Punjab nurses' pay scale lowered

CHANDIGARH, May 31 — Was it really a typing mistake which has hit hard the staff nurses in Punjab?

This question has assumed significance as by describing it as a 'typing mistake" the Punjab Government has withdrawn the pay scale announced for them by the authorities concerned in May last year.

Upset over the pay scale withdrawal, the Punjab Nurses Association has given a call for a statewide agitation.

Dr G.S. Preet Director Health Services, Punjab, said the association had submitted a memorandum to him in this connection. "I would examine the issue at the department level for taking it up with the authorities concerned," he added.

The Punjab Government issued a notification on May 19, 1998 and vide letter number 7.1.97-FPI/7370, the staff nurses had been given a pay scale of Rs 5800-9200. But through memo number 7.1.97 FPI/1/1133 issued on February 4, 1999, the staff nurses were told that they had been given a pay scale of Rs 5000-8100.

When the Punjab Nurses Association approached the authorities concerned for clarification, it was told that due to a typing mistake they were given a pay scale of Rs 5800-9200 instead of Rs 5000-8100.

Mrs Jeevan Preet Kaur, president of the association, said the nurses had already got arrears on the basis of this pay scale and they had also paid the requisite income tax. Some senior nurses had got arrears to the tune of Rs 30,000 or so. But now the Government had started deducting Rs 3000 per month from their salaries to recover the arrears given on the basis of a pay scale of Rs 5800-9200.

Mrs Jeevan Preet Kaur said even some staff nurses had put their wards in good schools and had bought cars in view of the good pay scale given to them. But the decision of the government had come as a bolt from the blue, she added.

She said they had been seeking parity with junior engineers since 1986 and had gone to jails a few years ago when the government had denied parity to them with junior engineers. However, the last pay commission gave them parity with junior engineers and granted a pay scale of Rs 5800-9200.

Mrs Jeevan Preet Kaur said it was not a typing mistake but the acceptance of the demand of the association. The association would hold a state-level demonstration here on June 7 to protest against the withdrawal of the pay scale and to press the government to restore the pay scale. There are about 4,000 staff nurses in the state.Top


 

Surcharge on induction furnaces waived

CHANDIGARH, May 31 — The PSEB decided to do away with the proposed 17.5 per cent surcharge on existing induction furnace units in the state, it is learnt.

This is a major concession to the furnace units and the steel rolling mills, mainly concentrated in Ludhiana and Mandi Gobindgarh, said sources in the office of the Chief Minister.

The decision to impose a 17.5 per cent surcharge was taken by the board in June, 1995, on such induction furnace units that had a load of 1500 KVA and above. These units were to get power from 66 KV. The board gave an option; the existing units drawing power on 11 kv, were given 18 months to convert to 66 KV (last date was December 31, 1996) or to pay a surcharge of 17.5 per cent on the existing tariff.

The industry protested, deciding neither to opt for conversion nor to pay any surcharge. The government intervened and a committee was constituted represented by the industry, the board and the government.

After a series of meetings the committee submitted its report to the board in January with the following three suggestions:

1) The PSEB will not insist on enforcing the scheme and levy a 17.5 per cent surcharge for non-conversion by consumers as existing in June, 1995, and also to those consumers who were released connections at 11 KV with an undertaking to pay a 17.5 per cent surcharge after June 1995; 2) the surcharge already billed and the late payment surcharge already levied from January 1, 1997 be paid back. Wherever a consumer has deposited it, the same will be refunded through subsequent energy bills; and 3) all future connections above 1500 KVA/2250 KW shall be at 66 KV only. Where feasibility at 11 KV has already been given in view of their options given before March, 1997, the same need not be reviewed.

The board accepted the recommendations at its last meeting and decided to do away with the proposed 17.5 per cent surcharge. According to board sources, there are 137 induction furnace consumers in Patiala of whom 86 have contract demand of 1500 KVA and above. Around 10 have already switched over to the 66 KV system. A board source told TNS that the amount of 17.5 per cent surcharge and the late payment surcharge, which had already been billed effective January 1, 1997, onwards but not paid was approximately Rs 85 crore.

