Ambika aspirant for Hoshiarpur LS seat JALANDHAR, July 10 (UNI, PTI) Congress General Secretary Ambika Soni today confirmed that she was an aspirant for the party Lok Sabha ticket from Hoshiarpur. Replying to a question at a press conference here before leaving for Hoshiarpur to address a public rally, organised by the Youth Congress, she quipped, "Yes, I am one of the aspirants (for the party ticket) from Hoshiarpur". She, however, denied that the Indian Youth Congress' (IYC) countrywide campaign for mobilising relief material for despatch to Jammu and Kashmir for supply to those displaced by tension along the Line of Control was linked with party Lok Sabha campaign." "It (mobilisation of relief) is purely a humanitarian effort by the party and is not linked with the Congress campaign for Lok Sabha elections," she added. Asked if the Congress was satisfied with the handling of Kargil crisis by the Vajpayee government in view of the ongoing victory march by the Army, she said her party did not want to politicise the Kargil conflict but added, "We reserve our right to ask questions from the government at an appropriate forum". Reiterating the party demand for a Rajya Sabha session to discuss the Kargil issue, Mrs Soni said it was the appropriate forum to discuss government performance and hence the session must be convened by the Vajpayee Government. IYC President Munish Tewari, who was also present at the conference, said that they have decided to mobilise at least a truck load of relief material from each of the district units of the party for the displaced people in Jammu and Kashmir. Mrs Soni and Mr Tewari earlier flagged off 12 trucks loaded with relief material for Jammu and Kashmir from the city. Mr Tewari said 14 trucks packed with relief material had already been sent. However, Mr Tewari said the Punjab Youth Congress, which collected the relief material, had launched state-wide election campaign by organising district rallies. However, he denied the charge that rallies were being utilised to collect relief material. He said the 11th district rally was being held at Hoshiarpur today. He said completion of 23 rallies by as many district units of the PYC would culminate in the state-level rally at Jalandhar on August 21. This would mark the completion of the first phase of election campaign by the PYC, he added. Mr Tewari said that the second phase of the poll campaign lasting six weeks would culminate close to the actual polling. Meanwhile, the Indian Youth Congress today said it wanted Congress President Sonia Gandhi to include the issue of empowerment of youth in the party manifesto for the coming Lok Sabha elections. "Over 70 per cent of the electorate today belongs to the age group of 18-35 years thus making the youth the largest potent force in the country which alone can guarantee the onward march towards prosperity,"Mr Tewari told reporters here. He said the Youth
Congress would not demand any quota of tickets for the
Lok Sabha poll but would launch a major country-wide
campaign to drum up support for the Congress among the
youth. |
Fiscal management poor in state CHANDIGARH, July 10 Money management is a tricky business in any government given the inbuilt political compulsions and administrative laissez-faire in the system. Striking a mean between desirability and affordability is like walking on the razors edge. Financial discipline, therefore, becomes all the more difficult and complex when a crisis situation exists due to unavailability of revenue income while outflow remains unstoppable. The ideal situation would be to optimise the cost of governance by making public expenditure more effective and need-based. This is exactly what is not happening in Punjab where the dilemma is all the more deep. With the intended purpose to improve management of finances, a series of steps have been proposed, initiated and at the same time withdrawn, delayed or stayed due to several extraneous factors; politics of the ballot being the aim. Electoral exigencies eclipse other compulsions, hence, the SAD-BJP government finds difficult to retrace the "populist steps" or at least apply "correctives". So much so that even the "public funds" comprising primarily of the employees' general provident fund (GPF) (one can include even the small savings in the broader sense) has been targeted to meet expenses of even the "consolidated" fund; forget the "contingency" funds available for the present. Enquiries at different levels in the government reveal that slowly but surely there is a gnawing feeling among the employees who question the purpose the utility of contributing to the GPF if one would not be able to withdraw the same or make use of it when it is needed the most. The GPF is primarily a saving literally for the rainy day or for emergencies and family or social exigencies. When "telephonic instructions" are issued to the treasuries to "go slow", "delay" or "stay" payments of even the "public" funds (which in ways more than one no doubt give the government a breather) this is absolutely "illogical, illegal and unjustified" to quote an officer, who is concerned with the finances. This fund is not subject to voting by the legislature like the budgeted "consolidated" fund. It is more like an employee's bank account, where he "saves" money to meet expenses close to retirement or at the time of a crisis. It has nothing to do with allocation or budget. It is a scheme of the government which, of late, is being "misused". In Kashmir people were shy investing in the scheme. The very denial or delay
