HVP(D) merges with INLD

CHANDIGARH, Aug 16 — The Haryana Vikas Party (Democratic) HVP(D), breakaway group of the Haryana Vikas Party (HVP) of Mr Bansi Lal, merged with the ruling Indian National Lok Dal (INLD) here today. The Speaker of the Haryana Vidhan Sabha, Mr Ashok Kumar Arora, recognised the HVP(D) as a separate party on August 13.

The announcement was made by the HVP(D) President, Mr Kartar Singh Bhadana, at a press conference attended by the Chief Minister, Mr Om Prakash Chautala, and 14 of the 17 HVP(D) MLAs.

Mr Jagan Nath and Dr Dharambir Singh Yadav have already withdrawn their support to the Chautala ministry in which the former was the Agriculture Minister. The Leader of the HVP(D) Legislature Party, Mr Karan Singh Dalal, also did not attend the press conference.

Though Mr Bhadana claimed that Mr Dalal, too, had consented to the merger proposal, Mr Dalal told TNS that he would decide his future course of action only after consultation with his supporters and voters.

Mr Dalal said he had not joined the INLD today because this would have given a false impression to the people that he was doing so for the sake of a Cabinet berth. He said he had resigned from the Bansi Lal ministry after it lost majority support in the House and at that time also he had consulted his voters and supporters.

In reply to a question he said if his voters asked him to continue supporting the Chautala government from outside, he would do so. At present, he said, he had not withdrawn his support from the Chautala ministry.

Later he left for his constituency, Palwal, in Faridabad district.

With the merger of the HVP(D), the strength of the INLD in the Assembly has gone up to 36.

The 14 HVP(D) MLAs who joined the INLD today were — Mr Bhadana, Mr Narbir Singh, Mr Brij Mohan Singla, Mrs Krishna Gahlawat, Mr Jaswant Singh Narnaund, Mr Jaswant Singh Bawal, Mrs Kanta Devi, Mr Ram Bhaj, Mr Sat Narain Lather, Mr Venod Marya, Mr Charan Das Shorewala, Mr Raj Kumar Saini, Mr Azad Mohammad and Mr Ramesh Kaushik.

Birender Singh Cong nominee from Hisar

HISAR, Aug 16 — Senior Congress leader and former HPCC president Birender Singh Dumerkhan today filed his nomination papers as the Congress candidate from the Hisar Parliamentary constituency.

It had not been certain so far as to whose name had been finalised by the party high command for the Hisar seat. He, however, set all speculations at rest by filing his nomination papers today.

The rival group led by former PCC president Shamsher Singh Surjewala was still camping in Delhi, Mr Surjewala had favoured the candidature of Mr Chhater Paul, a former minister.

Senior PCC leaders who accompanied Mr Birender Singh today, included Mr Hari Singh Saini, Mr Virender Singh Narnaund and the district Congress presidents from Hisar, Jind and Kaithal. The supporters of Mr Shamsher Singh Surjewala and Mr Bhajan Lal were, however, conspicuous by their absence.

Addressing his supporters on the occasion, Mr Birender Singh expressed confidence that he will win from Hisar with a comfortable margin.

His main rival Mr Surender Barwala of the Indian National Lok Dal has already completed the first round of campaigning, covering almost all the villages, while Mr Birender Singh is yet to start his election campaign.

SONEPAT: Mr Chiranji Lal Sharma, former MP and veteran Congress leader filed his nomination papers as a Congress candidate for the Sonepat Lok Sabha seat before the Deputy Commissioner-cum-Returning Officer, Mr Anil Kumar here on Monday.

Earlier, Mr Sharma performed pooja in the office of the party and inaugurated the election office. He also addressed a party workers' meeting before filing his nomination papers.

HISAR, Aug 16 — Ideological commitments have been pushed into background for the forthcoming elections. Yesterday’s foes are friends today and vice versa.

In Haryana, the Indian National Lok Dal (INLD) is fighting the elections in alliance with the BJP. The Haryana Vikas Party (HVP) is contesting in alliance with the Bahujan Samaj Party (BSP).

It is exactly the opposite of what it was during the 1998 general election. Eighteen months have proved to be too long for the alliance partners to sustain the partnership. In 1998 it was the INLD (at that time called the Haryana Lok Dal — Rashtriya) in alliance with the BSP. However, it did not take them long to part ways. Mr Chautala immediately announced his party’s support to the Vajpayee government much to the chagrin of the BSP.

The HVP had fought the elections in alliance with the BJP. The BJP-HVP combine was in power in the state at that time. But now they are on opposite sides.

