Kargil crisis gives Bansi a
breather CHANDIGARH, June 1 The Kargil trouble in Kashmir which has fully engaged the attention of the Vajpayee Government at the Centre appears to have given another lease of life to the Bansi Lal Government. In fact , the political activity which began in Haryana within the Haryana Vikas Party (HVP) aimed at dislodging the Bansi Lal Government on the New Year's Day is now somewhat cooling in the absence from the political scene of some of the ministers/ members of the ruling party who had even taken an oath by putting "salt in a lota" in Haryana style to remove the Chief Minister from the seat of power. These four members of the HVP who had hidden themselves away from public view Mr Ram Saroop Rama, (Minister of State for Sports), Mrs Kanta Devi, (Minister of State for Ayurveda, and Labour and Employment,) Mr Jagdish Nayar, (Minister of State for Dairy Development and Architecture,) and Mr Ram Bhaj, (MLA and Chairman Haryana State Small Industries and Export Corporation) for the past few weeks have obviously not been available to the people who have elected them to the Vidhan Sabha to take up their cause for development and welfare of their respective constituency. One wonders what kind of public figures are they as they are concealing themselves despite reports in the press. News reports carried different versions. Some attributed their presence in Bangalore, some in Manali and some in houses of influential people nearby. Some reports suggested the role of Mr Attar Singh Saini, Minister of State for Public Relations, and some suggested the role of Mr Kanwal Singh, Minister of Development and Panchayat, in their reported "disappearance". Neither the disappeared ministers made their appearance nor the government said anything convincing about their whereabouts. However, it is learnt from their offices that they have been clearing the files from their hideouts without showing any sense of responsibility towards the posts they are holding. Mr Jagannath, Minister of Agriculture and a leader of the Backward Classes, has expressed concern about the four MLAs / ministers disappearance. He has expressed surprise that ruling party members and even ministers had gone underground. Mr Jagannath, who is a known aspirant for the post of Chief Minister is one such minister who has openly criticised the functioning of the Bansi Lal Government and has taken objection to non-posting of members of the Scheduled Castes/ Backward Classes from Haryana as Deputy Commissioners / Superintendents of Police in any of the 19 districts. However, he said, if anyone was appointed in a senior position in the district, he might be a member of SC/ BC from another state. In spite of this, he retains his seat in the ministry. This is despite the fact that the Chief Minister had earlier promptly dropped a number of ministers for their such activities/ views. They included Mr Narbir Singh, Dr Dharambir Yadav, Mrs Krishna Gahlawat, Mr Jaswant Singh Bawal and Mr Brij Mohan Singla. The Chief Minister has for some reason shown restraint in respect of Mr Jagannath. None of the dropped ministers has so far shown any signs of relenting despite reported and claimed feelers sent by ruling party member to them to get back to the fold. Although the two ruling parties the HVP and the BJP have together pulled on quite uncomfortably in the past three years, it is clear that Mr Bansi Lal has had more trouble from his own partymen rather than those of the BJP. The BJP ministers, though divided on the issue of support to the HVP, have somehow cooperated well at least officially with their ally because their reins of power were held by their Central leaders and not by themselves. They had under compulsion asked to continue, howsoever unwillingly. So far as the HVP is concerned, its own MLAs have been rising in protest against what they described as the "autocratic style of functioning of the Chief Minister which, had robbed them of their self-respect among themselves and among the electorate of their constituencies". It is surprising that the dissidents have always numbered 11 in their exercise to dislodge the Chief Minister from power. They somehow wanted to reach the magic figure of 12 being one-third of 36 (say 35 in the case of HVP) to escape action under the anti-defection law. This is in spite of the fact that the case regarding the "attachment" of two Samata Party members Mr Charan Dass Shorewala and Mr Vinod Kumar Marya - is still pending in the Punjab and Haryana High Court. Some experts say sticking to the figure 11 was unnecessary. These members, in fact, were afraid to take action. They could have perhaps taken shelter under the Supreme Court judgement (AIR 1996 Supreme Court 1060 G.Vishwanathan Vs The Speaker of Tamil Nadu Legislative Assembly) which said in a nutshell that an elected member will continue to be member of that political party by which he was set up as the candidate for election even if that party expels him. managing the crisis as well as getting ready to quit and
