Haryana
could make 250 crore per year CHANDIGARH, June 9 How much revenue could the cash-starved Haryana Government earn from mines and quarries per annum? According to one estimate, the state could make nearly Rs 250 crore per annum if the mines and quarries are put to auction instead of being allotted as per the political and bureaucratic covenience. This estimate has been made by the family of an HVP MLA, Mrs Krishna Gahlawat, who was sacked from the Bansi Lal ministry in March last for allegedly being involved in dissident activities.The Gahlawat family should know what they are saying because it had been in the mining business for the past several years. The family has made the estimate in separate notices sent to the Commissioner and Secretary, Mines, Haryana, and the Director, Mines. In one of the notices given by Messers Balwan Singh and Company owned by Mr Balwan Singh, husband of Mrs Gehlawat, the company claimed that it had offered Rs 12 lakh per year for a mine in Thethar village of Gurgaon district for road metal and masonary stone. The company had held the lease of the mine from August 10, 1996, to March 31, 1999. Earlier the company was paying Rs 9 lakh per year. Similarly, Messrs Mackenna's Minerals and Equipments, owned by Mr Sameer Gehlawat, and Messrs Mega Ex, owned by Mr Narinder Gahlawat, have offered Rs 1 crore per annum for the mining rights in certain villages of Gurgaon district. A Punjab and Haryana High Court advocate, Mr Mohan Jain, who had been actively involved with the HVP dissidents, alleged in the notices that his clients were not given the mining rights "at the instance of the Chief Minister, Mr Bansi Lal, to favour his close associates and political near and dears and that too, at a very less rate." He said the offer made by his clients was the best. Quoting a Supreme Court
verdict the notices said: "Where the government is
dealing with the public, whether by way of giving jobs or
entering into contracts or issuing quotas or licences or
granting other forms of largesse, the government cannot
act arbitrarily at its sweet will... but its action must
be in conformity with standard or norms which is not
arbitrary, irrational or irrelevant... if the government
departs from such standard or norm in any particular case
or cases, the action of the government would be liable to
be struck down." |
Recovery
from salaries stayed CHANDIGARH, June 9 A Vacation Bench of the Punjab and Haryana High Court comprising Mr Justice H.S. Bedi and Mr Justice J.S. Khehar today stayed the recovery of salaries from Ms Sudarshan Kumari a JBT Government school teacher of Ambala district, who was allegedly erroneously given a JST Grade as per the impugned order passed by the District Primary Education Officer, Ambala. The Bench also issued notice of motion to the State of Haryana and others. Many JBT teachers earlier filed writ petitions for grant of higher grade because they had acquired higher, qualifications. Petitioner had also filed writ petition claiming higher scale on acquiring higher qualification of B.A.-I or wef date of her joining the service on ad hoc basis and their services were regularised later on. When the orders of the High Court were not implemented,a contempt petition was filed and the Director Primary, Education, Haryana, issued orders for the grant of JST Grade to the petitioners including the present petitioner, either from the date of acquiring higher qualification or from date of adhoc appointment followed by regularisation. The petitioner was declared not entitled to the grade on the basis of some difference found in her case, than others and the impugned order was passed. It was contended by the council that factually the petitioner had been granted higher grade on scrutiny of her service record and she had not made any misstatement of facts, and even otherwise, the petitioner has become entitled to receive the grade. She was not given any opportunity before passing the impugned order. Notice to DGP CHANDIGARH, June 9 Mr Justice Amar Datt of the Punjab and Haryana High Court today issued notice to the Director General Police, Punjab, Inspector General Police and the SSP of Amritsar, SP Majitha and two private respondents for June 18 on a criminal misc petition filed by Mr Dalip Kumar Seth, a resident of Mall Road, Amritsar and a builder. The petitioner sought a direction for registering a case against Mr S.S. Brar, S.P. Police now at Majitha under the Prevention of Corruption Act and the penal code for allegedly misusing his official position and for illegally summoning the petitioner and wrongfully confining him at the instance of private persons. The petitioners stated that some of the transactions of immoveable property were done by him at the instance of the private respondents Mr Manmohan Mehra and Mr Bajrang Lal, also residents of Amritsar. They suffered losses in the deals which the respondents wanted to make good from the petitioner by using illegal means, though he owed nothing to private respondents. It was alleged that since December 1998, the petitioner has been summoned by Mr S.S. Brar S.P. City II, Amritsar, now at Majitha and wrongfully confined. The petitioner apprehended tha the respondents may hatch some conspiracy and involve him in some criminal case. He had sent also telegrams to the DGP, Punjab, and other higher authorities in this regard. The petitioner submitted