The leaders are the same. The contestants are the same. The people are the same. The combinations and platforms have undergone change. During the 1998 elections BSP supremo Kanshi Ram addressed a public rally in support of the then HLD(R) candidate, Mr Ajay Chautala, besides several other HLD(R) candidates. He used to describe the HLD(R) and the BSP combination as a representative of the exploited, which included the farmers, Dalits and downtrodden. His opinion was were shared by Mr Om Prakash Chautala and Mr Devi Lal.

Only a few days ago, this time, he addressed a public meeting at Bhiwani. But this time it was in favour of Mr Surender Singh, the HVP candidate from Bhiwani. The enthusiasm among the BSP workers was same as last time.

The INLD is trying to persuade Prime Minister Atal Behari Vajpayee to address a public meeting at Bhiwani in support of Mr Ajay Chautala. Mr Vajpayee had addressed a public meeting in support of Mr Surender Singh in 1998.

Mr Chautala has been seeking votes in the name of Mr Vajpayee only. Wherever he goes, he does not speak much about his father, Mr Devi Lal, or his political legacy. But he has been confining himself to Mr Vajpayee’s achievements in Kargil. For him Mr Vajpayee is the best Prime Minister that could have at this time. In his speeches he narrates in details the victory in Kargil and compares it with the Chinese intrusion in 1961. He claims that Mr Vajpayee did what Pt Nehru could not do in 1961.

However, the new alliances are not without their quota of suspicions. A senior BJP leader, Mr Ram Bilas Sharma, was conspicuous by his absence when Mr Ajay Chautala filed his nomination papers from Bhiwani on day before yesterday. Although Mr Ramesh Joshi, another senior state BJP leader, accompanied Mr Ajay Chautala along with Mr Om Prakash Chautala and Prof Sampat Singh. Mr Sharma’s absence is not being viewed without suspicion among the INLD circles. Mr Sharma’s proximity with Mr Dharamvir, the Congress candidate from Bhiwani, is too well known.

The candidature of Mr Krishen Sangwan on the BJP’s symbol from Sonepat my not be pleasant for the INLD. Mr Sangwan was the sitting MP from Sonepat representing the INLD. During the confidence motion, he along with one more party MP had reportedly decided to switch loyalties to the BJP, much before Mr Chautala had decided to support the confidence motion. While the INLD wanted to teach him a lesson by offering the seat to BJP, the BJP rewarded him by giving him the ticket.

The INLD, which was running its Delhi office from his residence, had to wind it up as Mr Sangwan did not take the party’s decision to offer the Sonepat seat to the BJP too kindly. Will alliance loyalties overshadow personal suspicions and mistrust, remains to be seen.

Meham murder case hearing today

CHANDIGARH, Aug 16 — The Punjab and Haryana High Court today adjourned to tomorrow the case filed by Mr Anand Singh Dangi, a former Haryana Minister, urging that Mr Ajay Chautala be impleaded as a necessary party in the murder of Amir Singh, an Independent candidate from Meham in the 1990 Assembly election, at Meham.

Mr Justice G.S. Singhvi and Mr Justice Mehtab Singh Gill, before whom the case came up for hearing, directed that the report filed by the special investigation team, be placed on the record of the court in a sealed cover.

Earlier, Mr P.K. Aggarwal, SP, Rohtak, filed an affidavit saying that more than 200 case diaries were written and submitted by the special investigation team. Mr V.N. Rai, the then head of the special investigation team, had submitted a confidential report to the higher authorities on July 14, 1996. This report was required for finalisation of the investigation of this case has now been received in the office of the SP, Rohtak, on August 14.

The affidavit said the investigation of the case was almost complete and the final report in this case would be submitted to the court for trial at the earliest.

Order to ensure doctor's presence

Mr Justice Swatantar Kumar today directed the High Court Registry to ensure the compliance of the order dated August 11, 1999, directing Dr J.B. Singh Rai of Rai Hospital and Maternity Home, Garhshankar, to be present in court at the next date of hearing.

This order was passed when the petitioner (Mrs Krishna, a resident of Hoshiarpur district), contended that she was seriously sick on July 20 and could not attend the court on July 21. She had produced a medical certificate in support of her claim.

The Judge also directed the petitioner to produce in the court any prescription dated July 20, 1999 showing the diagnosis being given by the doctor.

The Judge also directed the hospital to produce in the court pertaining to the maintenance of the hospital for checking up patients and for giving prescriptions.

MDU offers jobs to martyrs' widows

ROHTAK, Aug 16 — The Maharshi Dayanand University has taken a lead in offering jobs to the widows and dependants of the Kargil martyrs.

Presiding over the Independence day celebrations organised by DAV Centenary Public School, here today, the Vice-Chancellor, Lt-Gen O.P. Kaushik (retd) said five widows or dependants of these martyrs had been provided employment by the university. No other university in the region or a government department had so far provided jobs to these families.

