Tribune News Service

CHANDIGARH, June 1 — Within hours of joining as Inspector General of Chandigarh Police, Mr S.K. Singh, today cancelled the transfer orders of 10 police personnel , including six Inspectors and three Station House Officers (SHOs).

The transfer orders for these 10 policemen had been issued in two batches on May 27 and May 31, respectively, by the officiating IGP, Mr Asad Farooqui raising quite a few eyebrows among official circles. Mr Farooqui had also reinstated two constables, who had been dismissed when caught by the previous IGP, Dr Kiran Bedi, while accepting bribe from truck drivers. This order is also under review, according to sources.

In the afternoon, Mr Singh said he would be reviewing the transfer orders issued in the past 11 days. Within the next hour, he decided to cancel the orders.

An official release stating the cancellation of the transfer orders said the officers “ will take back their original places of posting today, by 8 pm positively”. However, the orders to transfer Mr K.I.P. Singh from the airport security to economic offences wing (EOW), in place of suspended Inspector , P.K. Dhawan has not been cancelled. Same is true for the orders issued in respect of Mr Mani Ram Kadian, who replaced Mr K.I.P. Singh , in the airport security wing.

As per the new orders, Mr Nanha Ram Kadian will join back as SHO, Sector 34 from his posting as SHO , Mani Majra. Mr Om Prakash, who was replaced as SHO Mani Majra and posted to the VIP security, will go back to his original place of posting.

Mr Baljit Chadda, posted in the motor transport section will re-join duties as SHO police station, Sector 36. Mr J.S. Cheema, who had replaced Mr Chadda as SHO, police station, Sector 36, has been reverted as in charge of the CIA wing.

Mr Hardev Singh, who replaced Mr Nanha Ram as SHO, police station, Sector 34 will go back to the VIP security wing. Mr Prem Singh Malik, presently in the CIA wing, will re-join his old duties at the motor transport section.

Sub-Inspector Yashpal, who was transferred twice within a span of five days, will rejoin his duties as in charge of police post , railway station. On May 27, he was shifted from that place to police station, Sector 11. Yesterday, he was transferred from the Sector 11 police station to replace Mr Jarnail Singh as in charge of police post sector 24.

Mr Jarnail Singh, who was made additional SHO, police station, Sector 11, re-joins from where he was transferred yesterday. Sub-Inspector Ved Prakash, reinstated a few days ago and posted as in charge of police post, Inter-State Bus Terminus (ISBT) has been reverted to the lines.

Sub-Inspector Raghbir Singh, who was replaced by SI Ved Prakash as in charge of the ISBT police post, will join back at the same place.

Proper functioning of police stations, community policing, strengthening of beat system and surprise checks at police stations, were among the main points highlighted by Mr S.K. Singh, who took over as Inspector-General of Chandigarh Police this morning.

He was addressing a press conference this afternoon when he listed out his ideas of policing the city. “I will not tolerate any traffic chaos on the roads and you people will come to know how tough I am,” said Mr Singh while answering queries about his ideas on traffic and corruption in the force. Anything that is not within the framework of law will be taken care of, he added.

An IPS officer of the 1970 batch of the UT cadre, Mr Singh took over from Mr Asad Farooqui, who was handed over charge on May 18 after Dr Kiran Bedi was transferred suddenly.

Discussing community relations, Mr Singh said once a month DSP and SHO of area concerned will hold public meetings in each police station. The police has to instil a sense of fear among the bad elements, while friendly with the general public.

Emphasis will be to have courteous staff in police stations that behaves well with complainants and members of the public, he said while listing out that one of his priority will be properly functioning police stations.

Surprise checks that are very much part of police functioning will continue, said Mr Singh, when asked if the surprise checks during the morning hours started by the previous IGP, Dr Kiran Bedi, will continue.

The schemes for welfare of police staff , launched by the previous IGP will carry on, said Mr Singh, adding that we need to take care of the needs of the staff to lead them better.

Mr Singh refused to comment on the transfer of Dr Kiran Bedi.

Later he said, “I will review all schemes and projects launched by the previous IGP and all those projects that are worthy of carrying on will be continued.”

Earlier in the morning, Mr Singh was received at the police headquarters in Sector 9 by the three SSPs —Mr C.S.R. Reddy, Mr Asad Farooqui and Mr Ajay Kashyap. Also present were the two SPs, Mr Balbir Singh and Mr Baldev Singh. Back

Neelgai freed from captivity
By Varinder Singh
Tribune News Service

CHANDIGARH, June 1—After relishing the hospitality of the UT Wildlife Department for over two years, Neelu, a full-grown neelgai, reluctantly embraced the path to liberty as it was finally released by department officials in the Sukhna Choe forest area, near here, today.