face fresh elections if the Central Parliamentary Board
of the BJP decides to withdraw support. It goes to his
credit that he has been available throughout to his
loyalists for advice. |
Decision on support to Bansi govt
soon ROHTAK, June 1 Haryana Bharatiya Janata Party Legislature Party Leader and Education Minister Ram Bilas Sharma has said the BJP high command will soon announce its decision on withdrawal of support to the Bansi Lal government. Talking to mediapersons after a district-level party rally at the historic Chaubisi "chabu tara" at Meham, 30 km from here, today, Mr Sharma said the central leaders would take a decision keeping in view the sentiments of state party leaders and workers. Asked as to when the uncertainty over the issue would come to and end, the BJP leader quipped: "Very soon". The Education Minister admitted that he had not been attending office at Chandigarh ever since he criticised the style of working of Chief Minister Bansi Lal last month. He discounted reports that there was division among state BJP leaders and legislators over the issue of withdrawal of support to the Bansi Lal government. Earlier, the BJP leaders, lambasted Congress President Sonia Gandhi and AIADMK General Secretary Jayalalitha for "forcing" a mid term poll on the country. The rally was addressed,

Secret talks between Ajay, BJP
ministers? BHIWANI, June 1 In political circles here importance is being given to a secret meeting between Mr Ajay Chautala, President, Yuva Indian National Lok Dal, and two Bhartiya Janata Party ministers in the Bansi Lal Cabinet and Mr Om Parkash Grover, president, Haryana BJP. According to sources, the meeting took place at Lohari Jatu village 11 km from here. Besides Mr Grover and two BJP ministers, a senior BJP leader was present at the meeting. Sources say BJP leaders who had come to Bhiwani on the evening of May 30 to address a public meeting of the party received a message from the central leadership after which they planned to meet Mr Ajay Chautala at Sirsa. In the meantime, BJP leaders were informed that the latter was on a five day tour of the Bhwani Khera tehsil. It was then decided to meet him at Lohari Jatu at a distant of 11 km from Bhiwani. The BJP ministers reached the venue of the meeting along with Mr Ajay Chautala in a car. Their gunmen and drivers were not taken into confidence. Although details of what
transpired between the Lok Dal leader and the BJP leaders
could not be ascertained, according to the sources,
various matters were discussed and it was learnt that the
central leadership wanted to end "uncertainty in
Haryana." |

The District Police Chief, Mr Lok Ray said here that the informers names and addresses would be kept secret. He said that the prisoners were involved in dacoity and murder. He said that the government had declared Rs 50,000 reward on the undertrial prisoner and a proclaimed offender Phoola, of Dadola, village in Panipat district, Haryana while Rs 10,000 reward on Prahlad of Bhainswal village under Thana Shamli, Uttar Pradesh, Vinod Kumar of Garhi Ram Kaur village under Thana Kenthla, District Muzaffar Nagar, Uttar Pradesh, Nakli alias Chhotu of Paar Panchali village under Thana Purkazi, Uttar Pradesh, Appu alias Vikram of Hamampur under Thana Natota, Uttar Pradesh, Ali Husain, a resident of Arida, District Siddharthpur, Uttar Pardesh, Ram Niwas of Machhrauli village, district Panipat, Haryana, Ramesh, a resident of Darar under Thana Bhawan, Uttar Pradesh and Sabira alias Bhim of Balhera village under Thana Gharaunda, Karnal district Haryana. Mr Roy said that Prahlad was involved in three cases, Vinod and Pappu in five cases each, Nakli in six cases, Ali Husain in two cases and F.M Niwas in seven cases of theft and dacoity whereas Ramesh was involved in a murder case and Phoola in 27 criminal cases of theft, dacoity and murder. Sabira had been arrested recently, he added. Mr Roy said these offenders committed state-level crimes such as getting lift in loaded trucks running on G.T. road and then murdering the truck drivers either by pushing them from the running truck or tying them with the trees and selling the loaded goods after escaping with the loaded truck as booty. He added that the above
said nine prisoners also beat up other undertrial