Sources in the Chief Minister's office said that the industry did not accept even the incentives and concessions the board was willing to extend for compliance. What finally clinched the issue was a meeting members from the public held on September 30, 1998, at Ludhiana. Those minutes were forwarded by Mr Lajpat Rai, MP from Ludhiana, to the PSEB, Chairman in January, making the board take this decision. Top


 

Cong behind SAD split : CM

MALOUT, May 31 — The Shiromani Akali Dal (SAD) chief and Punjab Chief Minister, Mr Parkash Singh Badal, said today that the Congress played a significant role in the split in the party and former SGPC President, Mr Gurcharan Singh Tohra, had entered into a "secret deal" with the Congress.

Addressing a gathering after laying the foundation stone of a cooperative sugar mill here, he said that Mr Tohra brought a split in the party on the directions of the Congress and to become Chief Minister of the state.

He alleged that Mr Tohra's lust for power had always harmed the interest of SAD and now his move to come into power by using provocative slogans and by playing into the hands of the Congress could bring black days in Punjab again.

He said Mr Tohra should made it clear that why he was trying to harm the interest of SAD if he had not entered into any deal with the Congress. He added that the Tohra's faction gained control of the Delhi Gurdwara Parbandhak Committee with the help of the Congress government.

Mr Badal alleged that Mr Tohra's intention towards him was always bad and when he went to the USA for treatment, Mr Tohra and his associates waited for his coffin in India. Mr Tohra also opposed the inauguration of tercentenary celebrations by Prime Minister, Atal Behari Vajpayee on the pretext that Mr Vajpayee was a Hindu.

Mr Badal claimed that he had offered Mr Tohra the chief ministership of Punjab and presidentship of the party but Mr Tohra declined and always authorised him to carry out the functions related with the tercentenary celebrations at Anandpur Sahib. By separating himself from the party's function at Anandpur Sahib, Mr Tohra had written a black chapter in the history of Sikhs.

He categorically said that the split in the SAD would not affect the party and it would emerge more stronger. The people would not support Mr Tohra's faction as they did not want black days back in Punjab. He said whenever any leader had gone away from the policies of the party, the people had always marginalised him.

The Union Industry Minister, Mr Sukhbir Singh Badal said the Congress had forced parliamentary elections on the people for their vested political interests.

He claimed that the Punjab Government had tackled the waterlogging problem in Muktsar district and initiated industrial development in the state.

He pointed out that most of members of the Congress Working Committee (CWC) were those persons who did not contest even municipal council elections. He wondered how such people would be able to run the country with Mrs Sonia Gandhi as their Prime Minister.

Others who spoke on the occasion included, Mr Ranjit Singh Brahmpura, Mr Janmeja Singh Sekhon (ministers), Mr Harnirpal Singh Kuku, Mr Manpreet Singh Badal and Mr Sujan Singh (all MLAs). The party welcomed the decision of Bhai Ranjit Singh to keep away from the meeting held by Tohra supporters at Alamgir in Ludhiana. He clarified that the issue of Khalistan would not be raised during the elections.

He said the recently formed front has decided to contest all 13 seats of the state and also of Chandigarh. He hoped that Jathedar Tohra and Bhai Jasbir Singh Khalsa will also join the front and they will give crushing defeat to Mr Badal and the Congress.

LUDHIANA: In a related development dissent in the state unit of the Janata Dal gained momentum with the senior vice-president, Mr Harish Khanna, and the vice-president, Sathi Sohan Lal, objecting to the announcement of a poll alliance of the Janata Dal with the Akali Dal (Amritsar), by the president, Janata Dal, Punjab, Mr Jagir Singh Ganesh.

In a joint statement issued to the press here today, by Mr Khanna and Sathi Sohan Lal, the two leaders have said that the decision taken by Mr Ganesh to join hands with Mr Mann was contrary to the objectives, policies and programmes of the Janata Dal as the party had "all along favoured joining hands with secular parties.

The leaders alleged that Mr Ganesh had taken this decision in his personal capacity and the state unit of the party had nothing to do with this.Top

PATIALA, May 31 — Ms Uma Bharti, Union Minister for Sports, Youth, Child and Women Welfare today said there was no difference of opinion regarding issues of national interest between the BJP, the Vishwa Hindu Parishad and the Rashtriya Swyam Sevak Sangh.

Talking to mediapersons at National Institute of Sports, Ms Bharti said worker of the three parties have approached her with a desire to fight the insurgents in Kargil.

Ms Bharti also lashed out at the Congress for projecting a "foreigner" as the Prime Minister of the country. She said it would be a "national shame" if the Congress succeeds in its design.