The male animal was handed over to the UT Wildlife Department by the Society for Prevention of Cruelty against Animals (SPCA) after rescuing it from the clutches of a group of sadhus roaming in the city about two years ago, when it was aged about one year.

Since then it had been putting up along with half a dozen spotted deers in an enclosure adjoining the rest house of the department in the Nepli forest area. The species, which is normally shy by nature, is found in abundance in plain fields of the Shivalik foothills.

The animal had acquired the status of an added attraction for people, particularly children, visiting the rest house on weekdays for having a glimpse of the wildlife in the adjoining forest area. Interestingly, Neelu, had been depicting an unusual behaviour for quite some time as if on one hand it had been developing a sense of affinity towards human beings, it had started behaving in an unfriendly manner towards other inmates of the enclosure.

" While it would relish biscuits and other eatables offered by visitors, it would pounce upon fellow deers and even hit them with its horns and legs, sometimes even injuring the poor creatures seriously ", said Mr H. S. Sohal, the UT Chief Wildlife Warden. He said one of the main reasons behind the decision of the department to release the animal back into the forest was its increasing rowdyism and its tendency to dominate and harm other animals at the place. "The other factor which led us to the decision was that we did not have a female animal with which Neelu could make a pair," added Mr Sohal, saying that the animal was released into a largely plain area of Sukhna Choe forest area, known for having the animal in large numbers. "We decided against freeing it in the upper area of the Nepli forest where there are no neelgais. In all probability, the animal could not have been able to find a female companion there ," he added.

Even today, the furious behaviour of the animal was all pervasive when about a dozen officials of the department tried to load it into a trailer at Nepli . It struggled hard for over two hours with them as it was apparently not in a mood to leave its cosy and long-time abode. The officials had a tough time as it managed to set itself free after it was captured and entered the enclosure again. Consequently, the officials had to tranquilise the animal before it was loaded into the waiting tractor-trailer and was finally taken to the Sukhna Choe forest area. Even there, it was not ready to leave the company of human beings as for quite some time it kept roaming near the rest house in the forest, before it finally bid adieu to them and decided to adopt the road to freedom.Back

‘Issue I-cards to footpath vendors’
Tribune News Service

CHANDIGARH, June 1— Mr Satya Pal Jain, local member of the dissolved Lok Sabha, has urged the Chandigarh Administration to start issuing photo identity cards to footpath workers whose names appear in the survey conducted by the Administration a couple of months ago.

In a written statement, Mr Jain expressed his concern over the delay in issuing the cards. Mr Jain said that he met the Administrator, Lieut-Gen BKN Chhibber (retd), and the Adviser to the Administrator, Mrs Vineeta Rai, today and discussed the issue with them separately. He also submitted a detailed letter to Mrs Rai.

Mr Jain maintained that the Administrator’s Advisory Council at its meeting held in January this year had decided to issue these photo identity cards to all those whose names appeared in the survey conducted by the Administration. These vendors included shoe makers, paan-bidi sellers, tea-sellers, tandoorwallahs and bicycle, rickshaw and two-wheeler mechanics. The meeting was held under the chairmanship of the Administrator.

Mr Jain said that in spite of this decision, the officials of the Administration and the Chandigarh Municipal Corporation had been harassing footpath vendors, removing their belongings and imposing heavy fines on them, besides not releasing their goods for days together. In the absence of any job avenues in government departments, these vendors were engaged in self-employment and the Administration should encourage them rather than harass them, Mr Jain said.

He said the Administration should not go back on its commitment. Some vested interests, he said, were trying to sabotage the earlier decision of the council.”I shall be going to Delhi shortly and apprise the Home Minister, Mr L.K. Advani, of the whole affair,” he concluded.Back

DAV foundation day celebrated
Tribune News Service

CHANDIGARH, June 1—Over 500 principals, teachers and members of the Arya Samaj gathered to celebrate the foundation day of the DAV movement at DAV College, Sector 10, here today. The concept of DAV institutions as temples of learning was first conceived in 1885. The programme began by reciting of Vedic hymns by students of Hansraj Public School, Panchkula.

Speaking on the occasion, Mr GP Chopra, Senior Vice-President of the DAV College Managing Committee, traced the history of the DAV institutions. He said that after the death of Swami Dayanand Saraswati his disciples wanted to immortalise the Swami by building a temple. However, the deliberations among prominent Arya Samajists resulted in the setting up of the first DAV institution in Lahore in 1885.

Following this the movement of opening educational institutions gained momentum with the likes of Lala Lajpat Rai, Mahatma Hansraj and Gurudutt Vidyarthi joining hands to raise funds for the cause. However, the movement suffered a setback after the Partition because most of these institutions were left behind in Pakistan, he informed.