prisoners with small iron rods before escaping from the
bus by smashing windowpanes and iron nets of the bus. In
this connection, case was registered against the police
employees on duty for alleged negligence. They were
arrested and later suspended, he added. |
Former minister granted bail GURGAON, June 1 The Chief Judicial Magistrate (CJM) granted bail to the former PWD Minister of Haryana, Dr Dharamveer Yadav, today. Dr Yadav had surrendered before the CJM and applied for a bail following the dismissal of his anticipatory bail application by the Punjab and Haryana High Court in a criminal case registered against him on March 19. The CJM granted bail to Dr Yadav on a personal bond of Rs 20,000. Dr Yadav was booked by the Haryana police under Sections 341, 323 and 506 of the Indian Penal Code on March 19 on a complaint by Mrs Saraswati Yadav. In her complaint to the Gurgaon Deputy Inspector-General of Police, she had alleged that Dr Yadav had slapped her and her husband, Mr Rajender Singh, and threatened them. Dr Yadav was an active player in the two bids to topple the state government made by HVP dissidents during the past six months. He was expelled from the Council of Ministers after he accused the Chief Minister of high handedness. Earlier, dismissing the
anticipatory bail plea of Dr,Dharamveer, the Punjab and
Haryana High Court directed that the petitioner,
"may surrender before the CJM, Gurgaon, and apply
for a regular bail." |
Incinerators are a burning issue PANIPAT, June 1 Improper disposal of hospital waste is creating pollution adversely affecting the health of patients getting treatment in various private nursing homes and hospitals. Used syringes, needles, empty vials and blood stained bandages are lying in the open and can be seen at the rear of these hospitals. This waste is required to be treated and disposed of in an incinerator at a minimum required temperature. Other-wise forced inhalation of poisonous gases emanating from this waste material can lead to various diseases. The local civil hospital is the only government hospital in the state having the facility of a disposal of waste. Sources pointed out that of the eight incinerator units in the state, only one is in working condition in the local civil hospital. Other incinerator units at Sonepat, Karnal, Panchkula, Sirsa and three other places are not in the working order. The district
administration and the pollution control authorities
should take appropriate measures to dispose of the waste. |
Man sets afire brother KAITHAL, June 1 A man set afire his brother by sprinkling kerosene on him at Balu village under Kalayat police station on Saturday. According to a delayed report received here today Dalbir Singh stated before the Judicial Magistrate that when he was smoking his brother Sube Singh came near him and sprinkled kerosene on him and set him afire. After hearing his cries, two persons Krishan and Ajmer tried to douse the fire. He also stated that Sube Singh, who was his step-brother, was cultivating four acres of land which was owned by him (Dalbir Singh). His brother was annoyed with him as he had asked him to vacate the land, as he wanted to give it on lease to some one else, to augment his sources of income. After the incident the
victim was admitted to the civil hospital here and
subsequently shifted to the PGI, Chandigarh. The police
has registered a case under Section 307, IPC, against the
accused. |
10-year term for five HISAR, June 1 (PTI) A local court has sentenced five persons to 10 years' imprisonment and a fine of Rs 1 lakh each in two separate cases under the NDPS Act. They will further undergo two years' imprisonment if the fail to pay the fine. Hisar Additional District and Sessions Judge D S Rawat awarded 10 years' imprisonment and a fine of Rs 1 lakh each to three brothers Harbans, Makhan Singh, Dalip and their relative Baga Singh of Jabia Khera village. They were arrested by the police, while carrying 40 kg of poppy husk on scooters three years back. In another case, Angarej Singh, a resident of Ladhuwas, village was sentenced to 10 years' imprisonment and fined Rs 1 lakh. Angarej Singh was
convicted in a case registered in April, 1997. He was
caught carrying 10 kg of poppy husk. |
Undertrial commits suicide ROHTAK, June 1 Desraj Sehgal, an undertrial, allegedly committed suicide by jumping from the jail tower today. He sustained multiple injuries in the incident and was admitted to the Postgraduate Institute of Medical Sciences by the jail authorities where he succumbed to his injuries. Desraj, a jeweller on the Railway Road here, had allegedly fired at his son, Subhash, from his licensed revolver at his shop last week. Later, he fired on himself. However, both of them survived. The police had