Ms Bharti alleged that unlike Sonia Gandhi other foreigners like Annie Beasant who led the Congress during a freedom struggle were treated as Indians because they contributed for the cause of the country.

UNI adds: "The BJP-led union government shall have no hesitation in granting special fund for the construction of Ram Janam bhoomi mandir at Ayodhya as it had done in the case of tercentenary celebrations of the Khalsa at Anandpur Sahib." said Ms Uma Bharti.

He said the Union Government was providing facilities for training and exposures to sportspersons at home and abroad on the recommendation of coaches selected for training the Indian probables for the 2000 Olympics.

Ms Bharti said that the union government had approved a long term planning programme for the next four years cycle to train sportspersons for the Asian and commonwealth games to be held in 2002.

The Union Government had substantially increased the quantum of special awards to Olympic medal winners. The gold medalists would be awarded Rs 15 lakh, the silver Rs 10 lakh and bronze Rs 7 lakh, she added.Top


 

Zira seeks CM's resignation

FEROZEPORE, May 31 — Akali MLA and a former Minister of State for Health and Jails, Punjab Mr Inderjeet Singh Zira demanded the resignation of Mr Parkash Singh Badal from Chief Ministership as he said the Panth had "dismissed" him from the post of President of the SAD.

Talking to The Tribune at the residence of the local Municipal Councillor Mr Kulbir Singh Sodhi, here today, he added that it was the Panth which offered him post of Chief Minister. Now, the panth had rejected him and he should quit the post of the CM if had (Mr Badal's) conscience he suggested.

Mr Zira said that the SAD would die in the hands of Mr Badal who along with his family members was harming the party due to vested interests. Lauding the role of Mr Gurcharan Singh Tohra he said that Mr Tohra had shown courage by saving the SAD.

On the functioning of the Badal government. Mr Zira who was a minister in that government till few months ago alleged that corruption had grown manifold under rule of this government creating new record of corruption compared to previous governments, including that of Beant Singh.

Mr Zira an associate of Mr Tohra, said that at present 11 MLAs had joined hands with Mr Tohra. Regarding remaining Akali MLAs he claimed that majority of them were also with Mr Tohra and they would come with him at an appropriate time.

On Mr Badal's statement that his "dismissal" was "meaningless". Mr Zira said, if it was so why Mr Badal was perturbed and organising the SAD's so-called general session at Amritsar on June 15.

Mr Zira said that term of the delegates ended automatically in February when the general session of the party was not convened by the then president of the SAD, Mr Badal.

Ridiculing Mr Badal's statement that Mr Tohra and his "coterie" had been hobnobbing with the Congress to bring the "black days" in Punjab, Mr Zira said that it was Mr Badal and none else who had been keeping relations with the Congress leaders, including Mr Sharad Pawar and Dr Manmohan Singh who were also invited by Mr Badal to participate in the tercentenary celebrations of the birth of the Khalsa at Sri Anandpur Sahib.

Mr Zira claimed that Mr Badal had assured to support the Congress nominee from the Patiala Lok Sabha seat if Congress ticket for the Faridkot Lok Sabha seat was not given to Mr Jagmeet Singh Brar.

Mr Badal had assured the Indian National Lok Dal president, Mr Om Parkash Chautala, to give canal water to Haryana if his party MPs voted in favour of the BJP-led government at the Centre at the time of confidence motion in Parliament.

He said that the Sikh Panth would not spare those, including Mr Badal who challenged supremacy of the Akal Takht.

Mr Zira denied that Akalis fight would pave the war, for the Congress to come into power in Punjab. But, he affirmed that the SAD-BJP combine would definitely receive a great setback in the coming elections.Top

This was stated by Dr Harbans Singh, former Head of the Department of Surgery, Medical College, Bikaner, in the session on "Continuing Medical Education" (CME) organised by Bathinda branch of Indian Medical Association (IMA) in association with Northern Chapter of Association of Surgeons of India recently.

He stressed that early removal of tumour from the breast and injection of anti-cancer drugs provided a good quality of life and good survival rate.