in payment to a person out of "public fund" is
a criminal act. Several complaints have been received
even by the Accountant-General, Punjab, from the
employees. Will the government ensure this
"saving" is not denied to an employee when
needed most? Since no reports of the CAG
Comptroller and Auditor General were placed before
the Punjab Vidhan Sabha in March, 1999, the Budget
session it is difficult to say how much amount is held in
the "public fund". But a source said this could
be in the vicinity of Rs 2,800 crore (both GPF and small
savings for which the Centre rewards the states as on
March 28,1998, GPF possibly could be nearly 50 per cent. |
Dry spell benefits cotton
crop LUDHIANA, July 10 While the prevailing dry spell in the region has proved to be a boon for cotton growers in the Malwa belt of Punjab and in the Sirsa belt of Haryana, it is having an adverse effect in the Muktsar-Malout belt where a large area was brought under the paddy crop for the first time this year. The wet and cloudy weather is detrimental to the cotton crop as the crop in threatened by various pests and the use of pesticides also becomes difficult in wet conditions. Dr Jaspinder Singh Kolar, Director of extension education of the Punjab Agriculture University, told TNS here today that reports from the cotton belt had revealed that the cotton crop was due benefitting from the dry spell. In the absence of rain the farmers in the Muktsar- Malout belt had to irrigate their paddy crop either with tubewells or with canal water. He said there was a brackish sub-soil water in the belt and layers of various salts accumulate in the paddy fields irrigated by tubewells. These salts affect the growth of paddy crop in the long run. However he said there was no report of any adverse affect on the paddy crop in the traditional paddy growing areas and in case the dry spell persisted for some more days then the paddy crop could come under stress in the traditional paddy growing areas. The prevailing dry spell has also put pressure on the power generation system in the Northern region. The entire transmission system is overloaded and there are reports of low capacity transformers having been burnt in hundreds in the past few days in the state due to overloading. The PSEB does not have an adequate number of such transformers in its inventory for quick replacement of transformers. The experts had predicted the arrival of monsoon a bit in advance than last year but it has been delayed. The Monsoon current had entered seven days in advance in Kerala this year. Both Punjab and Haryana have got scanty rainfall in the last few days. There was moderate rainfall only on July 3 and after this the dry spell has persisted in the entire region. However, some areas adjacent to Shivalik Hills in Punjab have received rainfall in the last few days Meteorology Department experts of the PAU said today that the monsoon was stuck up somewhere in Uttar Pradesh and its advance had been impeded due to very weak monsoon current. Rainfall witnessed in the last few days at scattered places was the result of a weak monsoon current. Experts maintained that shifting of the centre of the low pressure areas towards Shivalik foothills was by and large responsible for the weak monsoon current. At present Arabian monsoon current was prevailing in this part of the country but good rainfall in the entire region would be possible only after the confluence of Arabian and Bay of Bengal monsoon currents. Mainly monsoon approaches this region via Delhi and the Hisar belt. Monsoon current would gain momentum after the south easterly winds started blowing and people would have to wait for a few more days for this development. When asked about the
prevailing sultry weather the experts said the
temperature and moisture level both were high and
evaporation from water filled paddy fields had also
contributed to increase in the humidity level. |
DYFI seeks framing of youth