Mrs Satwanti, widow of L/NK Vijay of Sunderpur village unfurled the national flag.

The school administration and the "Lions Club, Rohtak city, presented a cheque for Rs 5100 each to Mrs Satwanti as a token of affection for the supreme sacrifice made by her husband. L/nk Vijay Singh had laid down his life on July 6 while fighting the Pakistan-backed intruders in the Makshoh valley in" Kargil sector.

The principal, Mr Rajesh Jain, announced that the DAV Centenary Public School would provide free education to the four-year-old son of the martyr up to the secondary level. Books and travelling facilities, too, would be provided free by the institution, he said.

While Mr H.L. Kapoor applauded the brave deeds of the Kargil martyrs, who laid down their lives defending the country, the Lions Club planted 250 saplings on the school campus in memory of the martyrs.

Bail application of pharmacist rejected
Medicine scam at PGIMS

ROHTAK, Aug 16 — The Chief Judicial Magistrate (CJM), Mr R.K. Sharma, today ordered that the investigation into the multi-crore medicine scam in the PGIMS should be conducted by an officer not below the rank of Deputy Superintendent of police.

Rejecting the bail application of Jai Bhagwan, pharmacist at PHC, Chhara, and an accused in the alleged scam, the CJM said the present case was not of an ordinary nature which could be investigated by a lower rank investigation officer as a systematic scam of crores of rupees in the shape of the distribution of medicines in the PGIMS was going on and a thorough probe was required to be conducted.

The bail application of co-accused Ram Narain, a pharmacist in the PGIMS was also rejected by the CJM on August 13.

The main allegation against Ram Narain was that he was found in possession of medicines which were not meant for sale and were supposed to be distributed among the poor indoor patients of the PGIMS and civil hospital and other primary health centres. The carton-full of medicines was apprehended by the Drug Inspector, Mr Man Mohan Singh, from Ram Narain allegedly at bus stand.

He failed to satisfy the Drug Inspector regarding the possession of the medicines. The Drug Inspector informed the police and a case under Sections 379/411/420/409 of the IPC was registered against him on July 24. The medicines recovered from Ram Narain were reportedly from the same batch which was found in the central stores of the PGIMS.

The police after the interrogation of Ram Narain, raided the primary health centre at Chhara, where Jai Bhagwan was posted as pharmacist and seized the records. Drugs issued to the PHC on July 14 were not entered in the stock register. The verification of the stock registered showed that no medicine was available in the store of PHC whereas a good quantity of medicines was handed over to the pharmacist on July 14.

The CJM said a systematic scam was going on and medicines meant for poor patients were being sold in the open market.

Rejecting the bail application Mr Sharma said since the investigation was still at a very crucial stage, the accused might tamper with the evidence, likely to be collected against him.

The SSP Mr P.K. Aggarwal told TNS that he would hand over the investigation to a DSP as directed by the CJM. It is however, learnt that a Drug Inspector presently posted out of Rohtak was helping the accused.

Sadhus' dharna continues

ROHTAK, Aug 16 — Sadhus of Baba Mastnath Math at Asthal Bohar, near here, have been staging an indefinite dharna outside the office of the Vice-Chancellor of Maharshi Dayanand University, for the past two days in protest against the ban imposed on fresh admissions in the courses run by Baba Mastnath Educational Institution, by the university authorities.

The protesting sadhus alleged that the decision to ban fresh admission was illegal and improper and it was aimed to tarnish the name and reputation of the institution belonging to the Nath minority community. They said the dharna would continue till the ban was lifted.

The institution runs various professional and vocational courses, including BDS, BAMS, MBA, Pharmacy and BE. Some of these courses were started about two years back and the institution was affiliated to MDU. Earlier, the staff and the students had been staging demonstrations and taking out processions against the decision of the university.

The university authorities on other hand have been maintaining that the institution had not fulfilled the conditions required for running the various courses, and the university could not allow anyone to play with the career and future of the students. They have termed the agitation as baseless a "ploy" to spoil the academic atmosphere of the university.

Meanwhile, both sides have been blaming each other. The management of the institutions have case filed in the High Court challenging the appointment of the Vice-Chancellor.

HVP leader joins Congress

ROHTAK, Aug 16 — The Congress candidate from the Rohtak parliamentary constituency, Mr Bhupinder Singh Hooda's, election campaign got a boost when the Badli Assembly segment chief of the Haryana Vikas Party (HVP), Mr Risal Singh, joined the Congress, along with his supporters at a public meeting at Jhajjar last evening.

Mr Risal Singh, while expressing full faith in the leadership of Mr Hooda, asserted the Congress was the only option left for the people of Haryana, who had been denied of the required development so far. He accused Mr Bansi Lal of adopting anti-people policies and said his misrule had led to installation of Mr Chautala government in Haryana.