Dr Gurjeet Singh of DMC, Ludhiana, while giving a talk on Abdominal Trauma to about 140 doctors belonging to Haryana, Punjab, Chandigarh and Rajasthan, said before referring accident patients to the big hospitals, first aid treatment to maintain blood pressure should be done. Even certain surgeries can be done at the local station to enhance the rate of survival of the accident victim. He added that to motivate doctors to adopt such an attitude the relative should ensure them they were not harassed under the Consumer Protection Act (CPA).

Dr Ravinder Singh, Principal of the Medical College, Faridkot, said saving the life of a patient should be uppermost in the doctor’s mind and the patients must be treated honestly.

Dr A. Ghosh gave talk on the Acute Pancreatitis while Dr Sandeep Sharma delivered a talk on the hi-tech treatment of Ureteric Stone. Dr Kim Mammen, Head of Urology Department, CMC, Ludhiana, talked about the latest in enlarged prostate.

YC convener’s plea dismissed

CHANDIGARH, May 31 — The Punjab and Haryana High Court today dismissed in limine the plea of Mr Rabinder Singh Sohil, convener of the Punjab Youth Congress, challenging the authority of the Election Commission of India in splitting the election to the five seats of the council of states (Rajya Sabha) by issuing two separate election schedules though all the seats had fallen vacant on the same date. He had sought the quashing of the notifications dated March 9, and March 10, 1998.

The petitioner had earlier challenged the notifications in the high court but his plea was first rejected on the ground that election process had already started. In the Supreme Court, the plea was dismissed as having become infructuous as elections had already taken place by then and the election could only be challenged through an election petition. The petitioner contended that he had not challenged the election of any person but merely the authority of the Election Commission in splitting the election, which he contended, was to favour the ruling party in Punjab and to deprive the Congress of any seat.

The petitioner alleged that action of the Chief Election Commissioner, Mr M.S. Gill, was wholly illegal and partial and was aimed at favouring the ruling party which had majority in the state legislature.

The bench comprising Mr Justice H.S. Brar and Mr Justice V.M. Jain dismissed the writ petition.Top


 

Encroachments along Buddha nullah cleared

LUDHIANA, May 31 — The Ludhiana Municipal Corporation today came down heavily on those who had encroached on the Drainage Department land along the entire length of the Buddha nullah, falling in the Municipal Corporation limits of the city. As many as 500 jhuggis were demolished in the Subhash Nagar area near Daresi ground, it has rendered hundreds of people homeless.

This clean-up operation by the Municipal Corporation began a fortnight ago from near the Dairy Complex, Haibowal and has been moving upstream, with the entire 13 km long stretch falling in the MC limits being cleared of encroachments.

Sources reveal that the encroachments are being removed to broaden the Buddha nullah and for running a dragline for the desilting it. It is learnt that the Municipal Corporation wants to complete desilting before the onset of the monsoon when water from the nullah overflows and causes flood like situation in the low-lying areas along this rivulet, like in New Madhopuri, Shivpuri, New Shivpuri etc.

Already the Municipal Corporation is running five draglines at a cost of Rs 65 lakh at the Sutlej, Dairy Complex to city, Chand Cinema to Jalandhar by-pass and from Central Jail to Jalandhar by-pass.

When contacted, the Senior Town Planner of the Municipal Corporation, Mr Baldar Singh Brar said that after the broadening of the nullah, the MC planned to construct roads on both sides of the nullah, which would restrict not only the encroachments, but also improve traffic movement in the city.

A visit to Subhash Nagar revealed that the jhuggi-dwellers were raising a lot of hue and cry about demolitions. One of the jhuggi dwellers said that they had been staying here for the past 15 years and the NC authorities had taken them by surprise when they began the demolition.

"We had no prior information of the MC's decision to demolish our jhuggis and we were not given even sufficient time to collect our belongings," he said.

Another jhuggi dweller complained that although he was aware that the MC would demolish the jhuggis, it was to be limited only to the 20 feet area on both sides of the nullah." But the authorities have evacuated the entire area, where am I supposed to go and spend the night with my four children?" he said. However the authorities contend that they had already announced their decision of demolishing the jhuggis at the general house meeting of the Municipal Corporation and that it was unanimously endorsed by all Municipal Councillors. Mr Brar added that around 200 metres long stretch had been cleared of encroachments today. He said that the District Revenue Officer of tehsildar grade had given the demarcation for the broadening of the nullah and that anyone, be it the jhuggi dwellers or the factory owners, coming in between the already laid-out plan were being made to evacuate the land.Top

5 arrested for murdering two

The SSP, Mr Gaurav Yadav, said here today that the murder of Ranjit Singh, alias Rana, and Gurmail Singh took place on May 21. Ranjit Singh , Baldev Singh, Pritpal Singh, Jodh Parkash and Surmukh Singh were arrested on May 28.