policy ROPAR, July 10 The Punjab unit of the Democratic Youth Federation of India (DYFI) yesterday demanded from the Central Government framing of a national youth policy to provide guaranteed free education to all, employment to youth and setting up of autonomous youth councils at the national, state, district and block levels. Addressing a press conference here today, Mr Sukhwinder Singh Sekhon, president of Punjab unit, said that even after the passage of more than 50 years of Independence, there was no national youth policy in the country to resolve the problems of youth. He said when a youth saw dark future, he tried to opt easy money making methods and sometimes indulged in anti-social and anti-national activities. Mr Sekhon, who was here to address the DYFI activists and present a memorandum to the Deputy Commissioner regarding their demands, also suggested that in the proposed autonomous councils, representatives of all youth organisations should be included to explain and solve the problems, being faced by the youths. The president demanded that ban on recruitment in government departments by the Punjab Government should immediately be lifted and efforts should be made to create new resources of employment in the state. He said that the right to education and employment should be included in the Fundamental Rights. He also demanded that
unemployed youths should be given loans up to Rs 5 lakh
without any security or guarantee under various
self-employment schemes. The DYFI had been demanding
unemployment allowance of Rs 1,000 per month for the
unemployed youth from the date they were registered with
employment exchanges. |
SGPC serves notice on Punjabi
Channel AMRITSAR, July 10 Even as the Punjabi World Channel stands closed, the Shiromani Gurdwara Parbandhak Committee has served a legal notice to Mr Kishore Motiani and Mr Yash Pal Kapur, Chairman and Director, Punjabi World Channel, respectively, for not fulfilling the conditions of an agreement signed between the channel and the SGPC for a period of six years on October 15 last year for airing shabad kirtan from the Golden Temple all over the world. Talking to TNS here today, the SGPC Secretary, Mr Kulwant Singh, said that the committee won't hand over the equipment of the Punjabi World Channel, including costly cameras, which were installed in the Golden Temple till the legal battle was over. He said the Punjabi World Channel and violated the agreement at various stages which had caused resentment among Sikh masses all over the world. The legal notice served by the SGPC advocate, Mr Balwant Singh Bedi reads, "You are not airing shabad kirtan as per terms. The channel was closed without any intimation. The SGPC came to know about this through a news item published in a leading paper only. The legal notice further reads, "It has come to our knowledge that one of your directors has already launched another Punjabi channel 'Lishkara'". It may be mentioned here that the agreement was signed between Justice Kuldip Singh (retd), Chairman, SGPC T. V. Committee, and Mr Kishore Motiani, Chairman, Punjabi World Channel, for six years as part of the tercentenary celebrations of the birth of Khalsa Panth. As per agreement, it was agreed that the channel would not be liable to pay any money to the SGPC before the completion of the one calendar year from telecast i.e. November 1, 1998. After one year, 10 per cent of the gross revenue generated during the second year of airing from programmes exclusively made available by the SGPC TV Channel Committee, such as kirtan from the Golden Temple will be paid to the SGPC. As much as 15 per cent and 20 per cent of revenue generated during the third and fourth year, respectively, would be made available to the SGPC TV Committee, respectively. However, the channel
stopped functioning in less than one year. Mr Kulwant
Singh said that the SGPC had received a number of letters
and telephones expressing concern over the closure of the
channel. He further said the channel had caused
resentment among Sikh masses when the kirtan, 'rehras'
and 'ardas' were not aired at appropriate time. |
Enteritis, jaundice cases on the
rise LUDHIANA, July 10 Notwithstanding the tall claims made by the district health authorities regarding checking the spread of water-borne diseases, gastro-enteritis and jaundice have broken out in a big way in this industrial town. As many as 359 suspected cases of gastro-enteritis have been confirmed officially by the district health authorities though unofficially the number is said to be quite high. A visit to the high risk localities has revealed that 30 to 40 cases of gastro-enteritis were being reported daily and at least 5 cases of jaundice were being reported per week. As many as 20 cases of gastro-enteritis were reported from the area falling within the jurisdiction of police division number 3 yesterday. Eight cases from Sundernagar and seven from the areas near Samrala road were also reported. The private medical practitioners say that among the worst-affected areas are New Shivpuri, Sundernagar, Basti Jodhewal, Kashmir Nagar, Tajpur Road, Daba road, Subash Nagar and Samrala road, The localities situated along the Budha Nala are also among the affected areas. The Civil Surgeon, Mrs Rajinder Kaur, said various measures had been taken by the officials concerned to curb gastro-enteritis. Water samples had been taken from various places and water used for making ice was also examined. She said that health officials were educating the masses about the preventive measures to be taken. The district Health Department had taken 124 water samples, out of which 16 samples were found to be unfit for drinking and results of 20 samples are still awaited. The department has also