Earlier, addressing public meetings in several villages, including Khajpur, Babra, Rayya, Hassanpur, Kunjaiys, Fatehpur, Susheti, Kasni, Samaspur and Daklachandol, Mr Hooda said Mr Chautala had come to power through unfair means and such a government could not survive for long as the ‘vested interest of the people’ who came together to form the present government was likely to clash anytime. He said the Congress had been gaining popularity and was being viewed as the only party which could give a ‘clean and stable’ government.

He said his party would also oppose any move of other parties to use improper methods to affect the voters during the campaign. He said his party workers had fanned out in rural areas for a better coordination during the campaign. He said if his party came to power it would solve all outstanding problems like construction of the SYL canal and balanced development of the various parts of the state.

3 dengue deaths in Fatehabad

FATEHABAD, Aug 16 — Death of three young patients with symptoms of dengue during the past month has caused alarm among the town residents. These patients died due to a sharp decline in the platelet count in the blood samples — one of the dengue symptoms.

Neena Arora (22) a resident of the local model town was suffering from fever and admitted to the PGIMS, Rohtak, last month. She was diagnosed as having dengue as the platelets count in her blood sample had fallen sharply. She later died at the PGIMS.

Another patient Dimple (9), daughter of the District Bar Association President, Mr D.D. Verma, died last week after a brief illness. She was admitted to a private nursing home at Hisar where she too was diagnosed as having dengue as the doctors found a sharp decline in platelets count in her blood sample. The latest victim of the disease was a married woman Meenu (27) who was admitted to Saint Stephons Hospital, Delhi, with the same symptoms and a sharp decline in the platelets count she died there a day before yesterday.

The Deputy Commissioner, Mr V. Raja Sekhar when contacted said that the administration had directed the Health Department to create awareness among preventive measures to be taken during the days. He said the situation was under control and there was no case of 'Plasmodium falciparum in the district this month and the cases of Plasmodium vivax were also less than the preceding month, he said.

Meanwhile, a team of doctors from Fatehabad and Hisar visited Tamaspura village yesterday where a mysterious disease had killed four children during the past few days.

Retd teachers seek pension benefits

YAMUNANAGAR, Aug 16 — Haryana retired college teachers have sought pension benefits from April 1, 1995. Mr K.C. Thakur, President of the Haryana Retired College Teachers Association, said here today that gross injustice by the previous regime had been done to the retired college teacher by fixing May 11, 1998, as cut-off date for pension benefits instead of April 1, 1995, which was announced by the state government. The Governor had also confirmed this in his address on March 6, 1995, he added.

He stated that the university lecturers of Kurukshetra and Maharshi Dayanand University had been allowed pension benefits w.e.f. April 1, 1995. The affiliated colleges were governed by the University of Haryana academically and financially. He further said these colleges were constituent colleges of the university and their teachers could not be differentiated in the matter of granting pension benefits from the university lecturers.

Mr Thakur further stated that the government would not incur any financial burden on account of granting pension w.e.f. April 1, 1995. The beneficiary would return management share of provident fund with interest to the government in lieu of pension benefit.

He urged Mr Om Prakash Chautala to fulfil the promise of granting pension benefits w.e.f. April 1, 1995.

Petrol station attendant shot at

SONEPAT, Aug 16 — Vinod, an attendant of Batra petrol station, was injured when a car-borne youth fired shots at him and looted Rs 5,000 from him before escaping yesterday.

According to preliminary reports, the petrol station is situated on the GT Road near Ganaur Chowk, about 20 km from here.

The injured youth was rushed to a private hospital at Ganaur from where he was shifted to the Sonepat Civil Hospital.

On receipt of information, the police sealed the area. The police forces of UP and Delhi were also alerted. However, no arrest has been made in this connection so far.

Protest against kidnapping

CHANDIGARH, Aug 16 — Mr Tulsi Ram, President of the National Employees Association of the Blind, Mr Ajit Salani, President of the All- India Handicapped Association and Mr S S Shukla, general secretary of the National Handicapped Association, have protested against the kidnapping of Mr Sanjay Kumar Lamba, president of the Netraheen Jagriti Sangh, Haryana, who has been missing from Ambala since July 19.

Demanding the handing over of the case to the CBI, they said a rally would be held here on August 18 at Matka Chowk.

Haryana rejoinder on complaint

CHANDIGARH, Aug 16 — A spokesman of Haryana AIDS Control Society today denied the report circulated by a news agency, which appeared in a section of the press, that the state had not responded to the National Human Rights Commission on a complaint that the residents of Chochi village in Rohtak district were being ostracised.

The spokesman said that in fact, Haryana had already submitted its response to the commission on August 2. It was, therefore, wrong to say that Haryana had not responded.