Dal (Panthic) rules out merger

LUDHIANA, May 31 (PTI) — The Akali Dal (Panthic) will not merge with the newly formed Akali Dal led by Mr Gurcharan Singh Tohra, Bhai Jasbir Singh Rode, President of the party, said today.

He told PTI here that his party was ready to form a front with the Akali Dal (Amritsar), the Akali Dal (Democratic) and the Akali Dal led Mr Tohra to contest the Lok Sabha elections if Bhai Ranjit Singh so desired.

He said "all of us" were of the firm view that Bhai Ranjit Singh was the "real" Jathedar of Akal Takht.Top

BARNALA, May 31 — Doctors and paramedical staff of the local civil hospital, private doctors and members of the Indian Medical Association here wore black badges and staged a dharna today in the local civil hospital complex in a protest against the alleged victimisation of Dr Triloki Nath, Medical officer and specialist in the civil hospital at the hands of Punjab Health Minister and the police authorities

The call to observe today as a protest day evoked good response. Doctors flayed the Punjab Health Minister for ordering the transfer of Dr Triloki Nath and the police authorities for allegedly exerting undue pressure on Dr Triloki Nath to withdraw a defamation suit filed in a local court against a scribe Mr Tirath Dass Sindhwani.

Dr Triloki Nath told newsmen here today he filed a defamation suit when Tirath Dass Sindhwani did not refrain from a vilification campaign against Dr Triloki Nath in newspapers.

Dr Rajan Chopra, IMA, president in a memorandum to Punjab Chief Minister Parkash Singh Badal, sought state Chief Minister’s personal intervention and demanded the cancellation of transfer of Dr Triloki Nath.Top


 

2 held for illegal diesel sale

GURDASPUR, May 31 — The police today arrested Bishan Dass, a resident of Bamial and Balwinder Singh of Anial, for allegedly selling diesel on the black market.

According to Mr Varinder Kumar, SSP, the duo used to buy diesel on control price from the Malikpur petrol station near Pathankot and transport it to Bamial village where they sold it for a higher price.

The SSP said a tractor carrying 4,800 litres of diesel was impounded. A case has been registered.Top


 

89 police recruits pass out

HOSHIARPUR, May 31 — At the passing out parade Mr G.S. Aujla Inspector-General of Police Jalandhar Zone took the salute from 89 recruits of batch 216 General and batch 217 Intelligence at Police Recruits Training Centre Jahan Khelan 8 km from here today.

Speaking on the occasion Mr Aujla lauded the turn out of policemen. He impressed upon the jawans to be honest dedicated in their duty. He gave away prizes to trainees who achieved distinction in training. Balwinder Singh, 1333/GRP all round first and Batch 217 Paramjit Singh 276/INT all Round first (Musketry).

Mr Kamal Kumar commandant Police Recruits Training Centre Jahan Khelan said that these recruits had been trained in law subjects also. He said that a special course of one week was being conducted at the centre for head constables and constables to enable them to adjust with the changing scenario in the state.

An urarmed combat, motor-cycle show, band display and Bhangra were also staged.Top


 

Amarinder condemns case against Bhattal

Release Baba by June 4: samaj

LUDHIANA, May 31 — During a meeting of the Gurmat Sikh Sidhant Pracharak Sant Samaj held here at Gurudwara Sabzi Mandi today, Sikh sants gave an ultimatum to the Punjab Chief Minister, to secure the release of Sant Baba Darshan Singh of Dhakki Sahib, by June 4.

Prominent among those who attended the meeting were Sant Paramjit Singh, Secretary-General of the sant samaj, Bhai Jasbir Singh Rode, former Jathedar of Akal Takht, Sant Bhupinder Singh, Baba Sukhchain Singh, Major Singh Aboge.

They said that if the Baba was not released by June 4, they would meet the Governor on June 5 and lodge a complaint against the Badal government.

They would also take out a protest march on June 18 from Ludhiana to Chandigarh if the Baba was not released by them. The samaj appealed to the masses to join them in their struggle for securing the release of the Baba.Top