collected samples of ice from various ice factories and
these have been sent for laboratory tests. The department
has also issued a notice to an ice factory for the poor
quality of ice manufactured there. |
3 minors freed from
illegal police custody RAMAN (BATHINDA), July 10 A case of police highhandedness came to light in this district, when Mr Som Nath Sharma a warrant officer appointed by the Punjab and Haryana High Court, raided the local police station and recovered three minors from illegal custody on July 7. After recovering the three minors, Mr Som Nath Sharma directed the SHO, Mr Major Singh and the ASI, Mr Darshan Singh, to appear in the court of Justice R.L. Anand on July 13 in this connection. Sources said the police picked up Vivek Kumar (15, Achint Kumar (17) and Kewal Krishan (17) on July 3 . They were allegedly meted out third degree torture in the police station. Mr Som Dutt, father of Vivek and Achint and uncle of Kewal Krishan, approached the Punjab and Haryana High Court on July 6 for justice. Justice R.L. Anand directed Mr Som Nath Sharma to take action in this regard. Sources said that Mr Sharma raided the police station on July 7 and recovered the three minors. Later, they were handed over to their guardians. Meanwhile, Mr Makhan Singh, Munshi, police station , Raman, when contacted, alleged that Mr Som Dutt and his sons and nephew enacted a drama to implicate the police officials into a false case. He claimed that the minors came only ten minutes before the warrant officer raided police station. He further said that
there was some dispute between the minors and some other
persons and the police had reportedly brought a
compromise between both the parties. He said the minors
had come to the police station to procure the copy of
that compromise. |
Badal has "lost"
credibility BATHINDA, July 10 Mr Surjan Singh Thekedar and Mr Sukhdev Singh Bhor, Senior Vice-President and General Secretary, respectively, the All-India Akali Dal, yesterday said in the coming Lok Sabha elections, no candidate of the SAD-BJP alliance would win. Addressing a joint press conference here, they pointed out that after lowering the dignity of the Akal Takht by removing its Jathedar Bhai Ranjit Singh the Chief Minister, Mr Parkash Singh Badal had lost credibility among the Punjabis, particularly among the Sikhs. They alleged that Mr Badal had succeeded in controlling the affairs of the Shiromani Gurdwara Parbandhak Committee (SGPC) and was now trying to bring the Akal Takht under his domain. They said the people of Punjab would reject Mr Badal for his anti-Panthic activities. They further alleged that Mr Badal had used SGPC funds for promoting his personal and political interests by inserting advertisements in newspapers. They said an electoral alliance had been reached between the All-India Akali Dal and the BSP and there was possibility of further alliances with the anti-BJP and the anti-Congress parties. They alleged that Mr Badal could not implement the election manifesto of the party. All sections of society were agitated over the functioning of the Punjab Government, they said adding that corruption was rampant in the state and lawlessness had touched new heights. Engg college may face closure BATHINDA, July 10 The local Giani Zail Singh College of Engineering and Technology is facing closure due to severe financial crisis. In the absence of any aid from the Punjab Government to overcome the financial crisis the college authorities have been paying salaries to the staff members from the students' fund for the last many months. Official sources said after exhausting the students' fund the college authorities had used Rs 10 lakh which was lying with them to pay compensation to those persons whose land was acquired for the college in 1989 for paying salaries to the staff members. Official sources said the college authorities had no money for paying salaries to the staff members next month while on the other hand all development activity in the college had also come to a standstill. The financial crisis which had gripped the college for the past one year had also been affecting the studies of the students adversely as they had to do their practicals in the laboratories without the necessary equipment. The students of textile, computer and electronic trade were most affected due to lack of required equipment in the laboratories. Dr Narinder Singh,

Man held for posing as IAF
