Gurdaspur GURDASPUR, Aug 16 Mrs Sukhbans Kaur Bhinder, former Congress minister filed her nomination papers here today as the Congress candidate for the Gurdaspur Lok Sabha constituency. Mr Pritam Singh Bhinder her husband, filed papers as the covering candidate. Prominent among those present on the occasion were Capt Amarinder Singh, president, Punjab Pradesh Congress Committees, Mr Santokh Singh Randhawa, former President of the PPCC, Mr Kewal Krishan Mr Raghunath Sahai Puri, Mr Pratap Singh Bajwa, Mr Lakhmeer Singh Randhawa, Mr Khushal Bahl and Mr Raman Bhalla, all former ministers and Mr Gurbachan Singh Babehali, former chairman of the Zila Parishad and chairman Milkfed. Later, while addressing a public meeting, Capt. Amarinder Singh said Mrs Bhinder was the first candidate of the Congress in the state to file her nomination today. He added that the Gurdaspur Lok Sabha constituency was also the first constituency in the state from where party's election campaign was being launched. The PPCC president claimed that the party was united at all levels and would put up a united fight against other parties. CPM candidate files papers SANGRUR: Mr Ajit Singh, CPM candidate for Sangrur parliamentary constituency field his nomiatnion papers on Monday. He is the joint candidate of the CPM, Congress, Punjabi Bhallai Party of Balwant Singh Ramoowalia and the CPI. Earlier, an election rally was organised and it was addressed among others by former Punjab Chief Minister Rajinder Kaur Bhattal, former Union Minister and president Punjabi Bhallai Party, Mr Ramoowalia, former CPM legislator Chand Singh Chopra and others. Mrs Bhattal criticised the Chief Minister, Mr Parkash Singh Badal and the AISAD president, Mr Gurcharan Singh Tohra and other Akali leaders for patronising the cult of terrorism in the past in the state. She also criticised the SAD-BJP alliance government led by Mr Badal for non-performance in all respects. Chaudhry, Kainth enter poll fray PHILLAUR: Mrs Santosh Chaudhry and Mr Satnam Singh Kainth filed their nomination papers for Phillaur parliamentary constituency on Monday as Congress and SAD-BJP-BSM candidates respectively. While quoting an example he said that a former Hoshiarpur MP was distributing back-dated cheques to the panchayats and other social organisations to appease the voters as he had failed to utilize his discretionary funds during his tenure as MP. Singh ZIRA (Ferozepore), Aug 16 Bhai Ranjit Singh, former Jathedar of Akal Takht has appealed to the Sikhs to cast their votes in favour of the candidates of the "united front" (UF) comprising the BSP and four other Akali factions, including the AISAD led by Mr Gurcharan Singh Tohra, if they wanted to protect old traditions and principles of the Panth. Addressing an election rally of the BSP nominee, Mr Mohan Singh Phallianwala, from the Ferozepore parliamentary seat, at Anaj Mandi here today, he asked the gathering to give full support to Mr Phallianwala. Bhai Ranjit Singh accused that the SAD (Badal) President and the Punjab Chief Minister, Mr Parkash Singh Badal had desecrated the post of the Jathedar of Akal Takht and added time will come when Mr Badal would go to Akal Takht and apologise for his "mistakes". The All-India Shiromani Akali Dal (AISAD) President, Mr Gurcharan Singh Tohra, criticised the functioning of the SAD-BJP government and accused that it had failed on all fronts. He alleged that during the Badal government rule nothing had been done to improve the economic condition of farmers and to get accepted long-pending demands of Punjab from the Vajpayee-led government at the Centre. Moreover, the Badal government had not initiated any action against those police officials who were responsible for fake police encounters during militancy. The election rally among

Tohra for pact with
like-minded parties BATALA, Aug 16 The Election campaign of Mr Bhupinder Singh Mann, common candidate of the BKU, the AISAD and the BSP started today with a big rally at the local grain market followed by a procession. The party office was also inaugurated by Mr Gurcharn Singh Tohra president, All-India Shiromani Akali Dal. Addressing the gathering at the grain market, Mr Tohra laid stress on removing corruption which had reached its peak in the Akali-BJP government. During his speech, he said the split in the Akali Dal was due to the fact that Mr Badal had gone back from the promise of providing a corruption free government to the people of Punjab. He said while in the SAD he was always keen on appointing Justice Sodhi as Lok Pal but Mr Badal opposed it fearing that it would expose him criticising the Badal government, he said the government was collecting money for fighting cases of those officers who were guilty of killing hundreds of youth in fake police encounters. He said that in the Lok Sabha his party would keep equidistance from the Congress and the BJP and would try to form an alliance with the third front and would work for a federal setup in the country. Controversy over voter strength FARIDKOT, Aug 16 The difference in the total number of voters in two lists one issued by the