that his life and property was under threat. |

against HVP baseless CHANDIGARH, June 9 The Haryana Vikas Party general secretary, Mr Rajeev Jain today termed the allegations by the Education minister, Mr Ram Bilas Sharma, in a section of the press today that the HVP was trying to divide the BJP as "totally baseless". Mr Jain said that the HVP president, Mr Bansi Lal, never interfered in the internal affairs of the BJP. There was no question of dividing the BJP at the behest of any leader. On the contrary, Mr Jain
said Mr Sharma had been trying to create a wedge between
the HVP legislators for the past one year and he had also
resorted to making comments publicly on the internal
affairs of the HVP. |
Bansi Lal
draws flak on Cabinet expansion CHANDIGARH, June 9 Mr Bhupinder Singh Hooda, President, Haryana Pradesh Congress (I) Committee, has assailed the Chief Minister, Mr Bansi Lal, for putting extra burden on the state's exchequer by expanding the Cabinet at a time when the country was faced with a war-like situation in the Kargil sector of Kashmir and the state was already facing a resource crunch. Mr Hooda in a statement, said the induction of Dr Dharmabir Yadav in the Cabinet was nothing but an abuse of the democracy. A person who was sacked from the Cabinet some months ago on charges of corruption had been reinducted although the charges of corruption levelled against him by none other than the three Haryana ministers and two general scretaries of the ruling Haryana Vikas Party still remained to be withdrawn. Similarly, the induction of Mr Ram Bhaj also was an attempt at containing the simmering voice of dissidence and revolt within the ranks of the HVP to save the three-year-old government from an imminent fall, especially due to the ambivalent attitude of the alliance partner, the BJP, threatening to withdraw support from it, Mr Hooda observed. He demanded from Mr Bansi Lal a clarification vis-a-vis the charges of corruption levelled against Dr Yadav at the time of his sacking and the counter-charges of dictatorial functioning and bias for a particular district against him (Mr Bansi Lal) levelled by Dr Yadav. A spokesman of the Haryana Youth Congress, Mr Lovekesh Kaushal, also criticised Mr Bansi Lal for unnecessarily burdening the state exchequer to save his chief ministership. Mr Hooda said the
farmers of Haryana should know how Mr Badal had been
instrumental in blocking the flow of river waters in
Haryna fields, allocated to us by the Eradi Tribunal
under the Rajiv Gandhi-Longowal accord. |

official's remarks flayed HISAR, June 8 The CCS Haryana Agricultural University authorities have taken exception to the statement of the outgoing Director Students Welfare, (DSW) Dr Umed Singh Dahiya, accusing some girl students of the university of acting at the behest of some teachers to oust him. A spokesman of the university, reacting to the statement of Dr Dahiya, regretted that he had been trying to involve those students who had only protested against the entry of some boys into their hostel. The spokesman described Dr Dahiya's statement as "highly irresponsible unbecoming of a person of his position." While condemning the statement, the spokesman said, Dr Dahiya should have seen the things in proper perspective. Several students of the College of Agriculture today protested against Dr Dahiya's remarks against some of their classmates. The students also met the Vice-Chancellor, Prof J.B. Chowdhury, and sought appropriate action against Dr Dahiya. The students warned that in case the university authorities failed to take action against Dr Dahiya, they will be forced to use him for defamation as he had tried to malign the integrity of some of their classmates. Several faculty members of the university also condemned the statement. They said if Dr Dahiya had any grievances, he should have sorted them out with the authorities. Meanwhile, the university will launch 'Operation FMD-Zero' to eradicate the dreaded and disease among cattle. Every year hundreds of cattleheads fall prey to the disease. The Vice-Chancellor said
the campaign will be launched from Mirka village, near
here, shortly. |
Waterless