official HOSHIARPUR, July 10 The police has arrested Karnail Singh Dhami on a charge of impersonating as an official of different organisations, including the Indian Air Force (IAF). A case has been registered against the impostor, the SSP Hoshiarpur, Mr R.P. Mittal, said in a press release today. Mr Mittal said Karnail Singh Dhami posed himself as Assistant Director of the International Social Security of India, Assistant Commandant of National Intelligence Force of IAF and the Assistant Director of the International Students Welfare Association. He got letterheads printed and stamps prepared of these organisations and used to write letters to government heads to get work done for various people, the SSP said. According to Mr Mittal the impostor wrote letters to Punjab Governor and State Director General of Police (DGP) in capacity of Assistant Director of the International Social Security of India in February this year, describing a suspended Constable Vivek Puri as a commendable police employee. The constable was arrested by the city police on a charge of theft of Rs 15,000 in November last year and a case was registered against him and he was placed under suspension. The SSP said the police called Karnail Singh Dhami for questioning in May this year. However, Dhami got photostat of the letter sent by the police to him and returned it with a request to postpone the inquiry. The letter was returned
in the capacity of National Intelligence Force of IAF,

Case against 2 for attacking
scribe BATHINDA, July 10 The city police has registered a case against advocate Devinder Singh Kohli and Bal Krishan, an employee of the local tehsil, for attacking Mr Basant Singh Agroia, press representative of Punjabi daily Chardi Kala. Police sources said both the accused attacked Mr Agroia on July 8 in the evening when he was sitting in his shop in the tehsil complex. After causing physical injuries, both the accused fled from the spot. Mr Agroia, who was admitted to the civil hospital immediately, suffered injuries on the forehead and arms. He is under treatment. The sources said the
accused were arrested after a case under Sections 323,
452 and 34 of the IPC was registered against them. The
accused were granted bail when they were produced before
the judicial magistrate. |
Servants bid to poison family LUDHIANA, July 10 Quick response by the Sarabha Nagar police saved the lives of four persons who were allegedly poisoned by a Nepali servant in the Agar Nagar locality last evening. Ramu, a Nepali servant, was employed in the house of a businessman, Mr Kishan Chand Dadu. The police said here today he mixed poison in the dinner served to the family last evening. While Mr Kishan Chand was watching television, other family members, including his wife, two daughters and a son were taken ill. Mr Rajesh Hastir, SHO of the Sarabha Nagar police station, immediately rushed to the house and transported the victims to the DMC Hospital. He also alerted the policemen to start a search for Ramu. The police said all Nepali friends of Ramu working in the neighbourhood were questioned about his whereabouts. A raid was also conducted at the rented room of Ramu. The police said an alert
had been sounded at the railway station and the bus stand
to locate Ramu. He was expected to be rounded up soon.
All Ramu's accomplices suspected to have been involved in
the conspiracy had been rounded up, according to the SSP,
Mr Kuldeep Singh. |
Boy electrocuted: two booked LUDHIANA, July 10 Following the death of a 10-year-old student Upinder Singh in a government school at Sunet locality due to electrocution, the Sarabha Nagar police here this morning registered a case against Ms Prem Tiwari and Ms Naseeb Kaur, headmistresses of Government Primary School and Government Secondary School, Sunet, respectively. Mr Kuldeep Singh, Senior Superintendent of Police, said that the school boundary wall had fallen a few days ago due to rain. A barbed wire was put in place of the boundary wall and the barbed wire was tied with an electric pole with a live wire. Upinder Singh while playing in the school touched the barbed wire and was electrocuted. The news of the death of
the student spread like wild fire and agitated residents
of the area held a demonstration in front of the school.
The police registered a case to save the situation from
turning violent. |
3 shot in attack on
farmhouse MOGA, July 10 A group of armed men yesterday went to a farmhouse in Wander village under Baghapurana police station in this district and allegedly shot dead three persons and inflicted serious bullet injuries on several others when they were busy watering their fields, according to reports reaching here early today. Those killed on the spot included Darshan Singh, his brother Roshan Singh and their father Nek Singh. One of their relatives Malkit Singh was seriously injured and was hospitalised where his condition was stated to be serious. According to reports the
armed men were about 12 in number. The Baghapurana police
has registered a case under Section 302, IPC and has sent
the bodies for post-mortem. The accused have absconded. A
dispute over landed property was stated to be reason
behind the crime. |
Form submission date extended AMRITSAR, July 10 Guru Nanak Dev University has extended the last date for submission of applications for admission to B. Tech/B. Architecture courses. As per the university order the last date for submitting the applications in July 21. According to Prof B.R.