After the Partition, DAV Colleges, Jalandhar and Ambala, gained prominence. DAV College at Lahore was shifted to Ambala and that in Multan was re-established in Chandigarh. The first school at Lahore was shifted to Sector 8 in the city.

Mr Ravinder Talwar, Principal, DAV Senior Secondary School, Sector 8, after speaking on the movement of establishing educational institutions, informed the gathering that the samaj had over 700 institutions to its credit, established in India and abroad. These institutions comprised arts colleges, old-age homes, technical institutions, orphanages, schools for the handicapped and widow rehabilitation centres, besides educational institutions.

Mr Chopra presided over the function. He was given a memento at the function. Justice P.C. Pandit, Chairman of the local DAV institutions, Justice D.V. Sehgal, Prof M.M. Puri, Vice-Chancellor of Panjab University, and Mr R.C. Jeewan, Principal, DAV College, Sector 10, were also present on the occasion.Back

Controversy over residential plot
From Our Correspondent

ZIRAKPUR, June 1 — As many as 35 women residents of the local Akali Kaur Singh Colony today staged a dharna in protest against the construction being carried out by an NRI, Ms Gursharan Kaur, in the space left for a park in the colony.

The agitators were demanding the construction work to be stopped as the space was left for the park by the residents who have constructed their houses around it.

They alleged that woman had encroached upon their common land.

When contacted, Ms Gursharan Kaur, who is presently residing in Toronto (Canada), said that she had purchased a plot of 242 square yards in 1987 from Mr Surinder Shana, a property dealer.

The plot was registered in her name and demarcation was made. When she came back she learned about the encroachment upon her plot by some other residents about a couple of months ago.

She alleged that about half of the plot had been encroached upon by her neighbours. She contacted the revenue authorities.

“The authorities told me that there was no such plot in the revenue records and the dealer had misled her”, she alleged.

She occupied some space in the proposed park and started construction after getting it confirmed that in the revenue records there was no provision for the park, sources said.

After getting the stay order vacated from a court in Rajpura, Ms Gursharan Kaur started construction work which was again hindered by the petitioners.

Besides officials of the Revenue Department, Ms Gursharan Kaur was also assisted by the local police to keep the construction work on here today .The matter was settled on the directions of the Subdivisional Magistrate. Back

Demand to revise medal allowance
Tribune News Service

CHANDIGARH, June 1— The President's Police Gallantry Awardees Association of India, while demanding ex-serviceman status, has condemned the Union Home Ministry for not revising the monthly medal allowances of its members.

Addressing a press conference here today, the President of the association, Mr S.K. Madan, said though the ministry had hiked the monthly allowances of defence gallantry award winners, yet the corresponding increase in their cases had not been affected.

Alleging "stepmotherly" treatment to the central paramilitary forces, he threatened that association members would return the monthly allowances as a mark of protest if the ministry did not hike their allowances by June 30.

Commenting upon the situation in the Kargil and Dras areas of Jammu and Kashmir, Mr Madan wanted action against the local commanders and the intelligence agencies which had allowed the situation to come to such a pass.

The current situation was the result of the "complete" failure on the part of local commanders and the intelligence agencies, Mr D.S. Romana, another member of the association said, adding that action should be taken against those who had "failed" to protect the borders of the country.

They also recommended liberal monetary awards for the winners of the gallantry award to boost the morale of the soldiers.Back

Safe haven for drug users
From Our Correspondent

MULLANPUR-GARIBDASS, June 1 — The unchecked sale of drugs and the inability of the authorities in controlling the situation has created resentment among the local residents.

Mullanpur, about 5 km from the PGI, has become a safe haven for drug users and local chemists. A number of residents complained that though the administration was aware of the situation, no concrete action had been taken against the culprits.

the residents alleged that at least seven chemist shops were in this business. Mr Jaswant Lal, a local resident, said many chemists were selling the drugs without obtaining a prescription from a medical practitioner. This unchecked sale had become a cause of concern for the residents.

According to Mr Arvind Puri, a social activist, youths of the area were falling in the grip of this habit. Many customers were from Chandigarh and other nearby areas because of easy availability, he added.

Mr Sukhwinder Singh, the SHO of Mullanpur police station, confirmed the sale of drugs. A meeting was held with local chemists and they were told to stop these activities, he added.

According to police sources, the sale of drugs had come down in the past few days but the situation was still not under full control. It was difficult to check the sale as state drug control officials did not have communication with the local police, sources added.

Drug addicts mainly use deserted places like dry river beds and outer areas of the village. Local residents said the unchecked sale of drugs had led to social problems.

Mr Kamal Kishore, a local resident, said the addicted youths were also causing quarrels. Villagers feared that any further delay in putting strict checks in this matter could severely affect the next generation. Back