District Public Relations Department Authorities and the other by the District Returning Officer, Mr G.S. Grewal for the Lok Sabha elections has created a controversy in this politically important constituency where Mr Jagmeet Brar, Congress candidate, and the SAD candidate, Mr Sukhbir Badal, are engaged in a neck-and-neck fight. Official sources said the list for the Fridkot parliamentary constituency issued by the Public Relations Department showed that the total number of voters was 12,28,224 while that issued by the District Returning Officer put the figure at 12,24,731. Mr Jagmeet Brar alleged that the difference in the two lists issued by different government agencies showed that a large number of "fake" voters had been registered in the constituency. He said he had informed the Election Commission of India in this regard and hoped that it would take the necessary steps to hold a free and fair poll. Mr Grewal said the elections would be conducted in a free and fair manner. All arrangements in this regard had been made. There would be more than 1,300 polling booths in the constituency. Govts no to VCs decision
on exams CHANDIGARH, Aug 16 Taking a serious note of the letter written by the Vice-Chancellor of the Baba Farid University for Health Sciences that the supplementary examinations of students of medical and dental colleges should be conducted by universities with which they were earlier affiliated the Punjab Government has stated that such examinations, if conducted will be illegal. In a letter, the Secretary to the Punjab Government for Medical Education and Research has asked the Vice-Chancellor of the Baba Farid university to prepare the examination schedule for conducting the supplementary examinations and intimate about it to the state government immediately. Justifying the stand taken by the Punjab Government on the issue of conducting supplementary examinations, the Secretary has stated in his letter that all educational institutions and colleges imparting education in health sciences (medical and dental colleges) have been disaffiliated from their universities like Panjab University, Guru Nanak Dev University and Punjabi University with effect from July 1, 1999. A notification in this connection was issued on March 31 this year by the state government through the notification, all such colleges and institutions have been allowed to get affiliated with the Farid university. Same provision was made for new institutions concerned allowing them to apply for affiliation to the Farid university and not to any other university in the state. The Secretary has stated that as all such colleges and institutions stand disaffiliated from their former universities with effect from July 1, 1999, the conducting of supplementary examination by them violates the statutory notification issued on March 31 this year. Referring to the letter written by the Vice-Chancellor on July 26, 1999 mentioning that supplementary examinations shall be held by former universities, the Secretary has asked the Vice-Chancellor that in future prior advice or guidance of the government in such matters may be obtained. In fact, on the basis of the Baba Farid University's letter, Punjabi University issued a public notice on August-14 asking the students concerned of various dental colleges to submit their examination forms within 10 days through the Principals of their institutions. Showing extraordinary haste Punjabi University preponed the holding of such examinations. In public notice, the university has stated that the supplementary examination of BDS IInd year was scheduled to be held in November but it has been preponed to the first week of September. Punjabi University has not stated that what made it to prepone the supplementary examination. Informed sources said
there was a big scandal behind the conducting of such
supplementary examination. Only a high level inquiry
could dig out the facts. Sources said that the state
government should find out that how many seats have been
sanctioned for private medical and dental colleges and
how many students were actually passing out or studying
in such institutions. |
Complaint to EC against DIG AMRITSAR, Aug 16 The Punjab Pradesh Congress Committee has lodged a complaint against a DIG, SSP and other police officers of the state, who were allegedly working as 'poll managers' of the ruling SAD-BJP combine for the forthcoming Lok Sabha elections. Talking to the Press at the residence of Mr Om Parkash Soni, an Independent MLA, here today, Capt Amarinder Singh, President PPCC, said that he had also sent a communication to the Chief Election Commissioner to appoint special observers for the Faridkot Parliamentary constituency where Mr Sukhbir Singh Badal, son of Mr Parkash Singh Badal, was contesting elections as an Akali candidate. He alleged that the Chief Minister had been camping in Faridkot for the last so many days. The ruling party may use muscle power and money in the Faridkot constituency, he alleged. Mr Amarinder Singh said that Ms Sonia Gandhi, would address election rallies in different parts of the state. The