Batra, coordinator, admission schedule for general
candidates with CET score 2801 to 4500 will be on August
7 at 10 am, with CET score from 4501 to 5200 on August 8
at 10 a.m. Similarly general candidates with CET rank

Power theft worth Rs 3.44 cr
detected LUDHIANA, July 10 The enforcement wing of the Punjab State Electricity Board today disconnected the supply of electricity to two steel manufacturing unit in the city after detecting power theft worth crores of rupees. A spokesman of the PSEB
said that they had detected the power theft of Rs 2.76
crore by one unit and theft worth Rs 68 lakh by the
other. It is learnt that the raid on the two units was
conducted by a team of officials from Patiala. |
Plea to remove encroachment
on TARN TARAN, July 10 The DPI (Colleges), Punjab, in a letter to the Deputy Commissioner, Amritsar, has appealed that 12 marlas in Rataul village were donated to the local SGAD Government College in 1966. The land is under
illegal occupation, says the college principal. In his
communication to the Deputy Commissioner, the principal
said that in 1981-82, the revenue record clearly showed
that the land belonged to the college. He alleged that in
1986-87 some employees of the Revenue Department had
tampered with the land records. The college has neither
sold nor gifted the land. The principal has demanded an
inquiry into the matter. |
Residents fume over frequent power
cuts LUDHIANA, July 10 There is a strong resentment among the local residents against the PSEB authorities due to prolonged power cuts in the city. People have complained that various localities were facing the power cuts and many areas in the city remained without power yesterday for about 3 to 7 hours. The power supply was disrupted in the Civil Lines area yesterday from 10 a.m. to 5 p.m., according to residents. likewise in the Haibowal area there was no power supply for many hours. Residents said the PSEB authorities should make the reasons of these power cuts public. So far, the residents said, the PSEB had not intimated them about the power cuts schedule. Along with the powers cuts low voltage has also caused inconvenience to people making it difficult for them to use electrical gadgets. However, no senior
official was available to give the official version.
Sources said the two new sub-stations with good capacity
which were set up here to improve the power transmission
had failed to improve the situation. |

Steps to contain ragging AMRITSAR, July 10 The Vice-Chancellor of the Guru Nanak Dev University, Dr H.S. Soch, has issued strict instructions to teachers to contain incidents of ragging in university and Regional Centre, Jalandhar campuses. Dr Soch said a board of control would be constituted. Its members senior teachers and students would be armed with punitive powers. For hostels, Dr Soch
said a committee comprising Dean Students Welfare,
Security Officer, Warden and senior students would be
constituted. Cultural programmes would also be organised

Tarn Taran boy tops in PMET AMRITSAR, July 10 Sunny Sandhu (Roll No 11035) of Tarn Taran (Amritsar district) topped in the Punjab medical entrance test 1999 (PMET) securing 691 marks out of 800 (86.3%), the result of which was declared here today by Guru Nanak Dev University. This test was conducted on July 4 in 27 centres set up in Amritsar, Jalandhar, Faridkot, Chandigarh, Ludhiana, Patiala, Bathinda, Abohar, Gurdaspur and Hoshiarpur, in which more than7,000 candidates appeared. Sunny Sandhu did his plus two (Medical) examination from Khalsa College, Amritsar. Prabhjot Kaur (Roll No.
22484) of Ludhiana bagged the second position securing
683 marks, while Abhishek Bansal (Roll No. 11251) of
Kabir Park, Amritsar, got the third spot getting 680

Screening of "Mann" stopped AMRITSAR, July 10 (PTI) A mob of nearly 300 Balmiki Sena activists today stormed a local cinema house screening the first show of Hindi film "Mann" in protest against a scene on Rishi Balmiki. The activists forced the cinema house owner to stop screening the film by demonstrating against a scene in which a woman artiste tells lead actor Aamir Khan "Daku Balmiki ko sadhu bante hue aaj dekha". The agitators alleged
that the scene had "cast aspersions" on Rishi
Balmiki and as such they would not allow the film to run
till the sequence was removed from the movie. |