registered a case under Sections 452 and 307 of the IPC
against the accused. |
Water-borne ailments on rise FARIDABAD, June 1 Water- borne diseases in this industrial city are on the rise. More than 30 per cent patients coming to clinics of doctors are found to be suffering either dysentery, diarrhoea, typhoid or cholera. Dr Vinod Kaul, a USA-trained microbiologist who runs a laboratory in Sector 14 here, said he had found vibrio cholerae, salmonella typhimurium, salmonella typhi, shigella dysenteriae and E. Coli bacteria in the water supplied to the people through civic bodys tubewells. These bacteria had also been isolated by him from the blood samples of patients referred to him by other doctors. Dr Kaul said the situation had arisen because tubewell water was not being properly treated before being supplied to the people. He recommended installation of water filters by the people. Dr Kaul said the doctors should not prescribe any antibiotic to a patient without determining which bacteria had caused the disease. This would eliminate the risk of incidence of multiple drug resistance bacteria. He appealed to the civic
body to take urgent steps to treat tubewell water because
the situation could become worse during the coming
monsoon season. |
MDU results: girls outshine boys ROHTAK, June 1 Girls have topped BA/B.Sc/B.Com part-I of the undergraduate courses of the Maharshi Dayanand University this year. According to the results declared by university today, Kiran Kumari, Rashmi and Pooja secured first position in BA, B.Sc and B.Com courses, respectively. While Kiran Kumari, a student of AMM College, Bhiwani got 333 marks out of 400 in BA, Rashmi secured 437 out of 500 in B.Sc and Pooja got 482 out of 600 in B.Com. Rashmi and Pooja are students of Agarwal College, Ballabgarh and Hindu Girls College, Sonepat, respectively. As many as 30,142 (BA)
2901 (B.Sc) and 6202 (B.Com) candidates appeared in these
exams respectively. The pass percentage has been 55.98
(BA-I) and 56.29 (B.Sc-I). |
BKU activists block road HISAR, June 1 Activists of the Bhartiya Kisan Union (BKU) blocked the Jind-Bhiwani road today near village Khanda under the Narnaund police station in Hansi sub-division. They were demanding immediate and unconditional release of Mr Ghasi Ram Nain, state president of the BKU and free power to the farmers. Senior officers along with the police rushed to the site. The road blockade badly affected traffic between Jind-Kaithal, Jind-Chandigarh and Jind-Karnal. Haryana Roadways buses to these towns were routed through Dhatrath and Alewa villages, causing inconvenience to passengers. The BKU activists allege that a false case has been registered against Mr Nain. It may recalled that the police had registered a case under Sections 124-A and 506 of the IPC against Mr Nain and arrested him a few days ago. The workers threatened
to intensify their agitation on the issue. |
Surprise visit by Bansi Lal BHIWANI, June 1 Chief Minister Bansi Lal paid a surprise visit here yesterday to Dadri Gate, Ghantaghar, Krishna colony, Railway station, Hanuman Dhani and Auto market areas. He expressed concern over the slow pace of development works and directed the officers concerned to intensify the pace. He said if the sanctioned amount had been spent and the work was still incomplete requisite sum would be provided so as to complete the work. He directed the officers to complete those main and approach roads which were still under maintenance. The Chief Minister also took strong notice of the "apathetic" attitude of the Municipal Council. He observed that several manholes were uncovered on roads which could cause accidents. He announced a sum of Rs 40 lakh for the repair of old gutter drains and construction of new ones. The Chief Minister also
inspected the newly-constructed VIP lounge at the airport
here and expressed satisfaction over the development
works. |

4 killed in road mishaps FARIDABAD, June 1 Four persons were killed and five injured in different road accidents here during the past 48 hours, according to late information received here. Two persons were killed and three injured when a truck carrying them collided with a tanker near Prithla village, about 15 km from here. In the second incident, a woman was injured and her 12-year-old daughter Nageena was killed, when a oil tanker hit them while they were crossing a road near Sector 17 here. In another accident,
Kaushal Kumar, a resident of Delhi, was killed and two
persons were injured when the car in which they were
going to Mathura collided with a vehicle parked on the
roadside near Ballabgarh. |
