, a 14-year-old Balmiki boy, was killed near Kultaran village, 3 km from here, on the Kaithal-Ambala road, when he was hit by a Tata Sumo, this morning. The vehicle was carrying the supporters of Mr O.P. Jindal, the Congress candidate from the Kurukshetra parliamentary constituency. Following the incident, a large number of Balmikis and other villagers from Kultaran reached Kaithal and expressed their anger by raising slogans and blocking the road at Pehowa Chowk here for sometime. The protesters alleged
that the vehicle was being driven rashly which resulted
in the death of the boy. Later the police registered a
case against driver of the vehicle under Section 279 and
304A of the IPC on a complaint lodged by members of the
family of the deceased. |
CSIO admission: parents move
court CHANDIGARH, Aug 31 A writ petition was filed in the Punjab and Haryana High Court today challenging the decision of the Central Scientific Organisation (CSIO) to cancel its entrance test and results for admissions to a diploma course in the Indo Swiss Training Centre. The case is listed for hearing in the court of Mr Justice V.K. Bali for tomorrow. The parents of the wards
who had been selected for admission to this course were
informed about the cancellation only when they reached
the venue to pay the dues. They have also challenged the
CSIO decision to hold a fresh entrance test. |