for 10 days ROHTAK, June 9 Nearly 200 families at the old Housing Board Colony here are sore over the suspension of water supply to the locality for the past 10 days. Mr Narender Rana, Municipal Councillor and district president of the Youth HVP, said Public Health authorities had cut supply from the main pipeline to the locality. He said delegations of the affected people met the authorities concerned many times but to no avail. He alleged the area fell under Kiloi Assembly segment and therefore the local minister was not concerned over the sufferings of the people as his constituency was Rohtak. The HVP leader alleged that no attention was being paid towards the cleaning of sewers in the colony. He said residents had to face an acute hardship several times when sewage overflowed into houses due to blocked sewers. On the other hand,
authorities pleaded that they received complaints
regarding the supply of contaminated water due to leakage
from pilelines. They said the water supply was suspended
as they were trying to find out leakage points by digging
pipelines at several places. They said cleaning of sewers
was almost impossible for them as a large number people
had encroached on manholes. They said they had also
apprised the district administration of the problem. |
Haryana hikes ex-gratia to
martyrs kin CHANDIGARH, June 9 The Haryana Government today enhanced further the ex-gratia amount to be paid to the families of the Junior Commissioned Officers and other ranks of the armed forces and paramilitary forces belonging to the state who laid down their lives while defending the countrys frontiers. Announcing this here today the Chief Minister, Mr Bansi Lal, said it had been decided to give Rs 1.50 lakh to the family of a JCO and Rs 1 lakh to the families of other ranks. The ex-gratia grant paid to the families of the Commissioned Officers would remain Rs 2 lakh. Similar ex-gratia amount would be also paid to the families of the para-military personnel belonging to Haryana. Mr Bansi Lal sanctioned
a grant of Rs 5 lakh to the Command Hospital, Chandi

Mattresses
worth lakhs catch fire ROHTAK, June 9 A Swaraj Mazda vehicle loaded with coir foam mattresses caught fire and was burnt down here last evening due to sparks caused by electricity wires at Jhajjar road. The vehicle was parked near an electricity pole. According to police sources, the vehicles and mattresses worth several lakhs were reduced to ashes within minutes after the vehicle caught fire at about 5 pm on the busy Jhajjar road. It is reported that the vehicle, parked near an electricity pole, caught fire after it came into contact with a live wire. |
CPM attacks government's
foreign policy ROHTAK, June 9 The CPM charged the BJP-led central government with making a mess of the country's defence and foreign policies during its 13-month rule. The party asked the BJP leadership to explain inviting top Army officers to its national executive meeting for a briefing on the developments in Kargil. This unprecedented step has lowered the politically neutral status of the Indian Army, said Mr Balbir Singh Dahiya, member state secretariat of the party. Addressing the general body meeting of district unit, Mr Dahiya said both the BJP and the Congress were banking upon the issue of Sonia Gandhi's origin to sidetrack real issues, especially their bankrupt economic policies of liberalisation and privatisation. He said without
reversing these policies the country could never achieve

Man sets
wife on fire FARIDABAD, June 9 A woman lost her life yesterday when she protested against her husband's extra marital relations, according to the police. Reports said Abida Khatoon, mother of seven children, was sprinkled with kerosene and set on fire by Ejaj Khan, her husband after heated exchanges over his relations with another woman, Mamta. She was rushed to hospital where she died. Abida had come here from
Nagina (Bijnore) in Uttar Pradesh to meet Ejaj Khan who
had been living with Mamta in Baselwa Colony. Doubts raised over CM's claim YAMUNANAGAR, June 9 Haryana State Electricity Board union leaders have raised doubts over the Chief Minister's claim related to round-the-clock power in Haryana by June-the-end. Mr Dhara Singh, General Secretary, Haryana State Electricity Board (HSEB) Union, and the newly elected President of the Haryana Karamchari Mahasangh while talking to reporters here today said no power project in Haryana is on the anvil. While giving statistics he said the daily requirement of power in the state was 450 lakh units out of which only 350 lakh units were available. The problem will aggravate during the paddy season. He added that the Chief Minister was making fool of the innocent people. He further said the Chief Minister's intention was to have a clash between the employees of electricity board and the general public. Mr Dhara Singh
threatened to launch a stir if the Chief Minister did not
change his attitude. |