PPCC had asked her to address the rallies in Faridkot, Amritsar, Gurdaspur and Patiala etc. Mr Amarinder Singh had come here to persuade Mr Om Parkash Soni, against his decision to contest the Amritsar Lok Sabha seat as a rebel candidate. Mr Amarinder Singh urged Mr Soni to support the official candidate, Mr R.L. Bhatia. The supporters of Mr Soni including office-bearers of the District Congress Committee, trade unions, doctors and people from all walks of life strongly opposed the candidature of Mr Bhatia in presence of Mr Amarinder Singh. They urged that Congress should allow Mr Soni to contest as an Independent candidate and after winning the seat he should be considered as Congress candidate. They alleged that Mr Bhatia would hardly visit his constituency after winning the election. Mr Amarinder Singh had a tough time to pacify the supporters of Mr Soni. The PPCC chief said need of an hour was to sink differences and support the official candidate. Mr Amarinder Singh also promised the supporters of Mr Soni to get him (Mr Soni) an Assembly ticket at the time of Assembly elections. Mr Soni's supporters would be duly accommodated in the Congress after the elections, he promised. Replying to a question, Mr Amarinder Singh said that the Congress would certainly gain due to split in the Shiromani Akali Dal. However, he said, he had apprehension that the Tohra Akali Dal might give 'hot' slogans to establish supremacy among the voters which could result in revival of terrorism. Meanwhile, Mr Mohinder Singh, son of Mr Kashmira Singh Patti, a former Chairman, Gurdwara Judicial Commission, made announcement about joining the Congress in presence of Mr Amarinder Singh. Earlier, while addressing the supporters of Mr Soni, Mr Amarinder Singh said that he had strongly recommended the name of Mr Soni for the Amritsar Lok Sabha ticket. However, it was the decision of the Congress high command to give ticket to Mr Bhatia. Mr Amarinder Singh said that he knew that Mr Soni was a popular leader. Mr Amarinder Singh claimed that there was no infighting in the Congress. All Congress leaders were working hard to give a crushing defeat to the SAD-BJP candidates in the forthcoming Lok Sabha elections, he claimed. However, Mr Soni told

contesting the elections after the meeting of his

MC barred from imposing penalty JALANDHAR, Aug 16 (UNI) Additional Civil Judge (Senior Division) S. C. Garg has barred the local municipal corporation from imposing any "penalty" or "composition fee" on the non-payment of octroi on goods brought to the city without the payment of octroi. The order has given relief to industrialists who had been feeling harassed ever since the corporation handed over the octroi collection to a private contractor in May. Additional Civil Judge in his order of August 10, attested copy of which was supplied to UNI here today, noted that the corporation had no right and authority to impose penalty or recover any composition fee on goods brought without the payment of octroi. The judge ordered the release of goods seized by the corporation on the payment of octroi by the alleged evader of the levy on goods brought by him to the city on July 19. Quoting the ruling of Mr Justice Ashok Bhan of the Punjab and Haryana and High Court in the Balwant Singh versus Commissioner, Jalandhar case, the judge said, "the municipal authorities are not authorised for any composition fee for the non-payment of octroi". In another case between messers Gesterner (India) Limited and the Ludhiana Municipal Corporation, Mr Justice G. S. Singhvi and Mr Justice S. S. Sudhalkar of the High Court had held that "the municipal corporation does not have any power to enforce any penalty on the person who is charged with the allegation for bringing goods without the payment of octroi," the order added. Truck driver Chhinda Singh, in his petition to the local court on July 21, has alleged that officials of the corporation illegally and unauthorisedly seized his city-bound truck before the octroi barrier on the Kapurthala-Jalandhar road on July 19 and imposed penalty on the goods loaded in the vehicle. He claimed that muncipal authorities had no power to impose the penalty which, he added, was in the domain of the court of a magistrate. He prayed to the court to restrain the municipal authorities from imposing the penalty. The corporation officials in their reply, however, alleged that the truck driver had crossed the octroi barrier without the payment of octroi but when checked by the octroi staff he failed to produce the octroi receipt. This, they added, amounted to evasion of the octroi. They claimed that the truck driver had admitted his guilt. While ordering the release of the goods on the payment of octroi, the judge said that the question of payment of composition fee or penalty shall be decided by the court after taking full of evidence of the contending parties. While corporation
commissioner was not available for comments, Additional
Commissioner H. L. Kumar declined to comment, saying he
was yet to go through the judgement. |
Lal Singh denies son's
involvement CHANDIGARH, Aug 16 Mr Lal Singh, Vice-President of the Punjab Pradesh Congress Committee and former minister, told newsmen here today that his son Mr Rajinder Singh was not involved in any incident of beating up of a Congress activist in Patiala district. He said allegations levelled against his son were politically motivated and work of his political opponent in Patiala district. He said while the incident took place on August 11, the matter was reported to the police the next day around 1 p.m. after a gap of about 30 hours. He said his political opponents conspired to get his son involved in a false case by lodging a false complaint against him. He said his son was prepared to face any inquiry into the incident. He also claimed that one
Mr Harminder Singh mentioned as eyewitness in the
complaint had given an affidavit that no incident of
beating up took place in his presence. Mr Harminder Singh
stated his name had been given as eyewitness in the
complaint due to some personal reasons by the
complainants. |
PU results today CHANDIGARH, Aug 16 The result of BA/ B.Sc first year (compartment candidates) and Bachelor of Physical Education, conducted by Panjab University in May this year will be declared tomorrow. In a statement issued here today, the Joint Controller of Examinations, Mr Ashok Raj Bhandari, has given the dates of declaration of results of various examinations held in May this year. The result of Bachelor of Laws (III semester) was declared on August 12, while those of M.Sc (home science) food and nutrition (IInd semester); M.Sc (home science) clothing and textiles (IInd semester); MA Part-I (fine arts) and MA Part-I (economics) were declared on August 13. The results of MA Part I and II, Music (instrumental) were declared here today. The copies of the result
gazettes will be available at the enquiry counter of the
university in New Enquiry Building, Panjab University,
for consultation by students on all working days during

Vajpayee is anti-Sikh, says Mann MALERKOTLA, Aug 16 Mr Simranjit Singh Mann, president, Shiromani Akali Dal (A) and a candidate of the third front for the Sangrur Lok Sabha constituency, lashed at Prime Minister Atal Behari Vajpayee saying he was anti-Sikh. He was talking to mediapersons at the residence of Chaudhry Mehardin executive member of Vishav Shiromani Akali Dal (Tohra) here yesterday. Taking note of Paramvir Chakras awarded to the Kargil martyrs by the Vajpayee government, Mr Mann said he was shocked to see that no Sikh soldier was awarded Paramvir Chakra despite the fact that 60 per cent of the Kargil martyrs were Sikhs. Vajpayee as opportunist and said
the BJP-led government at the Centre had committed
criminal negligence by not taking timely action to check
infiltration in the Kargil sector and the Dras sector. It
was only when the mid-term poll was announced that Mr
Vajpayee ordered Indian forces to proceed against the
intruders. He warned Pakistan not to interfere in the
Indian affairs. |
Chandumajra seeks Kanwaljit's
removal PATIALA, Aug 16 Mr Prem Singh Chandumajra, a candidate of the Sarb Hind Shiromani Akali Dal and former member of Parliament, today alleged that the state was bankrupt due to financial mismanagement by the Finance Minister, Capt Kanwaljit Singh. Demanding the resignation of the Finance Minister, Mr Chandumajra said the economy of the state was all set to crumble due to the "directionless" policies of Capt Kanwaljit Singh. He also alleged that the Finance Minister played with figures in order to get the budget scheme approved from the Centre. Mr Chandumajra said the state exchequer had been so severely hit by the wrong economic policies that the government did not have enough money to pay salaries and other perks to its employees. CPM leader lashes out at BJP FAZILKA, Aug 16 Mr Balwant Singh, Secretary of the Punjab unit of the CPM, while addressing a gathering of party workers here today, lashed out at the BJP and its allies at the Centre for their failure to provide employment to one crore unemployed youths and houses to 20 lakh families below the poverty line, as promised by them in the last election. He accused the BJP government of relegating the main issues to the background and instead conducting nuclear tests due to which relations with the neighbouring country got strained. He said the Kargil conflict was the result of ineffective policies of the BJP and its allies and described Mr George Fernandes as most incompetent Defence Minister India has ever had. He called upon the

Four-laning of highway sought PATIALA, Aug 16 The Indian Citizens Forum has urged the Punjab Government to start four-laning of the Chandigarh-Patiala highway in order to reduce the number of accidents. In a press note issued here today, Mr S.K. Nayar, President, and Mr Sunil Jain, Secretary of the forum, said an year had passed since the state government announced the project regarding the four-laning of the road, yet nothing concrete had been done in the direction. The note said the
government should give the project top priority as all
traffic from Chandigarh to Mansa, Bathinda, Hisar and
Ganganagar take this route. |
